Weather Guidelines for Planting Planting may proceed when:
The upper 10 to 12 inches of soil are moist.
Soil is not frozen more than one inch deep.
Snow is less than 2 inches.
Air temperature is between 32 and 65ºF.
Wind is less than 20 mph (disregarding occasional higher gusts).
Planting outside these guidelines will be at the discretion of the Government.

GLOSSARY
1. DRIP LINE – The line where moisture dripping from the extremities of a living tree's crown strikes the ground.
2. EXCULSION AREAS – Areas within or adjacent to treatment units where no planting will occur to protect other resources.
3. EXCESS TREE – Seedlings that are planted in excess of the maximum allowable seedlings per plot. Excess seedlings are considered wasted trees and are chargeable.
4. MINERAL SOIL – The state of soil where humus and large organic matter are not present.
5. PAY ITEM – A planting unit, or group of planting units in which inspection plots are averaged together for the purpose of determining planting quality.
6. PLANTABLE SPOT – An area from which vegetation, ash, duff, snow, and debris have been or can be removed to moist mineral soil, and a tree seedling can be planted according to specifications.
7. ROOT COLLAR – The portion of the seedling stem where the cotyledon scar is located.
8. SATISFACTORILY PLANTED SEEDLING – A seedling planted in full accordance with all planting specifications set forth in this contract.
9. SUITABLE EXISTING TREE – An acceptably established tree will be considered to be; any conifer without any visible defects or damage, and a height of 6 inches or greater.
10. TOP – That portion of the seedling exposed above normal ground line.
11. UNIT BOUNDARY – The perimeter of the planting unit as indicated by Forest
Service marking at various points along an irregular perimeter.
12. UNPLANTABLE SPOT – An area within the specified limits in which it is not possible to plant a seedling according to the specifications.
13. UNSATISFACTORILY PLANTED SEEDLING – A planted seedling, which does not meet one or more of the specifications in this contract. (See Attachment C).
14. WASTED SEEDLING – Seedlings which are lost, damaged, destroyed, or handled contrary to the specifications for care of seedlings. Planted seedlings in excess of the maximum number of seedlings creditable as specified are also considered wasted seedlings.

INJURY AND ILLNESS PREVENTION PROGRAM TEMPLATE
MANAGEMENT COMMITMENT/ASSIGNMENT OF RESPONSIBILITIES
The person or persons with the authority and responsibility for your Injury and Illness Prevention Program must be identified and given management’s full support.
This commitment must be backed by strong organizational policies, procedures, incentives, and disciplinary actions as necessary to ensure employee compliance with safe and healthful work practices.
ENSURING EMPLOYEE COMPLIANCE
Include a system for ensuring that employees comply with safe and healthy work practices. Substantial compliance with this provision includes: training and retraining programs, disciplinary actions, or any other such means that ensures employee compliance with safe and healthful work practices.
SAFETY COMMUNICATIONS
Your program must include a system for communicating with employees – in a form readily understandable by all affected employees – on matters relating to occupational safety and health, including provisions designed to encourage employees to inform the employer of hazards at the worksite without fear of reprisal.
PROCEDURES FOR IDENTIFYING & EVALUATING HAZARDS
Include procedures for identifying and evaluating work place hazards including scheduled periodic inspections to identify unsafe conditions and work practices.
Inspections shall be made to identify and evaluate hazards.
PROCEDURES FOR INVESTIGATING ACCIDENTS
Document the scene, interview witnesses, and complete accident report.
CORRECTIVE ACTIONS
Include methods and/or procedures for correcting unsafe or unhealthy conditions, work practices and work procedures in a timely manner based on the severity of the hazard.
SAFETY AND HEALTH TRAINING
Provide training and instruction: when project or program is first established, to all new employees, to all employees given new job assignments, whenever new substances, processes, procedures or equipment are introduced to the workplace, whenever the employer is made aware of a new or previously unrecognized hazard, and for supervisors to familiarize themselves with the safety and health hazards to which employees under their immediate direction and control may be exposed.
SYSTEM OF DOCUMENTATION AND RECORDKEEPING
Records of the steps taken to implement and maintain the IIPP shall include: inspection records, training records, accident investigation reports, reportable accidents, etc.
