SECTION 01 GUIDANCE

PART 1: GENERAL

1.1 DESCRIPTION

A. The intent of this specification is to provide the USDA Forest Service Institute of Pacific Islands Forestry located in Hilo, Hawaii with a Video Surveillance system that will enhance the protection of facilities, assets and safety of personnel.

B. The security contractor shall design, procure, provide and install electronic security upgrades that will satisfy the sites specific security needs. The contractor shall provide and install an integrated electronic security package, which shall support a method of controlling, monitoring and detecting entry into secured areas.

C. The contractor shall provide and install all equipment, devices, hardware, wire and cable, device mounting materials, control panels, construction materials and any necessary appurtenances to complete this project.

D. The contractor shall supply all labor and labor material, including tools, ladders, lifts, power cords, etc., necessary to complete this project.

E. All work performed shall be coordinated and approved in advance by the Contracting Officer’s Representative.

F. Final placement of all Video Surveillance equipment and devices shall be coordinated and approved in advance by the Contracting Officer’s Representative.

G. Final placement of all video system cameras shall be determined and approved in advance by on-site observation by the Contracting Officer’s Representative of each scene to be viewed. The contractor shall obtain a portable monitor to provide intended view for Contracting Officer’s Representative approval.

H. The Security Package shall be capable of being monitored by USDA Personnel, or an USDA designated Contractor. Monitoring of security package shall include all data information from video signal from all cameras and all systems diagnostic and maintenance information.

I. Any contractor provided equipment intended to connect into any information technology (IT) equipment belonging to the USDA, including, but not limited to; servers, workstations, hubs, switches, routers and/or the USDA LAN backbone/infrastructure must meet, at minimum, the standards and requirements for computer security as defined by the Office of the Chief Information Officer (OCIO).

J. The contractor shall provide and install the necessary number of uninterruptible power supplies (UPS) in a manner appropriate to isolate and protect system components against power surges and voltage irregularities.

K. Office and Common Areas: In finished areas, system wire may be "fished" into concealed spaces, above ceilings, and in wall cavities. Wire run above suspended ceilings shall be fastened in a manner that it is supported off of the ceiling. Where concealing wire is impractical, wire shall be run in appropriately colored metallic wire-mold. Wire and wire housing installation shall be approved in advance by the Contracting Officer’s Representative.

L. Office and Common Areas: In unfinished, exposed areas, wire shall be run in electrical metallic tubing (EMT), intermediate metallic tubing (IMC), rigid conduit or appropriately colored metallic wire-mold. Wire and wire housing installation material and methods shall be approved in advance by the Contracting Officer’s Representative.

M. In any areas exposed to the outside environment, weather/water resistant conduit, boxes and fittings shall be utilized. Wire and wire housing installation material and methods shall be approved in advance by the Contracting Officer’s Representative.

N. All exposed electrical metallic tubing (EMT), intermediate metallic conduit (IMC), rigid conduit or wire-mold shall be painted to match existing surfaces. Paint color, paint material and painting methods shall be approved in advance by the Contracting Officer’s Representative.

O. All necessary back boxes, pull boxes, connectors, supports, conduit, cable, and wire shall be furnished and installed to provide a complete and reliable System installation. Exact location of all boxes, conduit, and wiring runs shall be presented to the Contracting Officer’s Representative for approval in advance of any installation.

P. All conduit, cable, and wire shall be installed parallel and square with building lines, including raised floor areas. Conduit fill shall not exceed forty percent (40%). All wires shall be gathered and tied up to create an orderly installation.

1.2 QUALITY ASSURANCE

A. Before commencing work, the contractor shall submit data that demonstrates that the contractor has successfully installed Intrusion Detection, Access Control and Video Systems of the same type and design as specified herein, or that he/she has a firm contractual agreement with a sub-contractor having such required experience. The contractor or sub-contractor shall include the names and locations of at least five (5) installations where the contractor has installed such systems of similar size and complexity. Specify the equipment manufacturer and model number, type, and design for each system, and furnish documentation that the system has performed satisfactorily for the preceding thirty six (36) months.

B. Statements shall be included, with copies of required licensing, verifying the qualifications of the system designer and installer as specified.

C. The contractor shall employ only craftsman skilled in the installation and troubleshooting of Access Control, Intrusion Detection and Video Systems. The contractor shall submit the names and related experience of the system installers prior to installation.

D. The services of a lead technician who has been trained and certified by the manufacturer of the equipment being installed shall be provided to supervise installation, software documentation, adjustment, preliminary testing, final testing and certification of the system. The contractor or sub-contractor shall ensure that the lead technician having such training will be onsite daily to monitor and guide the installation process.

E. The system control panels and devices specified, and their installation and operation shall conform to the most stringent applicable requirements of the most recent editions of the following publications and this specification unless otherwise noted:

1. Factory Mutual (FM)

a. FM AG Approval Guide

2. National Fire Protection Association (NFPA)

a. NFPA 70 - National Electrical Code.

b. NFPA 72 - National Fire Alarm Code.

c. NFPA 101 - Safety to Life from Fire in Buildings and Structures.

d. NFPA 1 - Uniform Fire Code

e. NFPA 5000 – Building Construction and Safety Code

3. National Electrical Code (NEC)

4. Underwriters Laboratories, Inc. (UL)

a. Appropriate UL Standards.

5. State and Local Building Codes as adopted by the Authority Having Jurisdiction (AHJ).

6. The Americans with Disabilities Act, public law 101-336 (ADA).

7. Occupational Safety and Health Administration (OSHA)

1.3 REGULATORY REQUIREMENTS

A. The equipment, materials, installation, and workmanship shall be in strict accordance with the required and advisory provisions of the “National Electrical Code”, the “National Fire Protection Association” and all other applicable codes and regulations.

1.4 QUALIFICATIONS

A. Contractor: A company specializing in the design, installation and troubleshooting of hardwire Intrusion Detection, Access Control and Video Systems.

B. Lead Technician: The services of a lead technician who possesses, at a minimum, a Master Electrical License, limited (low voltage), and is trained, qualified, and experienced in the specific equipment being installed shall be provided to supervise installation, software use, adjustment, preliminary testing and final testing of the system. The contractor shall ensure that the lead technician having such skills will be onsite daily to monitor and guide the installation process.

C. Installation Technician: The contractor shall employ only craftsman skilled in hardwired Intrusion Detection, Access Control, and Video Systems.

1.5 COORDINATION

A.The contractor shall coordinate all work with the Contracting Officer's Representative.
B.The contractor shall submit an installation schedule for review and approval by the Contracting Officer's Representative within ten (10) days after contract award.

C. The contractor shall be solely responsible for coordinating work with all subcontractors and ensuring that all items of joint use in conjunction with installations are completed.

1.6 INSPECTION AND VERIFICATION

A. Site Survey: The contractor shall conduct a site survey of the project in order to gather site-specific data.

1. The purpose of the survey is for the contractor to become familiar with the site and to discover any areas not adequately addressed within this Statement of Work.

2. The contractor shall hold an in brief meeting with the Contracting Officer’s Representative and shall outline the goals of the site survey and shall disclose all project particulars to ensure clarity of the project requirements.

3. The contractor shall coordinate all site visits with the Contracting Officer’s Representative.

4. The contractor shall prepare a site survey report that shall identify any site or system conditions that may affect the construction schedule and/or project completion. The report shall also contain recommended resolutions of any identified problem areas.

5. The Site Survey Report shall be submitted within ten (10) days from the completion of site visit.

1.7 ACCESS TO SITE AND TRAFFIC RESTRICTIONS

A. Access to each individual site will be arranged by the Contracting Officer's Representative according to the schedule submitted by the contractor and approved by the Contracting Officer’s Representative. The contractor shall coordinate and schedule his/her work under this contract to cause the least interference with the normal flow of visitor and employee traffic.

B. Available Work hours will be Monday through Friday, 08:00 a.m. to 4:30 p.m., excluding Government holidays. Requests for exceptions to this schedule must be made in writing forty-eight (48) hours in advance and approved by the Contracting Officer's Representative.

1.8 TIME FOR COMPLETION

A. All work on this project shall be completed within sixty (60) days from Notice to Proceed. Timely completion is of the essence on this project.

1.9 SPECIAL PROVISIONS

A. The contractor shall confine all operations to within the work limits of the project and exercise special care to maintain natural surroundings undamaged. Building surfaces that have been altered for the installation of system equipment shall be refinished to match original condition by skilled personnel of the trades involved at no additional expense to the Government.

B. Finished surfaces of existing facilities that are marred, scratched, or damaged by the contractor shall be refinished to match original condition. Patching material shall be of the same type, style, and thickness, and shall be finished to match existing adjacent surface construction in color and texture.

C. No structural members shall be cut or altered without prior approval of the Contracting Officer's Representative.

D. Any damage resulting from contractor's operation shall be brought to the attention of the Contracting Officer's Representative immediately.

E. The contractor shall take all necessary and reasonable measures to keep the work site clean of trash and debris. Work areas shall be cleaned immediately as work in that area is completed, and before moving to a new work site. Place all trash and debris in OSHA approved containers, remove, and dispose of trash off site daily.

F. The contractor shall move all materials and equipment, including ladders and scaffolding from the site at the completion of each day's operation unless otherwise approved by the Contracting Officer's Representative.

G. The contractor shall provide proper safety equipment to workmen and ensure a safe environment for employees and the general public at all times. The Contractor shall work to ensure free, unobstructed, and safe access to and about the work area.

END OF SECTION

SECTION 02 WORK RESTRICTIONS

PART 1: GENERAL

1.1 USE OF PREMISES

A. Limit use of premises to work in areas indicated. Do not disturb portions of site beyond areas in which the work is indicated.

B. Keep driveways and entrances serving premises clear and available to Owner, Owner's employees, and emergency vehicles at all times. Do not use these areas for parking or storage of materials.

C. Limited parking may be available on the site away from each facility.

D. All contractor staff must pass a background investigation, including fingerprinting, before performing any work under HSPD-12 requirements

SECTION 03 SUBMITTALS

PART 1: GENERAL

1.1DESCRIPTION
A.The work of this section consists of submittal requirements before and during construction.

B. The contractor shall submit and include information for all equipment and materials to be supplied by the contractor. Specification and/or catalog sheets for all equipment, wire, and devices shall be provided. Data describing more than one (1) type of item shall be clearly highlighted to indicate the specific device the contractor intends to provide for a given application.

1. Submittal shall include specific number of devices and components to be installed.

B. Construction Schedule

1. The contractor shall submit a comprehensive schedule of actions with anticipated milestones for the following:

a. 25% completion

b. 50% completion

c. 75% completion

d. 100% completion

2. The contractor shall provide weekly status/progress reports that shall reference installation plans, milestones, concerns, potential project delays or cost overruns and anticipated project completion.

D. Samples

1. The contractor shall submit samples of every type wire and cable assembly as follows:

a. Wire and cable samples shall include manufacturer’s sheath imprint with UL Listing, NEC code type, and part number. Include temperature and voltage limits, where required by code.

b. The length of each sample shall include three (3) inches of cable before the imprint and four (4) inches of cable after the imprint; but not less than twelve (12) inches overall length.

E. Manufacturer's Recommendations:

The contractor’s installation procedures shall be in accordance with the recommendations of the manufacturer of the material or equipment being installed. Printed copies of these recommendations shall be provided to the Contracting Officer's Representative prior to installation. The contractor shall not proceed with the installation of the item until the recommendations are received, reviewed, and approved by the Contracting Officer’s Representative. Failure to furnish these recommendations can be cause for rejection of the material or product.

F. System zoning and programming shall conform to Government’s standard format. The contractor shall submit the proposed system zoning and programming data for review and approval by the Contracting Officer's Representative.

G. Any changes to these specifications and/or equipment substitutions shall be approved in advance by the Contracting Officer's Representative.

H. Submittals will be approved, approved with notations, or disapproved-resubmit.

1.2 RELATED REQUIREMENTS

A. Closeout submittals Section 06.

1.3 SUBMITTAL AND APPROVAL PROCEDURES

A. As specified in the individual sections, forward submittals to the Contracting Officer at least ten (10) days before need for approval. Unless a different number is specified, submit one (1) reproducible original and two (2) copies of each shop drawing, three (3) copies of manufacturer's catalog sheets (cut sheets), three (3) specimens of each sample, and three (3) copies of all other submittals requested.

1. Shop Drawings: Include the following information with each copy of shop drawings:

a. Date.

b. Date of revisions (when applicable).

c. Contractor's certification that shop drawing has been checked for compliance with contract documents.

d. Details of fabrication, assembly and erection including connections and engagement to contiguous work.

e. Materials used.

f. All required dimensions.

g. The term "by others" shall not be used. All work to be performed by others shall be identified by contractor or sub-contractor name, discipline, or trade.

2. Samples: Samples shall be large enough to illustrate clearly the functional characteristics and full range of color, texture, or pattern.

3. Manufacturer Catalog Sheets: Submit only pertinent pages; mark each copy of standard printed data to identify specific products proposed for use.

4. Manufacturer Installation Instructions: When contract documents require compliance with manufacturer's printed instructions, provide one (1) complete set of instructions for Contracting Officer and keep another complete set of instructions at the project site until substantial completion.

B. Contracting Officer reserves the right to require submittals in addition to those called for in individual sections.

C. Approved Equals:

1. For each item proposed as an "approved equal," submit supporting data, including:

a. Drawings and samples as appropriate.

b. Comparison of the characteristics of the proposed item with that specified.

c.Changes required in other elements of the work because of the substitution.
d.Name, address, and telephone number of vendor.

e. Manufacturer literature regarding installation, operation, maintenance and parts lists. Describe availability of maintenance service, and state source of replacement materials.

2. A request for approval constitutes a representation that contractor:

a. Has investigated the proposed item and determined that it is equal or superior in all respects to that specified.

b. Will provide the same warranties for the proposed item as for the item specified.

c. Has determined that the proposed item is compatible with interfacing items.

d. Will coordinate the installation of an approved item and make all changes required in other elements of the work because of the substitution.

e. Waives all claims for additional expenses that may be incurred as a result of the substitution.

3. Construction Materials: The contractor is encouraged to submit for approval products made out of recycled or environmentally responsible material. Every effort will be made by the General Services Administration to approve these materials.

D. Coordinate all submittals and review them for legibility, accuracy, completeness, and compliance with contract requirements. Forward submittals that are related to or affect one another as a package to facilitate coordinated review. Each transmittal shall contain only data specific to that individual submittal.

E. Submittal Identification:

1. Identification information shall include the site name-package number, project title, contract number, and transmittal number.

2.All sets of shop drawings, manufacturer catalog sheets, samples, and other documents submitted to the Contracting Officer must have the identification information on the submittal.
3.Identification information shall be applied to the bottom right margin on each page. Identification information on samples shall be applied to the most readily visible area on the sample or on tags attached to sample.

F. Submittal Numbering:

1. Number each submittal consecutively.

2. For re-submittals use the original submittal number, plus a letter suffix beginning with A.

3. Additional re-submittals of the same item shall contain the original number with the next consecutive letter.

G. Contracting Officer's Review:

1. Submittals will be returned disapproved without technical review if identification information is missing, not filled in, or if placed on the back of the submittal; an incorrect number or format of submittals is provided; the transmittal form is incorrectly filled out; submittals are not coordinated; or submittals do not show evidence of contractor's approval.

2. Any work done or orders for materials or services placed before approval shall be at the contractor's own risk.

3. After reviewing submittals, the Contracting Officer will return one (1) copy of applicable (marked up) submittal sheets to the contractor. Shop drawing review notations will be returned on the reproducible original shop drawing. All other submitted items will be retained. The contractor is responsible for producing additional copies for his/her own use.

4. The returned submittal will be marked in one (1) of three (3) ways as defined below:

a. APPROVED: Acceptable with no corrections.

b. APPROVED WITH NOTATIONS: Minor corrections or clarifications required. All comments are clear and no further review is required. The contractor shall address all review comments when proceeding with the work.

c. DISAPPROVED - RESUBMIT: Rejected as not in accordance with the contract or as requiring major corrections or clarifications. The Contracting Officer will identify the reasons for disapproval. The contractor shall revise and resubmit with changes clearly identified.

5. If resubmits are required, they shall be provided within ten (10) days after the date of notification. The contractor shall then provide submittals from another equipment supplier as directed by the Contracting Officer's Representative at no change in the Contract price.

SECTION 04 MATERIALS AND EQUIPMENT

PART 1: GENERAL

1.1 DESCRIPTION

A. The work of this section consists of the general procedures for handling, storing, and protecting material and equipment.

B. The work of this section consists of the requirements and specifications of all Physical Security System equipment and products.

1.2 TRANSPORTATION AND HANDLING

A. Arrange deliveries of materials in accordance with construction schedules; coordinate to avoid conflict with work and conditions at the site. Deliver materials in undamaged condition, in manufacturer's original containers or packaging, with identifying labels intact and legible. The contractor is encouraged to obtain materials in biodegradable or recyclable/reusable packaging which uses the minimum amount of packaging possible.

1.3 STORAGE AND PROTECTION

The contractor shall:

A. Deliver equipment and materials to the site only after submittals have been approved by the Contracting Officer's Representative.

B. Coordinate the delivery of equipment and materials to coincide with the approved installation schedule. Deliver equipment to the site in manufacturer’s original, unopened packaging for inspection by the Contracting Officer’s Representative.

C. Properly store, protect, and carefully handle equipment and materials to prevent damage before and during installation. Equipment and materials shall be handled, stored, and protected in accordance with the manufacturer's recommendations. The Contracting Officer’s Representative will identify a room for storage of equipment and tools during the installations. In addition:

1.EMT, conduit, wire mold and associated hardware shall be stored to provide protection from the weather and accidental damage.
2.Cables and wire shall be sealed, stored, and handled carefully to avoid damage to the outer covering or insulation, and damage from moisture and weather. Damaged or defective items shall be replaced with new items at no cost to the Government.
D.The contractor shall protect equipment on site; safeguarding of equipment shall be the sole responsibility of the contractor. The Government shall assume no responsibility for loss or damage occurring prior to completion of contract and acceptance of the systems.
PART 2:PRODUCTS

2.1 MATERIALS AND EQUIPMENT

A. Materials and equipment provided by the contractor under this contract shall be the standard product and current design of a manufacturer regularly engaged in the production of such equipment. The equipment shall be equal in all respects to that identified by the Government. The material and equipment shall be listed by the Underwriters Laboratories, Inc. (UL) or approved by the Factory Mutual (FM) if such standards exist for the equipment and materials specified. The UL authorized listing mark is acceptable as evidence that the material meets this requirement.

1. In lieu of the label or listing, the contractor may submit independent proof, satisfactory to the Contracting Officer's Representative, that the materials, appliances, or devices conform to the published standards, including methods of test of the Underwriters Laboratories, Inc.

B. All materials and equipment provided by the contractor under this contract shall be commercial “off the shelf” products with an open distribution network.

C. Materials and equipment shall be used only for their intended use.

D. All contractor supplied equipment, components and materials shall be new and the manufacturer’s latest revision.

2.2 PRODUCTS

A. This section contains the performance based specifications for the major equipment components required for this project. Ancillary equipment necessary to complete this project may not be itemized or listed in this section.

B. VIDEO SURVEILLANCE SYSTEM

1. The video system shall consist of high resolution 360 degrees endless pan rotation, tilt, zoom color cameras integrated into digital video equipment to include necessary controllers and matrix equipment.

2. The video system shall allow for interfacing with other systems, e.g. access control.

3. The video system shall allow for motion detection alarm scheduling.

4. The video system shall allow remote access which can be used to view live or recorded video from any camera connected to any DVR to which it has rights, configure and control pan/tilt/zoom (PTZ) cameras, and perform administrative tasks with proper login rights.

5. DIGITAL VIDEO RECORDER

A. Provide and install one (1) CSP-16PRO “PRO SERIES”. 16 Channel High Definition Digital Video Recorder – Internet & Cell Phone Viewing with software included (Up to 1080p High Definition). 4-TB Hard Drive. http://www.cctvsecuritypros.com/16chpsefud1d.html

6. PTZ CAMERA

A. Provide and install nine (9) CSP-CVIPTZ2OX, 2-Megapixel 1080p Indoor/Outdoor HIGH DEFINITION PTZ Dome Camera with 20X optical ZOOM, 16X Digital Zoom. 360 degrees endless pan rotation. 7. CSP-RG1000 Cable A. Provide three (3) 1000 foot Professional RG-59 Siamese Coax Power and Video Cable in One (Black). High Quality UL listed.

C. UNINTERRUPTIBLE AND AUXILIARY POWER SUPPLIES

1. Uninterruptible Power Supplies (UPS) Main System (Head End)

a. The UPS shall be installed in a manner to isolate and protect system components against power surges and voltage irregularities.

b. The UPS shall be installed and capable of sustaining system operation for a minimum of four (4) hours of back-up power.

c. The UPS shall automatically reset upon restoration in the event of a power outage.

2. Auxiliary Power Supplies (APS) System components

a. The APS for all system devices shall meet, at a minimum, MANUFACTURER PRINTED RECOMMENDATIONS.

b. The APS shall be installed and capable of sustaining system operation for a minimum of eight (8) hours of back-up power.

c. The contractor shall install a separate APS in a dedicated surface mount locking enclosure on any intrusion detection system with motion detection devices, glass break detection devices or any power requiring detection device. No more than nine (9) powered detection devices may be installed per auxiliary power supply. The contractor shall ensure that the appropriate number of auxiliary power supplies are supplied and installed.

D. WIRE AND CABLE

1. All wire and cable shall meet the applicable requirements of NFPA 70 and UL for the type of insulation, jacket, and conductor specified or indicated. Wires and cable manufactured more than twelve (12) months prior to date of delivery to the site shall not be used.

2. All wire and cable utilized for installation of all Intrusion Detection, Access Control, Video Intercom System and Video system devices and equipment shall meet, at a minimum, MANUFACTURER PRINTED RECOMMENDATIONS.

3. All Telephone and Data Cable shall be, at a minimum, Category 5e, 4 pair, 24 AWG, TWISTED, COPPER, SOLID wire.

SECTION 05 EQUIPMENT INSTALLATION

PART 1: GENERAL

1.1 DESCRIPTION

A. The contractor shall ensure, after performing the site survey, that he/she has a full understanding of the requirements of this project.

1. This is 100% new install of a video surveillance system. With new hardware and other supporting hardware such as wire and conduit runs.

B. The contractor shall install complete Video Surveillance System with DVR’s, to include all wiring, conduits and associated hardware and required devices, controllers and equipment as set forth in these specifications in the following locations:

1. USDA Forest Service Institute of Pacific Islands Forestry A. Video Surveillance System: Provide and install cameras at the approximate locations identified on the floor plans. The Contractor Officer’s Representative will approve the final location.

1. Provide and install nine (9) 360 degrees endless pan rotation tilt zoom cameras at the locations identified on the site drawings.

PART 2: EXECUTION

2.1 EQUIPMENT INSTALLATION

A. The contractor shall perform work in accordance with the requirements of the National Fire Protection Association, National Electrical Code and the equipment manufacturer.

B. The contractor shall install system components and system wiring in accordance with the manufacturer's instructions. Manufacturer installation "recommendations" shall be considered as MANDATORY methods of installation for the purpose of this contract, unless the Government's specifications are stricter, in which case the Government's specifications shall be adhered to.

C. System Power: Primary power for all systems shall be obtained from the facility power panel. Each circuit used for system purposes shall be permanently labeled for function.

1. The contractor shall be responsible for providing electrical service to all system control panels and auxiliary panels. Electrical work shall be performed by a licensed electrician.

D. All necessary back boxes, pull boxes, connectors, supports, conduit, cable, and wire shall be furnished and installed to provide a complete and reliable System installation. Exact location of all boxes, conduit, and wiring runs shall be presented to the Contractor Officer’s representative for approval in advance of any installation.

E. All conduit, cable, and wire shall be installed parallel and square with building lines, including raised floor areas. Conduit fill shall not exceed forty percent (40%). All wires shall be gathered and tied up to create an orderly installation.

F. The contractor shall install all control panel wiring in a neat and workmanlike manner and it shall be trained parallel with or at right angles to the cabinet sides and back. All circuit conductors entering or leaving the equipment cabinets shall be readily accessible without removing any component parts.

G. The contractor shall arrange and route wiring within panels to allow accessibility to equipment for adjustment and maintenance.

H. The contractor shall install additional, as needed, locking cabinets adjacent to control panels for power supplies, zone expanders, and other associated equipment.

I. Electronic equipment shall be mounted in cabinets, consoles, enclosures or racks for protection and to conceal wiring and connections.

J. The contractor shall wire any system digital communicator through Government provided telephone lines. The contractor shall be responsible for re-locating telephone lines as needed for system installation. The contractor shall use, at a minimum, Category 5e 4-pair 24 AWG twisted, copper, solid telephone data cable for all telephone line connections.

K. System components and devices not mounted on electrical boxes shall only be mounted using plastic anchors, toggle bolts, or self-tapping screws depending on mounting surface with the prior approval of Contracting Officer's Representative. Double-sided adhesive tape shall not be used for mounting any equipment.

L. The contractor shall install electrical boxes at locations shown on the IDP, and as required for splices, taps, wire pulling, equipment connections, conduit termination, and in compliance with regulatory requirements.

M. Inaccessible Ceiling Areas: Junction boxes installed above ceilings shall be installed no more than six (6) inches from a ceiling access panel or from removable recessed luminaries.

N. Above ceilings and in unfinished areas, system junction box covers shall be painted "GREEN" to signify intrusion detection, access control and video system wiring.

O. Office and Common Areas: In finished areas, system wire may be "fished" into concealed spaces, above ceilings, and in wall cavities. Wire run above suspended ceilings shall be fastened in a manner that it is supported off of the ceiling. Where concealing wire is impractical, wire shall be run in appropriately colored metallic wire-mold. Wire and wire housing installation shall be approved in advance by the Contracting Officer’s Representative.

P. Office and Common Areas: In unfinished, exposed areas, wire shall be run in electrical metallic tubing (EMT), intermediate metallic tubing (IMC), rigid conduit or appropriately colored metallic wire-mold. Wire and wire housing installation material and methods shall be approved in advance by the Contracting Officer’s Representative.

Q. All exposed electrical metallic tubing (EMT), intermediate metallic conduit (IMC), rigid conduit or wire-mold shall be painted to match existing surfaces. Paint color, paint material and painting methods shall be approved in advance by the Contracting Officer’s Representative.

R. Wire run above ceilings that is not in conduit shall be bundled, cable tied, and trained perpendicular and/or parallel to the walls and supported off the ceiling to prevent damage and interference with any other wiring and/or devices and equipment. If back boxes and conduits are used, the conduits shall be run perpendicular and/or parallel to the walls.

S. Wire-mold, electrical metallic tubing (EMT), intermediate metal conduit (IMC) or rigid conduit used for system installation shall only contain low voltage circuits. At no time may the conduit be shared with high voltage wiring.

AA. Wiring Specification and Installation

1. The contractor shall:

a. Follow accepted practices, NEC codes and NFPA standards.

b. Provide alarm circuit conductors with color-coded insulation.

c. Maintain the same color coding throughout the entire system wiring process. (black = "- power" and red = "+ power") (green + white = circuit).

d. Label each circuit connector and cable in the control panel.

e. Permanently label or mark each conductor at both ends with permanent alphanumeric wire markers within two (2) inches of the wire termination. Markers shall be visible.

2. All Video device system wiring shall be "homerun" to their respective control panels.

3. Cable Inspection: The contractor shall carefully inspect wire and cable during handling to verify that it is free from visible defects. The contractor shall report all cable damage to the Contracting Officer's Representative, whether prior to installation, during installation, or discovered by test. The Contractor shall replace damaged cable promptly.

4. Cable installation procedures shall be coordinated such that cables are not stretched or stressed in pulling. Methods shall include kink-free handling and installation.

5. Handle cable, cable insulation, and conductors carefully to prevent damage by cutting, abrasion, and excessive stretching.

6. All wiring connections and interconnections not terminated under screw terminal blocks shall be made using sealant filled wire crimps. The use of wire nuts or similar type devices is not permitted.

7. No splicing of wires is permitted except in control panels or properly labeled terminal cabinets, and device junction boxes as shown on the contract drawings. No splicing of any type shall be permitted in pull boxes (to include crimp terminals).

8. Install all connectors in conformance with the manufacturer recommendations.

9. Mark and identify all wiring on the system schematic. A copy shall be provided within the respective control cabinet.

10. All wiring information shall be included in project close-out submittal documents. Reference Section 06.

2.2 FIRE STOPPING

A. General: Fire stop all holes for conduit, piping, or other penetrations which pass through floor slabs, fire-rated walls, partitions with fire-rated doors, vertical service shafts, or any fire-rated assemblies in accordance with BOCA.

SECTION 06 PROJECT CLOSEOUT

PART 1: GENERAL

1.1 DESCRIPTION

A. The work of this section consists of final cleanup, closeout submittals, and final inspection procedures.

PART 2: PRODUCTS

2.1 CLEANING MATERIALS

A. As recommended by the manufacturer of surfaces to be cleaned.

PART 3: EXECUTION

3.1 POSTED OPERATING INSTRUCTIONS

A. As specified in the individual sections. Furnish operating instructions attached to or posted adjacent to equipment. Include wiring diagrams, control diagrams, control sequence, startup, adjustment, operation, shutdown, safety precautions, procedures in the event of equipment failure, and other items of instruction recommended by the manufacturer.

3.2 CLEANING

A. Before scheduling the final inspection, remove all tools, equipment, surplus materials, and rubbish. Restore or refinish surfaces that are damaged due to work of this contract to original condition. Remove grease, dirt, stains, foreign materials, and labels from finished surfaces. Thoroughly clean building interiors. Pick up all construction debris from the site. At time of final inspection, project shall be thoroughly cleaned and ready for use.

3.3 PROJECT RECORD DRAWINGS

A. AS-BUILT DRAWINGS: Three (3) sets of record drawings shall be prepared for each system. Drawings shall be legible, neat, complete and easily understood. Separate drawings for each type of system shall be submitted.

B. The contractor shall provide as-built drawings on electronic file utilizing AutoCAD, current version utilized by the USDA at time of project award. A separate layer for each type of system shall be submitted.

C. As-built drawings shall:

1. Reflect only the Intrusion Detection, Access Control, and Video Systems. Non-related elements shall not be included on the drawing.

2. Record actual construction, field changes, changes made by change order, details not on original contract drawings/floor plans or shop drawings.

3. Show all sizes and routing of conduit, junction boxes, as well as wire and cable routing. Show each device location with associated device system address.

4. Include specific location of all end-of-line devices or resistors.

5. Include all wire and cable numbers.

D. On-site as-built drawings shall be kept up to date continuously during the system installation by the lead technician. Drawings shall be reviewed on a daily basis for accuracy and completeness, and be made available upon request for review by the Contracting Officer’s Representative.

E. All sets of keys to each lock shall be turned over to the Government upon completion of the installation. Each set of keys shall be properly and legibly marked and tagged. Loose keys will not be accepted.

F. All documents and items described above shall be submitted for approval prior to the final acceptance test by Government.

3.4 CLOSEOUT SUBMITTALS

A. Submit before final inspection request.

1. Project Record Drawings: As specified above.

2. Warranty Information: As specified in individual sections.

3.Spare Parts and Materials: As specified in individual sections.
4.Operation and Maintenance Data: As specified in individual sections and section 07.

5. Keys and Keying Schedule: Submit all keys including two (2) duplicates. Wire all keys for each lock securely together. Tag and plainly mark with lock number, equipment identification, or panel or switch number, and indicate location, such as building and room name or number.

6. Operating Tools: As specified in the individual sections.

7. Special Tools: One (1) set of special tools required to operate, adjust, dismantle, or repair equipment. Special tools are those not normally found in possession of mechanics or maintenance personnel.

8. System Demonstration and Training: As specified in individual sections and section 08.

3.5 TESTING AND CERTIFICATION

A. The Contractor shall demonstrate the functionality of the System upon completion of installation, documenting the result of all tests and providing these results to the Contracting Officer. The System shall be tested in accordance with the following:

1. The Contractor shall conduct a complete inspection and test of all installed equipment. This includes testing and verifying connection to equipment of other Divisions.

2. The Contractor shall provide staff to test all devices and all operational features of the System. The Contractor shall provide two-way radio communications to assist in the testing.

3. The testing and certification shall take place as follows:

a. All deficiencies noted in the above test shall be corrected.

b. Test results shall be submitted to the Contract Officer’s Representative.

4. A letter of certification shall be provided to indicate that the tests have been performed and all devices are operational.

3.6 SUBSTANTIAL COMPLETION AND FINAL INSPECTION

A. Submit written certification that project, or designated portion of project, is substantially complete, and request in writing a final inspection. Contracting Officer will make an inspection within ten (10) days of receipt of request.

1. When work is determined to be substantially complete, Contracting Officer will prepare a list of deficiencies to be corrected before final acceptance and issue a Letter of Substantial Completion. The contractor shall complete the work described on the list of deficiencies within fifteen (15) calendar days, as weather permits. If the contractor fails to complete the work within this time frame, the Contracting Officer may replace, repair, or remedy the work with an appropriate reduction in the contract price.

2. If work is not determined to be substantially complete, the Contracting Officer will notify the contractor in writing. After completing work, contractor shall resubmit certification and request a new final inspection.

3.7 ACCEPTANCE OF WORK

A. The Government's Acceptance Test will only be made after the contractor’s tests are made and a letter of certification from the contractor is received.

B. Total acceptance of a system will only be made after conducting the Government’s acceptance test. A letter of acceptance will be issued only after conducting the Government’s acceptance test, all deficiencies have been corrected and the complete record document package and the instruction period have been provided to the Government.

C. If only designated portions have been inspected, tested, and accepted, a letter of partial acceptance will be issued for that portion of the work. However, final payment will be withheld until a letter of acceptance is issued.

D. Upon completion of the installation and prior to the acceptance test of the system by the Government, the lead technician shall inspect, test, and adjust the complete intrusion detection, access control, video intercom system and video system.

E. The Government's acceptance test will only be made after the contractor’s tests are conducted.

F. The contractor shall notify the Contracting Officer ten (10) days prior to the proposed acceptance testing date. The contractor, installing lead technician and the Government shall be in attendance during all acceptance testing.

G. The contractor shall be responsible for the performance of the final acceptance test and shall, to the satisfaction of the Government, demonstrate the function of the system and verify the correct operation of all system components, circuits, and programming. The contractor shall perform these tests in the presence of the Government.

H. The Government will use the system record drawings, (as-built), operation manuals, and system documents during the acceptance test procedure to verify the system operation as installed and programmed.

I. Test Equipment: All test equipment, instruments, tools, and labor required to conduct the Government’s acceptance test shall be made available by the installation contractor at the time of the test. The following equipment shall be a minimum for conducting the tests:

1.Ladders and scaffolds as required for access to all installed equipment.
2.Multimeter for reading voltage, current, and resistance;
3.System programmer and/or tester;
4.Laptop computer with programming software for any required program revisions
5.Two-way radios, flashlights, and supplies.

J. The items tested shall include, but not be limited to, the following:

1.Visual inspection of all equipment.
2.Each alarm initiating device functions as specified and produces the specified functions and notifications to each monitoring location.
3.Each perimeter door functions properly with all associated intrusion detection and access control hardware and equipment.
4.Remote door unlock control system functions properly.
5.Video equipment functions properly, including; switching and controlling of individual cameras, movement of pan/tilt/zoom cameras, fixed cameras, alarm functions and recording equipment.
6.Correct message display on all keypad alphanumeric displays.
7.Activation of site fire detection system correctly releases all access controlled doors, as appropriate.

8. Any test will initiate the proper system response in compliance with specifications.

9. Test each siren for proper operation.

10. System offsite reporting: Correct signal transmitted for each alarm input to monitoring center.

11. Check all documentation for accuracy and completeness.

3.8 DEFECTIVE MATERIAL

A. The contractor shall repair or replace at his/her expense any defective devices, equipment, or wiring. After corrections are made, the contractor shall again perform any and all testing required to demonstrate that the system is in full compliance with the contract drawings and specifications.

3.9 WARRANTY AND REPAIR

A. The contractor shall guarantee all work and contractor supplied equipment and materials under this contract for a period of one (1) year from date of final acceptance. The contractor shall provide a software maintenance agreement that coincides with the warranty. The contractor will be notified by telephone or letter of all deficiencies occurring during the guarantee period.

B. The contractor shall provide repairs and service during the guarantee period seven (7) days a week including holidays. Within twenty four (24) hours of a phone call from an authorized Government official, the contractor shall be on-site, determine the problem and submit a plan and schedule for correction and completion of the problem to the Contracting Officer’s Representative.

C. The contractor shall provide labor and necessary equipment to perform at least one (1) inspection, test and maintenance of all installed systems. This service is to be performed no earlier than in the eleventh month after Government acceptance of the system. Inspection, test and maintenance of all systems shall provide all necessary labor to include; inspection, testing and any necessary programming. Inspection, test and maintenance schedule shall be coordinated with the Contracting Officer’s Representative.

D. The contractor shall install any software updates or patches to the latest version or revision prior to the expiration of the software agreement.

E. Should the contractor fail to comply with the warranty requirements, the Government will have the option to make the necessary repairs and charge the contractor without any loss of warranty as provided by the contract.

F. Any warranty which is in conflict with the above requirements will not be acceptable.

SECTION 07 OPERATION AND MAINTENANCE DATA

PART 1: GENERAL

1.1 DESCRIPTION

A. The work of this section consists of furnishing operation and maintenance data manuals.

1.2 RELATED WORK

A. Project Record Drawings - Section 06, Sub-Section 3.3.

1.3 SCHEDULING

A. At start of project, begin accumulating operation and maintenance data and initiate an index. Install and index all data in binders within thirty (30) days after delivery of items. As custom written data and test results are produced, add them to the operation and maintenance data file.

B. Keep operation and maintenance data current. Make operation and maintenance binders available to the Contracting Officer for inspection at the time of progress payment requests. If operation and maintenance binders are not current the Contracting Officer may retain an appropriate amount of the progress payment.
