Water Truck with Operator
AG-9JGP-S-17-0136
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation (SF-1449) will not be issued.
The solicitation number is AG-9JGP-S-17-0136, and is issued as a request for quotation (RFQ).
Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-80.
This solicitation is a total Small Business set-aside and the associated NAICS code is 532412 and the size standard is $32.5.
Water Truck w/Operator One 4000 gallon water truck with operator, will be used to widen Forest Service Road 22N49 at Brush Creek, California and repair of travel way on Road 21N16 at Sly Creek Reservoir at Strawberry Valley, California. Water truck with operator will be call when needed basis, 10 ½ hour day, with ½ hour unpaid lunch. Government will provide 24 hour notice to Contractor with project location where water tender will need to report each work day.
Water truck with operator shall be transported to the various locations on the Plumas National Forest.
Equipment Requirement
1. Year of manufacture shall not be earlier than 2010, 4000 gallon, California carb compliant.
2. Vehicle to have capacity of drafting water from water source and all safety requirements installed to meet OSHA regulations.
3. Drafting hose shall match intake on truck, shall be a minimum 20 feet in length or longer, shall have bell type end with screen.
4. Water tank shall have indicator (gage) mounted on outside of tank, that is visible and shows level of water in holding tank.
5. Water truck shall have spray bars in front and rear of truck, with adjustable sprayers.
Approximate period of performance July 17, 2017 – September 29, 2017 (7 weeks of actual work on a call when needed basis).
Work hours will be 0600 to 1630 per day, work to be Monday through Friday. This will be, call when needed with 24 hours advance notice. If, equipment breaks down during daily work hours, Contractor shall make repairs or replace water truck within 12 hours.
SUBMISSION OF QUOTES
Offerors shall submit quotes to the office specified in this Solicitation on or before the exact time specified in the Solicitation.
The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition and a statement regarding any addenda to the provision.
The provision at 52.212-2, Evaluation -- Commercial Items.
Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer.
The clause at 52.212-4, (May 2015) Contract Terms and Conditions -- Commercial Items, applies to this acquisition and a statement regarding any addenda to the clause.
The clause at 52.212-5, (Jan 2016) Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition and a statement regarding which, if any, of the additional FAR clauses cited in the clause are applicable to the acquisition.
At a minimum, the response to this solicitation shall include:
(1) Solicitation Number
(2) Name and address of offeror on company business letterhead
(3) Address quote to Attn: Teresa Reniff, Contracting Officer, USDA Forest Service, 875 Mitchell Ave., Oroville, CA 95965, or Fax Quotes to: (530)532-1210, email quotes not accepted
(4) DUN AND BRADSTREET NUMBER to verify System for Award Management (SAM). Award can only be made to a vendor with a valid in SAM.gov registration. (www.sam.gov)
(5) Acknowledgement of any Solicitation amendments
52.212-2 --Evaluation -- Commercial Items (Oct 2014)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

- Availability
(b) A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
Offers are due Friday, July 14, 2017 at 4:30 p.m. Pacific Daylight Time.
