AG-9A28-S-10-0047 SOW - Outfit Fire Emergency Support Vehicles

STATEMENT OF WORK

SCOPE

The Shasta Trinity National Forest is seeking to establish an Indefinite Quantity/Indefinite Delivery contract to outfit fire emergency support vehicles certified for emergency driving. Outfitting the vehicle includes installation of light bars, siren packages, radio and antenna and special striping and marking per

Forest Service specifications. The vehicles to be outfitted are a mix of makes and models of pickups and

SUVs, but need essentially similar work to be outfitted as emergency vehicles. The work also includes removal of the same type of equipment from vehicles that are scheduled for replacement.

The government is seeking one contractor able to provide able to supply and install all components (other than government furnished) per Forest Service specifications. The contractors shall perform the installation within a 1 hour traveling distance from Redding, CA in order for the government to provide the vehicles and inspect the services.

The government will order a minimum of 4 vehicles outfitted up to a maximum of 15 vehicles. Some new vehicles are available currently to be outfitted and the other new vehicles have not arrived. Included is a schedule of items for both a pickup and SUV. The work for these two vehicles will be ordered under this agreement and the price of future orders will be based on this standard for pickup and SUV. Some modification of pricing may occur if installation changes significantly due to different model vehicles requiring different installation methods.

CONTRACT TIME

Contract time is to be no more than 14 calendar days per vehicle. However, contract time shall be proposed by the contractor and is an evaluation factor in this solicitation. Contract time will be established at time of award.

DELIVERY AND PICKUP

The Government will pick-up and deliver available existing vehicles and the new vehicle to the vendor when individual orders are placed to a location within a 1 hour travel distance to Redding, CA. Service location is an evaluation factor in this solicitation.

INSPECTION AND ACCEPTANCE

The Government may perform periodic inspections of new vehicle outfitting in-process. Inspection and acceptance will occur at the contractor’s service location.

SPECIFICATIONS

Line Item #1 – Fire vehicle stripping of decals

Supply and application of stripping for fire vehicles color schemes to be determined based on vehicle color (vehicles either Forest Service green or white).

Stripping shall include standard fire stripping down the length of vehicle, operator designator, and forest designator. See additional information on schedule of items and drawing.

Below is example of standard configuration of markings.

Line Item #2 – Supply Fire Emergency Warning Package (light bars and sirens)

Forest Service specifications for brand name or equal are included in the schedule of items. The Forest

Service in Region 5 is standardizing to the warning package described and any deviation must be approved by the government prior to installation.

Per Forest Service Manual (FSM) 5210 all Forest Service fire vehicles certified for emergency driving must meet National Fire Protection Association (NFPA) 1906 standards for lighting, audible warning and reflective striping. The following table provides a template of equipment that shall be installed in each fire vehicle to meet those standards.

(1) Siren speakers shall be mounted to the Grill Guard of the vehicle.

(2) Light bars shall include 8 red LED warning lights and a rear traffic advisor that shall be amber. Light

Bars shall include Take Down and Alley lights. Light bars shall be mounted to the cab of the vehicle using “gutter style” mounting kits.

(3) Interior light bar will be all red and include take down lights.

(4) Traffic advisors will be amber I color and mounted in the interior of the vehicle where visible through the rear window.

Line Item #3 – Removal of Existing Vehicle Emergency Equipment

Work under this item includes removing equipment (radios, antennas, lights and sirens packages) and stripping from current vehicle being replaced. The radios and antennas are to be carefully removed so they can be reinstalled on the new vehicles. The lights and sirens from the existing vehicles shall remain the property of the Forest Service and will be picked up with the vehicles.

Line Item #4–Installation of Fire Emergency Warning package equipment and Radios.

Work on this item includes installation of the package supplied in item 2 and installation of the radios and antennas removed in item 3.

Line Item #5– Supply and installation of grill guards for Vehicles

Vendor to supply and install grill guard equivalent to “Go Rhino”. Grill guard may be required to house a winch to be installed at a later date (not included in contract).
