and exterior ladders, handrails and safety devices. Per Section 2.2, Ladders and associated cages must comply with OSHA standards. Material of construction is not specified.
c. Question: Is there any location on site for clean dirt (swell) spoils?
Answer: Per Spec section 31 20 00 Earth Moving
Section 3.20 B. Disposal: Transport surplus satisfactory soil to designated storage areas on
Government property. Stockpile or spread as directed by CO. In other words, CO or their representative, will designate disposal area and method of placement.
d. Question: Tentatively, there is a 10 week lead time for tank fabrication. Will the period of performance be extended from 75 calendar days to accommodate the lead time?
Answer: CO may extend contract period of performance to accommodate the lead times for tank and building so long it is showing in the project schedule.
e. Question: The pre-fab building will take a minimum of 60 days to be delivered after receipt of approved submittal. The majority of the work, concrete approach, plumbing, electrical, filling and testing the tank, etc., will not be done until the tank is set. We would recommend changing the contract duration from 75 days to
150 days based on the lead time for the pre-cast building. Or can we issue the NTP after it is delivered?
Answer: See response under `e¿
f. Question: The new material and tank is required to be suitable for use with potable water. Does the new line need to be disinfected, chlorinated, de-chlorinated and tested? The specs. Just require flushing and hydrostatic testing.
Answer: The water tank is not intended for storage of potable water. The tank and its distribution system are segregated from the potable water system. The tank and its distribution system are non-potable, the new tank and water lines do not need to be sanitized. It should be flushed to eliminate any debris that may be present following construction, as

L.4 INSTRUCTIONS FOR THE PREPARATION OF TECHNICAL

Proposal Instructions:
Offerors should submit one (1) copy of their proposal, dated and signed by an official of the company. Submittals received after deadline date and time will be determined unacceptable and shall be returned. Each section listed below, shall be separated with tabs and labeled.
Submissions without specific minimum content will be deemed unacceptable. Each Offeror responding to this solicitation must submit to the
Government its offer consisting of the documentation listed below. Such documentation shall be submitted with the offer and shall conform in every respect with the requirements of the RFP. Nonconforming offers may result in rejection of the offer.
Proposal Package: Offeror shall include the following items:

If the Prime Contractor plans on subcontracting
(i.e. not the actual company delivering the fuel), the Offeror is to provide documentation on who the subcontractors will be along with their subcontractors POC information, and a statement of promising to pay the subcontractor. The document must be signed by both parties.
TAB C- TECHNICAL PROPOSAL - The Offeror shall submit a proposal including all relevant documented evidence of evaluation factors listed under Non-Price Evaluation Factors. Responses that the `Offeror understands¿ or `will comply with the specifications¿, statements paraphrasing the specifications, and general or overly broad responses such as `standard procedures will be employed¿ or `well know techniques will be used¿, will be rated unacceptable. Offeror shall include capabilities in terms of the evaluation criterion set forth below including:

Responsibility: The Government will determine responsibility by analyzing whether the apparent successful Offeror complies with the requirements of FAR 9.1, including:
- Adequate financial resources or the ability to obtain them;
- Ability to comply with the required performance period, taking into consideration all existing commercial and governmental business commitments;
