About this file

This document is a justification for limited competition and sole source acquisition under the simplified acquisition threshold. The Federal Bureau of Investigation requires the use of heavy equipment including two dump trucks, two excavators, one front end loader, operators, fuel, and servicing for 28 working days from Waste Management Corporation through their contractor Westwind Contracting, Inc. The equipment and services are estimated to cost under $250,000 and are needed to remove garbage from the Waste Management Monarch Hill landfill to allow FBI employees and law enforcement agencies to conduct a missing person search by September 30, 2020. The justification is that only Waste Management has the required equipment available at the specified landfill site to support the urgent search. A sole source contract was awarded to an unknown vendor for an unknown amount on September 28, 2020 under solicitation number DJF-20-3460-PR-0006762 for the unusual and compelling urgency.
