A. Project Identification: Repair Storm Damaged Lower Barracks at Hat Creek Work

Center.

B. Working Hours: The Contractor shall perform work between 6:00 AM and 5:30 PM;

Mondays through Fridays except for Federal Holidays.

C. This project is a follow on contract from a Hazardous Material Abatement to prepare for this contract. This project consists of replacement of 14 failed trusses, repair of roof damage, restoration of the south exterior wall, repair of displaced interior wall on east side of south hallway, reinstallation of HVAC duct work and re-commissioning of the HVAC system, replacement of exterior siding, wall insulation in affected areas and attic insulation for entire building, re-installation of water heater(s), installation of drywall on walls and ceiling in affected areas, electrical/lighting repairs, taping and texturing of drywall on ceilings and walls and painting of affected areas.

D. This barracks is located in a forest setting across the road from a large irrigated field.

Birds, insects, rodents and bats are constantly attempting to gain entry into the building. It is our practice to place special emphasis on sealing all wall and roof penetrations as well as areas known to be entry pathways for the pests. A number of the specification sections are explicit about sealing and or controlling the points of entry associated with this work. Contractor is to place special attention to this issue is completion of the work covered by this contract.

E. Contractor to provide necessary ancillary materials and equipment as identified in individual specification sections for a complete repair of storm damage to barracks.

F. Shasta County Building Permit is required for this project.

SECTION 013000

SUBMITTALS

1. PART 1 - GENERAL

1.01 SCOPE

A. These requirements are for all submittals including but not limited to, product data, samples, shop drawings, catalogs and manufacturer’s literature, schedules, substitution requests, layouts, as-built drawings, maintenance and operating data, guarantees, etc.

B. Submittals shall be made for all fabricated items furnished and installed as specified.

C. Work shall not commence on any item requiring submittals until submittals are approved in writing by the Contracting Officer.

1.02 RELATED DOCUMENTS

A. Drawings and general provisions of the Contract, including General and Supplementary Conditions and other Division 01, 06, 07, 09, 22, 23, and Division 26

B. Specification Sections, apply to this Section.

1.03 SUMMARY

A. The following submittal requirements and procedures are required in addition to and as an explanation of FAR Clause 52.236-21 and AGAR Clause 452.236-76.

1.04 REQUIREMENTS

A. The TYPES OF SUBMITTAL REQUIREMENTS specified in this section include shop drawings, product data, samples and miscellaneous work-related submittals. Individual submitted requirements are further specified in applicable sections.

1.05 SUBMITTAL REQUIREMENTS AFTER AWARD

A. Provide detailed submittals in the formats required for each section in the specifications.

B. Provide a complete final submittal with all required documentation in both hard copy and on a USB Flash Drive with all electronic files required.

1.06 DEFINITIONS:

Work-related submittals of this section are categorized for convenience as follows:

A. Shop drawings include specially prepared technical data for this project, including drawings, diagrams, performance curves, data sheets, schedules, templates, patterns, reports, information not in standard printed form for general application to a range of similar projects.

B. Samples include both fabricated and un-fabricated physical examples of material, products and units of work; both as complete units and as smaller portions of units of work; either for limited visual inspection or (where indicated) for more detailed testing and analysis.

C. Mock-ups are a special form of field samples, which are too large to otherwise inconvenient for handling in specified manner for transmittal of sample submittals

D. MISCELLANEOUS SUBMITTALS related directly to the work (non-administrative) include warranties, maintenance agreements, reports, physical work records, quality testing

01/27/16 Repair Storm Damaged Barracks 013000 Page - 2/6 Submittals and certifying reports, copies of industry standards, record drawings, field measurement data, operating and maintenance materials, overrun stock, and similar information, devices and materials applicable to the work and not processed as shop drawings, product data or samples.

1.07 TYPES OF SUBMITTALS

A. All submittals will be made, “For Review”, by the Contracting Officer unless otherwise specified. These submittals will be subject to review procedures as noted herein.

B. Some submittals may be specified “For Record”, or may otherwise indicate that a reviewed acceptance is not required. These submittals do not require a response from the Contracting Officer. However, no materials so designated are to be installed prior to receipt of these submittals by the Contracting Officer.

C. Make all submittals in accordance with the provisions of this Section of these Specifications.

1.08 SUBMITTAL REQUIREMENTS

A. All submittals shall be accompanied by a submittal transmittal form. Equipment numbers shall be listed for items being submitted. A separate form shall be used for each specific item, class of material, equipment, and the submittal is required. Submittals for various items shall be made with a single form when the items taken together constitute a manufacturer’s package or are so functionally related that expediency indicates checking or review of the group or package as a whole.

B. Shop drawings and manufacturer’s literature.

1.09 SCALE REQUIRED:

A. Unless otherwise specified herein, make all Shop Drawings accurately to a scale sufficiently large to show all pertinent features of the item and its method of connection to the Work.

1.10 TYPE AND NUMBER REQUIRED:

A. Submittal Format

1. Provide all submittals in both hard copy and PDF format as follows:

a. Provide hard copies of manufactures equipment and material cut sheets and manuals and all drawings

2. Provide PDF electronic copies of all submittal documents on USB Flash Drive.

Identify with file name all material or equipment

3. Provide all drawings in AutoCAD DWG 2013 or newer format in electronic format and PDF format on USB Flash Drive and hard copy for all required drawings.

B. Shop Drawings: Submit 4 prints of Shop Drawings. Shop drawings shall be 24” x 36” in size. Present shop drawings in a clear and thorough manner. Identify details by reference to sheet and detail, schedule, and room numbers shown on drawings. Include cross-reference to applicable specifications sections by appropriate paragraphs, show information dimensions, connections and other details necessary to ensure that the shop drawings accurately interpret the special project specifications and drawings. Show adjoining work in such detail as required to indicate proper connections. Where adjoining connected work

01/27/16 Repair Storm Damaged Barracks 013000 Page - 3/6 Submittals requires shop drawings or product data, submit such information for review at the same time so that connections can be accurately checked.

C. Manufacturer’s Literature: Submit four (4) each copies of required manufacturer’s literature, except submit two (2) copies if “submitted for record” is specified. Modify product data by deleting information which is not applicable to the project or by marking each copy to identify pertinent products. Supplement standard information, if necessary, to provide additional information applicable to project.

D. Correcting: The Contractor shall make any corrections required by the Contracting Officer and shall resubmit corrected submittals until accepted. The Contractor shall provide for enough time for reviews, revisions and resubmittals to not delay the work.

1.11 CONTRACTOR’S VERIFICATION

A. General - All submittals are instruments of the Contractor. The Contractor shall carefully check all items of the Contractor’s subcontractors and supplier as well as the Contractor’s own before transmitting them as the Contractor’s submittals to the Contracting Officer.

B. Determine and verify:

1. Catalog numbers and similar data.

2. Conformance with specifications.

3. Stamp and initial all submittals indicating that they have been reviewed prior to sending to Contracting Officer.

1.12 QUESTIONS:

A. The Contractor shall review all submittals and include answers to any questions or clarifications required by subcontractors and, in particular, shall ascertain that the submittals meet all requirements of the Contract Documents.

1.13 SUBMITTAL VARIATIONS TO CONTRACT DOCUMENTS:

A. Should the submittal contain any variations to the Contract Documents, whether because of standard shop practice or other reasons, the Contractor shall make special mention thereof on the submittal transmittal.

1.14 SUBMITTAL IDENTIFICATION AND PACKAGING

A. IDENTIFICATION: All submittals shall be identified and have the following information:

1. Project name and location.

2. Subcontractor’s, vendor’s and/or manufacturer’s name, address, and telephone number.

3. A unique number, sequentially assigned, shall be noted on the transmittal form accompanying each item submitted. Original submittal numbers shall have the following format: "XXX"; where "XXX" is the sequential number assigned by the Contractor. Resubmittal shall have the following format: "XXX-Y"; where "XXX" is the originally assigned submittal number and "Y" is a sequential letter assigned for resubmittals; i.e., A, B, or C being the 1st, 2nd, and 3rd resubmittals, respectively.

Submittal 25B, for example, is the second resubmittal of Submittal 25.

4. Product identification or shop drawing title, number, revision and data as applicable.

Where product data contains more than one product, model, selection, etc., clearly mark and identify the information intended to be reviewed by Contracting Officer.

5. Reference to Contract Drawing and/or Specifications Sections as applicable.

6. Field dimensions, clearly identified as such.

7. Identification of deviations from Contract Documents.

8. Identification of revisions on resubmittals.

9. Contractor’s stamp, initialed or signed, certifying to review of submittal, verification of products, field measurements and field construction criteria, and with requirements of the Work and of the Contract Documents.

1.15 PACKAGING OF SUBMITTALS

A. All submittals shall be adequately wrapped or packaged to prevent damage during delivery.

B. All drawings shall be rolled and not folded.

1.16 COORDINATION OF SUBMITTALS

A. General: Prior to submittal for Contracting Officer’s review, use all means necessary to fully coordinate all material, including the following procedures:

1. Determine and verify all field dimensions and conditions, materials, catalog numbers and similar date.

2. Coordinate as required with all trades and with all public agencies involved.

3. Secure all necessary approvals from public agencies and others and signify by stamp, or other means, that they have been secured.

4. Clearly indicate all deviations from the Contract Documents.

5. On resubmittals, clearly indicate all revision or changes from original submittal.

1.17 GROUPING OF SUBMITTALS:

A. Unless otherwise specifically permitted by the Contracting Officer make all submittals in groups containing all associated items; the Contracting Officer may reject partial submittals as not complying with the provisions of the Contract Documents.

1.18 TIME SCHEDULES

A. GENERAL

1. Make all submittals far enough in advance of schedule dates of installation to provide all required time for reviews, for securing necessary approvals, for possible revisions and resubmittal, and for placing orders and securing delivery.

2. In scheduling, allow at least (21) calendar days for the Contracting Officer’s review following receipt of each submittal. On resubmittals, allow at least 14 calendar days.

3. Though the Contracting Officer may utilize other agents (inside or outside the USFS) to assist in submittal review, only the Contracting Officer has the authority to issue action in regards to submittals.

1.19 DELAYS

A. The Contractor shall provide for enough time for reviews, revisions and re-submittals to not delay the work. Costs of delays occasioned by tardiness of submittals shall be borne by the Contractor.

1.20 SHOP DRAWINGS AND PRODUCT DATA

A. The Contractor shall make any corrections required by the Government and shall resubmit corrected Shop Drawings, and manufacturer’s literature until accepted.

B. When submittal has received final acceptance, the Contractor shall make distribution to all parties concerned.

1.21 SAMPLES:

A. Samples shall be large enough to illustrate clearly the functional characteristics and full range of color, texture, or pattern.

1.22 SUBSTITUTIONS:

A. Unless otherwise allowed by Contracting Officer the Contractor shall make any request for proposed substitution, accompanied by all supporting data, after award of Contract, but in any case allowing enough time for review and action without delay of the project.

1.23 REVIEW PROCEDURE

A. For each required submittals, submit four (4) copies of all the submitted information.

Individual sheets shall not exceed 24 inches x 36 inches.

B. Unless otherwise specified, within 21 days after receipt of the submittals, the CO will review the submittals and return its findings to the Contractor. The returned material will consist of either a work order and/or 1 marked-up copy of the submittals. The returned submittal will indicate one of the following actions:

C. If the review indicates that the material, equipment or work method is in general conformance with the Plans/Specifications, the submittals copies will be marked "No Exceptions Taken". In this case, the Contractor may begin to incorporate the material/equipment/work method covered in the submittals.

D. If the review indicates that the submittals are insufficient or that limited corrections are required, the submittals copies will be marked "Make Corrections Noted". In this case, the Contractor may begin to incorporate the material/equipment/work method covered in the submittals in accordance with the corrections/comments noted.

E. If the review reveals the submittals is insufficient or contains incorrect data and the comments require revision and re-submittal, the submittals copies will be marked "Revise and Resubmit". In this case, the Contractor shall not then undertake work covered by this submittal until the submittals has been revised, resubmitted and returned to the Contractor with a "No Exceptions Taken" or "Make Corrections Noted".

F. If the review reveals that the material, equipment or work method is not in general conformance with the design concept or in compliance with the Plans/Specifications, or if the submittals are incomplete, the submittals copies will be marked "Rejected". In this case, the Contractor shall not then undertake work covered by this submittal until the submittals has been revised, resubmitted and returned to the Contractor with "No Exception Taken" or "Make Corrections Noted".

G. If review and checking indicate additional information is required, the submittals copies will be marked "Submit Specified Item". In this case, the Contractor may begin to incorporate the material/equipment/work method only if it is not affected by the item to be submitted. If any material/equipment/work method is affected, no work may begin on incorporating that material/equipment/work method into the work until it and the Submittals are submitted and returned to the Contractor with a "No Exceptions Taken" or "Make Corrections Noted".

H. Contractor shall promptly distribute copies of the reviewed submittals to subcontractors, vendors, and/or manufacturer as applicable.

I. Fabricate, construct and furnish all work in accordance with the acceptable submittals; one copy of such submittals shall be kept at the job site.

J. Submittals will not be accepted for review if identification or approval stamps are missing or are placed on the back of the submittal, an incorrect amount of submittals are submitted, the transmittal form is incorrectly filled out, submittals are not coordinated, or submittals do not show evidence of Contractor’s approval. They will be returned “without action.”

K. Contracting Officer reserves the right to require submittals in addition to those called for in individual sections.

1.24 EFFECTS OF REVIEW OF CONTRACTOR'S SUBMITTALS:

A. Review of drawings, method of work, or information regarding materials or equipment the Contractor proposes to provide, shall not relieve the Contractor of its responsibility for errors therein and shall not be regarded as an assumption of risks or liability by the Contracting Officer on behalf of the Government, or any other officer or employee of the Government; and the Contractor shall have no claim under the Contract on account of the failure, or partial failure, of the method of work, material, or equipment so reviewed. A mark of "NO EXCEPTIONS TAKEN" or "MAKE CORRECTIONS NOTED" shall mean that the Contracting Officer has no objection to the Contractor, upon the Contractor's own responsibility, using the plan or method of work proposed, or providing the materials or equipment proposed.

ROUGH CARPENTRY

1. PART 1 - GENERAL

1.01 SUMMARY

A. This section specifies rough carpentry, including all framing, sheathing, and underlayment.

1.02 RELATED SECTIONS

A. 06 17 73 – Plate Connected Wood Trusses B. 06 22 00 - Millwork.

C. 06 41 00 - Casework

1.03 QUALITY ASSURANCE

A. Furnish materials complying with the following:

1. Softwood Lumber.

a. Graded in accordance with the latest edition of "Standard Grading Rules

No. 17,” WCLIB, or "Western Grading Rules," WWPA. Lumber grades specified below are taken from " Standard Grading Rules, No.

17." Equal grades from "Western Grading Rules" are acceptable.

Furnish lumber bearing a recognized grading bureau mark or a "Certificate of Grade" may be substituted. Where a grade for Douglas Fir (DF) species is indicated, other species, if approved by the COR, may be supplied on an equal stress grade basis.

2. Oriented Strand Board, OSB panels. Engineered wood panels manufactured to meet APA performance standard. Panels used are to bear APA trademark to assure manufacture in conformance with APA performance standards.

a. 15/32 OSB panels, 32/16.

3. Plywood.

a. Graded in accordance with APA PS 1-95. Furnish panels identifiable by a grade trademark of a recognized grading association. Index numbers listed (i.e. 24/0) may be larger but not smaller than shown.

4. All materials and construction techniques shall meet applicable Local codes or the requirements herein, whichever is stricter.

2. PART 2 - PRODUCTS

2.01 MATERIALS

A. Lumber.

1. Furnish S4S lumber, unless otherwise shown on drawings. Furnish lumber with a moisture content of 19 percent or less for material 3 inches and less in nominal thickness, unless otherwise specified.

B. Felt.

1. Use #30 felt minimum.

3. PART 3 - EXECUTION

3.01 CONSTRUCTION

A. Framing.

1. Make joints in beam over supports unless shown otherwise on the drawings.

2. Set joist with crown side up. Install solid blocking over supports. Provide a minimum of 1-1/2 inch bearing for each joists. Nail with two16d nails at each bearing. Double joists under parallel partitions and at all openings.

3. Notching of joists will be allowed in the end 1/3 of the span only. Limit notching to 1/6 of the joist depth.

It is the intent to match the existing trusses. Contractor/Truss Fabricator is to field verify measurements required to build replacement trusses and submit these along with a statement that configurations for trusses submitted are based on field verification of requirements. There are two different types of trusses involved in this project. One type is found over the bedrooms and the other is over the kitchen area. The
