LIVING QUARTERS FOR TEMPORARY EMPLOYEES

AG-9JGP-S-16-0080

April 7, 2016

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

The solicitation number is AG-9JGP-S-16-0080 and is issued as a request for quotation (RFQ).

The solicitation document and incorporated provisions and clauses are those in effect through

Federal Acquisition Circular FAC 2005-86.

This is a total small business set-aside. The NAICS code is 721310 and small business size standard is $7.5 M.

The intent is to provide housing for temporary Forest Service employees in one location for the entire period of performance. If that is not possible, then we require that housing be provided in large chunks of time based upon our employee payperiods. This is because we have to be able to calculate the percentage rate that is chargeable back to the employee, and it can only be done by the payperiod. Below is a list of the payperiod dates for reference. Please specify how many people you can house, based on the needs defined below, for each pay period in the same location. Please include for each pay period what house/houses the employees would be living

in. Please also include for each house, how many rooms and how many beds are in each room.

The requirements for the Living Quarters must meet the following specifications:

Provide fully furnished living quarters within the town of Foresthill, CA or to the NE within 14 miles of the town of Foresthill, CA. Housing needs and dates are as follows:

May 13th, 2016 through May 30th 2016, Housing for 8 employees.

May 29th, 2016 through August 31st 2016, Housing for 10 employees.

August 31st 2016 through November 1st 2016, Housing for 2 employees.

These living quarters must have kitchen facilities including kitchen sink, stove, microwave, refrigerator, cooking and eating utensils and dishes; living quarters fully furnished with the following; tables, chairs, couch, and beds; all utilities; electricity, natural gas or propane, water, and garbage included in the price as well as maintenance and repairs. Two beds per room is preferred, twin beds are acceptable. Living quarters must have a bathroom with a sink, toilet, and shower. To accommodate all of the people needing housing, multiple houses, cabins, or rooms in a lodge can be used to satisfy this requirement.

Contract Award may be made to more than 1 vendors, but is preferred to award to 1 vendor only for the entire period of performance.

The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition and a statement regarding any addenda to the provision.

The provision at 52.212-2, Evaluation -- Commercial Items, if used, and the specific evaluation criteria to be included in paragraph (a) of that provision. If this provision is not used, describe the evaluation procedures to be used.

Include a completed copy of the provision at 52.212-3, Offeror Representations and

Certifications -- Commercial Items, with its offer. If this information is available in SAM, please indicate with your response.

The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition and a statement regarding any addenda to the clause.

The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or

Executive Orders -- Commercial Items, applies to this acquisition and a statement regarding which, if any, of the additional FAR clauses cited in the clause are applicable to the acquisition.

If the vendor requires any clarification of the above Provisions and Clauses, please request assistance prior to the closing response date and time. Respondents must be registered in the

System for Award Management (SAM) to be awarded this order. Payments will be process through the IPP system.
