Riverside Lab Chiller Replacement – Pre-Bid Meeting
Riverside Fire Lab – 05/25/17 11:00
List of USFS Attendees:
Name Company Phone/Email
Dana Bangart, CO USFS 406-624-3442 / dbangart@fs.fed.us
Warren Hanna, FOS USFS 951-680-1518 / whanna@fs.fed.us
Cary Pence, Acting SE USFS 970-556-4144 / cjpence@fs.fed.us
General Notes:
Met with representatives of several contracting firms at the Riverside Fire Lab at 1100 (PDT). General comments, discussion items and questions for the entire project are as follows:
Actual construction timing and chiller commissioning will be clarified in an Amendment to follow.
Specific Questions:
Q – What type of Building Automation System (BAS) controls are in place?
A – Andover Continuum by Schneider Electric.
Q – Will the contractor need to supply a BACnet or Lon adapter to allow the chiller to interface with the existing controls?
A – Yes, per the Specifications – Section 236426 Rotary-Screw Water Chillers, 2.1 Packaged, Water-Cooled Chillers, M. Special Features, 9. BACnet Communication: Factory-installed communication capability with a BACnet MS/TP network.
Q – Is there a minimum head-room clearance required for new piping?
A – Eight feet (8’) clearance from the floor is desirable, although in non-walkway areas, seven foot (7’) would be acceptable.
Q – Is a Schneider Electric certified representative required to perform controls interface?
A – Yes, per the Specifications – Section 230900 Instrumentation and Control for HVAC, 1.4
Quality Assurance, A. Workers Qualifications: Experienced installer certified by Schneider
Electric to install, test, adjust, and program Continuum building automation systems.
Q – Where to land chiller command points?
A – Connect existing DDC controls to Factory-installed BACnet communication device, per the
Specifications.
Q – Since the controls air compressor and dryer will need to be moved, will the contractor need to provide temporary controls air?
A – Yes, to provide pneumatic control functions in the serviced buildings for the duration of construction.
Q – Is there a current chilled-water chemical treatment maintenance plan in place? And if so, when was the last time it was cleaned and flushed?
A – Yes, there is a monthly contract in place to test the water by a 3rd party contractor. In-house testing is performed each week. The last time a clean and flush was performed was in 2007.
Q – Will the contractor be required to provide the chemical treatment for chilled-water?
A – No.
Q – Provide clarification of the side-profile of the refrigerant detection exhaust system. Is the fan supposed to be mounted high, up near the ceiling, or at ground-level?
A – Exhaust fan and duct work should be installed near the ceiling, in-line with the proposed location of exhaust through the outside air louver.
Comment – Chiller commissioning could be accommodated by using a Seasonal TAB requirement.
A – Additional language to require an initial startup TAB, as well as a final TAB, will be added by addendum.
Q – Are alternate equipment proposals allowed, and when should the alternate proposal be submitted?
A – Yes, alternate equipment proposals are allowed. Please submit pricing for the alternate equipment.
Separate Written RFIs
Q – Drawing MEO-1 Existing pump schedule, Spec 230593-3 Section 3.5 “Procedures for
Hydronic Systems”. The pumps head pressure is being increased to 83.4 ft per MEO-1. The spec requires impeller size adjustment to achieve pump performance. Please provide spec section 23 “Hydronic pump Requirements”. The referenced section was not provided in the specifications package.
A – We do not know the size of the pump impeller provided for P-1 and P-2. To achieve the new flow and head for P-1 and P-2 a 9.25” pump impeller is required. The pumps may have been provided with a 9.5” impeller. The impeller could be smaller or have been trimmed to meet design flows or a balancing valve could have been used. We can have the Contractor investigate the impeller size and performance and handle the findings through a modification. This clarification will be covered in an addendum.
Q – Spec 230900 Section 3.1(a) notes to notify the Contracting Officer of any damaged or malfunctioning controls. 3.2 (c) states to replace damaged or malfunctioning controls. There is no information provided as to the operation of the control system. Please provide a print out on the controls operating status as of this time.
A – Section 3.2 (c) is referring to any new Contractor-installed controls or control hardware.
Q – Please let me know if you are keeping the refrigerant that comes from the old chiller, or will the refrigerant be the responsibility of the winning contractor?
A – Refrigerant shall be properly recovered, and will become property of the Contractor. Will revise language in addendum to provide clarification.
Riverside Lab – Chiller Replacement
Addendum No. 1 – 06/06/17
1. Construction Timing:
Contract calendar days shall be extended to allow for submittal review, equipment ordering and fabrication, and installation (substantial completion).
Revise SF-1442 as follows:
Period of Performance: 08/01/17 to 11/30/17
2. Provide the following Drawing and Specification clarifications:
Replace Key Note #6, Sheet ME0.1, and combine Key Notes #3 & 4, Sheet ME1.1, with the following:
“Temporarily relocate air compressor and refrigerant dryer to permit chiller removal
/installation. Control air must be maintained at all times during the project. Reinstall and reconnect air compressor and dryer in original location.”
Add the following to Key Note #7, Sheet ME1.1:
“Piping clearance to the floor shall be eight feet (8’) above walkway areas, above all other areas, seven (7’) of clearance will be permitted.”
Add the following to Section 230593 3.2 A.:
“Contractor’s TAB plan shall include allowances for testing to occur in two stages:
1. The first testing will occur after substantial completion, during relatively cold weather. The objective of this first stage test is to provide reasonable assurance that the chiller will function properly during lower load conditions. This will prepare the chiller for operation during the beginning of the cooling season. At the beginning of the cooling season, the chiller will be started and operated, without further testing, unless problems arise.
2. The second test will be performed when conditions are warmer (approximately 80-
85F). During this second test, some of the sequences performed during the first test will be retested and recorded, as necessary, to get to the staging and full load tests not performed during the first test.”
Add the following to the Existing Pump Schedule remarks for P-1 and P-2:
“Verify pump impeller size. Provide pump submittal demonstrating impeller size required to achieve scheduled flow and head. If changing impeller size is required, coordinate with Contracting Officer.”
Delete Section 230593 3.5 A. 1. a.
Add the following to Key Note #1, Sheet ME0.1, and Key Notes #1, Sheet ME1.1, with the following:
“Contractor shall recover existing refrigerant in accordance with all Local, State and
Federal regulations. Reclaimed refrigerant shall become the Contractor’s property.”
