GENERAL REQUIREMENTS

SECTION 01010

SUMMARY OF WORK

PART 1 - GENERAL

1.1 DESCRIPTION OF WORK

A. The intent of this contract is to install water flow meters and sand filtration units in five (5) campgrounds and four (4) administrative sites throughout the Sequoia National Forest.

B. Contract project work includes installation of seven (7) water meters in underground valve boxes and two (2) water meters at the existing wellhead cover. Each installation includes a water meter, wye strainer, valves, fittings, and appurtenances.

C. Project Locations:

The project sites are located throughout the Sequoia National Forest and are listed by Ranger District Below.

1. Kern River Ranger District

a. Beach Meadow Station (Township 21S, Range 34E, Section 3) – Install

1” water meter, housed in an underground valve box along the existing 1” PVC pipeline, connecting the 500 gallons water tank to the campground (just before the lateral to Hydrant F3).

b. Blackrock Trailhead (T20S, R34E, Section 14 and 23) – Install 1” water meter, contained in an underground valve box along the existing 1-1/2” PVC pipeline, connecting the 10,000 gallons water tank to the campground (before Hydrant F1 near the trailhead).

c. Fish Creek Campground (T21S, R35E, Section 32) – Install 1” water meter, housed in an underground valve box along the existing 1-1/2” galvanized steel pipe connecting the 1200 gallons water tank to the campground (before Hydrant F3 near campground).

d. Horse Meadow Campground (T23S, R33E, Sections 25 & 26) – Install 1-1/2” water meter, housed in an underground valve box along the existing 1-1/2” to 3” PVC pipe, connecting the 5000 gallons holding tank to the campground (before the lateral hydrants near campground).

2. Western Divide Ranger District

a. Jerkey Meadow Trailhead (T20S, R32, Section 23) -- Install 1” water meter, housed in an underground valve box along the existing 1-1/2” to 2” PVC pipeline (between the 6000 gallon holding tank and the first hydrant near the trailhead).

b. Lower Peppermint Campground (T21S, R32E, Section 35) – Install 1” water meter, housed in an underground valve box along the existing 1-1/2” to 2” galvanized steel pipe (between the Shutoff Valve and Hydrant F3 near the campground loop road).

c. Peppermint Work Center (T21S, R31, Section 29) – Install 1-1/2” water meter in the polyethelene (PE) water supply line, housed in an underground valve box adjacent to the storage tank (see Sample Siting Plan).

d. Deer Creek Work Center/Leavis Flat Campground (T23S, R31E, Section 31) -- Install 1-1/2” water meter, contained within the existing aboveground valve box at the wellhead, connecting the 1-1/2” galvanized steel pipe.

e. Uhl Work Center (HS Ranger Station) (T23S, R31E, Section 33) – Install 2” water meter, contained within the existing aboveground valve box at the wellhead, connecting the 1-1/2” to 2” galvanized steel pipe.

1.2 MEASUREMENT AND PAYMENT

A. Unit of Measurement

. One complete unit, which may consist of one or more parts.

1. Lump Sum Quantities (LSQ)

C. Payment

. These quantities denote one complete unit of work as required or described in the Contract, including necessary materials, equipment, and labor to complete the Work. They will not be measured.

1. For each individual item listed here and in the Schedule of Items, payment shall be full compensation for all work related to the particular item in accordance with these specifications, as shown on the drawings, and as staked in the field.

2. Measurement and payment for contract work shall be made only for and under those pay items included in the SCHEDULE OF ITEMS. All other work and materials shall be considered incidental or as included in the payment for items shown.

D. Description of Bid (Pay) Items - Descriptions of bid items in this section are an abbreviated explanation pay items and may not include all requirements to complete the Work required for each item. Contractor should refer to the Schedule of Items, Contract Sections, Drawings, and Specifications for complete details.

1. Bid Items 15051(01) thru (05) – Water Piping and Appurtenances (Type 1):

1” Water Meter, Wye Strainer, and Shutoff Valves Installation in a Valve Box.

a. Item consists of furnishing and installing a 1” water meter, wye strainer, valves, and appurtenances for a complete operational water meter assembly in a valve box AS SHOWN ON THE DRAWINGS. All pipe sized to connect from existing to the new meter assembly is considered incidental to this item. Mobilization to the project location; clearing and grubbing as required; excavation, backfill, and compaction; demolition of existing, removed materials, and removal off of Forest Service land is considered incidental to this pay item.

b. Measurement and Payment. The accepted quantities will be paid for at the unit price as shown in the SCHEDULE OF ITEMS.

2. Bid Items 15051(06) – Water Piping and Appurtenances (Type 2): 1-1/2” Water Meter, Wye Strainer, Check Valve, Shutoff Valves and Braced Joints Installation in a Wellhead Cover.

a. Item consists of furnishing and installing a 1-1/2” water meter, wye strainer, check valve, shutoff valves, braced joints and appurtenances for a complete operational water meter assembly enclosed in a 30” x 30” space of an existing steel wellhead cover and concrete pad at the wellhead AS SHOWN ON THE DRAWINGS. All pipe sized to connect from existing to the new meter assembly is considered incidental to this item. Mobilization to the project location; demolition of existing, removed materials, and removal off of Forest Service land is considered incidental to this pay item.

b. Measurement and Payment. The accepted quantities will be paid for at

1-1/2” Water Meter, Wye Strainer, and Shutoff Valves Installation in a Valve Box.

c. Item consists of furnishing and installing a 1-1/2” water meter, wye strainer, valves, and appurtenances for a complete operational water meter assembly in a valve box AS SHOWN ON THE DRAWINGS. All pipe sized to connect from existing to the new meter assembly is considered incidental to this item. Mobilization to the project location;

clearing and grubbing as required; excavation, backfill, and compaction;

demolition of existing, removed materials, and removal off of Forest Service land is considered incidental to this pay item.

4. Bid Items 15051(09) – Water Piping and Appurtenances (Type 4): 2” Water Meter, Wye Strainer, and Shutoff Valves Installation in a Wellhead Cover.

e. Item consists of furnishing and installing a 2” water meter, wye strainer, check valve, shutoff valves, braced joints and appurtenances for a complete operational water meter assembly enclosed in a 30”x30” space of an existing steel wellhead cover and concrete pad at the wellhead AS SHOWN ON THE DRAWINGS. All pipe sized to connect from existing to the new meter assembly is considered incidental to this item.

Mobilization to the project location; demolition of existing, removed materials, and removal off of Forest Service land is considered incidental to this pay item.

f. Measurement and Payment. The accepted quantities will be paid for at the unit price as shown in the SCHEDULE OF ITEMS.

2.1 SPECIFICATIONS AND DRAWINGS

A. The specifications establish the construction procedures and materials to be employed throughout. All work shall be completed in accordance with these specifications and project drawings.

B. Submit shop drawings for approval for all components that are in variance from that specified or SHOWN ON THE DRAWINGS or that varies in dimension, configuration, etc. The Government retains the right to reject any component or system that is not fully comparable to that specified herein.

2.2 SUBMITTALS

A. Provide submittals for review and approval as follows at least seven days prior to the start of work.

1. Contractor’s construction schedule showing the planned completion of work by date and location.

2. Product data with manufacturer’s installation and maintenance recommendations as appropriate for water meters, wye strainers, valves, valves boxes, and other products as required which are planned to be incorporated into the work. Submit two copies for review; one set will be returned.

2.3 MEALS AND LODGING

A. Meals or lodging will not be available at Forest Service facilities.

2.4 CONSTRUCTION ADMINISTRATION

A. Contractor may be able to use a self-contained travel trailer or recreational vehicle to camp on the premises. All waste material must be transported off-site to a station equipped to handle such waste. This is subject to availability and must be coordinated through the Contracting Officer.

B. No dumping of waste products of any type will be permitted. All waste shall be transported to an approved sanitary landfill disposal off Forest Service lands.

C. The Contractor may use the toilet facilities on the campgrounds; however, no toilets are available at administrative sites. Contractor shall provide toilet facilities for its employees if the toilet buildings are not utilized.

D. Materials for construction, construction vehicles and equipment may be stockpiled and staged at the project site in an area designated by the Contracting Officer.

E. The Contractor shall take precautions to protect all work and materials during the construction period.

F. The Contractor is responsible for safeguarding the public and employees from construction operations.

G. Contractor shall comply with the provisions of Contract Section C.6 SPECIAL

CONDITIONS AFFECTING THE WORK.

2.5 CONSTRUCTION SURVEY AND STAKING

A. The approximate locations of water meters to be installed are described in the specifications, shown on the drawings, and will be staked by the Forest Service.

Contractor shall take full responsibility for all construction staking when the Notice to Proceed is issued. Construction stakes shall be protected by the Contractor. Lost, removed, or damaged stakes shall be replaced by the Contractor at his/her own expense. Staked locations are approximate. Some excavation will be required to uncover the exact location of the waterline for water meter installation. There is no separate payment for this item; it is considered incidental to other pay items.

2.6 EROSION CONTROL

A. Provide temporary erosion control measures as required during construction operations to comply with State Best Management Practices.

2.7 DEMOLITION

A. All trash, debris, items designated to be removed, and other waste generated as a result of demolition under this specification become property of the Contractor and shall be removed from Forest Service lands and properly disposed in accordance with all applicable Federal, State, and Local Government laws, regulations, rules and/or codes.

B. All construction debris from utilities construction, and demolition of existing conditions, shall be cleaned up and disposed of off National Forest Land. All clearing debris shall be scattered within the clearing limits after utilities construction is complete, and used as a soil stabilizer to help prevent erosion. All vegetative matter including roots, stumps, and logs must be disposed of off National Forest Lands.

2.8 CONSTRUCTION SEQUENCE

A. The project shall be completed within the time frame established by the terms of this contract and according to the approved Schedule of Work.

B. Depending on conditions, normal fire restrictions may apply to activities associated with this project.

DIVISION 2

SITE WORK

SECTION 02320

EARTHWORK

PART 1 - GENERAL

1.1 DESCRIPTION

A. This work consists of providing equipment and labor necessary to complete clearing and grubbing as required; site excavation; furnish and place aggregate materials as specified;

backfill; compaction and surface finishing. Shoring is considered incidental to this pay item.

B. Earthwork shall include but is not limited to the following:

1. Excavate to levels and lines required for water meter and valve box installation.

2. Fill and backfill to grades indicated, including the importing of approved off-site material.

3. Excavate unsuitable subgrade material and replace with acceptable material.

4. Compact subgrade, backfill material, and aggregate where required.

5. Surface finishing to restore original grades and drainage.

6. Provide erosion, sedimentation, and dust control in accordance with local ordinance and

State of California requirements.

PART 2 - PRODUCTS

2.1 BACKFILL MATERIALS

A. GENERAL

1. Materials used for backfill shall be free from frozen or organic matter and contain no deleterious substances. Backfill materials shall be obtained from on site excavation and commercial sources.

B. PLASTIC ENCLOSURE BACKFILL

1. Backfill materials around plastic/polyethylene utility boxes and manholes shall either in accordance with the manufacturer’s installation instructions or select backfill within 6” of the surface of the enclosure and secondary backfill for the rest of the backfill.

2.2 COMPACTION EQUIPMENT

A. Compaction equipment shall be capable of obtaining compaction requirements without detrimentally affecting the compacted material. The compacting equipment may be of any type, provided they are capable of achieving the compaction for each lift of material as specified and meet the minimum requirements contained herein.

B. Minimum requirement for compaction equipment is a hand operated gasoline powered vibratory plate compactor approved by the Contracting Officer.

PART 3 - EXECUTION

3.1 GENERAL EXCAVATION AND DISPOSAL

A. Clearing and grubbing shall be accomplished before excavation or backfill placement begins.

Roots over 3” in diameter shall be grubbed to a minimum depth of 6-inches from the face or bottom of the excavation. Slash disposal and grubbing of stumps, when approved by the Contracting Officer, may proceed concurrently with excavation. Excavation and placement operations shall be conducted so slash material to be treated will not be incorporated in the embankment.

B. All material to be excavated shall be unclassified and shall include earth fills, gravels, boulders, debris, and any other materials encountered in excavation operations.

C. All suitable, excavated material shall be used in the bedding, and backfill for valve boxes and for other purposes as SPECIFIED HEREIN. Excess suitable material shall be spread out during final surface finishing.

D. All excavations of every description and of whatever substances encountered shall be performed to the depth SHOWN ON THE DRAWINGS, STAKED ON THE GROUND OR SPECIFIED HEREIN. All materials shall be piled in an orderly manner a sufficient distance from the banks of an excavation to avoid overloading and to prevent slides or cave-ins.

E. Undercutting will not be permitted.

F. Material encountered in the excavation, suitable for topsoil, bedding, select backfill, or other purposes, may be conserved and utilized as such when approved by the Contracting Officer.

G. Unsuitable material found at the maximum depth of excavation that does not have the required bearing capacity AS SHOWN ON THE DRAWINGS or that has been disturbed or weakened by construction activity shall be excavated. Disposal of unsuitable material will be as SHOWN ON THE DRAWINGS and SPECIFIED HEREIN or as otherwise designated by the Contracting Officer. Excavated areas shall be replaced with compacted backfill material or concrete to the required levels when necessary to complete the work.

H. The Government will not make payment on excavations beyond indicated limits unless the Contracting Officer in advance of doing the work authorizes such excavations. Over excavation shall be restored to specified elevations with compacted backfill or concrete materials approved by the Contracting Officer.

I. Rocks too large to be incorporated into the embankment shall be broken for incorporation into the embankment, maneuvered to the face of the embankment and embedded so that they will not roll or obstruct the use and maintenance of the roadbed, or moved to locations approved by the Contracting Officer.

J. Sheeting and shoring should be used as is necessary for the protection of the work and for the safety of personnel. Excavations shall be by open cut. Whenever depth of excavation exceeds 5 feet, the surface shall be sloped back at a 1-1/2 to 1 slope or the excavation shall be shored in accordance all rules and regulations for excavation shoring.

K. Water encountered during excavation operations shall be removed from the excavation as required. Separate payment will not be made for pumping of water from trenches or for excavation of material rendered unsuitable as a result of water encountered.

3.2 EXISTING IMPROVEMENTS

A. Maintain and protect from damage trees and vegetation not required to be removed, utility service lines passing through the work area, and other improvements.

B. The Contractor's attention is directed to the existence of pipe and other underground improvements, which may or may not be shown on the drawings. All reasonable precautions shall be taken to preserve and protect any such improvements. The contractor shall be responsible for contacting USA at 1-800-642-2444 48 hours prior to locate utilities before excavating.

C. Contractor shall be aware of the possible existence of underground utilities and improvements which may be in place but not shown on the drawings. If such are encountered the contractor shall notify the Contracting Officer immediately and take precautions to preserve and protect any such improvements until further instructions can be issued by the Contracting Officer.

D. Where existing utilities or improvements interfere with the work, they shall not be removed, relocated, or otherwise disturbed unless authorized by the Contracting Officer.

3.3 EXCAVATION FOR UTILITY TRENCHES

A. Conform to the requirements for general excavation and the following:

1. Trenches shall be AS SHOWN ON THE DRAWINGS for properly laying utility lines.

Water line trenches shall be uniformly graded to avoid high points that would necessitate the placing of air valves in the water lines. Trenches shall be of a depth to provide the minimum cover over the utility line SHOWN ON THE DRAWINGS.

2. All roots shall be cut and removed from trenches. Bottoms of trenches shall be accurately graded to an elevation below the grade line of the proposed utility line as

SHOWN ON THE DRAWINGS.

3.4 BACKFILL PLACEMENT

A. GENERAL BACKFILL PLACEMENT

1. Fill material shall be placed and compacted at moisture content suitable for compaction.

2. Excessively wet material that is otherwise suitable for embankment shall be field drained and dried to the moisture content suitable for compaction.

3. No fill material shall be placed when free water is standing on the surface of the area where the fill is to be placed and no compaction of fill will be permitted with free water on any point of the surface of the fill to be compacted.

4. Any fill containing organic materials or other unacceptable material previously described shall be removed and replaced with approved fill material prior to compaction.

5. The Contractor must obtain approval from the Contracting Officer prior to backfilling.

B. BACKFILL PLACEMENT AROUND ENCLOSURES

1. Valve boxes shall be surrounded by a minimum of 6-inches on all sides with bedding material unless otherwise SHOWN ON THE DRAWINGS.

2. The backfill material shall be placed in layers not more than 6-inches thick.

3. The backfill material shall be compacted uniformly through its entire depth to a density equal to that of the adjacent undisturbed native soil.

C. BACKFILL PLACEMENT FOR SURPLUS EXCAVATION

1. Surplus excavation shall be placed at locations SHOWN ON THE DRAWINGS.

Compaction shall be accomplished by operating the spreading equipment over the full width of the backfill section.

SECTION 15010

GENERAL MECHANICAL PROVISIONS

PART 1 GENERAL

1 .1 DESCRIPTION

A. This section contains items of common or administrative nature that pertain to all mechanical work.

1 .2 DRAWINGS

A. Drawings are diagrammatic and show general design, arrangement, and extent of the systems.

Do not scale drawings for roughing-in measurement, nor use as shop drawings. Make field measurements and prepare shop drawings as required. Coordinate work with shop drawings of other divisions. Investigate capacity and space requirements of proposed equipment before submitting shop drawings.

1 .3 COORDINATION

A. Interruption of Services: Coordinate shutdown of water systems with Contracting Officer.

B. Make minor changes in piping, and equipment locations to suit actual conditions.

1 .4 PROTECTION

A. Completely cover motors and other machinery to protect from dirt and water. Cap all openings in pipe to protect against entry of foreign matter.

PART 3 EXECUTION

3 .1 INSTALLATION

A. Install equipment in accordance with manufacturer's recommendations unless otherwise specified. Verify final equipment locations with field measurements and with the requirements of the actual equipment to be connected.

B. Install mechanical equipment to facilitate servicing, maintenance, and repair or replacement of equipment components. Connect equipment for ease of disconnecting.

3 .2 EQUIPMENT START-UP

A. Before start-up, verify that piping and related systems have been tested and are operational.

B. Ensure control systems are fully operational in automatic mode.

SECTION 15051

WATER PIPING AND APPURTENANCES

A. This Section covers the work consisting of installing water meters, filtration systems and associated valves for various campgrounds and administrative sites throughout the Sequoia National Forest. Water meters, sand separators and bypass systems will be installed either in valve boxes or well houses or wellhead enclosures AS SHOWN ON THE DRAWINGS.

1 .2 DEFINITION

A. Bedding and backfill material types are defined in Section 02320.

1 .3 CODES AND STANDARDS

A. All pipes shall meet National Sanitation Foundation (NSF) standards for potable drinking water.

1 .4 SUBMITTALS

A. As specified in Section 01000.

B. Manufacturer's literature and certificates of compliance with the reference standards for pipe, fittings, and couplings.

C. Manufacturer's installation instructions or guide.

D. Written procedure for cleaning water lines and disposing of fluidized materials removed.

1 .5 PRODUCT HANDLING

A. Delivery: Handle pipe carefully to ensure delivery at the project site in sound, undamaged condition. Contracting Officer will reject damaged pipe on site.

Contractor shall replace damaged pipe at no additional expense to the Government.

B. Storage: Do not store materials directly on the ground. Adequately support piping to prevent warpage. Use protective covers where pipe may be damaged by direct sunlight.

1.6 MEASUREMENT AND PAYMENT

A. Shall be as per Section 01000. This price and payment shall constitute full compensation for furnishing all necessary items and completing all related work to provide a fully operational water meter system as specified.

PART 2 PRODUCTS

2 .1 GALVANIZED STEEL PIPE, FITTINGS, AND BACKFILL MATERIAL

A. Galvanized Steel Pipe: Galvanized steel pipe and fittings shall be standard weight Schedule 40, with 150 pound class fittings, approved for use with potable water. Plain Ends:

For joining with standard manufactured couplings.

B. Threaded Ends: ASME B1.20.1-83

C. Thread Sealing Tape: Teflon.

D. Bedding and Backfill: Section 02320.

2 .2 PVC PIPE, JOINTS, AND BACKFILL MATERIAL

A. Polyvinyl Chloride (PVC) Solvent weld Pressure Pipe: PVC pipe with a nominal pipe size of 3 inches and smaller shall be solvent weld pressure pipe, Schedule 40. Pipe shall be NSF approved and meet the requirements of ASTM D-1784 and D-1785. Bedding and Backfill:

Section 02320.

B. PVC Solvent Cements and Primer: Solvent cements and primer for use with PVC pipe shall comply with the Uniform Plumbing Code Installation Standard.

C. Pipe Fittings: All change-in-direction fittings for PVC pipe 3 inches and smaller shall be of the same size and material as the pipe it serves.

2 .3 FITTINGS

A. Size, grade, joint type, and lining to match pipe shall conform to the recommendations of the pipe manufacturer.

2 .4 COUPLINGS FOR PLAIN ENDS AND DISSIMILAR PIPES

A. Sleeve and transition type couplings shall be factory manufactured to ensure tight fit and smooth flow transition at the joint.

2 .5 SODIUM HYPOCHLORITE

A. Clorox or similar product having approximately 5 percent available chlorine.

2 .7 WATER FLOW METER

A. Shall be Multi Jet Type Magnetic Drive totalizing water meter registering gallons and shall comply with NSF-61 and ANSI/AWWA Standard C708-latest revision. Shall be Sensus PMM-EBII, or Hendey PMFP Multi-Jet Super Unleaded, or equal. Meter shall be equipped with thread adapters or flanges at both ends to allow removal.

2 .8 FILTRATION

A. Shall be threaded Wye –Pattern Bronze Strainer, manufactured by WATTS, Series 777S, or equal, sized to match the water meter and associated piping.

PART 3 EXECUTION

3 .1 GENERAL

A. Install the water meter and wye strainer with the existing plumbing if installing in wellhead enclosure. Install the water meter and wye strainer underground along the existing water line if installing in valve box.

3 .2 INSTALLATION

A. Inspection: Inspect products for defects before installation. While stored, products shall be covered with an opaque material to prevent exposure to direct sunlight and excessive heat.

Immediately prior to installation, no products shall be exposed to direct sunlight for a period longer than two (2) hours. Defective, damaged, or unsound products will be rejected.

B. Water meters, wye strainers, and valves shall be as per drawing or approval of Contracting

Officer, following sequence of valves and fixtures. Piping manifold shall be firmly supported and so constructed such that removal of any one segment of piping shall not result in sagging or collapse of adjoining section(s). Supports shall be firmly anchored.

1. The water meter, wye strainer, and valve system will be installed in the wellhead enclosure as per drawings for the following administrative sites: Uhl Work Center and Deer Creek Work Center.

2. The water meter, wye strainer, and valve system shall be installed in valve boxes as per drawings for the following campground and administrative sites: Jerkey Meadow Trailhead, Lower Peppermint Campground, Peppermint Work Center, Beach Meadow Station, Blackrock Trailhead, Fish Creek Campground and Horse Meadow Campground.

C. Valves shall be installed in the line where called for on the drawings and in accordance with Section 15052.

D. Products shall be thoroughly cleaned of foreign matter prior to installation. Soil and debris shall be excluded from the products during installation. When work is not in progress, open ends of pipe and fittings shall be closed or plugged.

E. Jointing: Clean gaskets, seats, and threads of foreign materials prior to joint assembly. Apply lubricant or sealing tape as recommended by the manufacturer.

1. Push-On Joint: Carefully insert the spigot end into the bell to prevent entry of dirt and incorrect entry angle. With fork tool or crowbar, or by hand, make the joint to the insertion depth recommended by the manufacturer. When the selected pipe uses joints

15051 - 4 not designed for full depth insertion, prevent further closure of previously completed joints by restraining movement of the installed line while making succeeding joints.

2. Mechanical Joint: Carefully center the spigot in the bell and position the gasket evenly in the seat. Tighten bolts alternately to an even torque, causing the follower gland to expand the gasket uniformly for a tight seal.

3. Plain End Jointing: Install factory made couplers in accordance with manufacturer's directions. Center the coupling collar over the joint and tighten bolts evenly.

4. Threaded Joint: Cut threads accurately with sharp dies. Assemble screwed joints after applying Teflon tape to male threads. Once the joint has been tightened, backing off will not be permitted unless new tape is applied to the threads.

5. Flanged End Jointing: Install correct gasket for flange faces used, and tighten bolts evenly.

6. Flared End Jointing: Check that tube end is round. Ream all tube ends to remove burrs prior to flaring. Use a sharp deburring tool as manufactured by T-Drill, Norcross, Georgia, or approved equal.

7. Glue Joints: Welding solvent and primer for solvent weld pipes shall be of the type recommended by the pipe manufacturer and shall be NSF approved for potable water service.

8. PE Pipe: Special tools and fittings may be required for installation of the water meter and appurtenances in existing PE waterline at Peppermint Work Center.

3 .3 PIPE DEFLECTION

A. Steel: No pipe shall be bent to make deflection in the line; only standard elbows, fittings, swing joints or other suitable means of pipe deflection approved by the Contracting Officer shall be allowed.

B. PVC: Follow deflection guidelines of the pipe manufacturer.

3 .4 PIPE ENDS

A. Valve, plug, or cap future connection stubs, fittings, and taps as shown.

3 .5 ANCHORAGE AND BLOCKING

A. Provide reaction blocking, anchors, joint harnesses or other acceptable means for preventing movement of piping caused by forces at buried or exposed piping tees, wye branches, plugs, or bends.

B. Provide insulating components where dissimilar metals are joined together.

3 .6 BACKFILLING

A. Section 02320.

3 .7 FINAL PIPE CLEANING

A. Before testing, clean all lines to be tested by high pressure water jet or mechanical means.

Remove and dispose of fluidized materials as approved.

B. New waterline(s) with outlets open shall be flushed thoroughly with chlorinated water.

Flushing shall be done after the pressure test has been made.

C. If it is believed that foreign material may be in the line, all valves on the line shall be thoroughly flushed, and carefully inspected after flushing, to see that the entire operating mechanism of each valve is in good condition.

3 .8 TESTING

A. Section 15053.

3 .9 SURFACE FINISH WORK

3 .10 DISINFECTION

A. After completion of testing and prior to placing in service, disinfect all portions of the water system, including valves and stops and any portion of the existing connecting system that might have become contaminated during construction activities.

B. Place enough disinfecting material in the system to ensure a chlorine dosage of 25 parts per million. This is equivalent to ½ gallon of Clorox per 1000 gallons water.

C. Fill entire system with the chlorine solution. Open all taps and valves and leave open until a strong odor of chlorine is noticeable in the water coming from the outlets, after which close the taps and valves.

D. Allow chlorinated water to remain in the system a minimum of one hour and then thoroughly flush the system. During retention period, operate all valves, stops, and other appurtenances to assist this disinfection.

SECTION 15052

VALVES AND VALVE BOXES

A. The work of this section consists of furnishing and installing valves with valve boxes.

1 .2 CLOSEOUT SUBMITTALS

A. As specified in Section 01000.

1. A minimum of one of each type tool needed to operate valve and to open valve box lid for each style and size of valve and lid.

PART 2 PRODUCTS

2 .1 BALL VALVES

A. Ball valves shall be 200 PSI working pressure rated with brass gate and stainless steel plated construction of the size and type AS SHOWN ON THE DRAWINGS.

2 .2 VALVE BOXES

A. Valve boxes shall be Fiberlyte AS SHOWN ON THE DRAWINGS and manufactured by Christy Products; 9700 Avenue 256, Tulare, California 93274 - (559) 686-8386 or equal.

Lids Shall be flat with bolts and have “WATER” on the lid.

2 .3 GRAVEL

A. Gravel or crushed rock shall be 3/4 inch.

2 .4 HARDWARE CLOTH

A. Hardware cloth shall be galvanized with 1/4 in openings.

2 .5 CHECK VALVE

A. Check valve shall be 200 PSI working pressure rated, brass or stainless steel plated construction, rated for potable water use, of the size and type AS SHOWN ON THE

DRAWINGS.

PART 3 EXECUTION

3 .1 GENERAL

A. The valve assemblies shall be fabricated and installed AS SHOWN ON THE DRAWINGS.

Each valve shall be tested for correct operation. Valves not accepted by the Contracting Officer shall be replaced.

3 .2 EXCAVATION AND BACKFILL

3 .3 VALVES

A. Valves shall be installed in such positions that they are readily accessible and can be easily and fully opened without binding. Valves (3 inches and smaller) in enclosures shall be installed with the valve handle on top, plumb and centered unless noted otherwise on the drawings.

3 .4 SERVICE BOXES

A. The valve boxes shall be centered over the valves, water meter and wye strainer. The floor of the excavation on which the box rests shall be compacted in accordance with Section 02320.

3 .5 DRAIN ROCK/HARDWARE CLOTH

A. Once the floor of the box excavation has been compacted and hardware cloth installed, then drain rock shall be placed AS SHOWN ON THE DRAWINGS.

3 .6 DISINFECT ION AND TESTING

A. Perform concurrently with companion water lines and meters; see section 15051.

B. Disinfection: Section 15051.

C. Testing: Section 15053.

SECTION 15053

TESTING OF WATER LINES

A. Work under this section consists of leak testing water lines, and related valves and fittings.

Rejected work shall be retested. This work is considered incidental to other sections.

1 .2 QUALITY ASSURANCE

A. Water test gauges shall be ANSI B40.1-80, Grade 2A (plus or minus 0.5 percent of full scale accuracy), dial range approximately twice the required test pressure.

1 .3 SUBMITTALS

A. Before testing, provide the following information:

1. All Tests: Describe precautions that will be taken to protect system equipment that might be damaged under test pressures.

2. High Pressure Water Test: Describe the proposed method for disposal of water used in line testing.

1 .4 PROJECT CONDITIONS

A. Testing shall not be performed until each system has been flushed or thoroughly cleaned in accordance with procedures in the sections that describe water and sewer line installation.

B. Test potable water lines before disinfecting.

C. Water for Flushing and Testing shall be potable water. A water pump may be needed to obtain test pressures. Note: Do not use air pressure for testing PVC water pipe.

PART 3 EXECUTION

2 .1 GENERAL

A. Perform testing in the Contracting Officer's presence after backfill and proper compaction of trenches. Where lines are installed under roadways and parking areas, perform tests after completion of final subgrade preparation and prior to application of surface courses. Notify Contracting Officer at least 48 hours prior to testing.

B. Prepare each section for testing, using adequate bracing; protect system equipment susceptible to damage by test pressures; make provision for installation of Government pressure gauge in parallel with Contractor's gauge, if so requested; and maintain services where required.

2 .2 WATER LINES

A. Fill line with water; eliminate all air by bleeding of air at hydrants, drains etc...

B. Raise the internal pressure by pumping in water to 50 psig above the maximum anticipated service pressure (ignore water hammer) at the point of test gauge attachment for each prospective line for not less than fifteen (15) minutes. This pressure shall be held without

15053 - 2 introducing additional pressure. Prior to testing the waterline shall be partially buried except for fittings in order to observe any leakage during test. A water pump may be needed to obtain test pressures.

Note: Do not use air pressure for testing PVC water pipe.

C. The line section will have passed the test if the pressure does not drop more than 5% of the test pressure. Note: Even if tested in sections a final test for each entire line shall be tested.

D. In the event of test failure, the Contractor shall repair the waterline by replacing defective joints, pipe, fittings, valves, etc., and retest until leakage is corrected.

E. Do not use paints, asphalts, tars, or other types of pipe compounds to eliminate leaks.

F. Replace leaking fittings, nipples, or lengths of pipe.

1.1 DESCRIPTION OF WORK
A. The intent of this contract is to install water flow meters and sand filtration units in five (5) campgrounds and four (4) administrative sites throughout the Sequoia National Forest.
B. Contract project work includes installation of seven (7) water meters in underground valve boxes and two (2) water meters at the existing wellhead cover. Each installation includes a water meter, wye strainer, valves, fittings, and appurtenances.
C. Project Locations:
1. Kern River Ranger District
a. Beach Meadow Station (Township 21S, Range 34E, Section 3) – Install 1” water meter, housed in an underground valve box along the existing 1” PVC pipeline, connecting the 500 gallons water tank to the campground (just before the lateral to Hydrant F3).
b. Blackrock Trailhead (T20S, R34E, Section 14 and 23) – Install 1” water meter, contained in an underground valve box along the existing 1-1/2” PVC pipeline, connecting the 10,000 gallons water tank to the campground (before Hydrant F1 near the trailhead).
c. Fish Creek Campground (T21S, R35E, Section 32) – Install 1” water meter, housed in an underground valve box along the existing 1-1/2” galvanized steel pipe connecting the 1200 gallons water tank to the campground (before Hydrant F3 near campground).
d. Horse Meadow Campground (T23S, R33E, Sections 25 & 26) – Install 1-1/2” water meter, housed in an underground valve box along the existing 1-1/2” to 3” PVC pipe, connecting the 5000 gallons holding tank to the campground (before the lateral hydrants near campground).
2. Western Divide Ranger District
a. Jerkey Meadow Trailhead (T20S, R32, Section 23) -- Install 1” water meter, housed in an underground valve box along the existing 1-1/2” to 2” PVC pipeline (between the 6000 gallon holding tank and the first hydrant near the trailhead).
b. Lower Peppermint Campground (T21S, R32E, Section 35) – Install 1” water meter, housed in an underground valve box along the existing 1-1/2” to 2” galvanized steel pipe (between the Shutoff Valve and Hydrant F3 near the campground loop road).
c. Peppermint Work Center (T21S, R31, Section 29) – Install 1-1/2” water meter in the polyethelene (PE) water supply line, housed in an underground valve box adjacent to the storage tank (see Sample Siting Plan).
d. Deer Creek Work Center/Leavis Flat Campground (T23S, R31E, Section 31) -- Install 1-1/2” water meter, contained within the existing aboveground valve box at the wellhead, connecting the 1-1/2” galvanized steel pipe.
e. Uhl Work Center (HS Ranger Station) (T23S, R31E, Section 33) – Install 2” water meter, contained within the existing aboveground valve box at the wellhead, connecting the 1-1/2” to 2” galvanized steel pipe.
1.2 MEASUREMENT AND PAYMENT
A. Unit of Measurement
1. Lump Sum (LS). One complete unit, which may consist of one or more parts.
B. Method of Measurement
1. Lump Sum Quantities (LSQ). These quantities denote one complete unit of work as required or described in the Contract, including necessary materials, equipment, and labor to complete the Work. They will not be measured.
C. Payment
1. For each individual item listed here and in the Schedule of Items, payment shall be full compensation for all work related to the particular item in accordance with these specifications, as shown on the drawings, and as staked in the field.
2. Measurement and payment for contract work shall be made only for and under those pay items included in the SCHEDULE OF ITEMS. All other work and materials shall be considered incidental or as included in the payment for items shown.
D. Description of Bid (Pay) Items - Descriptions of bid items in this section are an abbreviated explanation pay items and may not include all requirements to complete the Work required for each item. 2.1 SPECIFICATIONS AND DRAWINGS
A. The specifications establish the construction procedures and materials to be employed throughout. All work shall be completed in accordance with these specifications and project drawings.
B. Submit shop drawings for approval for all components that are in variance from that specified or SHOWN ON THE DRAWINGS or that varies in dimension, configuration, etc. The Government retains the right to reject any component or system that is not fully comparable to that specified herein.
2.2 SUBMITTALS
A. Provide submittals for review and approval as follows at least seven days prior to the start of work.
1. Contractor’s construction schedule showing the planned completion of work by date and location.
2. Product data with manufacturer’s installation and maintenance recommendations as appropriate for water meters, wye strainers, valves, valves boxes, and other products as required which are planned to be incorporated into the work. Submit two copies for review; one set will be returned.
2.3 MEALS AND LODGING
A. Meals or lodging will not be available at Forest Service facilities.
2.4 CONSTRUCTION ADMINISTRATION
A. Contractor may be able to use a self-contained travel trailer or recreational vehicle to camp on the premises. All waste material must be transported off-site to a station equipped to handle such waste. This is subject to availability and must be coordinated through the Contracting Officer.
B. No dumping of waste products of any type will be permitted. All waste shall be transported to an approved sanitary landfill disposal off Forest Service lands.
C. The Contractor may use the toilet facilities on the campgrounds; however, no toilets are available at administrative sites. Contractor shall provide toilet facilities for its employees if the toilet buildings are not utilized.
D. Materials for construction, construction vehicles and equipment may be stockpiled and staged at the project site in an area designated by the Contracting Officer.
E. The Contractor shall take precautions to protect all work and materials during the construction period.
F. The Contractor is responsible for safeguarding the public and employees from construction operations.
G. Contractor shall comply with the provisions of Contract Section C.6 SPECIAL CONDITIONS AFFECTING THE WORK.
2.5 CONSTRUCTION SURVEY AND STAKING
A. The approximate locations of water meters to be installed are described in the specifications, shown on the drawings, and will be staked by the Forest Service. Contractor shall take full responsibility for all construction staking when the Notice to Proceed is issued. Construction stakes shall be protected by the Contractor. Lost, removed, or damaged stakes shall be replaced by the Contractor at his/her own expense. Staked locations are approximate. Some excavation will be required to uncover the exact location of the waterline for water meter installation. There is no separate payment for this item; it is considered incidental to other pay items.
2.6 EROSION CONTROL
A. Provide temporary erosion control measures as required during construction operations to comply with State Best Management Practices.
2.7 DEMOLITION
A. All trash, debris, items designated to be removed, and other waste generated as a result of demolition under this specification become property of the Contractor and shall be removed from Forest Service lands and properly disposed in accordance with all applicable Federal, State, and Local Government laws, regulations, rules and/or codes.
B. All construction debris from utilities construction, and demolition of existing conditions, shall be cleaned up and disposed of off National Forest Land. All clearing debris shall be scattered within the clearing limits after utilities construction is complete, and used as a soil stabilizer to help prevent erosion. All vegetative matter including roots, stumps, and logs must be disposed of off National Forest Lands.
2.8 CONSTRUCTION SEQUENCE
A. The project shall be completed within the time frame established by the terms of this contract and according to the approved Schedule of Work.
B. Depending on conditions, normal fire restrictions may apply to activities associated with this project.
