Statement of Work Preventive Maintenance service for Russell’s Chambers

A. BACKGROUND INFORMATION

The National Institute of Standards and Technology (NIST) Infrastructure Materials Group (IMG) conducts research to predict performance of conventional and innovative materials, components, and systems composing US buildings and infrastructure throughout the service life by developing a fundamental understanding of the performance properties and the degradation mechanisms when exposed to intended (real world) or accelerated (laboratory) loading environments.

IMG, with the cooperation of industry, is performing research to develop a fundamental understanding of the relationship between chemistry, microstructure, performance, and service life of conventional and high-performance concrete and other building materials. This work involves the synergetic combination of both experimental and computational materials science research. The environmental chambers are an essential tool to fulfill this mission as temperature and relative humidity play an essential role in the performance of the concrete. Tests need to be conducted, in certain cases as specified by standard procedures, in a temperature and relative humidity-controlled environment. Thus, the walk-in chambers need to be in working order.

B. PURPOSE AND OBJECTIVES

The purpose of this acquisition is to obtain preventive maintenance and calibration services on the Environmental Walk-In Chambers owned and operated by NIST. The chambers were manufactured and built by Russell’s Technical Products, Inc., located at 1883 Russel Ct, Holland, MI 49423-5296, and installed at NIST in February 2012. The four (4) walk-in chambers located at NIST contain the following model and serial numbers:

Chamber #1 WMD-504-205-AC Serial # 02124160 Chamber #2 WMD-576-205-AC Serial # 02124162 Chamber #3 WMD-504-205-AC Serial # 02124161 Chamber #4 WMD-576-205-AC Serial # 02124163

C. REQUIREMENTS

The Contractor shall be capable of performing preventive maintenance services on existing equipment at NIST, manufactured by Russell’s Technical Products. The Contractor shall perform the required maintenance to the walk-in chambers. Specifically, the chambers shall be calibrated once a year and a preventative maintenance service shall be performed twice a year.

The Contractor shall also repair the chambers to normal operating condition (if needed), conduct diagnostic testing and perform the necessary calibrations for accurate testing on all four walk-in chambers. The Contractor is required to have (1) proof of field service experience with the system and (2) be knowledgeable in existing and new software and hardware applications.

The Contractor shall provide maintenance support service for the chambers located at NIST in Gaithersburg, MD as detailed below. All travel, labor, and supplies necessary for performance of the described requirements shall be the responsibility of the Contractor. All support service shall be provided by capable service technicians.

1. Annual Preventative Maintenance The contractor shall provide two (2) preventative maintenance visits annually. The contractor shall perform all manufacturer-specified preventive maintenance including, at a minimum, a complete examination of the chambers, servicing mechanical and hardware components, applying all software updates, if applicable, and performing any replacements or repairs necessary to ensure the chambers meet current manufacturer’s specifications. The contractor shall provide a document summarizing the preventive maintenance performed once the preventive maintenance has been completed.

Any repairs which cannot be processed under the preventive maintenance agreement for any reason shall be estimated for the Government and provided to the NIST Technical Point of Contact (TPOC) for review. No additional work, beyond the preventive maintenance described, shall be performed without written authorization by the Contracting Officer.

2. Function test and Calibration The contractor shall calibrate the chambers annually using a standard practice in accordance with normal factory authorized procedures and calibration of temperature and humidity controllers. The contractor shall provide a calibration certificate for each chamber to NIST once calibration is complete. A calibration summary with details of the calibration procedure shall be provided and specifically include the calibration constants and repairs and preventive maintenance performed.

The temperature calibration shall be performed, and verified, at 5.0°C, 23.0°C and 50°C. The humidity calibration shall be performed, and verified, at 5.0%, 50.0% and 95.0%. No known ISO standards are applicable.

D. FACILITY ACCESS REQUIREMENTS

Routine access to Government facilities is not required. Contractor personnel requiring access to NIST facilities for preventative maintenance and repair services visits shall present acceptable identification as appropriate for the NIST Security Office. Specific instructions for accessing the NIST campus are provided in Section H below.

E. GOVERNMENT FURNISHED PROPERTY

The Government will provide visitor’s access to the NIST facilities and equipment as needed during the performance of this requirement.

F. PERIOD OF PERFORMANCE

The period of performance shall be effective for three (3) years from 11/1/2022 through 10/31/2025.

G. PLACE OF PERFORMANCE

The primary place of performance shall be at the NIST campus located in Gaithersburg, Maryland. The annual maintenance visits and any emergency breakdown visits shall take place at the NIST campus in Building 226, Room A165

H. SECURITY

NIST is a restricted campus. A visitor identification badge is required for access and entry into buildings and also shall be shown to the armed Security Police when entering the campus. Contractor employees shall comply with NIST identification and access requirements. The Contractor shall provide the name and citizenship information of contractor employees for on-site services visits to the NIST TPOC prior to contractor arrival. The TPOC will submit the names and citizenship information to the NIST Office of Security in order for a given Contractor employee to enter the NIST campus. The Contractor employee is responsible for absences due to missing or expired identification and access documents. Each Contractor employee shall wear a visible identification badge provided by the NIST Security Office. All Contractor employees must register their vehicles with the NIST Security Office to gain access to the campus. A valid driver’s license, Government-furnished civilian ID (which in most cases can be a valid driver’s license), proof of insurance and current registration must be presented to the NIST Security Office.

I. RISK ASSESSMENT

This requirement is Non-Information Technology (IT) No-Risk and IT No-Risk. Neither the Contractor nor the system shall have any access to the NIST IT Network.
