Amendment 001 Callecat Release

2016 Callecat Release, AG-9JGP-S-16-0102, Pre-bid Tour5/10/2016

The pre-bid tour is intended to assist offerors with locating the work sites and answering questions regarding the technical specifications. Attendance is not mandatory in order to bid. The pre-bid tour does not relieve the offeror of the responsibility to make as much site visitation as may be necessary in order to make a firm fixed price offer.

Itinerary

Sites visited: 110-8, 110-13, 112-8, 113-15, & 113-10

Q & A from COR notes:

Q1) Section J refers to Exhibit A (Application Coverage for Foliar Herbicide). Where is it?

A1) Exhibit A will be added to the solicitation file downloads available on the FBO website. Please refer to Exhibit A for illustration of the amount of coverage that will be required on all target vegetation. The solicitation does not specify the total amount of herbicide to be applied. It is the responsibility of the offeror to determine how much herbicide will be needed in order to meet the acceptable coverage shown in Exhibit A on all target vegetation in the treatment areas.

Q2) What vegetation must be sprayed?

A2) Target vegetation under this contract will consist of all woody brush species.

Q3) So grasses and forbs do not need to be sprayed?

A3) Correct.

Q4) What is the alternate performance period?

A4) The alternate performance period shown in Section F is September 15th through October 15th. It is anticipated that the restrictions on work shown in Section C.5 – especially those regarding stage of vegetation growth and limited operating periods – may preclude completion of some portion of the work during the primary performance period of June 1st through June 22nd. All work must be completed during the primary performance period if possible, and any remaining work must be reattempted during the alternate performance period.

Q5) Some places the brush is growing right through the tree limbs. What should I do?

A5) All target vegetation must be treated, and a directed spray technique must be used to avoid tree damage. Directed spray entails using an appropriate angle and direction of spray in order to avoid herbicide contact with the tree crown. It may also require manipulating the limbs of the trees and brush in order to separate them. Please refer to the solicitation for the definition of tree damage. As long as tree damage remains within acceptable levels, washdown water packs as described in the technical specifications will not be required.

Q6) Do I have to spray bearclover?

A6) Bearclover (Chamaebatia foliolosa) will not be considered target vegetation under this contract.

Q7) Some brush is very tall. What should I do?

A7) All target vegetation must be treated, and worker safety must be maintained. Coordination between workers will be necessary. In some cases brush may be bent over in order to be treated, and longer spray wands may be desirable.

Q8) How many of the Item 1 acres were precommercially thinned recently?

A8) Seventy-five of the Item 1 acres were precommercially thinned last year.

Q9) There are a number of small stands in the 1-5 acre range. If workers still have herbicide in their backpack sprayers when they finish one stand, can it be transported to the next stand in the backpacks?

A9) If workers are walking to the next stand, they may carry herbicide down the road in the backpacks. If workers will be transported by vehicle to the next stand, the remaining herbicide must be secured for transport. Typically, this means it must be put back into the batch tank.

Q10) There is currently very little vegetation resprouting in the Item 2 stands. When will these units be ready to treat?

A10) At this time, it is apparent that Item 2 vegetation will not be ready to treat in June. Offerors may assume that these stands will need to be treated during the alternate performance period.
