SECTION C - Description/Specifications/Statement of Work
C.1 SCOPE OF WORK
The intent for this contract is to secure services for the moving of a modular barracks from the Mad River Ranger District to the Orleans Ranger District. The work shall include tear down and set up of a 27’4” x 64’-0” modular barracks; the construction of a pier foundation; skirting at the modular crawl space and all utility hookups. The work includes repair work to the interior and exterior finishes of the modular barracks and the installation of new prefabricated aluminum stairs and accessible ramp.
The modular shall be ready to occupy upon the completion of all work items.
The contractor shall carefully examine the existing conditions, shall become familiar with the nature and location of the work, the conformation of the ground slopes and terrain, the nature of the soil and subsoil conditions, nature and extent of the materials that will be encountered during the construction operations and any existing site conditions that may affect the project, prior to the beginning of work.
The descriptions within the specifications were developed utilizing standard Construction Industry specifications incorporating the latest California Building Codes and Title 24 Energy Efficiency Standards, plus Green Building Council for green, bio-based and energy efficient construction. The Contractor shall utilize products and materials that promote energy conservation, pollution prevention, waste reduction, use of recovered materials (e.g., concrete with fly ash), that are environmentally preferable, with recycled content and that are recyclable, are made from biobased materials (e.g., insulating foam and composite panels), and are energy efficient (Energy Star-qualified) to the maximum extent possible without jeopardizing the intended end use or detracting from the overall quality delivered.
C.2 CONTRACTOR REQUIREMENTS
The Contractor shall be licensed as a Building Contractor in the State of California and shall be qualified to perform the work and/or shall employee persons licensed and qualified to perform the work.
All employees shall be paid according to the Davis Bacon Wage Act wage rates for Trinity County in
Mad River and Humboldt County in Orleans.
C.3 PROJECT LOCATION AND ACCESS
The modular barracks is located at the Forest Service Compound in Mad River, California. The Mad River Compound is located in Trinity County along State Highway 36. See Mad River Compound Map for site location.
The modular barracks shall be relocated to the Forest Service Compound in Orleans, California.
The Orleans Compound is located in Humboldt County along State Highway 96. See Orleans Compound Map for site location.
C.4 CONTRACT TIME
Contract time is 45 calendar days. Estimated start work date is September 1, 2014.

C.6 WORK INCLUDED IN PAY ITEMS
00001 – MODULAR TEAR DOWN AND SET UP
Complete preparation of modular barracks at Mad River for transport to Orleans. Complete set up of modular barracks at new location in Orleans. Tear down at Mad River shall include: disconnect existing utilities; remove and dispose of wooden stairs and ramp; remove and dispose of existing skirting; remove trim, ridge shingles and items necessary to separate modular sections; secure interior components for transport; wrap modular sections to protect interior and areas subject to damage from moisture; cleanup work site. Setup at Orleans shall include: set modular sections on new pier foundation; secure modular sections together; complete utility connections (gas, water, sewer and power); seal openings and trim out exterior and interior sections; repair roofing; install new skirting; install new stairs and ramp; cleanup work site. Note: the Forest Service will purchase and provide two new refrigerators for the modular barracks upon completion of setup.
00002 – MODULAR TRANSPORT
Transport service provider to load, haul and unload two modular sections. Modular transport service shall move Modular Barracks from Mad River to Orleans including coordination with government entities and permitting required for move across travel routes.
01900 - MOBILIZATION
This work consists of preparatory work and operations necessary for the movement of personnel, equipment, supplies, and incidentals to the project site, and for all other work and operations that must be performed or that cause costs to be incurred prior to beginning work on the various items on the project site.
03300 – MODULAR FOUNDATION
This work includes the site preparation and layout of new modular foundation at Orleans. The work shall include the installation of concrete, concrete block, hardware and bracing as shown on the drawings. The work includes the installation of vapor barrier and pea gravel at the modular crawl space.
05510 - METAL STAIRS AND RAMP
This work shall include the installation of new aluminum stairs and ramps at the modular entrance doors.
08500 – MODULAR FINISHES AND REPAIR
This work includes all exterior and interior finishes to repair the relocated modular barracks and includes but is not limited to: trim; siding; roofing; paint; wall board, ductwork and flooring. This work includes the installation of new skirting, access panel and vents at the foundation crawl space.

SECTION 01010 -SUMMARY OF WORK
PART 1 - GENERAL
1.01 WORK COVERED BY CONTRACT DOCUMENTS
A. Description:
1. The work consists of furnishing all labor, supervision, equipment, transportation and materials for the following:
a. Locate underground and overhead utilities and disconnect them from modular barracks at Mad River. Terminate connections by capping.
b. Remove and dispose of existing wooden stairs and accessible ramp at Mad River.
c. Remove and dispose of existing modular skirting at Mad River.
d. Prepare modular for transport to Orleans.
e. Complete site cleanup at Mad River.
f. Construct modular foundation at Orleans and locate utility hookups.
g. Transport modular barracks to Orleans and set on new foundation.
h. Install vapor barrier and pea gravel.
i. Install longitudinal and latitudinal bracing.
j. Complete setup of modular including all utility connections, skirting and repair work at modular interior and exterior.
k. Install new stairs and accessible ramp.
l. Complete site cleanup at Orleans.
2. The Contractor should carefully review all sections of the specifications and plans in order to completely understand the work and all constraints including schedule, and material requirements.
3. The Contractor is encouraged to proceed in an orderly and expeditious manner according to a construction schedule developed by the Contractor and mutually agreed upon with the Forest Service prior to the commencement of the work. All work is to be constructed in strict accordance with the specifications and current California Building Codes.
B. Contractor's responsibilities and duties include:
1. Provide and supply the following except as noted in the specifications.
a. Labor, materials, and equipment.
b. Tools, construction equipment and machinery.
c. Phone and utilities required for construction.
d. All other facilities and services necessary for proper execution and completion of work.

2. Payment of legally required sales, consumer and use taxes.
3. Provide required notices.
4. Comply with codes, ordinances, rules, regulations, orders and other legal requirements of public authorities which bear on performance of the work.
5. Promptly submit written notice to Contracting Officer of observed variance of contract documents from legal requirements.
6. If any subcontractor or person employed by the Contractor shall appear to the Contracting
Officer to be incompetent or to act in a disorderly or improper manner, he shall be removed from the site immediately on the request of the Contracting Officer, and such person shall not again be authorized on the project site without written approval of the Contracting Officer.
7. Obtain all necessary permits and comply with same.
1.02 CONTRACTS
A. All work is described in this contract. The limits of work are shown in the Plans and described in these Specifications. It shall be the Contractor's responsibility to coordinate their activities to resolve conflicts.
1.03 WORK SEQUENCE
A. The first order of business is submission of submittals. See Section 01300 for information on timing of Submittals.
1.04 CONTRACTOR USE OF PREMISES
A. Construction storage areas for materials and equipment shall be approved by the Contracting Officer.
B. Confine operations at site to the construction areas specified under this contract.
C. The Contractor shall coordinate the work to minimize disturbance to Forest Service personnel and the public. The Contractor shall schedule their work between 0600 and 1800, Monday through Friday. The Contractor may work during weekends and federal holidays with prior written approval from the Contracting Officer.
D. Water, restrooms and electric power are available at the project site.
E. Do not encumber site with materials or equipment.
F. Do not load structure or roadway with weight that will endanger or render unusable any structures or roadways.
G. Assume full responsibility for protection and safekeeping of products stored on premises.
H. Move any stored products which interfere with operations of Forest Service or other Contractor.
I. Return all surface areas to their original condition upon completion of the work.

SECTION 01300 - SHOP DRAWINGS AND SUBMITTALS
1.01 SCOPE:
A. Perform all work necessary and required for the construction of the project as indicated. Such work includes but is not limited to the following:
1. Shop Drawings
2. Samples
3. Catalog Data
1.02 SUBMITTALS
A. Submittals shall include a construction schedule, all pertinent data required to understand the quality of components, dimensional relationships, integration with other materials, assembly techniques, structural aspects, color, finish, texture, and other such characteristics as may be necessary to fully describe the item and its intended use.
1.03 CONSTRUCTION SCHEDULE
A. Submit two copies for information. No copy will be returned.
B. The form of Construction Schedule may be selected by the Contractor.
C. Revise the Construction Schedule and resubmit within seven (7) days following any monthly meeting to review Contractor’s Application for Payment when Contractor’s work is fifteen (15) days or more behind schedule.
D. Notify the Contracting Officer three (3) days prior to construction that will take place outside of normal work hours or work days because the contractor is accelerating work to meet the schedule. The contractor may be assessed extra inspection cost incurred by the Government caused by the accelerated work required to meet schedule.
E. Notify the Contracting Officer three (3) days prior to normal work days on which construction will not take place or of scheduled construction that will not take place. The contractor may be assessed extra inspection cost incurred by the Government resulting from failure to give notice.

PART 3 - EXECUTION
3.01 SUBMITTALS
A. Submittals and shop drawings shall be submitted in a timely fashion to allow 7 days for review by the Government. "No work shall begin until shops drawings and submittals are approved".

3.02 SHOP DRAWINGS
A. Original Submittal: A reproducible and two copies of all shop drawings shall be submitted for approval as required under 3.01 above prior to fabrication, installation or order placement to allow for checking and coordination. The reproducible will be retained by the Contracting Officer.
B. Resubmittal: When a resubmittal is required, one print so indicating will be returned to the
Contractor. After revision of the original, a new reproducible and two copies shall be submitted for approval.
C. Approval: Once approved, documents shall be returned to the Contractor and shall be complied with as noted. Variation from the approved documents shall be likewise submitted and approved before being carried out.
3.03 SAMPLES
A. Original Submittal: Two samples of each item for which samples are required, unless otherwise specified, shall be furnished for approval. Approval shall be obtained prior to delivery of the material to the project site. These samples shall be representative of the actual material proposed for use in the project and of sufficient size to demonstrate design, color, texture and finish as they will appear in the completed installation.
B. Resubmittals: All rejected samples will be returned upon request and any or all resubmittals required shall consist of two new samples.
C. Approval: Upon approval, one sample so noted will be returned and the remainder will be retained by the Contracting Officer until completion of the work. When requested, all approved samples will be returned for installation providing identity is maintained in an approved manner until final acceptance of the project.
3.04 CATALOG DATA
A. Submittals: Two copies of catalog data are required for the original submittal and each resubmittal. Catalog data shall be submitted along with shop drawings. One copy will be returned unless additional copies are requested.
B. Data: Each submittal shall have all pertinent data contained therein that is applicable to the item submitted for approval.
3.05 IDENTIFICATION
A. Catalog Data: Each separate catalog brochure or page submitted shall have the identification shown. Catalog of brochures submitted containing multiple items for approval need have only cover identification. In such cases the identification shall include page and catalog item numbers.
B. In the event one or more of the multiple items are not approved in any submittal, the additional copies required will not be requested until all items are approved.

SECTION 01560 - SITE AND AREA CLEANUP
1.01 DESCRIPTION
A. Maintain work areas free from accumulations of waste, debris, dust and mud caused by Contractor's operations.
B. At completion of Work, remove all waste materials, tools, equipment, machinery, surplus materials; leave property clean; leave all rights of ways in a condition equal to that at the beginning of Work.

PART 3 - EXECUTION
3.01 DURING CONSTRUCTION
A. Execute cleaning to insure that any private property, grounds and especially access roads and public properties are maintained free from accumulation of waste materials, dust, mud and debris.
B. The Contractor shall keep all access roads clean and free of dust, mud and debris resulting from his own operations.
C. All waste materials, debris and rubbish shall be recycled or disposed of at legal solid waste facilities to be chosen and paid for by the Contractor.

SECTION 01900-MOBILIZATION
1.01 SCOPE:
A. This work consists of preparatory work and operations necessary for the movement of personnel, equipment, supplies, and incidentals to the project site, and for all other work and operations that must be performed or that cause costs to be incurred prior to beginning work on the various items on the project site.
1.02 MEASUREMENT AND PAYMENT
A. The accepted quantities will be paid for at the contract unit price for item 019000 Mobilization.
B. Progress payments will be made as follows:
1. The Government will pay to the Contractor in the first progress payment the total premium paid by the Contractor to obtain bonds. This payment shall not be in addition to the contract price and will be included in Item 019000, Mobilization.
2. When 5 percent or more of the original contract amount is earned from other pay items, 50 percent of the amount for mobilization, or 5 percent of the original contract amount, whichever is less, will be paid.
3. When 10 percent or more of the original contract amount is earned from other pay items, 100 percent of the amount for mobilization, or 10 percent of the original contract amount, whichever is less, will be paid.
4. Upon completion of all work on the project, any unpaid amount for item 019000, Mobilization, will be paid.
C. The total of all payments will not exceed the original contract amount for item 019000, Mobilization.

SECTION 02016 - EXISTING UNDERGROUND UTILITIES
A. Locate existing utilities for disconnection and reconnection of modular barracks utilities.
1.02 PROTECTION OF UTILITIES
A. It should be noted that the Forest Service compound contains several generations of existing underground utilities (i.e. sewer, water, gas, electric, etc.). Many of these utilities are currently in service, and some have been abandoned. The contractor should expect to encounter many unknown utilities during the course of construction. It will be the contractor’s responsibility to locate and identify existing utilities prior to excavation to minimize impacts to the station occupants and the Contractor during construction.
B. Should damage occur to an existing utility, repairs shall be performed as directed by the Contracting Officer. The Contractor is responsible to repair identified and unidentified utilities at no additional cost to the government.
2.01 UTILITIES AFFECTED
A. General
The Underground Service Alert (USA), (800) 642-2444, shall be contacted at least 72 hours before any work commences. Note that USA will not locate underground utilities within Forest Service Compounds.
B. Gas, Electric and Phone
PG&E provides electric service at Mad River and Orleans. Gas service is through Campora at
Mad River and Amerigas at Orleans. Telephone is through Verizon at Mad River and Orleans.
It should be noted that where overhead electric or phone service does not exist, then underground service shall be assumed to exist.
C. Water and Sewer Service
Water and sewer service is supplied from an onsite system managed by the Forest Service at
Mad River.
Water is connected to the Orleans Community Services District at Orleans. The sewer service at Orleans is an onsite system managed by the Forest Service.
2.02 TEMPORARY FACILITIES
Contractor shall provide temporary facilities as needed to perform the work included in the contract documents.

3.01 EXISTING UTILITIES
A. The Forest Service will provide the Contractor with as-built plans prior to any utility related work.
3.02 CONTRACTOR RESPONSIBILITY
It may be expected that there will be some variation in location of existing utilities from that as shown on the as-built plans. Actual location can best be determined in the field after pre-marking by the various utilities affected. Contractor is required to contact Underground Services Alert (USA) before beginning any excavations.
The Contractor shall be responsible for determining the location of existing service laterals or appurtenances whenever the presence of such utilities on the site of the construction can be inferred from the presence of other visible facilities, such as building, meter and junction boxes, located on or adjacent to the site.
PART 4 - MEASUREMENT AND PAYMENT
No separate payment shall be made for work specified in this section. Compensation for this work will be considered incidental to Pay Item 00001 – Modular Tear Down and Set Up.

SECTION 02300 - EARTHWORK
1.01 SUMMARY
A. This Section includes the following:
1. Preparing subgrades.
2. Excavating and backfilling.
1.02 DEFINITIONS
A. Backfill: Soil materials used to fill an excavation.
B. Base Course: Layer placed between the subbase course and asphalt paving.
C. Borrow: Satisfactory soil imported from off-site for use as fill or backfill.
D. Excavation: Removal of material encountered above subgrade elevations.
1. Unauthorized Excavation: Excavation below subgrade elevations or beyond indicated dimensions without direction by Contracting Officer. Unauthorized excavation, as well as remedial work directed by Contracting Officer, shall be without additional compensation.
E. Fill: Soil materials used to raise existing grades.
F. Structures: Buildings, footings, foundations, retaining walls, slabs, tanks, curbs, mechanical and electrical appurtenances, or other man-made stationary features constructed above or below the ground surface.
G. Subbase Course: Layer placed between the subgrade and base course for asphalt paving, or layer placed between the subgrade and a concrete pavement or walk.
H. Subgrade: Surface or elevation remaining after completing excavation, or top surface of a fill or backfill immediately below subbase, drainage fill, or topsoil materials.
I. Utilities include on-site underground pipes, conduits, ducts, and cables, as well as underground services within buildings.
1.03 PROJECT CONDITIONS
A. Existing Utilities: Do not interrupt utilities serving facilities occupied by the Forest Service or others unless permitted in writing by Contracting Officer and then only after arranging to provide temporary utility services according to requirements indicated.
2.01 SOIL MATERIALS
A. General: Provide borrow soil materials when sufficient satisfactory soil materials are not available from excavations.

B. Satisfactory Soils: ASTM D 2487 Soil Classification Groups GW, GP, GM, SW, SP, and SM, or a combination of these group symbols; free of rock or gravel larger than 3 inches in any dimension, debris, waste, frozen materials, vegetation, and other deleterious matter.
C. Unsatisfactory Soils: ASTM D 2487 Soil Classification Groups GC, SC, ML, MH, CL, CH, OL, OH, and PT, or a combination of these group symbols.
D. Backfill and Fill: Satisfactory soil materials.
E. Subbase: Naturally or artificially graded mixture of natural or crushed gravel, crushed stone, and natural or crushed sand; ASTM D 2940; with at least 90 percent passing a 1-1/2- inch sieve and not more than 12 percent passing a No. 200 sieve.
F. Base: Naturally or artificially graded mixture of natural or crushed gravel, crushed stone, and natural or crushed sand; ASTM D 2940; with at least 95 percent passing a 1-1/2-inch sieve and not more than 8 percent passing a No. 200sieve.
G. Bedding: Naturally or artificially graded mixture of natural or crushed gravel, crushed stone, and natural or crushed sand; ASTM D 2940; except with 100 percent passing a 1-inch sieve and not more than 8 percent passing a No. 200 sieve.
H. Drainage Fill: Washed, narrowly graded mixture of crushed stone, or crushed or uncrushed gravel; ASTM D 448; coarse-aggregate grading Size 57; with 100 percent passing a 1-1/2- inch sieve and 0 to 5 percent passing a No. 8 sieve.
I. Detectable Warning Tape: Polyethylene film warning tape encasing a metallic core, minimum 6 inches wide and 4 mils thick, continuously inscribed with a description of the utility.
3.01 PREPARATION
A. Protect structures, utilities, sidewalks, pavements, and other facilities from damage caused by settlement, lateral movement, undermining, washout, freezing temperatures or frost, and other hazards created by earthwork operations. Provide protective insulating materials as necessary.
B. Provide erosion-control measures to prevent erosion or displacement of soils and discharge of soil-bearing water runoff or airborne dust to adjacent properties and walkways.
C. Prevent surface water and ground water from entering excavations, from ponding on prepared subgrades, and from flooding Project site and surrounding area.
D. Protect subgrades from softening, undermining, washout, and damage by rain or water accumulation.
3.02 EXCAVATION
A. Excavate to subgrade elevations regardless of the character of surface and subsurface conditions encountered, including rock, soil materials, and obstructions.
B. If excavated materials intended for fill and backfill include unsatisfactory soil materials and rock, replace with satisfactory soil materials.

C. Excavate for structures, pavements, and walks to indicated elevations and dimensions. Extend excavations for placing and removing concrete formwork, for installing services and other construction, and for inspections. Trim bottoms to required lines and grades to leave solid base to receive other work.
D. Excavate utility trenches to indicated gradients, lines, depths, and invert elevations of uniform widths to provide a working clearance on each side of pipe or conduit. Excavate trench walls vertically from trench bottom to 12 inches higher than top of pipe or conduit.
a. Excavate trenches deeper than bottom of pipe elevation, 6 inches deeper in rock, 4 inches deeper elsewhere, to allow for bedding course. Hand excavate for bell of pipe.
E. Proof roll subgrades, before filling or placing aggregate courses, with heavy pneumatic-tired equipment to identify soft pockets and areas of excess yielding. Do not proof roll wet or saturated subgrades.
F. Reconstruct subgrades damaged by freezing temperatures, frost, rain, accumulated water, or construction activities.
G. Fill unauthorized excavation under foundations or wall footings by extending bottom elevation of concrete foundation or footing to excavation bottom, without altering top elevation. Lean concrete fill may be used when approved by Contracting Officer.
a. Fill unauthorized excavations under other construction or utility pipe as directed by Contracting Officer.
H. Stockpile borrow materials and satisfactory soil materials, without intermixing, in shaped, graded, drained, and covered stockpiles. Stockpile soil materials away from edge of excavations and outside drip line of remaining trees.
3.03 BACKFILLS AND FILLS
A. Utility Trench Backfill: Place, compact, and shape bedding course to provide continuous support for pipes and conduits over rock and other unyielding bearing surfaces and to fill unauthorized excavations.
1. Place and compact initial backfill of satisfactory soil material or subbase material, free of particles larger than 1 inch to a height of 12 inches over the utility pipe or conduit. Place and compact final backfill of satisfactory soil material to final subgrade.
2. Install warning tape directly above utilities, 12 inches below finished grade, except 6 inches below subgrade under pavements and slabs.
B. Fill: Place and compact fill material in layers to required elevations.
C. Uniformly moisten or aerate subgrade and each subsequent fill or backfill layer before compaction to within 2 percent of optimum moisture content.
1. Remove and replace, or scarify and air dry, otherwise satisfactory soil material that exceeds optimum moisture content by 2 percent and is too wet to compact to specified dry unit weight.
D. Compaction: Place backfill and fill materials in layers not more than 8 inches in loose depth for material compacted by heavy compaction equipment, and not more than 4 inches in loose depth for material compacted by hand-operated tampers.
E. Compact soil to not less than the following percentages of maximum dry density according to
ASTM D 1557:

1. Under structures, building slabs, steps, and pavements, scarify and recompact top 12 inches of existing subgrade and each layer of backfill or fill material at 95 percent max density.
2. Under walkways, scarify and recompact top 6 inches below subgrade and compact each layer of backfill or fill material at 90 percent max density.
3. Under lawn, unpaved areas, or spoils areas, scarify and recompact top 6 inches below subgrade and compact each layer of backfill or fill material at 85 percent max density.
F. Grading: Uniformly grade areas to a smooth surface, free from irregular surface changes.
Comply with compaction requirements and grade to cross sections, lines, and elevations indicated. Grade lawns, walks, and unpaved subgrades to tolerances of plus or minus 1 inch and pavements and areas within building lines to plus or minus 1/2 inch.
G. Subbase and Base Courses: Under pavements and walks, place subbase course on prepared subgrade. Place base course material over subbase. Compact to required grades, lines, cross sections, and thickness to not less than 95 percent of maximum dry unit weight according to
ASTM D 1557.
H. Under slabs-on-grade, place drainage course on prepared subgrade. Compact to required cross sections and thickness to not less than 95 percent of max density.
3.04 FIELD QUALITY CONTROL
A. Testing Agency: The Forest Service reserves the option to engage a qualified independent testing and inspecting agency to perform field tests and inspections and to prepare test reports.
B. Allow testing agency to test and inspect subgrades and each fill or backfill layer. Proceed with subsequent earthwork only after test results for previously completed work comply with requirements.
C. When testing agency reports that subgrades, fills, or backfills have not achieved degree of compaction specified, scarify and moisten or aerate, or remove and replace soil to depth required; recompact and retest until specified compaction is obtained.
3.05 PROTECTION AND DISPOSAL
A. Protect newly graded areas from traffic, freezing, and erosion. Keep free of trash and debris.
B. Repair and reestablish grades to specified tolerances where completed or partially completed surfaces become eroded, rutted, settled, or where they lose compaction.
C. Where settling occurs before Project correction period elapses, remove finished surfacing, backfill with additional soil material, compact, and reconstruct surfacing.
D. Disposal: Remove surplus satisfactory soil and waste material, including unsatisfactory soil, trash, and debris, and legally dispose of it off Owner's property.
Payment shall include all labor, materials, and supervision for the earthwork required onsite as specified and shown on the Plans and shall be incidental to Pay Item 03300 – Modular Foundation.

3.01 EXAMINATION
A. Verify site conditions under provisions of Section 02010.
B. Verify that anchors, seats, plates, reinforcement and other items to be cast into concrete are accurately placed, positioned securely, and will not cause hardship in placing concrete.
3.02 PREPARATION
A. Prepare previously placed concrete by cleaning with steel brush and applying bonding agent in accordance with manufacturer's instructions.
B. In locations where new concrete is dowelled to existing work, drill holes in existing concrete, insert steel dowels and pack solid with non-shrink grout.
C. Coordinate the placement of joint devices with erection of concrete formwork and placement of form accessories.
3.03 PLACING CONCRETE
A. Place concrete in accordance with ACI 301.
B. Notify Contracting Officer minimum 24 hours prior to commencement of operations.
C. Ensure reinforcement, inserts, embedded parts, formed expansion and contraction joints are not disturbed during concrete placement.
D. Install vapor retarder under interior slabs on grade. Lap joints minimum 12 inches and seal watertight by taping edges and ends.
E. Repair vapor retarder damaged during placement of concrete reinforcing. Repair with vapor retarder material; lap over damaged areas minimum 12 inches and seal watertight.
F. Separate slabs on grade from vertical surfaces with 1/4 inch thick joint filler.
G. Extend joint filler from bottom of slab to within 1/4 inch of finished slab surface.
H. Maintain records of concrete placement. Record date, location, quantity, air temperature, and test samples taken.
I. Place concrete continuously between predetermined expansion, control, and construction joints.
J. Do not interrupt successive placement; do not permit cold joints to occur.
K. Place floor slabs in checkerboard or saw cut pattern indicated.
L. Saw cut joints within 24 hours after placing. Use 3/16 inch thick blade, cut into 1/4 depth of slab thickness.
M. Screed slabs on grade level, maintaining surface flatness of maximum 1/4 inch in 10 ft.
3.04 CONCRETE FINISHING
A. Provide formed concrete walls with smooth rubbed finish.
B. Finish concrete floor surfaces in accordance with ACI 301.
C. Steel trowel surfaces which are scheduled to be exposed.

3.05 CURING AND PROTECTION
A. Immediately after placement, protect concrete from premature drying, excessively hot or cold temperatures, and mechanical injury.
B. Maintain concrete with minimal moisture loss at relatively constant temperature for period necessary for hydration of cement and hardening of concrete.
C. Cure floor surfaces in accordance with ACI 308.
D. Spraying: Spray water over floor slab areas and maintain wet for 7 days.
3.06 FIELD QUALITY CONTROL
A. Quality Assurance: Field inspection, and testing.
B. Provide free access to Work.
C. Submit proposed mix design of each class of concrete to C.O.
D. Tests of cement and aggregates may be performed to ensure conformance with specified requirements.
E. Three concrete test cylinders will be taken for every 100 or less cu yds of each class of concrete placed. The Forest Service shall have an independent lab test the cylinders. The Forest Service shall be responsible for molding test cylinders.
F. One additional test cylinder will be taken during cold weather concreting, cured on job site under same conditions as concrete it represents. Forest Service shall have an independent lab test the cylinders.
G. One slump test will be taken for each set of test cylinders taken. Forest Service shall provide slump testing.
H. Forest Service may test air entrainment.
3.07 PATCHING
A. Allow Architect/Engineer to inspect concrete surfaces immediately upon removal of forms.
B. Excessive honeycomb or embedded debris in concrete is not acceptable. Notify Architect/Engineer upon discovery.
C. Patch imperfections as directed.
Payment shall include all labor, materials, and supervision for the furnishing and installation of concrete footings, concrete block, hardware and bracing and the installation of vapor barrier and pea gravel as specified and shown on the Plans and shall be made as a percentage of completion at the time of progress payment application.

SECTION 05510 - METAL STAIRS AND RAMP
A. Provide and install prefabricated aluminum stair system and modular aluminum access ramp to replace existing wooden stairs and ramp.

PART 2 – PRODUCTS
2.01 QUALITY ASSURANCE
A. Design of the aluminum members shall conform to the current edition of the Aluminum Association Specifications and Guidelines for Aluminum Structures.
B. Aluminum Welds shall be in accordance with the ANIS/AWS D1.2-97 GMAW process shall be performed by experienced operators.
C. All exposed surfaces shall be smooth and free of sharp or jagged edges.
D. Warranty: product shall be free from defects in material and workmanship for a period of one year beginning at the date of delivery.
E. Acceptable Manufacturer: Sapa Extrusions LLC (REDD Team) or equal.
2.02 ALUMINUM STAIR SYSTEMS
A. Stair treads and stringers shall be designed for a uniform live load of 100 pounds per square foot. Stir treads, stringers and risers shall be constructed using 6000 series aluminum alloy with 6061-T6 for primary structural components and slip resistant aluminum planks. Stair treads shall be prefabricated in typical 2’-8” width. Series 7” stairways shall be prefabricated to match a threshold height of 28” or 35”.
1. Landings shall be designed for a uniform live load of 100 pounds per square foot. Guard rails designed for 200 lbs. force applied at any point along top rail. Landings shall be constructed using 6000 series aluminum alloy with 6061-T6 for primary structural components and slip resistant punched aluminum planks. Landings shall be prefabricated in typical 7’-4” x 5’-4 ½” size. Landings will be designed for variable heights.
2. Legs shall be designed to support the stair and landing sections. Legs shall be constructed using 6061-T6 aluminum alloy. All bolt hardware shall be stainless steel grade 304. The legs shall telescope to allow for various height adjustments. All legs shall be thru bolted using stainless steel bolts grade 304 and nylon lock nuts. All legs shall have ¼” x 6” x 10” pads and independently adjustable for sloped or uneven grades.
3. Landing Rails and stair rails shall be designed to resist a concentrated load of 200 pounds applied at any point and in any direction at the top of the rail. Handrails shall be designed to resist a load of 50 pounds per linear foot applied in any direction at the top of the rail. All landing rails and stair rail shall be aluminum construction alloy 6061-T6
AG-9AC7-S-14-0111 Page 25 of 57 and 6063-T5. Stair rail gripping surface shall be smooth and continuous. Stair hand rail shall be 36” high from the nose of the tread to top of the rail. Stair top rail shall be 1 1/4” Schedule 40 aluminum pipe; 42” guardrail height with intermediate rail and toe plate.
4. Finishing on landing rails and stair rails shall be “Mill Finish”.
5. Decking shall be slip resistant punched aluminum planks.
2.03 UNIVERSAL RAMP SYSTEM
A. Ramp sections shall be designed for a minimum uniform live load of 100 pounds per square foot and a concentrated vertical load of 300 pound distributed uniformly over an area of 1 square foot. Ramp sections shall be prefabricated in typical 6’, 8’ and 10’ lengths. All ramp sections shall be designed for variable heights and slopes. Ramp walking surface width shall be 48”. The walking surface of the ramp shall be continuous, without gaps, and shall be 1 ½ inch x 6 inch and/or 1 ½ inch x 8 inch self-mating aluminum deck with extruded slip resistant surface. Coefficient of friction shall be .93. All ramp sections shall have a 3” minimum curb or toe plate.
1. Landings shall be designed for a minimum uniform live load of 100 pounds per squarefoot and a concentrated vertical load of 300 pound distributed uniformly over an area of 1 square foot. Landing shall be constructed using 6000 series aluminum alloy with 6061-T6 for primary structural components. Landing s shall be prefabricated in typical 5’-4” x 5’-4” sections. Landings shall be designed for variable heights. The walking surface of the landing shall be continuous, without gaps, and shall be 1 1/2 inch x 6 inch and/or 1 1/2 inch x 8 self-mating aluminum deck with extruded slip resistant surface.
2. Legs shall be designed to support the ramp and landing sections. Legs shall be all aluminum construction alloy 6061-T6. All fasteners shall be grade 304 stainless steel.
The legs shall telescope and allow for height and slope adjustments. The legs shall be designed so that they will be perpendicular to the ground and vertical loads are transmitted axially through them regardless of the slope. All legs shall be through bolted using stainless steel bolts grade 304. All legs shall have ¼” x 6” x 10” pads.
3. 38” tall two line handrails shall be designed to resist a concentrated load of 200 pounds applied at any point and in any direction. Handrails shall also be designed to resist a load of 50 pounds per linear foot in any direction. The above loadings shall not be applied simultaneously. All handrails shall be aluminum construction alloy 6061-T6, 6063-T5 or 6063-T6. Handrail gripping surface shall be smooth and continuous throughout ramp sections. Handrails shall be 1 ¼” schedule 40 pipe. The top of the handrail shall be placed 38” above walking surface.
4. Handrails and guardrails shall be “Mill Finish”.
PART 3 - EXECUTION
3.01 EXAMINATION
A. Verify field conditions are acceptable and are ready to receive work.
3.02 INSTALLATION
A. Install components per the manufacturer’s recommendations and in compliance with the Architectural Barriers Act for the accessible ramp.

B. Install components plumb and level, accurately fitted, free from distortion or defects.
Obtain approval of Engineer prior to site cutting or creating adjustments not scheduled.
PART 4 – MEASUREMENT AND PAYMENT
4.01 MEASUREMENT
Measurement for this item shall be on a lump sum basis.
PAYMENT
4.02 Payment shall include all labor, materials and supervision for the completion of the work contained in this specification and shall be made as a percentage of completion at the time of progress payment application.
