RESPONSE REQUIRED TO BE CONSIDERED FOR AWARD
SAM (System for Award Management) Entity
SAM replaces and consolidates CCR (Central Contractor Registration), ORCA (Online Representations and
Certifications) and other systems. Offerors must have a DUNS Number and an Active SAM Entity to receive award.
1. Offerors with an Active SAM Entity shall provide their DUNS Number.
2. Offerors without an Active SAM Entity shall:
a. Fill out FAR Provision 52.212-3, Offeror Representations and Certifications – Commercial
Items, and return it completed as part of the offer. The Provision has been provided in full-text in the Solicitation Provisions section.
b. Offerors may submit offers before SAM Entity Registration/Activation is complete, but are advised that Activation takes 7-10 to process after Registering and that award may follow as soon as one day after the Solicitation closes. Offerors without an Active SAM Entity cannot receive award.

All Offerors must respond to all Evaluation Factors as described in the Evaluation Factors section.
Incomplete offers may not be considered.
Site Visit (Pre-Quote)
A Pre-Quote Site Visit is scheduled for June 17, 2015 at 10:00 AM at the GRCC in Chico, CA.
Attendance at the site visit is not required, but it is an Evaluation Sub-Factor. Thus, should an Offeror be unable to attend the scheduled site visit, scheduling a separate site visit is highly encouraged. See the
Solicitation Provisions and Government Points of Contact section for contact information to schedule a Pre-
Quote Site-Visit.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph
(d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(2) While not required, the contractor may include in its subcontracts for commercial items a minimal number of additional clauses necessary to satisfy its contractual obligations.
FAR 52.236-7 PERMITS AND RESPONSIBILITIES (NOV 1991)
The Contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any Federal, State, and municipal laws, codes, and regulations applicable to the performance of the work. The Contractor shall also be responsible for all damages to persons or property that occur as a result of the Contractor’s fault or negligence. The Contractor shall also be responsible for all materials delivered and work performed until completion and acceptance of the entire work, except for any completed unit of work which may have been accepted under the contract.
FAR 52.236-13 ACCIDENT PREVENTION (NOV 1991)
(a) The Contractor shall provide and maintain work environments and procedures which will—
(1) Safeguard the public and Government personnel, property, materials, supplies, and equipment exposed to
Contractor operations and activities;
(2) Avoid interruptions of Government operations and delays in project completion dates; and
(3) Control costs in the performance of this contract.
(b) For these purposes on contracts for construction or dismantling, demolition, or removal of improvements, the
Contractor shall—
(1) Provide appropriate safety barricades, signs, and signal lights;
(2) Comply with the standards issued by the Secretary of Labor at 29 CFR Part 1926 and 29 CFR Part 1910;
and
(3) Ensure that any additional measures the Contracting Officer determines to be reasonably necessary for the purposes are taken.
(c) If this contract is for construction or dismantling, demolition or removal of improvements with any
Department of Defense agency or component, the Contractor shall comply with all pertinent provisions of the latest version of U.S. Army Corps of Engineers Safety and Health Requirements Manual, EM 385-1-1, in effect on the date of the solicitation.
(d) Whenever the Contracting Officer becomes aware of any noncompliance with these requirements or any condition which poses a serious or imminent danger to the health or safety of the public or Government personnel, the Contracting Officer shall notify the Contractor orally, with written confirmation, and request immediate initiation of corrective action. This notice, when delivered to the Contractor or the Contractor’s representative at the work site, shall be deemed sufficient notice of the noncompliance and that corrective action is required. After receiving the notice, the Contractor shall immediately take corrective action. If the Contractor fails or refuses to promptly take corrective action, the Contracting Officer may issue an order stopping all or part of the work until satisfactory corrective action has been taken. The Contractor shall not be entitled to any equitable adjustment of the contract price or extension of the performance schedule on any stop work order issued under this clause.
(e) The Contractor shall insert this clause, including this paragraph (e), with appropriate changes in the designation of the parties, in subcontracts.

DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
SCOPE OF CONTRACT
The purpose of this contract is to secure services for collecting Douglas-fir and Ponderosa pine cones from 5 seed orchard sub units. The 5 seed orchards are referred to as DF5SH, DF5TR, PP2H, PP3M and PP3H. See attached seed orchard map for field locations and size of each seed orchard. This cone collection is vital to the Region 5 Genetic Resources Program to replenish the Forest Service seed bank with genetically selected seed to comply with the Forest Service’s ecological restoration intent. The
Contractor shall determine acceptable levels of sound seeds per cone and optimal seed maturity. This is imperative for collecting the right trees at the right time. In coordination with the COR, the Contractor shall exercise good judgment during the course of the collection to obtain cones with a high level of sound seeds per cone at optimal maturity. The work shall be completed between July 15, 2015 and
August 30, 2015.

The Contactor shall identify insect-infested cones indicated by insect frass and insect drill holes, or signs of other insect infestation. Cones with a high level of insect infestation shall not be collected. In addition, the Contractor shall be able to quantify levels of sound seeds per cone and verify seed maturity by performing cone face cuts (cutting the cones in half followed by visual inspection) on a random sample of cones from each tree prior to collection.
The Contractor shall provide proof of current mobile aerial lift certification, meeting requirements listed in Federal and/or Regional regulations to operate mobile aerial lifts. The aerial lift certification shall ensure that the operator has the knowledge and skills necessary to manage, maintain and troubleshoot equipment. The Contractor shall also be experienced in using aerial lifts and shall handle all equipment with care to minimize damage to lifts, trees and irrigation systems. Note: 15 ft. spacing between trees and irrigation sprinklers makes it difficult to maneuver aerial lifts.
CONTRACT MODIFICATIONS DUE TO POOR SEED SET
If the cone collection objective of sound seed set cannot be met prior to or during the cone collection contract, the COR will contact the CO and recommend cancellation and/or a “Notice to Stop Work” will be issued. In the event of a Notice to Stop Work and/or contract termination for convenience to the
Government, the Contractor shall be fairly compensated for their services to date.
SITE VISIT
A pre-bid site visit is scheduled for June 17, 2015. Meet at the Genetic Resource and Conservation
Center at 10:00 am. Robyn Scibilio (Site/Orchard Manager) will conduct the site visit and can be contacted by calling (530) 879-6626. (If Robyn is unavailable, call the Contracting Officer.) Any
Quoter unable to attend the scheduled meeting is encouraged to schedule a pre-quote site visit on another date.
LOCATION, START DATE AND CONTRACT TIME
The seed orchards are located on the Mendocino National Forest at the Genetic Resource and
Conservation Center at 2741 Cramer Lane, Chico, CA. 95928.
The Contractor shall be available to start cone collection of Douglas-Fir and Ponderosa Pine between
July 15 and August 30, 2015. Collection time is dependent on weather and cone ripeness, therefore collection dates may vary widely.
Due to the short cone harvesting window, the contractor shall commence work under this contract within three calendar days from being issued the notice to proceed. The contactor shall prosecute work diligently and complete the entire project once started.
Contract Time: 45 Days after start work date.
PRE-WORK CONFERENCE
Prior to commencement of work, the Contracting Officer may require the Contractor to meet with the
Government’s representatives to discuss contractor’s planned work schedule, proposed method of self-inspection, and other matters concerning the contract. Transition and acquaintance with government-provided materials will be available at this conference.
DEFINITIONS
1. Sound Seeds Per Cone – The number of seeds in a cone that will produce a viable seedling when planted. This is estimated by cutting a sample of cones longitudinally and counting the number of cut seeds that are fully filled with megagametophyte (food storage tissue), contain a fully developed embryo, and exhibit no insect damage. Do not pick trees with an average of less than four (4) sound seeds per face cut determined by a random sample of five (5) cones from the upper crown of the tree.
2. Mature Seed – The following attributes are found in mature seed:
a. A firm white-to-yellow or cream-colored megagametophyte. Squeezing the megagametophyte releases a clear liquid when seeds are mature.
b. The embryo is nearly the length of the seed cavity.
c. Seed wing will be dark brown and detach intact from the cone scale.

CONE COLLECTION PROCEDURES
Douglas-fir Cone Collection Procedures: DF5SH and DF5TR
Each Douglas-fir seed orchard is an item. Each seed orchard shall be collected in accordance with an agreed-upon plan developed between the COR and the contractor. The cones shall be collected, identified and bagged by tree to maintain seed orchard source identification and provide parental production information.
Due to the nature of the species, the Douglas-fir cone collection window is much smaller than that of ponderosa pine. Experience with Douglas-fir in Chico’s summer environment has shown that cones ripen and open simultaneously, requiring collection in a short time span prior to seed shed. In each seed orchard, the Government shall provide information to the Contractor as to the priority and order of cone collection by parent tree. Prior to picking each tree, the Contractor shall randomly sample a minimum of five cones in the upper crown to conduct a face cut examination. Trees with an average of less than four sound seeds per face cut shall not be collected. The Contractor shall collect cones from each selected tree, incorporating a minimal amount of needles and debris into bags. Most, but not all, cones shall be collected from each tree. At the Contractor’s discretion, in order to increase the efficiency of the collection operation, scattered cones on individual branches, or cones on lower branches need not be collected.
