USDA Forest Service Project Specifications
SECTION 0 19 00.00
MOBILIZATION
1. PART 1 – GENERAL
1.01 SUMMARY
A. Move personnel, equipment, material, and incidentals to the project, and perform all activities necessary to accomplish work at the project site. Obtain permits, insurance, and bonds.

A. The mobilization lump sum will be paid as follows:
1. Fifty percent of the lump sum, not to exceed 5 percent of the original contract amount, will be paid following completion of 5 percent of the original contract amount, not including mobilization.
2. Payment of the remaining portion of the lump sum, up to 10 percent of the original contract amount, will be paid following completion of 10 percent of the original contract amount, not including mobilization.
3. Any portion of the lump sum in excess of 10 percent of the original contract amount will be paid after final acceptance.

SECTION 01 33 00
SUBMITTAL PROCEDURES
1. PART 1 - GENERAL
PART 1 GENERAL
1.01 DESCRIPTION
A. The work of this section consists of submittal requirements before and during construction.
B. This section includes administrative and procedural requirements for submitting Shop
Drawings, Product Data, Samples, and other miscellaneous submittals.
1.02 RELATED REQUIREMENTS
A. Closeout submittals - Section 01 77 00.
1.03 SUBMITTAL AND APPROVAL PROCEDURES
A. All submittals shall be transmitted using United States Forest Service form DSC-
1(CS), dated 11/95. No action will be taken on a submittal item unless accompanied by the transmittal form.
B. As specified in the individual sections, forward submittals to Contracting Officer at least 15 days before need for approval. Unless a different number is specified, submit one reproducible original and two copies of each shop drawing, three copies of manufacturer's catalog sheets (cut sheets), three specimens of each sample, and three copies of all other submittals requested.
C. Shop Drawings: Include the following information with each copy of shop drawings:
1. Firm or entity that prepared each submittal clearly at the top of each submittal.
Name and address of the prime Contractor
2. Project name.
3. Date.
4. Date of revisions (when applicable).
5. Professional Engineer’s Stamp and Signature where required.
6. Contractor's certification that shop drawing has been checked for compliance with contract documents.
7. Number and title of appropriate Specification Section and drawing number and detail reference as appropriate.
8. Details of fabrication, assembly and erection including connections and engagement to contiguous work.
9. Materials used and manufacturer’s information.
10. All required dimensions.
11. The term "by others" shall not be used. All work to be performed by others shall be identified by Contractor or subcontractor name, discipline, or trade.

D. Samples: Samples shall be large enough to illustrate clearly the functional characteristics.
E. Manufacturers' Catalog Sheets: Submit only pertinent pages; mark each copy of standard printed data to identify specific products proposed for use.
F. Manufacturer's Installation Instructions: When contract documents require compliance with manufacturer's printed instructions, provide one complete set of instructions for Contracting Officer and keep another complete set of instructions at the project site until substantial completion.
G. Contracting Officer reserves the right to require submittals in addition to those called for in individual sections.
H. Approved Equals:
1. For each item proposed as an "approved equal," submit supporting data, including:
a. Drawings and samples as appropriate.
b. Comparison of the characteristics of the proposed item with that specified.
c. Changes required in other elements of the work because of the substitution.
d. Name, address, and telephone number of vendor.
e. Manufacturer's literature regarding installation, operation, and maintenance, including schematics for electrical and hydraulic systems, lubrication requirements, and parts lists. Describe availability of maintenance service, and state source of replacement materials.
2. A request for approval constitutes a representation that Contractor:
a. Has investigated the proposed item and determined that it is equal or superior in all respects to that specified.
b. Will provide the same warranties for the proposed item as for the item specified.
c. Has determined that the proposed item is compatible with interfacing items.
d. Will coordinate the installation of an approved item and make all changes required in other elements of the work because of the substitution.
e. Waivers all claims for additional expenses that may be incurred as a result of the substitution.
I. Construction Materials: The Contractor is encouraged to submit for approval products made out of recycled or environmentally responsible material.
J. Coordinate all submittals and review them for legibility, accuracy, completeness, and compliance with contract requirements. Forward submittals that are related to or affect one another as a package to facilitate coordinated review. Each transmittal shall contain only data specific to that individual submittal.
K. Submittal Identification:
1. All sets of shop drawings, manufacturer's catalog sheets, samples, and other documents submitted to the Contracting Officer must have the identification information uniquely identifying the submittal, manufacturer, date, specification section stamped on the submittal.
2. Identification information of the submittal and specification section shall be applied to the bottom right margin on each page. Identification information on samples shall be applied to the most readily visible area on the sample or on tags attached to sample.
L. Submittal Numbering:
1. Number each submittal consecutively.
2. For re-submittals use the original submittal number, plus a letter suffix beginning with A.
3. Additional re-submittals of the same item shall contain the original number with the next consecutive letter.
M. Contracting Officer's Review:
1. Submittals will be returned disapproved without technical review if identification information is missing, not filled in, or if placed on the back of the submittal; an incorrect number or format of submittals is provided; the transmittal form is incorrectly filled out; submittals are not coordinated.
2. Any work done or orders for materials or services placed before approval shall be at the Contractor's own risk.
3. After reviewing submittals, the Contracting Officer will return one copy of form DSC-1(CS) and one copy of applicable (marked up) submittal sheets to the Contractor. Shop drawing review notations will be returned on the reproducible original shop drawing. All other submitted items will be retained. The Contractor is responsible for producing additional copies for his/her own use.
The returned submittal will be marked in one of three ways as defined below:
a. APPROVED: Acceptable with no corrections.
b. APPROVED WITH NOTATIONS: Minor corrections or clarifications required. All comments are clear and no further review is required. The Contractor shall address all review comments when proceeding with the work.
c. DISAPPROVED - RESUBMIT: Rejected as not in accordance with the contract or as requiring major corrections or clarifications. The Contracting Officer will identify the reasons for disapproval. The Contractor shall revise and resubmit with changes clearly identified. The Contractor shall allow an additional 15 days for CO approval of resubmittals.

SECTION 03300
CAST-IN-PLACE CONCRETE
PART 1 - GENERAL
1.
1.1 SUMMARY
A. This Section includes cast-in-place concrete, including reinforcement, concrete mate-rials, mix design, placement procedures, and finishes.
1.2 SUBMITTALS
A. Product Data: For each manufactured material and product indicated.
B. Design Mixes: For each concrete mix indicated.
C. Shop Drawings: Include details of steel reinforcement placement including material, grade, bar schedules, stirrup spacing, bent bar diagrams, arrangement, and supports.
1.3 QUALITY ASSURANCE
A. Manufacturer Qualifications: A firm experienced in manufacturing ready-mixed con-crete products complying with ASTM C 94 requirements for production facilities and equipment.
B. Comply with American Concrete Institute (ACI), "Specification for Structural Con-crete," including the following, unless modified by the requirements of the Contract Documents.
1. General requirements, including submittals, quality assurance, acceptance of structure, and protection of in-place concrete.
2. Formwork and form accessories.
3. Steel reinforcement and supports.
4. Concrete mixtures.
5. Handling, placing, and constructing concrete.
6. Lightweight concrete.
PART 2 - PRODUCTS
2.
2.1 MATERIALS
A. Formwork: Furnish formwork and form accessories according to ACI 301.
B. Steel Reinforcement:

1. Reinforcing Bars: ASTM A 615/A 615M, Grade 60 (Grade 420), deformed.
C. Concrete Materials:
1. Portland Cement: ASTM C 150, Type I or II or I/II, use one brand of cement throughout project.
2. Normal-Weight Aggregate: ASTM C 33, uniformly graded, not exceeding 1- 1/2-inch (38-mm) nominal size.
3. Lightweight Aggregate: ASTM C 330.
4. Water: Complying with ASTM C 94.
SPEC WRITER: RETAIN SUBPARAGRAPH BELOW IF SYNTHETIC FIBERS ARE
REQUIRED.

5. Fine-Graded Granular Material: Clean mixture of crushed stone, crushed gravel, and manufactured or natural sand; ASTM D 448, Size 10, with 100 percent passing a No. 4 (4.75-mm) sieve and 10 to 30 percent passing a No. 100 (0.15-
mm) sieve; complying with deleterious substance limits of ASTM C 33 for fine aggregates.
D. Curing Materials:

1. Evaporation Retarder: Waterborne, monomolecular film forming, manufactured for application to fresh concrete.

2. Absorptive Cover: AASHTO M 182, Class 2, burlap cloth made from jute or kenaf.
3. Moisture-Retaining Cover: ASTM C 171, polyethylene film or white burlap-polyethylene sheet.
4. Water: Potable.
SPEC WRITER: SELECT SOLVENT-BORNE OR WATERBORNE OPTIONS IN
SUBPARAGRAPH BELOW IF CURING COMPOUND IS REQUIRED.
5. Clear, [Solvent-Borne] [Waterborne], Membrane-Forming Curing Compound:
ASTM C 309, Type 1, Class B.
SPEC WRITER: SELECT SOLVENT-BORNE OR WATERBORNE OPTIONS BELOW IF
NONYELLOWING CURING AND SEALING COMPOUND IS REQUIRED.
6. Clear, [Solvent-Borne] [Waterborne], Membrane-Forming Curing and Sealing
Compound: ASTM C 1315, Type 1, Class A.
2.2 CONCRETE MIXES
A. Comply with ACI 301 requirements for concrete mixtures.
B. Prepare design mixes, proportioned according to ACI 301, for normal-weight concrete determined by either laboratory trial mix or field test data bases, as follows:

1. Compressive Strength (28 Days): [4000 psi (27.6 MPa)] [3500 psi (24.1 MPa)] [3000 psi (20.7 MPa)].
2. Slump: 4 inches (100 mm).
SPEC WRITER: DELETE SUBPARAGRAPH BELOW IF SUPERPLASTICIZERS ARE
NOT PERMITTED.
2.3 CONCRETE MIXING
SPEC WRITER: RETAIN OPTION FOR ASTM C 1116 IF SYNTHETIC FIBERS ARE
SPECIFIED.
A. Ready-Mixed Concrete: Comply with ASTM C 94 [and ASTM C 1116].
1. When air temperature is between 85 and 90 deg F (30 and 32 deg C), reduce mixing and delivery time from 1-1/2 hours to 75 minutes; when air temperature is above 90 deg F (32 deg C), reduce mixing and delivery time to 60 minutes.
SPEC WRITER: DELETE PROJECT-SITE MIXING BELOW IF NOT PERMITTED.
B. Project-Site Mixing: Measure, batch, and mix concrete materials and concrete accord-ing to ASTM C 94. Mix concrete materials in appropriate drum-type batch machine mixer.
1. For mixer capacity of 1 cu. yd. (0.76 cu. m) or smaller, continue mixing at least 1-1/2 minutes, but not more than 5 minutes after ingredients are in mixer, before any part of batch is released.
2. For mixer capacity larger than 1 cu. yd. (0.76 cu. m), increase mixing time by 15 seconds for each additional 1 cu. yd. (0.76 cu. m).
C. Provide batch ticket for each batch discharged and used in the Work, indicating Pro-ject identification name and number, date, mix type, mix time, quantity, and amount of water added. Record approximate location of final deposit in structure.
PART 3 - EXECUTION
3.
3.1 INSTALLATION, GENERAL
A. Formwork: Design, construct, erect, shore, brace, and maintain formwork according to ACI 301.
B. Steel Reinforcement: Comply with CRSI's "Manual of Standard Practice" for fabricat-ing, placing, and supporting reinforcement.
C. Joints: Construct joints true to line with faces perpendicular to surface plane of con-crete.
1. Construction Joints: Locate and install so as not to impair strength or appear-ance of concrete, at locations indicated or as approved by Architect.
2. Isolation Joints: Install joint-filler strips at junctions with slabs-on-grade and vertical surfaces, such as column pedestals, foundation walls, grade beams, and other locations, as indicated.
a. Extend joint fillers full width and depth of joint, terminating flush with finished concrete surface, unless otherwise indicated.
3. Contraction Joints in Slabs-on-Grade: Form weakened-plane contraction joints, sectioning concrete into areas as indicated. Construct contraction joints for a depth equal to at least one-fourth of the concrete thickness, as follows:
SPEC WRITER: SELECT TYPE OF JOINT-FORMING METHOD REQUIRED OR
RETAIN BOTH SUBPARAGRAPHS BELOW AS CONTRACTOR’S OPTION.
a. Grooved Joints: Form contraction joints after initial floating by grooving and finishing each edge of joint with groover tool to a radius of 1/8 inch (3 mm). Repeat grooving of contraction joints after applying surface finish-
es. Eliminate groover marks on concrete surfaces.
SPEC WRITER: DELETE SUBPARAGRAPH BELOW IF SAW CUTTING IS NOT
PERMITTED. DESCRIPTION BELOW DOES NOT DISTINGUISH CONVENTIONAL
WET- AND DRY-CUT SAWS FROM EARLY ENTRY DRY-CUT SAWS. TIMING IS
CRITICAL TO SAWED JOINTS. “SOFF-CUT” EARLY ENTRY DRY-CUT SAWS HAVE
BEEN USED WITHIN ONE TO TWO HOURS OF FINISHING CONCRETE.
CONVENTIONAL SAW CUTTING MUST BE DELAYED TO LEAVE CONCRETE
UNDAMAGED, USUALLY 4 TO 12 HOURS, BUT NOT SO LONG THAT
UNCONTROLLED CRACKING OCCURS.
b. Sawed Joints: Form contraction joints with power saws equipped with shatterproof abrasive or diamond-rimmed blades. Cut 1/8-inch- (3-mm-) wide joints into concrete when cutting action will not tear, abrade, or oth-erwise damage surface and before concrete develops random contraction cracks.
3.2 CONCRETE PLACEMENT
A. Comply with recommendations in ACI 304R for measuring, mixing, transporting, and placing concrete.
SPEC WRITER: DELETE FIRST PARAGRAPH BELOW IF ADDING WATER AFTER
BATCH MIXING IS PERMITTED. ACI 301 AND ASTM C 94 PERMIT WATER TO BE
ADDED TO CONCRETE MIX ON-SITE, UP TO AMOUNT ALLOWED IN DESIGN MIX.
B. Do not add water to concrete during delivery, at Project site, or during placement.
C. Consolidate concrete with mechanical vibrating equipment.
3.3 FINISHING FORMED SURFACES
A. Rough-Formed Finish: As-cast concrete texture imparted by form-facing material with tie holes and defective areas repaired and patched, and fins and other projections exceeding 1/4 inch (6 mm) in height rubbed down or chipped off.
1. Apply to concrete surfaces not exposed to public view.
3.4 CONCRETE PROTECTION AND CURING
A. General: Protect freshly placed concrete from premature drying and excessive cold or hot temperatures. Comply with ACI 306.1 for cold-weather protection, and follow recommendations in ACI 305R for hot-weather protection during curing.
B. Evaporation Retarder: Apply evaporation retarder to concrete surfaces if hot, dry, or windy conditions occur before and during finishing operations. Apply according to manufacturer's written instructions after placing, screeding, and bull floating or dar-bying concrete, but before float finishing.
C. Begin curing after finishing concrete, but not before free water has disappeared from concrete surface.
D. Cure formed and unformed concrete for at least seven days as follows:
SPEC WRITER: SELECT CURING METHOD(S) FROM SUBPARAGRAPHS BELOW. IF
MOISTURE CURING IS RETAINED, SELECT OPTIONS IN FIRST SUBPARAGRAPH
BELOW.
1. Moisture Curing: Keep surfaces continuously moist with [water] [continuous water-fog spray] [absorptive cover, water saturated and kept continuously wet].
2. Moisture-Retaining-Cover Curing: Cover concrete surfaces with moisture-retaining cover for curing concrete, placed in widest practicable width, with sides and ends lapped at least 12 inches (300 mm), and sealed by waterproof tape or adhesive. Immediately repair any holes or tears during curing period us-ing cover material and waterproof tape.
3. Curing Compound: Apply uniformly in continuous operation by power spray or roller according to manufacturer's written instructions. Recoat areas subjected to heavy rainfall within three hours after initial application. Maintain continuity of coating and repair damage during curing period.
3.5 FIELD QUALITY CONTROL
SPEC WRITER: DELETE THIS ARTICLE IF FIELD QUALITY CONTROL IS NOT
REQUIRED FOR SMALL PROJECTS.
A. Testing Agency: Owner will engage a qualified independent testing and inspecting agency to sample materials, perform tests, and submit test reports during concrete placement. Tests will be performed according to ACI 301.
1. Testing Frequency: One composite sample for each day's pour of each concrete mix exceeding 5 cu. yd. (4 cu. m), but less than 25 cu. yd. (19 cu. m), plus one set for each additional 50 cu. yd. (38 cu. m) or fraction thereof.
SPEC WRITER: RETAIN SUBPARAGRAPH ABOVE OR BELOW. SUBPARAGRAPH
ABOVE IS AN EXAMPLE THAT PRODUCES MORE FREQUENT TESTING THAN
BELOW. BELOW IS TESTING FREQUENCY REQUIRED TO COMPLY WITH ACI 301.
2. Testing Frequency: At least one composite sample for each 100 cu. yd. (76 cu.
m) or fraction thereof of each concrete mix placed each day.

ROUGH CARPENTRY
1. PART 1 - GENERAL
1.01 SUMMARY
A. This section specifies rough carpentry, including all framing, and sheathing.
1.02 QUALITY ASSURANCE
A. Furnish materials complying with the following:
1. Softwood Lumber.
a. Furnish lumber bearing a recognized grading bureau mark or a "Certificate of Grade" may be substituted. Where a grade for Douglas Fir (DF) species is indicated, other species, if approved by the COR, may be supplied on an equal stress grade basis.
2. Plywood/OSB.
a. Furnish panels identifiable by a grade trademark of a recognized grading association. Index numbers listed (i.e. 24/0) may be larger but not smaller than shown.
3. All materials and construction techniques shall meet applicable Local codes or the requirements herein, whichever is stricter.
2. PART 2 - PRODUCTS
2.01 MATERIALS
A. Lumber.
1. Furnish S4S lumber, unless otherwise shown on drawings. Furnish lumber with a moisture content of 19 percent or less for material 3 inches and less in nominal thickness, unless otherwise specified.
B. Felt.
1. Install pressure treated wood in contact with concrete.
C. Framing Members.
1. Beams.
a. 4 inches and less in width: No.2, DF, S-dry.
b. 5 inches and wider: No. 1 DF.
2. Joists and Stair Stringers.
a. No. 2, DF, S-dry.
3. Rafters.
a. No. 2, DF, S-dry.
4. Studs & Plates.
a. (2 x 4 and smaller): Stud or standard grade, DF, Larch, Hemlock, S-dry.

3. PART 3 - EXECUTION
3.01 CONSTRUCTION
A. Framing.
1. Make joints in beam and girders over supports unless shown otherwise on the drawings.
2. Nail built-up girders from both sides with 16d nails at 30 inches on center staggered in 2 rows. Provide 2 nails at each end of each piece and each splice.
3. Set sills level and anchored on the foundation. Set in a full bed of Portland
Cement mortar, if necessary to obtain full bearing. Provide flat washers on all anchor bolts.
4. Set joist with crown side up. Install solid blocking over supports. Provide a minimum of 1-1/2 inch bearing for each joists. Nail with two16d nails at each bearing. Double joists under parallel partitions and at all openings.
5. Toenail rim joists to sill with 8d nails 16 on center.
6. Lap joists over girders 4 inches minimum. Nail with three 16d nails from each side.
7. Notching of joist will be allowed in the end 1/3 of the span only. Limit notching to 1/6 of the joist depth.
8. Set rafters with crown edge up. Cut birds-mouths to provide full bearing. Nail rafters to top plate with two 8d nails and to ceiling joists with three 16d or five 10d nails.
9. Fabricate trusses as shown on the drawings. Nail to top plate with four 10d nails. Install framing anchors where shown on the drawings.
10. Provide continuous length studs. Nail studs to top plate with four 8d toenails or two 16d end nails.
11. Install full length cripples at all openings. Nail cripples to studs with 16d nails at 24 inch on center. Toenail cripple to header with two 8d nails.
12. Provide headers, over opening, of a size indicated below:
Maximum 3'-6" span 2-2x6's Maximum 5'-0" span 2-2x8's Maximum 6'-6" span 2-2x10's Maximum 8'-0" span 2-2x12's Maximum 8'-0" span 2-2x12's
13. Space header material with plywood or surfaced lumber to equal the stud depth.
14. End nail studs to header with three 16d nails.
15. Do not splice columns. Cut ends square to provide full bearing. Nail columns top and bottom with four 16d toenails, or as shown on drawings.
B. Exterior Sheathing.
1. Apply plywood wall sheathing with the face grain vertical. Nail with 6d nails at 6 inch on center at edge and 12 inch on center at intermediate supports.
C. Treated Wood.
1. Field treat cuts and holes in pressure treated members with copper naphthenate.
D. Exposed Hardware.

3.1 PREPARATION
A. Cover and protect finished work and surfaces not to be painted. Use drop cloths of adequate size to protect adjacent areas.
B. Mix and prepare painting materials in accordance with manufacturer's directions.
C. Remove hardware, hardware accessories, machined surfaces, plates, lighting fixtures, and similar items in place and not to be painted, or provide surface applied protection. Reinstall removed items when final coat is thoroughly dry.
D. Do not paint over dirt, rust, scale, grease, moisture, voids and blemishes, or other conditions detrimental to formation of a durable paint film.
E. Apply paint in accordance with manufacturer's directions. Use techniques best suited for substrate and type of material being applied.

N. Sanding: Lightly sand between coats to ensure that surface finish is smooth to the touch. Exterior stained siding, soffits, fascia, and rough-sawn material need not be sanded.
O. Apply additional coats when undercoats, stains, or other conditions show through final coat of paint. Final finish shall have uniform color and appearance.
3.2 PREPARATION AND FINISHING OF EXTERIOR AND INTERIOR WOOD
A. Preparation:
1. Remove dust by brushing and remove grease and oil by washing with mineral spirits or other solvent. Remove sap on wood surfaces by scraping and washing with turpentine. Sand all interior wood before priming.
2. Seal all knots or resinous areas with knot sealer and allow to dry at least 2 hours before priming. Fill all gouges, dents, and small openings in interior wood with plastic wood tinted for stained or natural appearance. Allow plastic wood to dry before painting.
3. Back prime backs, edges, and ends of interior and exterior wood.
4. Adjust natural finishes as necessary to obtain a like appearance on veneers and solid stock. Finish interior stained work to a furniture smooth surface.

B. If, following final inspection, the work is determined to be substantially complete, Contracting Officer will prepare a list of deficiencies to be corrected before final acceptance and issue a Letter of Substantial Completion. If the Contractor fails to complete the work within this time frame, the Contracting Officer may either replace or correct the work with an appropriate reduction in the contract price or charge for re-inspection costs.
C. If, following final inspection, the work is not determined to be substantially complete, Contracting Officer will notify Contractor in writing. After completing work, Contractor shall resubmit certification and request a new final inspection. | A. This section specifies rough carpentry, including all framing, and sheathing. |
| 1.02 Quality Assurance |
| A. Furnish materials complying with the following: |
| 1. Softwood Lumber. |
| a. Furnish lumber bearing a recognized grading bureau mark or a "Certificate of Grade" may be substituted. Where a grade for Douglas Fir (DF) species is indicated, other species, if approved by the COR, may be supplied on an equal stress grade basis. |
| 2. Plywood/OSB. |
| a. Furnish panels identifiable by a grade trademark of a recognized grading association. Index numbers listed (i.e. 24/0) may be larger but not smaller than shown. |
3. All materials and construction techniques shall meet applicable Local codes or the requirements herein, whichever is stricter.

| 1. Furnish S4S lumber, unless otherwise shown on drawings. Furnish lumber with a moisture content of 19 percent or less for material 3 inches and less in nominal thickness, unless otherwise specified. |
