REVISED STATEMENT OF WORK 6/15/2015

C.1. Scope of Contract

The purpose of this project is to procure services to change/modify the existing fuel complex to increase the forest’s resiliency to future wildfires through a reduction in surface and ladder fuels. This will primarily be accomplished through the cutting and piling of small diameter trees and brush in order to increase the area’s canopy base height, thereby reducing the likelihood of crown fire initiation from within the unit. Work will be conducted as described below in the requirements section.

Removal efforts will involve hand cutting small diameter trees and brush to ground level with stubs no higher than 4” above the soil. Biomass will be left on site and will be piled into burn piles by the Contractor as specified in the requirements section. The Contractor will not be responsible for burning/chipping after the action. The Contractor shall furnish labor, equipment, supervision, transportation (including but not limited to mobilization), operating supplies, and incidentals.

Exclusions (non-work areas): within the unit boundaries, the Government may exclude work in such areas as: archaeological sites, sensitive plant sites, wildlife areas, wet areas, and other special areas.

These areas will be flagged, color will vary.

All removal efforts will be recorded with a GPS and field notes by a designated inspector. Payment will only be authorized for actual acres completed. Work is to be completed within 60 calendar days.

Any time lost due to California spotted owl breeding season, as described in section C.6.5, would not be charged against the 60 calendar days. Time would be suspended until after the California spotted owl breeding season and not charged against the 60 calendar days.

C.2. Location and Description

Location – Project areas are located within the boundaries of the Cleveland National Forest, Palomar Ranger District. The unit is located near the Palomar Observatory on top of Palomar Mountain in a small inholding surrounded by private property (see Figure 1). The legal description is Township 9 South, Range 1 East, Section 32, San Bernardino Base Meridian, San Diego County, California.

Description – Project is located near a ridgeline and ranges in elevation from 5200 to 5360 feet above mean sea level. Vegetation within the unit is best described as mixed conifer, and dominated by an overstory of mature incense cedar, white fir, and Coulter pine. The understory contains various shrub species including, ceanothus ranging in height from 2 to 15 feet, and dense regeneration of incense cedar. There are also non-forested patches (generally less than 5 acres in size) that contain mature brush and many medium to large remnant snags left over from previous wildfires and recent bark beetle activity. The project boundary will be flagged prior to start of work.

C.3. Contract Time

Estimated start work date is approximately July 27, 2015. Project must be completed within 60 calendar days. Contract time includes delays for weather, project activity level restrictions, locating and transporting supplies and materials, and final cleanup.

Hill, California 7 ½’ quadrangle topographic map.

C.4. Access

Unit access is from state highway 76 to Palomar Mountain State Park through road S7. Once in the state park take State Park road to forest road 9S10 or the “Myer’s Fire Road”. The unit is located on the east side of forest road 9S10 (see Figures 1 and 2).

C.5. General

The intent of this project is to modify the existing fuel complex to increase the forest’s resiliency to future unplanned wildfire for approximately 55 acres; to be performed in compliance with the contract terms and offer’s proposal. The Contractor shall, consider the specific tasks and sub-tasks involved, develop a plan of operations to accomplish the tasks and sub-tasks, and organize and direct all of the operations and personnel needed to fully accomplish the work. The Contractor shall furnish all technical expertise, labor, equipment, supervision, transportation, operating supplies, and incidentals necessary to complete the project, except for that which the contract clearly states is to be furnished by the Government. Forest Service Fire Crews will be taking advantage of opportunities to burn the piles as they are completed and cured following the contract crews progression.

C.6. Restrictions on Work Work may be performed at any time during the period of the contract, except as outlined here.

Nothing in this part shall be construed to take away any of the Government’s rights under the Suspension of Work Clause (52.242-14). Restrictions are as follows:

C.6.1 All work will be conducted in accordance with the fire plan. See attached (FIRE PLAN FOR

CONSTRUCTION AND SERVICE CONTRACTS).

C.6.2 In accordance with the Area 680 PAL (Project Activity Level) each day (see attached Variance Check List). PAL is available by 4:30 pm the prior day through CNF Dispatch (619) 557-5262.

C.6.3 When the Contracting Officer (or designated representative) determines that adverse weather has made access that continued vehicular travel would cause unacceptable road damage and harm to natural resources. All project related work shall cease immediately if any heritage resources are discovered and notification to COR shall be initiated.

C.6.4 All work will occur only when PAL permits.

C.6.5 Work may be stopped during the breeding season for the California spotted owl (February 1 to August 15) unless surveys confirm that the owls are not nesting.

C.7A. Requirements

Hand cutting and piling is required, no mechanical operation is authorized.

C.7A.1 Areas within 25 feet of the unit boundary.

C.7A.1.1 - Cut all live trees less than 6” in diameter at breast height (dbh) and limb up remaining live trees to 4 or 5 feet. Cut all brush. In areas dominated by trees under the 6” limit, use a 25 foot spacing (i.e. cut all live trees) between the largest most dominate live trees.

Preferentially retain pine, oak, and incense cedar species that are the tallest and most dominate.

C.7A.1.2 - Cut all snags.

C.7A.1.3 - Buck and pile all down logs.

C.7A.2 Areas more than 25 feet from the unit boundary.

C.7A.2.1 - Cut all live trees less than 6” in diameter at breast height (dbh) and limb up remaining live trees to 4 or 5 feet. Cut all brush. In areas dominated by trees under the 6” limit, use a 25 foot spacing (i.e. cut all live trees) between the largest most dominate live trees.

Preferentially retain pine, oak, and incense cedar species that are the tallest and most dominate.

C.7A.2.2 - Retain (do not cut) 4 to 8 of the largest snags available per acre. Cut and pile all others.

C.7A.2.3 - Buck and pile all down logs to a diameter of 18”, leaving in place down logs that are greater than 18” in diameter.

C.7A.3 Piles.

Hand piles should be between 10 to 30 feet in diameter and between 6 to 15 feet tall. All piled material should be cut sufficiently (generally 3 to 4 feet in length) to produce a tight pile with minimal airspace. No piles are constructed beneath the drip line of trees and tree clumps to a distance of 5 feet from the drip line. All piles are located 25 feet or more inside the unit boundary and more than 10 feet away from adjacent piles. Piles are located away from residual snags and down logs to avoid ignition during burning operations. Piles do not obstruct roads, trails, or other travel and access. Piles will be built in a vertical-conical arrangement, NOT in a flat/stacked manner. Properly built piles tend to shed water and keep the interiors dry. This helps both the ignition and combustion phases during burning operations.
