I. Contracting Activity.
Air Force Installation Contracting Center (AFICC) 765th Specialized Contracting Flight (765 SCONF) Hurlburt Field, FL 32544
II. Nature and/or description of the action being processed.
This individual Justification and Approval (J&A) is being processed for a firm-fixed priced contract for the Air Force Special Operations Command (AFSOC) Aircrew Instruction Instructor Support required by the 492d Special Operations Wing (SOW) and operational units. This contract constitutes a bridge action and will be processed in accordance with the AF Bridge Reduction Plan.
III. Description of supplies/services required to meet agency needs.
Description of services:
AFSOC has a continuing need to provide critical Flying Training Unit (FTU) and operational unit support. Contractors provide training support for initial qualification, mission qualification, and continuation training. The contractors provide instruction (platform, simulator and flight) to all students going through AFSOC's initial and mission qualification schoolhouses. Continuation training is provided for combat aircrews (MC-130J and CV-22 crews at Hurlburt Field and Duke Field, FL; Cannon AFB, NM; Yokota AB, JA; and RAF Mildenhall). Specific support areas are:
fixed wing aircrew instruction, fixed wing flight instruction, remotely pilot aircraft (RPA) aircrew instruction, fixed wing simulator instruction, and weapon system leads for specific mission design series (MDS) aircraft or location.
Aircrew Instructor support is defined as customer-focused, aircrew and non-aircrew Academic, Simulator, Flight Line, Inflight Instruction, Observation Flights, aid and assistance to students, reporting, evaluating, grading, mission planning, mission pre-briefs, sortie executions and debriefs, post-mission documentation, remedial instruction, supplemental instruction, etc. as required by the published schedule, Syllabus, Instructor Guides, and Operational and Maintenance (O&M) Manuals. Specific tasks are detailed in the Performance Work Statement (PWS).
Historical Contracts:
FA002116C0001, a firm-fixed price contract, was awarded on 26 Feb 2016 with a period of performance of 1 Mar 2016 to 31 Dec 2016, Option Period 1 (1 Jan 2017 – 31 Dec 2017) and Option Period 2 (1 Jan 2018 – 31 Jan 2018) were exercised. On 27 Dec 2018, FAR 52.217-8, Option to Extend was exercised for a full six-month extension ending on 30 Jun 2019. This contract was competed among eligible small business firms and awarded to The Rockhill Group, Inc., (TRG) a Service-Disabled Veteran-Owned Small Business concern. Upon conclusion of the contract, considering all modifications and the FAR 52.217-8 extension, the value was $57,990,000.00.
FA002119CA003, a six-month bridge contract was awarded to TRG on 1 Jul 2019 with a period of performance of 1 Jul 2019 - 31 Dec 2019. The award amount for the six-month effort was $12,211,850.50 with a modified total value of $14,412,019.76. This bridge action was awarded under the authority of 10 USC 2304(c)(1), implemented by FAR 6.302-1(b)(iii), Only One Responsible Source. The Government awarded the bridge using the same terms and conditions of the FA002116C0001 contract in order to allow for continued services with no gap. On 14 June 2019, the J&A for Other than Full and Open Competition was approved by the , after proper coordination pursuant to AFFARS 5306.304(a) for this action. In accordance with the AF Bridge Action Reduction Plan, the J&A was also coordinated through AFSOC/A3 Director of Operations, Brig Gen Brenda P. Cartier. This bridge contract was subsequently extended through 31 January 2020 IAW 52.237-3, Continuity of Services to allow for adequate phase-out of services by the incumbent during the transition (phase-in) period of the follow-on contract awarded 26 December 2019.
FA002120F0004, was awarded to Credence Management Solutions Limited Liability Company (Credence) on 26 Dec 2019 with a period of performance of 1 Jan 2020 - 31 Dec 2020, with Option Period 1 (1 Jan 2021 - 31 Dec 2021) and FAR 52.217-8, Option to Extend. FA002120F0004 was competed under General Services Administration (GSA) One Acquisition Solution for Integrated Services (OASIS) Small Business (SB) Indefinite Delivery Indefinite Quantity (IDIQ) Pool 1 vendors.

IV. Statutory authority permitting other than full and open competition.
FAR 6.302-2 Unusual and compelling urgency, citing 10 U.S.C.2304(c)(2) or 41 U.S.C.3304(a)(2) permits that when the agency's need for supplies or services is of such an unusual and compelling urgency that the Government would be seriously injured unless the agency is permitted to limit the number of sources from which it solicits bids or proposals, full and open competition need not be provided for. This authority is properly applied for this acquisition in accordance with FAR 6.302-2(b) based on the facts that an (1) unusual and compelling urgency precludes full and open competition and (2) delay in award of a contract would result in serious injury, financial or other, to the Government. This contract will be properly limited in accordance with FAR 6.302-2(d) in that the period of performance does not exceed the time necessary to (A) meet the unusual and compelling requirements of the work to be performed and (B) for the agency to enter into another contract for the required services through the use of competitive procedures.
V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
IX. Any other facts supporting the use of Other Than Full and Open Competition.
The Government will comply with FAR 5.201(b)(1)(ii) by publicizing a notice of intent to grant a sole source bridge contract.

The Rockhill Group, Inc. (TRG) is the current incumbent.
XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.
