SIMS FIRE SETTLEMENT STORMPROOFING PROJECT

GENERAL NOTES & ROAD LOGS

GENERAL NOTES

Section 703 – Crushed Aggregate: All surface aggregate used in the project will come from the government Sims Mountain Rock Pit source and be crushed and stockpiled by the contractor. Specifically, this will include sampling and testing, crushing rock, stockpiling of aggregate, and other services necessary to perform these functions. If the contractor requests to blast the pit to facilitate development, the contractor shall adhere to the requirements of section 205 – Rock Blasting. Stockpiled aggregate will have a gradation of 1 ½-inch minus in accordance with Table 703-3, Gradation F. In accordance with section 105, the quality of material in provided sources is acceptable in general. Asbestos laden layers or pockets of material shall be avoided. The contractor will be required to provide material reports certifying that material is meeting gradation specifications and that material is free of organic matter, lumps or balls of clay, and other deleterious matter.

Unit costs associated with aggregate production will be included in price of Pay Items 20420-1 and 30111 and be paid upon performance of those pay items. Pit development activities will be performed in accordance with section 651 – Development of Pits & Quarries. Address mitigation measures that will be taken to prevent the spread of noxious weeds in the Pit Development Plan submitted to the Government.

Pay Item 20420-1 – Drivable Drainage Dip with aggregate: This pay item includes the excavation, shaping, outlet riprap, aggregate surfacing, and roller compaction for rolling dip installation. Drainage dips at each culvert installation site are included in the Schedule of Items under Pay Item 20420-1. Drivable drainage dips intended for this pay item are on roads not receiving surface aggregate.

Drainage dip locations will be staked on the ground at the outlet. Approximately 30% of the rolling dips will require approximately three cubic yards of Class 2 riprap to be machine placed at the outlet. These will be noted in a road log to the contractor. Riprap can come from the Sims Mountain Rock Pit or can be obtained from slide and slough material along the side of the road with the engineer’s approval.

20 cubic yards of surface aggregate shall be spread the full length of the constructed dip, the full width of the road, and at a 4 inch compacted depth. Surface aggregate for the rolling dips shall come from the stockpile produced at the Sims Mountain Rock Pit. The requirements are in Specification 301 – Untreated Aggregate Courses. Roller compaction at the optimum moisture content is required.

The inlet side of rolling dips shall be secured into the cutbank edge of the road. When the rolling dip is located in an area with a ditch, the inlet shall intercept the ditch. The elevation of the dip shall be such that water will enter the dip from the ditch, and the ditch shall be blocked so water cannot bypass the rolling dip and continue past the dip in the ditch.

Pay Item 20420-2 – Drivable Drainage Dip: This pay item includes the excavation, shaping, and outlet riprap for rolling dip installation. Aggregate surfacing and roller compaction for this work is included in the Schedule of Items under Pay Item 30111.

Drainage dip locations will be staked on the ground at the outlet. Approximately 30% of the rolling dips will require approximately three cubic yards of Class 2 riprap to be machine placed at the outlet. These will be noted in a road log to the contractor. Riprap can come from the Sims

Mountain Rock Pit or can be obtained from slide and slough material along the side of the road with the engineer’s approval.

Section 303 – Road Reconditioning: This work consists of reconditioning ditches, shoulders, roadbeds, and aggregate surfaces of the entire roads listed in the road logs, including cleaning culverts, grading with water, and roller compaction. Reconditioning will also include some slide and slough removal at locations noted in the road logs. Roadside vegetation removal is considered incidental and is the contractor’s responsibility to the extent of accomplishing the items of work.

Pay Item 30111 –Aggregate Surface Course: This work includes surface aggregate production, hauling, placing, spreading, and roller compacting aggregate surface course.

Surface aggregate shall come from the stockpile produced at the Sims Mountain Rock Pit.

Surface aggregate shall be spread the full width of the road, the length of the road noted in the road logs, and be compacted at the depth noted in the road logs. Roller compaction at the optimum moisture content is required. Estimated quantities of roadway aggregate needed for each road are shown on Sheet 4 of the drawings.

Section 602 – Culverts and Drains: Information given for specific culverts is approximate and intended only to give the contractor a general idea of the degree of effort required for excavation. Field visits are recommended. This section also includes the installation of down drains and necessary fastening and anchoring assemblies.

The Pay Items for culvert installations are divided up into two categories to clarify amount of effort/degree of difficulty in excavation and embankment.

Type 1 excavation: culverts are at a depth 7 feet or less at the outside edge of road, measured straight down into the embankment.

Type 2 excavation: culverts are at a depth between 7 feet and 14 feet at the outside edge of road, measured straight down into the embankment.

Do not order or install culverts until the CO has accepted the final structure size, length, and alignment. As noted in Specification 602.03-General, the contractor shall measure each culvert and submit the list to the contracting officer prior to ordering pipe.

Sites with flowing water need to be dewatered before the old culvert is removed and until the new culvert is installed.

Existing culverts to be replaced are not designated for salvage and shall be disposed of according to 203.05-Disposing of Material, Section a) Remove from project and off government lands. This work is included in the Schedule of Items under Pay Item 20301.

Pipe sections shall be joined using watertight coupling bands as shown in the drawings.

Final shaping of the road at culvert installation sites shall be constructed to divert water off the road surface in the event of culvert failure. This shall be accomplished by shaping a dip in the road over the culvert location, or installing a rolling dip downgrade of the culvert at the soonest possible location. If the drainage dip cannot be placed directly over the disturbed area of each culvert installation, place 20 cubic yards of surface aggregate on the road surface over disturbed area of each culvert installation. Drainage dips at each culvert installation site are included in the Schedule of Items under Pay Item 20420-1.

Spread government furnished seed evenly on disturbed areas, at approximately 25 pounds per acre, prior to mulching with straw. Use a hand-held spreading machine.

Pay Item 62530 – Mulching, Straw Bales: Spread uniformly across disturbed ground on fill slopes at culvert installation sites, at a rate of two bales per culvert installation. Mulch shall be wood straw, or certified weed-free straw.

Pay Item 65002 –Earthen Mound Barrier: The intent of this road closure device is to block vehicle access. This shall be accomplished by installing a barrier that occupies the full width of the road in accordance with Sheet 8 in the plans.
