Statement of Work Sonoran Desert Ecosystem Restoration project Tonto National Forest Mesa Ranger District

Brief Description of Project

The objective of this project is to restore native Sonoran desert vegetation, fragmented wildlife habitat, and to improve watershed conditions in an area of the Bulldog Canyon Permit Area impacted by user-created motorized routes. A major component of this project is to construct a steel pipe rail fence to prevent continued impacts on user-created motorized routes associated with Forest Road (FR) 10, FR 3554 and along the forest boundary east of the Hackamore Road entrance into the Bulldog Permit Area.

General Location:

The project area is located in the Bulldog Canyon Permit Area on the Mesa Ranger District of the Tonto National Forest. The project area is located along Forest Roads 10, 3554, and 3523. The project area can generally be found in T2NR8E Section 18 near the intersection of FR 10 and FR 3554 and in T2NR8E Section 35 where FR 3523 parallels the Forest boundary. These locations are shown on the location map included with the drawings. The project area can be accessed at two locations. The first location (near the intersection of FR 10 and 3554) can be accessed via the Bush Highway and Forest Roads 10 and 3554. Pipe rail barriers would be constructed at various intervals along FR 3554 just west of the intersection with FR 10. The second area for constructing pipe rail barriers would be along the Forest boundary just east of the Hackamore entrance (FR 3512) to the Bulldog Canyon Permit Area. This project area can be accessed via State Highway 88 (Apache Trail) to Hackamore Road and then north on Hackamore road to the Forest boundary where it becomes Forest Road (FR) 3512. These barriers would be constructed along the Forest boundary where it is paralleled by FR 3523. One of the barriers would include a short length of beach rail barrier constructed across a small wash in SESWSE Section 35 (see Attachment B). The Hackamore 2 pipe rail barrier would include an equestrian pass through (see Attachment C). The location of the barriers can be found in the Pipe Rail Barrier Location Descriptions attachment to this document.

Work Items:

Construction shall include installation of pipe rail fence barriers in accordance with established Forest Service specifications (Attachments A through C and Attachment D). The approximate linear footage of the barriers is 4,740 feet. The general location of the project is displayed in Map A attached to this document. Exact starting location of the project, as well as actual linear footage, will be determined on-site and staked in cooperation with an agreement with the contracting officers’ representative. Approximate locations, including starting points and barrier lengths are provided in Attachment E – Pipe Rail Barrier project maps.

Specifications of Barrier Types The barrier will meet the specifications as outlined in attached construction plans for steel pipe fence. Engineered diagrams of barriers are found as:

Attachment A – Steel Pipe Fence Drawing Attachment B - Beach Rail Fence Drawing

A typical example of an equestrian pass through is provided in:

Attachment C – Equestrian Pass Through.

Pipe Rail Installation Specifications are provided in Attachment D

Construction Considerations

· Contractor will access worksite to minimize surface impacts and damage to existing slopes, vegetation and other natural features.

· Contractor will provide appropriate firefighting equipment on site anytime open flame is being used.

· Contractor is responsible for taking measures to safeguard personal property at all times. Tools and equipment should not be left unattended or remain on-site without appropriate security overnight.

· Contractor will ensure reasonable access to legal roads and established staging areas is provided to the recreating public during construction activities.

· Contractor should not engage the public when the need to relocate recreating public should arise. Forest Service law enforcement should be contacted to provide appropriate representation and ask for the publics’ cooperation.

· Storage of supplies and equipment can be coordinated with the COTR.

· Contractor will establish reasonable traffic control measures (traffic cones, flagging, etc.) when parking equipment along legal roads during construction activities.

Time Frame:

Upon notice to proceed, the project is anticipated to take approximately two to six months to complete. National Environmental Policy Act (NEPA) documentation, cultural resources clearance, and biological clearance must be completed before notice to proceed can be issued.

Measurement and Payment:

Payment will be by units defined and determined according to the Schedule of Items for the project See Attachment F.
