Electrofishing Boat Specifications
Background: The U.S. Fish & Wildlife Service, Alpena Fish and Wildlife Conservation
Office seeks to purchase a twin outboard motor power driven boat, trailer, and electrofishing system to conduct work on the Great Lakes. The boat must meet the specifications identified below and be of sturdy construction for use on rough water conditions.
Requirements: Contractors shall provide detailed line drawings to the U.S. Fish &
Wildlife Service for approval prior to contract award and construction. The drawings and subsequent quote provided by prospective contractors must address how each of the contract design specifications identified on the specification sheet are met. Proprietary information will be kept confidential. The contractor who is awarded this purchase order shall contact the field project officer (Matthew McLean) prior to construction for clarification. Substitutions or deviations from the contract specifications will also require contracting officer and field project officer consent. This bid should include boat, motors, GPS system, radio, trailer, electrofishing system, and delivery.
Inspection: The Contractor is responsible for performing all inspections and tests necessary to substantiate that the equipment furnished under the contract conforms to contract requirements, including any applicable technical requirements for specified manufacturers’ parts. Inspection documentation of proper installation, operation and functionality shall be signed off by contractor prior to delivery of trailer.
Acceptance: The U.S. Fish & Wildlife Service will conduct a quality assurance inspection upon delivery at Alpena, MI prior to acceptance of the boat. Acceptance constitutes acknowledgment that the boat meets the specifications contained in the contract. If items specified in the contract do not meet the specifications, the U.S. Fish &
Wildlife Service will provide a report to the contractor that will define the items that need to be corrected to conform to contract requirements. If the defects cannot be corrected by re-performance, the Government may reduce the contract price to reflect the reduced value of the services performed.
The Boat must meet or exceed the following criteria:
Hull Design
1. Vessel hull, deck, transom, console, and any other structural components to be all welded and constructed of marine grade aluminum which meets or exceeds
‘ASTM’ specifications for use in marine applications, United States Coast Guard approved.
2. Hull to be single chopped vee bow style, 10 degree V bottom to stern, 21-22’ long, with extended motor transom and 94 - 100” beam
3. Bow squared off to allow for electrofishing safety rail (see front deck specifications below)
4. Starboard console with electrofishing control box rack
5. Driver seat situated over a waterproof lockable storage box
6. Waterproof lockable storage area in front of starboard console
7. Side hull thickness 0.125” aluminum, bottom hull thickness 0.190” aluminum
8. All seams (i.e., sides, transom and bottom) doubled welded throughout
9. 30” sidewalls with 4” gunwales
10. Fully welded ribs
11. Tread plate aluminum floor and decks
12. Below-deck flotation foam to be installed, adequate for vessel size and weight
13. Two bow eyes to be installed, one for trailer winch and one for safety chain
14. V-slope bilge area under splash well with drain plug (removable from the inside)
15. Rear cross storage boxes across stern with fuel cell compartment
16. 6-8” tie cleats near stern welded at port and starboard locations
17. Transducer mounting bracket on transom
a) appropriate size and location for mounting Helix 10 transducer
18. 2” drain hole
19. 40 gallon (minimum) below deck fuel tank, fill and console fuel gauge
20. 40 gallon fuel tank provides gas to engines.
21. Two recessed boxes underside each side of bow to recess connector plugs
22. Manufacturer’s warranty of no less than a one (1) year for boat hull
23. Clean flat interior with no support ribs exposed (skin welded over ribs)
24. Open storage areas in gunwales approx. 7 “ height opening; with marine grade non-skid coating applied to top of gunwale.
25. Storage trays below gunwales

26. Capable of supporting twin Yamaha 90 hp 4 stroke engines (or alternate Suzuki)
27. All welds and cut surfaces filed or ground to remove sharp edges
Front Deck
1. 42”- 48” front deck with side drains (weep holes) (exact size to be determined during design)
2. Welded on front bow safety rail with a 3ft wide center removable section. (with removable LED shock lights)
3. Waterproof lockable storage area underneath bow deck
4. Bow deck recessed to allow netters 4-12” exact height to be determined during boat construction. See image below
5. OSHA approved minimum 42” height from front deck
6. 1” inside diameter aluminum pipe, 0.133” wall
7. Light boxes (n ≥ 6) incorporated into bow front rail for LED lighting with LED lights installed (LED lights should not interfere with the removal of front safety rail
8. Light boxes (n ≥ 2 on each side) incorporated into port and starboard side of bow rail for LED lighting with LED lights installed (see picture below for example
9. Step up to bow with integrated net holder (2” hole diameter) see image below with drain holes at bottom to allow water to escape.

Starboard Console and Accessory Support Railing
1. All-welded aluminum (0.125” thickness) starboard side console
2. Starboard console to be mounted leaving approx. 2 ft of deck space between console and storage boxes.
3. LED work up light facing bow suspended approx. 3 ft above console
4. Waterproof lockable storage box area under seat behind starboard side console
5. Wind screen with hand hold bars mounted to starboard console (Approximately
22” tall) with a wiper and switch control
6. Hydraulic steering
Amenities
1. Provide and install AGM Cranking Batteries (n=2) Blue Optima Group 31 or equivalent
2. Provide and install AGM Deep Cycle Battery (n=1) Blue Optima Group 31 or equivalent if you do a lot of night work you may want a second house battery.
3. Provide and install battery selector switch
4. Provide and install on-board 3 bank battery charging system (ability to plug in charger to generator and charge all three batteries)
5. Provide and install navigation lights
6. Provide and install 12 volt outlets (n=2); one at console and one at bow
7. Provide and install 1500 gallons per hour (gph) bilge pump w/on, off, auto switch in console
8. Provide and install 18 gang 12 volt weatherproof fuse panel with ATO style blade fuses mounted under console
9. Provide and install accessory weatherproof switch panel mounted at console
10. Provide and install navigation compass recessed into console
11. Provide and install two LED lights on the transom of the boat. One each on the port and starboard sided facing aft
12. Washdown pump
Trailer
1. All aluminum or galvanized trailer not to exceed 8.5’ in width.
2. Two 3500 lb axles
3. Hydraulic surge brakes
4. Galvanized poly side guide bunks
5. Coupler (2 5/16”) of sufficient capacity to accommodate gross trailer weight
(GTW) when fully loaded.
6. 7 pole light connector
7. Submersible LED stop, turn, side marker, and license plate lights
8. Transom straps
9. Synthetic bottom bunk material
10. Aluminized wheels with mounted spare and tire to match
11. Tires to meet or exceed weight ratings of boat and trailer with continuous heavy duty hauling and be of radial construction capable of handling intermittent off-road use.
12. Trailer must have capacity for vessel wet weight plus 2,000 lb.
13. Tongue weight not to exceed 12-15% of total trailer weight
14. Provide and install heavy-duty, manual tongue jack, side crank with 28” travel minimum; retractable stand to have adjustable pin for additional extension heights, bolted to the tongue for easy replacement.
15. Trailer to have surge brakes and DOT approved safety chains.
Electrofishing System Equipment (Electrofishing Control Box Must Adhere to
These Standards)
1. Powered (and included in the bid) by a commercially available, inverter style generator (i.e., only requirement un-bounded/ isolated neutral, no special windings); super quiet EFI 7kw Honda powered / Honda general generator air cooled with electric start to be mounted at gunwale height on port side across from starboard console. Exhaust directed out of boat
2. AC output power up to 7200 watts (continuous and pulsed); with 40 unique pulse packets
1. Generator mounted at gunwale height.
3. DC output power up to 24000 watts (continuous and pulsed)
4. Equivalent to 240 VAC at 30 A rms or 0-600 VDC at 80 A (must have 80 amp capabilities in each voltage range 0-300, 300-600; duty cycle dependent)
5. Pulse Rate adjustment from 1 pps to 300 pps in 1pps increments
6. Duty Cycle adjustment from 1% to 100% in 1% increments
7. Voltage adjustment in 1 volt increments
8. Modern electrofishing technology
a) automatic voltage range shifting for two ranges of voltage
b) high voltage soft starts
c) software and solid state protection for internal circuitry and overloading
d) dead short detection
e) ability to set a voltage ceiling
f) digital (live) displays to notify user of overloading errors, incorrect settings, dead shorts; messaging
9. Digital metering of peak watts, amps, volts
10. Monitors and displays input frequency and voltage from source generator
11. Integrated safety switch continuity test function during normal operation and during data recall mode when input generator is not attached

25. 31 lbs lightweight chassis - maximum weight allowed so the unit is easily moved and carried; removable. Interchangeable with current vessels without modifications
26. Electrofisher system crafted from high density polyamide
27. Waterproof connections, UV resistant, and rated for 32 A
28. Nitrile o-rings and silicone rubber sealing gaskets

30. Positive locating keyways only terminate into correct receptacles

Electrofishing Booms and Accessories
1. Two (starboard and port) aluminum pivoting base electrofishing boom assemblies
2” outside diameter, ¼” wall; boom arm must be crafted entirely from all non-conductive material that is a combination fiberglass and thermosetting polyester resin with UV inhibitors to maximize safety. No hazardous aluminum boom stock. Use male and female style anode connector instead of hydraulic quick connect. Socket configuration only for live circuits to minimize electrocution hazard
2. Boom cradles welded onto safety rail (see above) with chain hangers
3. Two collapsible anode arrays (approx. 34” span) constructed of: 3/16” stainless steel cables 46” long; removable 1” stainless steel dropper tubes
4. Stainless steel hardware on all aluminum construction
5. *Two clip in spring style safety kill switches located on bow rails.
6. *One safety foot kill switch located at side console for boat operator (5” X 7”)
Motors
1. Twin 4-stroke Yamaha 90 HP engines or alternate 90 Suzuki outboards

Special Requirements
1. Bidders must have experience designing and fabricating a similar vessel for a state or federal agency within the last 5 years
2. Provide a sub-total on quote listing by line item all above specifications
3. Installation of engine gauges (each): trim, rpm, fuel, voltage, and hours
4. Installation of keyed, dual throttle/shifter with emergency cutoff
5. Installation of electronics; GPS and VHF radio
6. Installation of one recessed navigation compass
7. Boat must be delivered
