Contract Road Maintenance Requirements and Specifications

a. Blading: Contractor shall maintain the existing roads cross-section by blading and shaping the surface shoulders. Surface material shall not be side-cast but shall be returned onto the traveled way. Banks shall not be undercut. Established berms, crowns and cross slopes shall be maintained. Waterbars, dips and overside drains shall be installed as directed by the Forest Service. Existing drainage features should be maintained.

b. Surface Protection: While performing ordinary road maintenance work, Contractor shall avoid permanently fouling gravel or asphalt surfaces through covering them with earth or debris from side ditches, slides or other sources. Contractor shall avoid blading the surface course off of the road.

c. Slide Disposal: The deposit location for removed material from slides or other sources shall be chosen with the objective that such material will not erode into streams, lakes or reservoirs. Material shall not be wasted over planted road fills, unless otherwise agreed.

d. Visibility: Contractor shall remove brush, tree growth or other obstructions to visibility, as they develop during the contract period. All treated vegetation shall be lopped and scattered within open areas adjacent to the road.

e. Normal Seasonal Cleanup: Contractor shall perform a normal amount of seasonal weather cleanup which will include removing bank slough and minor slides and fallen timber, replacing material washed out of fill slopes and cleaning out drainage ditches and culverts.

f. Drainage Maintenance: Ditches, culverts, waterbars and other drainage facilities shall be kept clear and functioning. Over side drains shall be installed and maintained to prevent damage to fill slopes. Any erosion channels on fill slopes shall be filled with rock or other material and be re-vegetated.

g. Preventive Maintenance: Preventive maintenance shall be performed at the end of Contractor’s use, each season, to minimize weather damage during the non-use period.

Work shall consist of blading to remove ruts or other surface irregularities, cleaning of ditches and culverts and any other work that would prevent excessive erosion or bank slough. Damage resulting from Contractor’s use or failure to perform required preventive maintenance, shall be repaired.

h. Dust Abatement: Unless otherwise authorized by the COR, water shall be used to keep loss of fines to a minimum and reduce safety hazards. The water source(s) must be approved by the COR.

h. Snow Removal: If Contractor removes snow, removal shall be done in a manner to preserve and protect the roads, to the extent necessary to ensure safe and efficient transportation of materials, and to prevent excessive erosion damage to roads, streams and adjacent lands. Snow removal work by the contractor shall include the following specifications:

1. Removal of snow from entire road surface width including turnouts.

2. Removal of snow slides, fallen timber and boulders that obstruct normal road surface width.

3. Removal of snow, ice and debris from culverts so that the drainage system will function efficiently at all times.

4. All items of snow removal shall be done currently as necessary to ensure safe, efficient transportation. Work shall be done in accordance with the following minimum standards of performance:

a. All debris, except snow and ice, that is removed from the road surface and ditches shall be deposited away from stream channels at agreed locations.

b. During snow removal operations, banks shall not be undercut nor shall gravel or other selected surfacing material be bladed off the roadway surface.

c. Ditches and culverts shall be kept functional during and following roadway use.

d. Snow berms shall not be left on the road surface. Berms left on the shoulder of road shall be removed and/or drainage holes shall be opened and maintained. Drainage holes shall be spaced as required to obtain satisfactory surface drainage without discharge on erodible fills.

e. Dozers shall not be used to plow snow on system roads without written approval of the Forest Service.

f. Snow must not be removed to the road surface. A minimum 6 inch snow depth must be left to protect the roadway.

g. If the road surface is damaged, Contractor shall replace lost surface material and repair structures damaged in blading operations prior to hauling, unless climatic conditions prevent necessary work from being accomplished or as otherwise agreed in writing.

h. Single lane roads shall be plowed full width including turnouts. In event double lane roads are not plowed to full width, wording signs shall be required and plowing shall be no less than sing lane (12 feet) with intervisible turnouts.

Haul Route. Forest Service and Contractor shall agree upon the haul route(s) prior to use. All products removed from sale area shall be transported over the designated route of haul. .

Water sources: located in the vicinity of intersection of road# 46N29 and 46N08 in T46N, R10E, SE 1/4 Section 13, as shown on the Contract Area Map. Other sources may become available but will require COR approval prior to use.

Drafting water will be accomplished in the following manner:

• Intake pump will be at half throttle.

• A screen will be placed over the inlet hose to ensure that young-of-the-year (YOY) and/or fish eggs are not sucked into the hose.

• Fifty percent of the minimum base flow can be withdrawn at any one time. Contractor must supply diesel to operate pump.

• Drafting sites will be constructed so that oil, diesel fuel, or other pollutants will not enter the water source.

When two or more commercial users are simultaneously using the same road where Forest Service is not requiring maintenance deposits, the commercial users will develop maintenance responsibilities and arrangements for accomplishing the work. Forest Service must agree to this plan. If the commercial users cannot agree on maintenance responsibilities, Forest Service shall resolve the differences.

Unless agreed in writing, prehaul maintenance shall be completed on any portion of road prior to hauling on that portion.

Contractor shall maintain roads in accordance with the following Contract Road Maintenance Requirements Summary:
