Additional Emergency Fire Precautions For Angeles National Forest Construction and Service Contracts

Contract Number:

This agreement is between, West Forest, Inc. hereafter referred to as Contractor, and the USDA Forest Service, acting through the Contracting Officer, from the Angeles National Forest, hereafter referred to as Forest Service.

In accordance with the contract Fire Plan for the subject contract, Forest Service and contractor agree to the following:

In lieu of prohibiting certain operations during Project Activity Levels C and D, as required in The Contract Fire Plan, Contracting Officer agrees that Contractor may be allowed to operate subject to taking Additional Emergency Fire Precautions.

To be considered for the Additional Fire Precautions the Contractor must install a fire weather station in the contract are for obtaining Activity level records. The Forest Service shall designate the fire weather station location. Instruments needed to obtain Activity level shall meet specifications and standards in “Fire Weather Observers handbook” which is available for inspection in the District Ranger’s Office. When activity level C or above is reached, observations shall be made at 2-hour intervals, beginning not later than an hour designated by the COR. Emergency precautions for the measured Activity level shall be implemented. Records of weather measurements shall be maintained and shall be available to the Forest Service.

Level C:

For all mechanical equipment operated after 1:00 p.m. Contractor shall furnish:

1. Provide a Fire Patrol person with a 5 gallon backpack pump.

2. Fire Patrolperson at a safe distance behind each piece of equipment or patrolling with chainsaw operators.

3. Hourly re-inspection of that day’s previously treated areas.

4. For mechanized equipment or chippers charged, on-board self-actuated fire extinguishing system for each piece of subject equipment and one 10 pound 4A-60B:C fire extinguisher or equivalent, or two 10 pond 4A-60B:C fire extinguishers or equivalent on board.

5. Immediately available on contract area:

a. Portable water tank supply that meets Fire Plan specifications and capable of providing tank mixed foam approved by the Forest Service – Tank Truck requirements and is ready for immediate use. Tank supply must be either self-propelled or able to be towed by a rubber-tired skidder or crawler tractor.

Level D:

For all mechanical equipment operated between 8:00 a.m. and 1:00 p.m. no operations will be permitted after 1:00 p.m. Contractor shall furnish:

1. Provide a Fire Patrolperson with 5 gallon back pack pump.

2. Fire Patrolperson at each piece of equipment or patrolling with chainsaw operators.

3. Half-hourly re-inspection of that day’s previously treated areas.

4. For mechanized equipment or chippers charged, on-board self-actuated fire extinguishing system for each piece of subject equipment and one 10 pound 4A-60B:C fire extinguisher or equivalent, or two 10 pound 4A-60B:C fire extinguisher or equivalent on board.

4. Immediately available: (

a. Portable water tank supply that meets Fire Plan specifications – Tank Truck requirements and is ready for immediate use. Tank supply must be either self-propelled or able to be towed by a rubber-tired skidder or crawler tractor, operated by a Fire Patrolperson in communication with subject equipment and other Fire Patrolpersons on patrol and contract personnel. This water tank supply is in addition to that already required for level C.

c. Crawler tractor with dozer blade to construct fire trail.

If the Forest Service determines that the above requirements are not met, this agreement may be suspended or terminated by the Forest Service.
