SUMMARY OF WORK
PART 1 - GENERAL
1.01 SCOPE: This contract shall provide the Forest Service with a new vertical water well at the Mt. Laguna Recreation Area – Los Rasalies Ravine, located on the Cleveland National Forest. Base bid work includes drilling a new vertical water well, well development and yield and drawdown testing. Upon successful drilling and development of a successful well, optional work includes installation of a submersible pump, electrical pump control panel, pump saver, wellhead plumbing and concrete slab, wellhead/pump house, and valve /splice boxes for pump line, electrical power line and pump control line. Base bid work also includes the destruction of existing wells that are currently abandoned and not beneficial to the Forest for future use.
| 1.02 | PROJECT DESCRIPTION: | |
| A. | This project consists of drilling a new vertical water well in accordance with Specification Section 02670, Vertical Water Well Drilling, at the location staked on the ground and AS SHOWN ON DRAWINGS. The new well will have ownership by the United States Forest Service, Cleveland National Forest. |
The Contractor is responsible for obtaining the Well Construction permit with the San Diego County Department of Environmental Health.
| Upon encountering the desired production of 20 gallons per minute or drilling 400 feet, whichever comes first, drilling operation will cease. If no water is encountered | |
| at a depth of 400 feet, Contractor shall wait approval and direction | from the Contracting Officer's Representative prior to further drilling or well abandonment. |
| All drilling fluids shall be contained in a sump constructed or supplied by the |
| Contractor to allow drilling chemical additives to dissipate in accordance with |
| Section 02670, Vertical Water Well Drilling. No drilling muds shall be allowed to |
| flow into adjacent drainages, stream channels, meadows or lakes. |
B. Upon completion of successful well drilling, development, yield test and sanitary seal, and approval by the Contracting Officer, the Contractor shall perform the following OPTIONAL work: install a new submersible well pump in accordance with Section 02670, Vertical Water Well Drilling and as approved by the Contracting Officer.
New wellhead plumbing shall be installed AS SHOWN ON DRAWINGS. Waterline shall be installed from the wellhead to a new valve box adjacent to the well slab. Within the valve box will be a shut off valve and a capped stub for future waterline distribution AS SHOWN ON THE DRAWINGS.
A new electrical conduit shall be installed from the pump control panel to a new valve/splice box and shall be capped AS SHOWN ON THE DRAWINGS. All electrical panel work and connections shall be performed by a state licensed electrician.
Construct a new pumphouse over the existing well in accordance with Specification Section 13200 and AS SHOWN ON THE DRAWINGS.
C. The existing abandoned wells located in Mt. Laguna, California (Cuyapaipe well) and Silverado Canyon (Silverado Fire Station well) and Descanso (Descanso Fire Station) will be destroyed in accordance with Contract Specification Section 02670 and California Well Standards, Bulletin 74, Part III.
The Cuyapaipe well is a 394 foot deep well that was drilled in 1964. Present depth measures at 385 feet and the static water level is around 100 feet deep. It has a well casing that is 6 inch diameter and measures approximately 20 feet deep. There is a CMU structure enclosing this well. Work includes demolition of this structure and the remnants of the electrical panel on the nearby pole including demolition of the pole, removal of these components from Forest Service land and proper disposal.
The Silverado Fire Station well is a 400 foot deep well that was drilled in 1960 and abandoned due to water quality problems. This well is located on an active Forest Service and Orange County Fire Authority fire station compound. The existing compound receives water from the local municipal water district. The abandoned well is cased down to 224 feet. At the surface there is an 8 inch diameter casing that has a concrete slab poured around it.
The Descanso Fire Station well is located within the engine bay of the existing garage at the station site. The well is presently capped with a concrete patch and is presumed to be a hand dug well six feet in diameter and 25 feet deep. A similar hand dug well was found and destroyed on the same site in 2008. Optional work will require equipment to be used outside of the existing engine garage since it is still an active structure and facility.

DIVISION 2 Section 02670-7
A. All well casing shall be handled and placed with sufficient care to avoid damage to casing sections and joints. All sections shall be swabbed with a 50 parts per million (ppm) disinfectant solution as they are lowered into the well. All sections of the well casing shall be joined by sound, water-tight solvent welds or mechanical joints (threaded or otherwise coupled). Casings shall be equipped with centering guides to ensure the uniform radial thickness of the annular seal and/or gravel pack. The length of well casing to be installed will be determined by the depth of the drilled well. The well casing shall extend the entire depth of the well, or to bedrock, whichever is encountered first. The bottom of the well casing shall be capped if agreed upon by Contractor and Contracting Officer. A length of perforated well casing shall be installed at locations as approved by the Contracting Officer. If the drilled hole is primarily comprised of unconsolidated materials, a gravel pack of two (2) inches thick minimum around the casing shall be provided such that it will produce a maximum yield from the water bearing zone.
| B. | At the completion of all drilling operation, the conductor casing shall be evenly cut to at least twenty four (24) inches above grade. The cut surface shall have all burrs and/or slag removed and the Contractor shall provide a temporary cap to ensure the sanitation of the well until pump installation. | |

| 3.04 | PLUMBNESS AND ALIGNMENT | |
| DIVISION 2 | Section 02670-8 |
DIVISION 2 Section 02670-8
A. After the well casing has been lowered into position and before the gravel packing and cementing operations begin, the Contractor shall, at no cost to the Government, test the well for plumbness and alignment. The finished hole shall be straight and true with not more than 3 inches horizontal variation per 100 feet of depth. The alignment must be satisfactory for the successful installation and operation of the permanent pumping equipment. Should the allowable variation be exceeded, the well casing shall be removed from the well and the plumbness and alignment of the well shall be corrected by the Contractor at their own expense.
DIVISION 2 Section 02670-24
| B. | The Contracting Officer may waive this requirement if, in his/her judgement, the Contractor has exercised all possible care in constructing the well and the defect is due to circumstances beyond his control. | |

| 3.05 | ANNULAR SEAL |
A. In order to prevent the entrance of contaminated water, all annular space between the outer-most casing and the natural earth formation from a point at least 50 feet below the ground surface to the ground surface shall be completely filled with cement grout. The conductor casing, used to maintain annular space, shall remain in place during grouting to become a permanent part of the sanitary seal. Grouting shall be introduced via tremie or grout pipe from the lowest level of the annular space to be grouted. The grout shall slowly fill the annular space toward the surface in one continuous operation, filling the minimum, 2 inch annular space between the wall of the drilled hole and the outside of the casing. Grout shall not be allowed to free fall through water and in a manner that shall prevent the possibility of voids. Grouting shall be done in the presence of the Contracting Officer and an Inspector from the County.
