DIVISION 1

GENERAL REQUIREMENTS

01010 - 1

SECTION 01010

SUMMARY OF WORK

PART 1 - GENERAL

1.1 DESCRIPTION OF WORK

A. The intent of this contract is to provide building repairs for four (4) buildings at the Blackrock Work Center on the Sequoia National Forest located on the Kern River Ranger District. The buildings include the trails barracks 1356, fire barracks 1357, multipurpose building 1372, and visitor information center 1522.

B. This contract consists of following Base Bid items of work:

1. Remove and dispose existing features as specified, including floor coverings and mop board in buildings 1356, 1357, and 1522; wall and ceiling coverings, shower pans and shower doors in restrooms in building 1356 and 1357; and incidental materials as required to complete the work.

2. Repair/repaint any damaged drywall resulting from the mop board removal.

3. Repair floor surfaces as needed.

4. Furnish and install new floor coverings and new mop board as specified, including backing and any other accessories per the attached specifications. Contractor will be responsible for moving furnishings necessary to remove the existing floor coverings and install the new floor coverings. All objects will be returned to the same location by the Contractor after the floor coverings are installed.

5. Repair and repaint damaged sheetrock as specified.

6. Furnish and install new shower pans and shower doors in two barracks building bathrooms as specified, including minor tile replacement and grout repair in showers.

7. Furnish and install new waterproof laminate wall and ceiling coverings in bathrooms in two barracks buildings as specified.

8. Replace counter tops in building 1372 as specified.

9. Complete other miscellaneous facilities repairs as specified.

C. This contract includes of following Optional Bid items of work:

1. Remove and dispose existing features as specified, including floor coverings and mop board in building 1372; old insulation in attics of four buildings, and incidental materials as required to complete the work.

2. Repair/repaint any damaged drywall resulting from the mop board removal.

3. Repair floor surfaces as needed.

4. Furnish and install new floor coverings and new mop board as specified, including backing and any other accessories per the attached specifications. Contractor will be responsible for moving furnishings necessary to remove the existing floor coverings and install the new floor coverings. All objects will be returned to the same location by the Contractor after the floor coverings are installed.

5. Furnish and install attic insulation as specified, and wall insulation if awarded.

D. Project Location:

1. The project site is located on the Sequoia National Forest at the Blackrock Work

Center, in the Kern River Ranger District, Township 21S, Range 34E, Section 3.

(see vicinity map in drawings).

2. Directions: From Hwy 395 near Ridgecrest, CA take 9 Mile Canyon road / J41 west approximately 24 miles through Kennedy Meadows; the FS Road 22S05

Sherman Pass road approximately 12 miles to the junction with FS Road 21S03 Blackrock road; turn right approximately 0.1 miles to Blackrock Work Center.

E. Existing conditions shall be verified by the Contractor.

1. Contractor shall submit a work plan in their bid proposal, including proposed materials to be used.

2. Reference attached drawings for a schematic layout of the floor coverings replacement. Final layout, dimensions and quantities are to be verified by the contractor and included in bid submittal and work plan.

3. Lead based paint: There is no known lead based paint in the project work area.

4. Asbestos: There is no known asbestos in the project work area.

1.2 LIMITATIONS:

A. Contractor will inspect the project prior to beginning construction and bring to the attention of the Contracting Officer any discrepancies not covered by contract work. It is recommended the Contractor visit site prior to bid.

1.3 MEASUREMENT AND PAYMENT

A. Unit of Measurement:

1. Lump Sum (LS). One complete unit, which may consist of one or more parts.

2. Each (EA). One complete unit, which may consist of one or more parts.

3. Linear Foot (LF). Linear feet measured horizontally.

4. Square Foot (SF). Measure on a plane parallel to the surface being measured.

B. Method of Measurement:

1. Lump Sum Quantities (LSQ). These quantities denote one complete unit of work as required or described in the Contract, including necessary materials, equipment, and labor to complete the Work. They will not be measured.

2. Actual Quantities (AQ). These quantities are determined from measurements of completed Work.

C. Payment:

1. For each individual item listed in the Schedule of Items, payment shall be full compensation for all work related to the particular item in accordance with these specifications, as shown on the drawings, and as staked in the field.

2. Measurement and payment for contract work shall be made only for and under those pay items included in the SCHEDULE OF ITEMS. All other work and materials shall be considered incidental or as included in the payment for items shown.

1.4 SPECIFICATIONS AND DRAWINGS

A. The specifications establish the construction procedures and materials to be employed throughout. All work shall be completed in accordance with these specifications and project drawings.

B. Submit shop drawings for approval for all components that are in variance from that specified or SHOWN ON THE DRAWINGS or that varies in dimension, 01010 - 3 configuration, etc. The Government retains the right to reject any component or system that is not fully comparable to that specified herein.

1.5 SUBMITTALS

A. Provide submittals for review and approval as follows at least seven days prior to the start of work.

1. Contractor’s construction schedule showing the planned completion of work by date and location.

2. Product data with manufacturer’s installation and maintenance recommendations as appropriate for carpet, vinyl tile and other products as required which are planned to be incorporated into the work. Submit two copies for review; one set will be returned.

1.6 MEALS AND LODGING

A. Meals or lodging will not be available at Forest Service facilities.

1.7 CONSTRUCTION ADMINISTRATION

A. Contractor may be able to use a self-contained travel trailer or recreational vehicle to camp on the premises. All waste material must be transported off-site to a station equipped to handle such waste. This is subject to availability and must be coordinated through the Contracting Officer.

B. No dumping of waste products of any type will be permitted. All waste shall be transported to an approved sanitary landfill disposal off Forest Service lands.

C. The Contractor may use the toilet facilities at the facility where the work is being performed. Contractor shall provide toilet facilities for its employees if the toilet buildings are not utilized.

D. Materials for construction, construction vehicles and equipment may be stockpiled and staged at the project site in an area designated by the Contracting Officer.

E. The Contractor shall take precautions to protect all work and materials during the construction period.

F. The Contractor is responsible for safeguarding the public and employees from construction operations.

G. Contractor shall comply with the provisions of Contract Section C.6 SPECIAL

CONDITIONS AFFECTING THE WORK.

1.8 DEMOLITION

A. All trash, debris, items designated to be removed, and other waste generated as a result of demolition under this specification become property of the Contractor and shall be removed from Forest Service lands and properly disposed in accordance with all applicable Federal, State, and Local Government laws, regulations, rules and/or codes.

B. All construction debris from utilities construction, and demolition of existing conditions, shall be cleaned up and disposed of off National Forest Land. All clearing debris shall be scattered within the clearing limits after utilities construction is complete, and used as a soil stabilizer to help prevent erosion. All vegetative matter including roots, stumps, and logs must be disposed of off National Forest Lands.

1.9 CONSTRUCTION SEQUENCE

A. The project shall be completed within the time frame established by the terms of this contract and according to the approved Schedule of Work.

B. Depending on conditions, normal fire restrictions may apply to activities associated with this project.

01301 - 1

SECTION 01301

MOBILIZATION

PART 1 - GENERAL

1.1 DESCRIPTION

A. This Work consists of moving personnel, equipment, material, and incidentals to the project and performing all work necessary before beginning work at the project site.

Mobilization includes the obtaining of all permits, insurance, and bonds.

1.2 PERMITS

A. The Government does not purchase building, electrical, plumbing, or encroachment permits. The Contractor will not be reimbursed for such permits. The Contractor, under its program for project quality control, may request and pay for inspection of these items from the local jurisdiction. All other permits remain the Contractor’s responsibility to obtain.

B. The contractor is responsible for the fees and permits required to move oversize loads on state and local roads.

1.3 MEASUREMENT AND PAYMENT

A. Method of Measurement: Lump Sum Quantity (LSQ).

B. Unit of Measurement: Lump Sum. The Government will only pay for the initial project mobilization. Additional project mobilizations, regardless of cause, will not be paid.

Mobilization is shown on the SCHEDULE OF ITEMS using pay item 01301(01); and covers payment for mobilization to accomplish work at all project locations: Havilah Work Center, Kernville Work Center, and Pinehurst Work Center.

C. Progress payment for Mobilization lump sum will be paid as follows:

1. Bond premiums will be reimbursed according to FAR Clause 52.232-5 Payments

Under Fixed-Price Construction Contracts, after receipt of the evidence of payment.

2. When 5 percent of the original contract amount is earned from other bid items, 50 percent of the mobilization item, or 5 percent of the original contract amount, whichever is less, will be paid.

3. When 10 percent of the original contract amount is earned from other bid items, 100 percent of the mobilization item, or 10 percent of the original contract amount, whichever is less, will be paid.

4. Any portion of the mobilization item in excess of the 10 percent of the original contract amount will be paid after final acceptance.

DIVISION 7

THERMAL AND MOISTURE

PROTECTION

SECTION 07210

BUILDING INSULATION

PART 1 - GENERAL

1.1 SCOPE

A. Work consists of providing attic insulation and wall insulation at barracks buildings #1356 and #1357, multipurpose building #1372, and visitor information center building #1522 at Blackrock Work Center on the Sequoia National Forest.

B. Applications of insulation specified in this section include the following:

1. Building insulation is in blown-in form. Batt insulation may be proposed in attic spaces.

C. Reference: The following reference contains requirements that relate to this section:

1. California Energy Code, current edition.

1.2 DEFINITIONS

A. Thermal Resistivity: Where the thermal resistivities of insulation products are designated by "r-values," they represent the reciprocal of thermal conductivity (k-values). Thermal conductivity is the rate of heat flow through a homogenous material exactly 1 inch thick. Thermal resistivities are expressed by the temperature difference in degrees F between the two exposed faces required to cause one BTU to flow through one square foot per hour at mean temperatures indicated.

1.3 QUALITY ASSURANCE

A. Fire Performance Characteristics: Provide insulation materials identical to those whose indicated fire performance characteristics have been determined per the ASTM test method indicated below, by UL or other testing and inspecting organizations acceptable to authorities having jurisdiction. Identify products with appropriate markings of applicable testing and inspecting organization.

1. Surface Burning Characteristic: ASTM E 84

2. Fire Resistance Ratings: ASTM E 119.

3. Combustion Characteristics: ASTM E 136.

B. Single-Source Responsibility for Insulation Products: Obtain each type of building insulation from a single source with resources to provide products of consistent quality in appearance and physical properties without delaying progress of the Work.

1.4 DELIVERY, STORAGE, AND HANDLING

A. General Protection: Protect insulation materials from physical damage and from deterioration by moisture, soiling, and other sources. Store inside and in a dry location.

Comply with manufacturer's recommendations for handling, storage, and protection during installation.

1.5 MEASUREMENT AND PAYMENT:

A. Measurement and payment will be as described in section 01010 Summary of Work.

PART 2 - PRODUCTS

2.1 ACCEPTABLE MANUFACTURERS

A. Available Manufacturers: Subject to compliance with requirements, manufacturers offering insulation products that may be incorporated in the work include, but are not limited to, the following:

1. Manufacturers of Cellulose Insulation:

a. CertainTeed Corp.

b. Manville: Building Insulations Div., Manville Sales Corp.

c. Owens/Corning Fiberglas Corp.

d. Or approved equal.

2.2 INSULATING MATERIALS

A. General: Provide insulating materials that comply with requirements and with referenced standards.

1. Preformed Units: Sizes to fit applications indicated, selected from manufacturer's standard thickness and weight.

B. Blown in Cellulose: To be placed at the attic of the buildings and exterior walls if awarded. Thermal insulation produced by combining mineral fibers of type described below with thermosetting resins to comply with ASTM C 764.

1. Mineral Fiber Type: Cellulose

2. Surface Burning Characteristics: Maximum flame spread and smoke developed values of 25 and 50, respectively.

3. Combustion Characteristics: Passes ASTM E 136 test.

C. Faced Mineral Fiber Blanket/Batt Insulation: To be located at floors and ceilings.

Thermal insulation produced by combining mineral fibers of type described below with thermosetting resins to comply with ASTM C 665 for Type III, Class A (blankets with reflective vapor-retarder membrane facing with flame spread of 25 or less);

foil-scrim-kraft or foil-scrim-polyethylene vapor-retarder membrane on one face, and as follows:

1. Mineral Fiber Type: Fibers manufactured from glass or slag.

2. Surface Burning Characteristics: Maximum flame spread and smoke developed values of 25 and 50, respectively.

PART 3 - EXECUTION

3.1 INSTALLATION, GENERAL

A. Comply with insulation manufacturer's instructions applicable to products and application indicated.

B. Clean substrates of substances harmful to insulations or vapor barrier, including removal of dirt, debris, rodents, and rodent dropping; and removal of projections that might puncture vapor barrier.

C. Repair holes where blown in insulation would leak out.

3.2 INSTALLATION OF GENERAL BUILDING INSULATION

A. Set vapor-retarder faced units with vapor-retarder to warm side of construction, except as otherwise indicated.

1. Do not obstruct ventilation spaces, except for fire stopping.

2. Tape tears and ruptures in vapor-retarder, and seal each continuous area of insulation to surrounding construction to ensure airtight installation.

3. For securing floor insulation install netting on the under side of floor joist and install metal insulation support wires between floor joists where netting is not applicable.

B. Unfaced units shall fit snugly between studs and be held in place by friction.

C. Upon completion of the insulation of the outside walls install the vapor barrier. Vapor barrier shall be installed on the inside surface of all exterior walls to create an airtight barrier from floor to ceiling. Staple vapor barrier securely at top and bottom plates and around door and window openings.

D. For existing finished exterior walls, drill holes through the wall coverings to blow insulation into wall cavities. Patch holes with permanent methods and materials, finish, and paint to match adjacent finishes.

3.3 PROTECTION

A. General: Protect installed insulation and vapor barrier from damage due to harmful weather exposures, physical abuse, and other causes. Provide temporary coverings or enclosures where insulation will be subject to abuse and cannot be concealed and protected by permanent construction immediately after installation.

3.4 SCHEDULE

A. Contractor shall provide an insulation schedule for walls and attic conforming to the California Energy Code.

1. Minimum requirements:

a. Attic or Ceilings – R-38.

b. Walls – R-21.

2. Either the California Energy Code or the minimum requirement will apply depending on which provides the greatest insulation value.

DIVISION 9

FINISHING

SECTION 09650

RESILIENT FLOORING

PART 1 - GENERAL

1.1 SCOPE

A. Work consists of providing resilient flooring and accessories is shown on drawings and in schedules.

1.2 QUALITY ASSURANCE

A. Manufacturer: Provide each type of resilient flooring and accessories as produced by a single manufacturer, including recommended primers, adhesives, sealants, and leveling compounds.

B. Fire Test Performance: Provide resilient flooring which complies with the following fire test performance criteria as determined by an independent testing laboratory acceptable to authorities having jurisdiction.

1. Critical Radiant Flux (CRF): Not less than the following rating per ASTM E 648, 0.45 watts per sq. cm.

2. Flame Spread: Not more than 75 per ASTM E 84.

3. Smoke Developed: Not more than 450 per ASTM E 84.

4. Smoke Density: Not more than 450 per NFPA 258.

1.3 SUBMITTALS

A. Product Data: Submit manufacturer's technical data for each type of resilient flooring and accessory.

B. Samples for Initial Selection Purposes: Submit manufacturer's standard color charts in form of actual sections of resilient flooring, including accessories, showing full range of colors and patterns available, for each type of resilient flooring required.

C. Samples for Verification Purposes: Submit the following samples of each type, color, and pattern of resilient flooring required, showing full-range of color and pattern variations.

1. Full size tile samples.

2. Full size rubber base samples.

3. 6 x 6 inch size of sheet sample.

D. Certification for Fire Test Performance: Submit certification from an independent testing laboratory acceptable to The Government that resilient flooring complies with fire test performance requirements.

E. Maintenance Instructions: Submit 2 copies of manufacturer's recommended maintenance practices for each type of resilient flooring and accessory required.

1.4 PROJECT CONDITIONS

A. Maintain minimum temperature of 65oF in spaces to receive resilient flooring for at least 48 hours prior to installation, during installation, and for not less than 48 hours after installation. Store resilient flooring materials in spaces where they will be installed for at least 48 hours before beginning installation. Subsequently, maintain minimum temperature of 55oF in areas where work is completed.

B. Install resilient flooring and accessories after other finishing operations, including painting, have been completed. Do not install resilient flooring over concrete slabs until the latter have been cured and are sufficiently dry to achieve bond with adhesive as determined by resilient flooring manufacturer's recommended bond and moisture test.

1.5 MEASUREMENT AND PAYMENT:

A. The completed work will be measured and paid for as shown on the Schedule of Items.

PART 2 - PRODUCTS

2.1 ACCEPTABLE MANUFACTURERS

A. Available Manufacturers: Subject to compliance with requirements, manufacturers offering products which may be incorporated in the work include, but are not limited to, the following:

1. Manufacturers of Vinyl Composition Tile:

a. Armstrong World Industries.

b. Azrock Floor Products, Div. Azrock Industries, Inc.

c. Tarkett, Inc.

2. Manufacturers of Vinyl Sheet Flooring:

a. Armstrong World Industries.

b. Azrock Floor Products, Div. Azrock Industries, Inc.

c. Tarkett, Inc.

3. Manufacturers of Rubber base:

a. Roppe

b. Burke

c. Allstate

2.2 RESILIENT FLOORING COLORS AND PATTERNS

A. Provide color and patterns as indicated, or if not otherwise indicated, as selected by Contracting Officer from manufacturer's standards.

2.3 TILE FLOORING:

A. Vinyl Composition Tile: FS SS-T-312, Type IV; 12"x12" and as follows:

1. Composition 1 - Asbestos Free.

2. Gauge: 1/8".

B. Rubber Base, 4" high as follows:

1. Composition – Asbestos Free.

2.4 VINYL SHEET FLOORING:

A. Commercial grade, 0.080” gauge, 15-year limited warranty.

B. Inlaid color vinyl flooring with no-wax wear surface.

C. Subfloor overlay – STURD-I-FLOOR or approved equal.

PART 3 - EXECUTION

3.1 INSPECTION:

A. The contractor shall inspect subfloor surfaces to determine that they are satisfactory.

A satisfactory subfloor surface is defined as one that is smooth and free from cracks, holes, ridges, coatings preventing adhesive bond, and other defects impairing performance or appearance.

B. Perform bond and moisture tests on concrete subfloors to determine if surfaces are sufficiently cured and dry as well as to ascertain presence of curing compounds.

C. Do not allow resilient flooring work to proceed until subfloor surfaces are satisfactory.

3.2 PREPARATION

A. Prepare subfloor surfaces as follows:

1. Overlay all subfloor surfaces to receive vinyl sheet flooring with ¼ inch structure board. Before placing structure board scrape, broom clean or vacuum the subfloor to remove all dirt, debris and lumps. Structure board shall be installed perpendicular to the subflooring and all joints shall be staggered. Nail structure board securely in place to provide a uniform smooth surface for the vinyl sheet flooring.

2. Use leveling and patching compounds as recommended by resilient flooring manufacturer for filling small cracks, holes and depressions in structure board.

3. Remove coatings from structure board surfaces that would prevent adhesive bond, including taping compounds, paint, etc., incompatible with resilient flooring adhesives.

B. Broom clean or vacuum surfaces to be covered, and inspect subfloor or concrete slab.

C. Apply concrete slab primer, if recommended by flooring manufacturer, prior to application of adhesive. Apply in compliance with manufacturer's directions.

3.3 INSTALLATION, GENERAL

A. Install resilient flooring using method indicated in strict compliance with manufacturer's printed instructions. Extend resilient flooring into toe spaces, door

09650-4 reveals, and into closets and similar openings. In all rooms receiving resilient flooring extend the flooring up the walls 6 inch high to create a wall base (flash coving).

B. Scribe, cut, and fit resilient flooring to permanent fixtures, built-in furniture and cabinets, pipes, outlets and permanent columns, walls and partitions.

C. Maintain reference markers, holes, or openings that are in place or plainly marked for future cutting by repeating on finish flooring as marked on subfloor. Use chalk or other non-permanent marking device.

D. Install resilient flooring on covers for telephone and electrical ducts, and similar items occurring within finished floor areas. Maintain overall continuity of color and pattern with pieces of flooring installed on these covers. Tightly cement edges to perimeter of floor around covers and to covers.

E. Tightly cement resilient flooring to subbase without open cracks, voids, raising and puckering at joints, telegraphing of adhesive spreader marks, or other surface imperfections. Hand roll resilient flooring at perimeter of each covered area to assure adhesion.

3.4 CLEANING AND PROTECTION

A. Perform following operations immediately upon completion of resilient flooring:

1. Sweep or vacuum floor thoroughly.

2. Do not wash floor until time period recommended by resilient flooring manufacturer has elapsed to allow resilient flooring to become well-sealed in adhesive.

3. Damp-mop floor being careful to remove black marks and excessive soil.

4. Remove any excess adhesive or other surface blemishes, using appropriate cleaner recommended by resilient flooring manufacturers.

B. Protect flooring against damage during construction period to comply with resilient flooring manufacturer's directions.

1. Apply protective floor polish to resilient flooring surfaces free from soil, excess adhesive or surface blemishes. Use commercially available metal cross-linked acrylic product acceptable to resilient flooring manufacturer.

2. Protect resilient flooring against damage from rolling loads for initial period following installation by covering with plywood or hardboard. Use dollies to move stationary equipment or furnishings across floors.

3. Cover resilient flooring with undyed, untreated building paper until inspection for substantial completion.

C. Clean resilient flooring not more than 4 days prior to date scheduled for inspections intended to establish date of completion in each area of project. Clean resilient flooring by method recommended by resilient flooring manufacturer.

SECTION 09680

CARPET

PART 1 GENERAL

1.1 SCOPE: The work of this Section consists of providing carpet and incidentals, as specified herein, and as needed for a complete and proper installation that meets the Carpet and Rug Institute’s (CRI) Green Label Plus rating.

1.2 GENERAL REQUIREMENTS

A. Comply with CRI 104, Section 6, "Site Conditions."

B. Extra Materials: Deliver to Owner full-width carpet equal to 5 percent of each type and color carpet installed, packaged with protective covering for storage.

1.3 SUBMITTALS:

A. Product data: The Contractor shall submit the following:

1. Materials list of items proposed to be provided under this Section;

2. Certificate of Compliance: Furnish manufacturer's certificate of compliance stating each material delivered conforms to specifications.

3. Shop Drawings showing carpet layout, direction of carpet, adhesive to be used, method on integrating edge strips with carpet, and installation procedures.

4. Samples of the full range of colors and patterns of carpet and of exposed accessories available from the proposed manufacturers in the specified qualities.

5. Manufacturer's recommended installation procedures which, when approved by the Contracting

Officer, will become the basis for accepting or rejecting actual installation.

B. After the Contracting Officer has selected the color and pattern, submit three samples of each specified color and pattern from the stock proposed to be installed. Secure the Contracting Officer's approval of these samples prior to installation.

1.4 QUALITY ASSURANCE:

A. Installer Qualifications: Firm with experience in carpet installation and approved by carpet manufacturer.

1.5 MEASUREMENT AND PAYMENT: The completed work will be measured and paid for as shown on the Schedule of Items.

PART 2 PRODUCTS

2.1 MATERIALS:

A. System Description: Provide carpet including edge strips where carpeting terminates at other floor finishes and accessories.

C. Adhesive: Adhesives and sealants shall comply with Califonia’s South Coast Air Quality Management District (SCAQMD) #1168 and shall be rated Green Label Plus by CRI.

1. Provide carpet adhesive such as Mapei, Ultrabond ECO 85, solvent free or equal.

2. Pre-attached manufacturer adhesives are permitted, as long as they meet the above referenced Air Quality Management District and CRI Green Label Plus criteria.

D. Warranty: Warranty to be a minimum of 10 Years.

E. Leveling and Ramping Material: Latex-cement material designed for providing thin solid surface for leveling and minor ramping of subsurface to adjacent floor finishes.

1. Use material capable of being applied and feathered out to adjacent floor without spalling.

F. Edge Strips: Vinyl or rubber; manufacturer’s standard colors as selected by Contracting Officer.

PART 3 EXECUTION

3.1 SURFACE PREPARATION:

A. After removing and disposing of the existing carpet, and immediately prior to installation of the work of this Section, thoroughly clean surface and remove oil, grease, paint, varnish, hardeners, and other items which would adversely affect the bond of adhesive.

B. Ensure floors are level, with maximum surface variation of ¼” in 10 feet.

C. Ensure concrete floors are free from scaling and irregularities and exhibit neutrality relative to acidity and alkalinity.

D. Use leveling and ramping material to patch cracks, small holes, leveling and for ramping to provide finished carpet tile within ½” of adjacent flooring materials.

E. Test substrate for moisture content in accordance with flooring manufacturer recommendations;

where moisture content exceeds manufacturer recommendations take measures recommended by flooring manufacturer.

3.2 INSTALLATION

A. Comply with CRI 104, Section 8, "Direct Glue-Down."

B. Install carpet in accordance with manufacturer’s recommendations and installation instructions.

C. Prime substrate if required and as recommended by manufacturer. Set adhesive tabs in quantity recommended by manufacturer to ensure proper adhesion. Apply only enough tabs to permit proper adhesion of carpet before initial set.

D. Maintain uniformity of carpet direction and lay of pile. At doorways, center seams under door in closed position. Bind or seal cut edges as recommended by carpet manufacturer.

E. Install pattern parallel to walls and borders.

F. Lay carpet with run of pile in direction of anticipated traffic; do not change run of pile in any one room or from one room to next where continuous through a wall opening.

1. Finished installation to provide monolithic carpet appearance as approved by CO.

G. Cut and fit carpet neatly around projections through floor and to walls and other vertical surfaces.

H. Fit carpet snugly to walls or other vertical surfaces, leaving no gaps.

I. Lay installation tight and flat to subfloor well fastened and uniform in appearance; ensure monolithic color, pattern and texture match within any one area.

J. Edging Strips: Install in accordance with manufacturer recommendations and installation instructions.

1. Install edging strips where carpet terminates at other floor coverings.

2. Use full length pieces only, butt tight to vertical surfaces. Where splicing cannot be avoided, butt ends tight and flush.

3.3 CLEANING:

A. Upon completion of carpet installation in each area, visually inspect carpet installed in that area and immediately remove dirt, soil and foreign substance from exposed face.

B. Clean carpet in accordance with manufacturer recommendations using non-toxic low or no-voc cleaning materials.

C. Inspect adjacent surfaces and remove marks and stains caused by carpet installation.

D. Remove packaging materials, carpet tile scraps, and other debris form carpet installation.

1.1 SCOPE

A. This section includes the requirements covering miscellaneous repairs to facilities at

Blackrock Work Center on the Sequoia National Forest located on the Kern River Ranger District. The buildings include the trails barracks #1356, fire barracks #1357, and multipurpose building #1372. Work includes the following:

1. Furnish and install new shower pans and shower doors in two barracks building bathrooms as specified, including minor tile replacement and grout repair in showers.

2. Furnish and install new waterproof laminate wall and ceiling coverings in bathrooms in two barracks buildings as specified.

3. Repair sheetrock in front of furnace in building 1357; and around electrical panel in building 1372.

4. Kitchen repairs in building 1372: Replace formica countertop on double cook stove island; repair or replace one damaged cabinet door; and paint exposed plywood wall and ceiling by cabinets where a cabinet or fixture was removed.

5. Install a plywood access panel to plumbing in wall beside water heater in building 1356 and 1357.

PART 2 –EXECUTION

2.1 MISCELLANEOUS REPAIRS

A. Furnish and install heavy duty commercial quality shower pans of equal quality, size, and fit as existing shower pans.

1. Contracting Officer’s Representative to approve final product, color, and finish.

2. Install in accordance with manufacturer’s instructions and applicable codes and industry standards.

3. Replace up to four other damaged tiles in each shower stall as identified by the government, in conjunction with shower pan replacement.

4. Repair grout in each shower stall as needed.

B. Furnish and install heavy duty commercial quality shower doors of equal quality, size, and fit as existing shower doors, with accessories.

3. Where a cabinet or fixture was removed adjacent to the existing cabinets, salvage ceiling laminate from barracks bathrooms to match and install on the unfinished ceiling. Paint exposed plywood wall similar to existing walls.

F. Install access panel to plumbing in wall beside water heater in two barracks.

1. Fabricate access panel using ½” thick good quality plywood. Square up sheetrock edges of openings to plumbing. Size access panel to overlap existing sheetrock 1” minimum all around. Surface mount access panel with screws to allow removal for access to plumbing.

2. Install in accordance with applicable codes and industry standards.
