- Contractors asked for and were given clarification on which units have the hazard tree removal and which do not. In addition to the roadside hazard units in the Middle Creek and Tompkins Creek, the following units include full hazard tree removal: the three 45N85 roadside units. The FMZ units also include dead tree removal up to 18”.

- Sean from Grayback asked if overstory trees above the cutting limit are included in the leave tree spacing and I clarified they are not, the leave tree guidelines are for within the cutting range and larger trees would be ‘invisible’ in relation to the spacing.

- Clarified modified vs. full prescription in relation to the leave tree requirements and leave tree spacing.

- Clarified the use of plastic and explained the need to use paper in areas of public exposure to satisfy the local air quality district.

- Re-addressed modified vs. full prescription for the benefit of the Firestorm representatives.

- Re-addressed modified vs. full prescription for the benefit of the Firestorm representatives.

- Re-addressed plastic vs. paper for the benefit of Firestorm folks.

- Discussed the need to pile natural fuels in the hazard tree only units and clarified this only applied in areas where piling of limbs/tops from hazard tree felling would be taking place. Also stopped at a representative section and discussed what trees we would expect to be included in the cut and what trees could be left. It seemed folks were in good agreement on what trees could and could not impact the road.

- Talked about timber sale overlap with hazard tree units and what the unit would look like if the commercial hazard trees did not sell in a timber sale. Firestorm made it clear they would have to quote as if the timber does not sell to ensure they are not stuck with more work than they are getting paid for. I also explained on the map which areas of hazard tree removal are already sold and in timber sale contract and which road sections are not.

- We covered the process for hazard trees in question, that the COR will work with the contractor representative and determine if a tree in question meets the forest guideline for a hazard tree or not. If the tree or trees cannot be agreed on by the COR/Contractor rep, then it would be elevated to the CO.

- At the Lake Mtn. FMZ stop we discussed roles for burning, including that there will be a type 3 burn boss provided by the contractor and a type 3 burn boss from the USFS to act as project inspector each day. Also covered that the contractor owns the burn until the USFS burn boss is comfortable putting the unit in patrol status with no risk of further movement of fire outside of the piles.

- Covered access and keys, both for further visits by potential contractors and behind locked gates during the implementation of the contract.

- At the end of the day I had a discussion with potential contractors about the award process. I talked to them about the best value criteria of technical approach, past performance and price as equal factors. Firestorm voiced some concern over who would be evaluating the quotes and asked if the local folks who had developed the contract would have input.

o The individuals evaluating quotes will be determined by the Contracting Officer.
