SECTION 01010

SUMMARY OF WORK

PART 1 - GENERAL

1.1 DESCRIPTION OF WORK

A. Furnish all labor, equipment and material to accomplish the work under this contract. Work includes but is not limited to removal of the old roofing material and installation of new including new deck and fascia as specified or needed, cleanup, and incidental items.

• Removal and disposal of the existing roofing material and any fascia or deck boards to be replaced.

• Inspecting and replacing damaged, excessively warped, delaminated, or rotted roof decking, or installation of complete roof deck where specified.

• Furnishing and installing new fascia boards, as required.

• Furnishing and installing builders felt or other approved roofing underlayment as specified.

• Furnishing and installing roofing including all attachments, trim, and roof penetration boots/gaskets as required on specified buildings.

B. Contract project work includes the installation of new roofs including two buildings at the Havilah Work Center, one building at the Kernville Work Center, one Optional building at Pinehurst Work Center, and one optional building at Buck Rock Lookout.

1. Havilah Fire Warehouse Engine Bay building #2202,

2. Havilah Fire Cache building #54759.

3. Kernville Residence building #1009.

4. Optional Pinehurst Administrative Warehouse building #2206.

5. Optional Buck Rock Lookout building #4004.

C. Project Locations:

The project sites are associated with the Sequoia National Forest and located in Havilah, Kernville, Pinehurst, and Buck Rock Lookout (See Vicinity Map and site plans in the drawings).

Two buildings are located at the Havilah Work Center, approximately 11 miles south of Lake Isabella on County Road 483. The nearest U.S. Post Office is in Bodfish. Kern County, CA; Township 28 South, Range 32 East, Section 10 and 11.

One building is located at the Kernville Work Center, 11380 Kernville Road, in Kernville, on the Kern River Ranger District of the Sequoia National Forest. Kern County, CA;

Township 25 S., Range 33 E., Section 15.

One Optional building is located at Pinehurst Work Center in Pinehurst on the Hume Lake Ranger District of the Sequoia National Forest. Fresno County, CA; Township 14 S., Range 27 E., Section 23.

One Optional building is located at Buck Rock Lookout on the Hume Lake Ranger District of the Sequoia National Forest. Fresno County, CA; Township 14 S., Range 29 E., Section 6.

1.2 MEASUREMENT AND PAYMENT

A. Unit of Measurement:

1. Lump Sum (LS). One complete unit, which may consist of one or more parts.

2. Each (EA). One complete unit, which may consist of one or more parts.

3. Linear Foot (LF). Linear feet measured horizontally.

4. Square Foot (SF). Measure on a plane parallel to the surface being measured.

B. Method of Measurement:

1. Lump Sum Quantities (LSQ). These quantities denote one complete unit of work as required or described in the Contract, including necessary materials, equipment, and labor to complete the Work. They will not be measured.

2. Actual Quantities (AQ). These quantities are determined from measurements of completed Work.

C. Payment:

1. For each individual item listed in the Schedule of Items, payment shall be full compensation for all work related to the particular item in accordance with these specifications, as shown on the drawings, and as staked in the field.

2. Measurement and payment for contract work shall be made only for and under those pay items included in the SCHEDULE OF ITEMS. All other work and materials shall be considered incidental or as included in the payment for items shown.

1.3 SPECIFICATIONS AND DRAWINGS

A. The specifications establish the construction procedures and materials to be employed throughout. All work shall be completed in accordance with these specifications and project drawings.

B. The Government retains the right to reject any component or system that is not fully comparable to that specified herein.

1.4 SUBMITTALS

A. Provide submittals for review and approval as follows at least seven days prior to the start of work.

1. Contractor’s construction schedule showing the planned completion of work by date and location.

1.5 MEALS AND LODGING

A. Meals or lodging will not be available at Forest Service facilities.

1.6 CONSTRUCTION ADMINISTRATION

A. No dumping of waste products of any type will be permitted. All waste shall be transported to an approved sanitary landfill disposal off Forest Service lands.

B. The Contractor may use the toilet facilities at the facility where the work is being performed at the Fire Warehouse Engine Bay building #2003 only. Contractor shall provide toilet facilities for its employees if the toilets in the building are not utilized.

C. Materials for construction, construction vehicles and equipment may be stockpiled and staged at the project site in an area designated by the Contracting Officer.

D. The Contractor shall take precautions to protect all work and materials during the construction period.

E. The Contractor is responsible for safeguarding the public and employees from construction operations.

F. Contractor shall comply with the provisions of Contract Section C.6 SPECIAL CONDITIONS

AFFECTING THE WORK.

1.7 DEMOLITION

A. All trash, debris, items designated to be removed, and other waste generated as a result of demolition under this specification become property of the Contractor and shall be removed from Forest Service lands and properly disposed in accordance with all applicable Federal, State, and Local Government laws, regulations, rules and/or codes.

B. All construction debris from demolition of existing conditions, shall be cleaned up and disposed of off National Forest Land.

1.8 CONSTRUCTION SEQUENCE

A. The project shall be completed within the time frame established by the terms of this contract and according to the approved Schedule of Work.

B. Depending on conditions, normal fire restrictions may apply to activities associated with this project.

01301 - 1

SECTION 01301

MOBILIZATION

PART 1 - GENERAL

1.1 DESCRIPTION

A. This Work consists of moving personnel, equipment, material, and incidentals to the project and performing all work necessary before beginning work at the project site. Mobilization includes the obtaining of all permits, insurance, and bonds.

1.2 PERMITS

A. The Government does not purchase building, electrical, plumbing, or encroachment permits. The Contractor will not be reimbursed for such permits. The Contractor, under its program for project quality control, may request and pay for inspection of these items from the local jurisdiction. All other permits remain the Contractor’s responsibility to obtain.

B. The contractor is responsible for the fees and permits required to move oversize loads on state and local roads.

1.3 MEASUREMENT AND PAYMENT

A. Method of Measurement: Lump Sum Quantity (LSQ).

B. Unit of Measurement: Lump Sum. The Government will only pay for the initial project mobilization. Additional project mobilizations, regardless of cause, will not be paid.

Mobilization is shown on the SCHEDULE OF ITEMS using pay item 01301(01); and covers payment for mobilization to accomplish work at all project locations: Havilah Work Center, Kernville Work Center, and Pinehurst Work Center.

C. Progress payment for Mobilization lump sum will be paid as follows:

1. Bond premiums will be reimbursed according to FAR Clause 52.232-5 Payments Under

Fixed-Price Construction Contracts, after receipt of the evidence of payment.

2. When 5 percent of the original contract amount is earned from other bid items, 50 percent of the mobilization item, or 5 percent of the original contract amount, whichever is less, will be paid.

3. When 10 percent of the original contract amount is earned from other bid items, 100 percent of the mobilization item, or 10 percent of the original contract amount, whichever is less, will be paid.

4. Any portion of the mobilization item in excess of the 10 percent of the original contract amount will be paid after final acceptance.

THERMAL AND MOISTURE

SECTION 07610

ROOFING

PART 1 - GENERAL

1.1 DESCRIPTION

A. This section covers the work consisting of removing of the old roofing material and installing new at the described work sites respectively. This Work includes, but is not limited to the following:

Havilah Work Center:

1. Removal and disposal of the existing roofing material (corrugated metal on fire warehouse building number 2202; asphalt shingles on fire cache building number 54759), existing 1x4 roof deck on building #54759, and deteriorated fascia boards to be replaced.

2. Furnishing and installing complete plywood roof decking on building #2202 and #54759.

3. Furnishing and installing new fascia boards as needed and matching original sizes and paint.

4. Furnishing and installing metal roofing underlayment.

5. Furnishing and installing metal roofing including all attachments, trim, flashing, and roof penetration boots/gaskets on #2202 (corrugated metal roofing), and #54759 (ribbed metal roofing).

Kernville Work Center:

1. Removal and disposal of the existing roofing material on residence building number 1009 (composition asphalt shingles), fascia and deck boards to be replaced.

2. Inspecting and replacing damaged, excessively warped, delaminated, or rotted plywood roof decking.

3. Furnishing and installing new fascia boards as needed and matching original sizes and paint.

4. Furnishing and installing asphalt roofing underlayment.

5. Furnishing and installing composition asphalt shingle roofing including all attachments, trim, flashing, and roof penetration boots/gaskets on residence building number 1009.

Pinehurst Work Center (Optional Work Item):

1. Removal and disposal of the existing roofing material (corrugated metal on administrative warehouse building number 2206), and deteriorated fascia boards to be replaced.

2. Furnishing and installing complete plywood roof decking on building #2206.

3. Furnishing and installing new fascia boards as needed and matching original sizes and paint.

4. Furnishing and installing metal roofing underlayment.

5. Furnishing and installing ribbed metal roofing including all attachments, trim, flashing, and roof penetration boots/gaskets on #2206.

Buck Rock Lookout (Optional Work Item):

1. Removal and disposal of the existing roofing material (galvanized sheet metal on lookout building number 4004), and deteriorated fascia boards to be replaced.

2. Inspecting and replacing damaged, excessively warped, delaminated, or rotted roof decking.

3. Furnishing and installing new fascia boards as needed and matching original sizes and paint.

4. Furnishing and installing metal roofing underlayment.

5. Furnishing and installing galvanized metal roofing including all attachments, trim, flashing, and roof penetration boots/gaskets on #4004. Furnish and install sheet metal roofing to minimize joints and seams.

6. Finish coat entire sheet metal roof with aluminum roof coating in accordance with manufacturer’s instructions.

1.2 SECTION REQUIREMENTS

A. Submit product data, shop drawings, and color samples.

B. Comply with SMACNA “Architectural Sheet Metal Manual,” unless indicated otherwise.

C. Provide roof assemblies that meet the requirements of UL 580 for Class 90 wind uplift resistance.

D. Submit a written warranty, executed by manufacturer, agreeing to repair or replace sheet metal roofing that fails to remain weathertight within 5 years from date of acceptance by the Contracting Officer.

1.3 MEASUREMENT AND PAYMENT

A. As-per Section – 01010.

PART 2 - PRODUCTS

A. Havilah building number 2202.

CORRUGATED METAL PANELS

Structural-Quality Steel Sheet: 26 gauge thick, with galvanized coating.

Finish: Poly-Coated 3100 or equal. Color to match adjacent buildings and approved by the Contracting Officer.

B. Havilah building number 54759.

PBR METAL PANELS

Structural-Quality Steel Sheet: 26 gauge thick, with galvanized coating.

Finish: Poly-Coated 3100 or equal. Color to match adjacent buildings and approved by the Contracting Officer.

C. Kernville building number 1009.

THREE TAB ASPHALT SHINGLES

Furnish three tab asphalt shingles with UL Class A fire resistance rating IAW Standard 790 and UL wind resistance rating IAW Standard 997. Style and color to match adjacent buildings and approved by the Contracting Officer.

D. Pinehurst building number 2206.

PBR METAL PANELS

Structural-Quality Steel Sheet: 26 gauge thick, with galvanized coating.

Finish: Poly-Coated 3100 or equal. Color to match adjacent buildings and approved by the Contracting Officer.

E. Buck Rock Lookout building number 4004.

GALVANIZED SHEET METAL PANELS

Structural-Quality Steel Sheet: 26 gauge thick, with galvanized coating.

Finish: Apply Aluminum roof coating on site after installation of new roof.

2.1 ACCESSORIES

A. Havilah Buildings:

1. Fascia Board: Install new fascia board as needed and matching original sizes and paint.

2. Decking: Install complete new approved roof sheathing.

3. Underlayment: One layer of Type II No.30 ASTM D226 asphalt-saturated felt.

4. Metal Accessories: Matching sheet metal roofing in finish and material required for a complete weathertight roofing system, including clips, flashing, ridge closure strips, trim, copings, fascia, and louvers.

5. Inspect roof penetration boots/gaskets and replace as needed for a complete durable watertight roofing system.

B. Kernville Building:

1. Fascia Board: Install new fascia board as needed and matching original sizes and paint.

2. Decking: Install new decking as needed and matching original.

3. Underlayment: One layer of Type II No.30 ASTM D226 asphalt-saturated felt.

4. Metal Accessories: Install new sheet metal accessories required for a complete weathertight roofing system.

6. Inspect roof penetration boots/gaskets and replace as needed for a complete durable watertight roofing system.

C. Pinehurst Building:

1. Fascia Board: Install new fascia board as needed and matching original sizes and paint.

2. Decking: Install complete new approved roof sheathing.

3. Underlayment: One layer of Type II No.30 ASTM D226 asphalt-saturated felt.

4. Metal Accessories: Matching sheet metal roofing in finish and material required for a complete weathertight roofing system, including clips, flashing, ridge closure strips, trim, copings, fascia, and louvers.

5. Inspect roof penetration boots/gaskets and replace as needed for a complete durable watertight roofing system.

D. Buck Rock Lookout Building:

1. Fascia Board: Install new fascia boards as needed and matching original sizes and paint.

2. Decking: Install new decking as needed and matching original.

3. Underlayment: One layer of snow and ice shield or approved equal.

4. Metal Accessories: Matching sheet metal roofing in finish and material required for a complete weathertight roofing system, including clips, flashing, ridge closure strips, trim, copings, fascia, and louvers.

5. Inspect roof penetration boots/gaskets and replace as needed for a complete durable watertight roofing system.

PART 3 - EXECUTION

3.1 GENERAL INSTALLATION

A. Havilah Buildings:

1. Remove existing roof, underlayment, damaged fascia, and all 1x4 decking on building #54759.

2. Ensure that all exposed nail heads or other fasteners are removed.

3. Inspect roof penetrations and repair or replace as needed to ensure a weathertight installation of the gaskets or boots.

4. Furnish and install complete roof sheathing.

5. Request an inspection by the Contracting Officer of the roof deck prior to beginning installation of the underlayment and roofing.

6. Install one layer of Type II No.30 ASTM D226 asphalt-saturated felt as per manufacturer’s specifications.

7. Anchor roofing securely in place, with provisions for thermal and structural movement.

8. Separate dissimilar metals with a bituminous coating or rubberized-asphalt underlayment.

9. Fabricate and install work with lines and corners of exposed units true and accurate. Form exposed faces flat and free of buckles, excessive waves, and avoidable tool marks. Provide uniform, neat seams with minimum exposure of solder, welds, and sealant.

10. Install Corrugated Metal Panels on building #2202 as per manufacturer’s specifications.

11. Install PBR Metal Panels as per on building #54759 as per manufacturer’s specifications.

B. Kernville Building:

1. Remove existing roof, underlayment, damaged fascia, and damaged decking.

2. Ensure that all exposed nail heads or other fasteners are removed.

3. Inspect roof penetrations and repair or replace as needed to ensure a weathertight installation of the gaskets or boots.

4. Inspect and replace excessively warped, rotted or damaged roof sheathing (decking) with like material.

5. Request an inspection by the Contracting Officer of the roof deck prior to beginning installation of the underlayment and roofing.

6. Install one layer of Type II No.30 ASTM D226 asphalt-saturated felt as per manufacturer’s specifications.

7. Anchor roofing securely in place, with provisions for thermal and structural movement.

8. Separate dissimilar metals with a bituminous coating or rubberized-asphalt underlayment.

9. Ensure asphalt roofing material is not torn, scuffed, or damaged in any way do to overly hot materials placed during summer outside temperatures.

10. Fabricate and install work with lines and corners of exposed units true and accurate. Form exposed faces flat and free of buckles, excessive waves, and avoidable tool marks. Provide uniform, neat seams with minimum exposure of solder, welds, and sealant.

11. Install asphalt shingles as per manufacturer’s specifications.

C. Pinehurst Building:

1. Remove existing roof, underlayment, and damaged fascia.

2. Ensure that all exposed nail heads or other fasteners are removed.

3. Inspect roof penetrations and repair or replace as needed to ensure a weathertight installation of the gaskets or boots.

4. Furnish and install complete roof sheathing.

5. Request an inspection by the Contracting Officer of the roof deck prior to beginning installation of the underlayment and roofing.

6. Install one layer of Type II No.30 ASTM D226 asphalt-saturated felt as per manufacturer’s specifications.

7. Anchor roofing securely in place, with provisions for thermal and structural movement.

8. Separate dissimilar metals with a bituminous coating or rubberized-asphalt underlayment.

9. Fabricate and install work with lines and corners of exposed units true and accurate. Form exposed faces flat and free of buckles, excessive waves, and avoidable tool marks. Provide uniform, neat seams with minimum exposure of solder, welds, and sealant.

10. Install PBR Metal Panels as per manufacturer’s specifications.

D. Buck Rock Lookout Building:

1. Remove existing roof, underlayment, and damaged fascia.

2. Ensure that all exposed nail heads or other fasteners are removed.

3. Inspect roof penetrations and repair or replace as needed to ensure a weathertight installation of the gaskets or boots.

4. Inspect and replace excessively warped, rotted or damaged roof sheathing (decking) with like material.

5. Request an inspection by the Contracting Officer of the roof deck prior to beginning installation of the underlayment and roofing.

6. Install one layer of snow and ice shield underlayment or approved equal as per manufacturer’s specifications.

7. Anchor roofing securely in place, with provisions for thermal and structural movement.

8. Separate dissimilar metals with a bituminous coating or rubberized-asphalt underlayment.

9. Fabricate and install work with lines and corners of exposed units true and accurate. Form exposed faces flat and free of buckles, excessive waves, and avoidable tool marks. Provide uniform, neat seams with minimum exposure of solder, welds, and sealant.

10. Install galvanized sheet metal roofing as per manufacturer’s specifications.

11. Apply Aluminum roof coating on site after installation of new roof as per manufacturer’s specifications.

12. Note: Buck Rock Lookout is located in a remote location on top of a ridge at 8500’ elevation. The lookout was constructed in 1923 and is maintained as a historic structure.

Materials must be carried up the stairs to the Lookout tower by hand from the parking area.

The lookout consists of a 14’ square cab with an exterior catwalk that will accommodate a narrow scaffolding system. Access is limited and working conditions are challenging.

3.2 DEMOLITION

A. All construction waste shall be disposed of as per Section 01010.
