3.0 SCOPE OF WORK
The contractor shall provide all professional services necessary for the accomplishment of the contract project and such required service shall be in accordance with the requirements as described herein and on attached contract documents.
3.1 Background: The USDA/ARS-DKI-PBARC at 64 Nowelo St. in Hilo Hawaii requires the turn key supply and installation of approximately 1500 linear feet of PVC chain link fencing and all associated posts, supports, connectors, hardware and any other parts or materials required to complete the installation. USDA also requires the supply and installation of 1-8 ft. service gate and 2-12 ft. service gates. Note: The purpose of the fence is to enhance the facilities physical security.
Fence Fabric
3.2 Chain link fence fabric shall be Green PVC 2-inch mesh, and 9-gauge galvanized steel wire. The fabric shall have a polymer top coating color specified and be in conformance requirements of ASTM F668 for class 2a or 2b,
3.2.1 Fence fabric shall be a minimum height of 6 ft. with a minimum tensile strength of 1,290 lbs.
3.3 Steel Posts
3.3.1 Post and Fence Frame work shall conform to the requirements of ASTM F669
“Specifications for strength Requirements of Metal Posts and rails for Industrial Chain
Link Fence”, Group 1A (Schedule 40); ASTM F1043, for Heavy Industrial Fence. Coatings shall be a type A galvanized coating for internal and external surfaces with a PVC coating.
3.3.2 Top rail and frame shall be a minimum 1-5/8 outside diameter standard galvanized (Schedule 40) steel pipe.
3.3.3 Line Posts shall be a minimum of 2 inch outside diameter standard galvanized
(schedule 40) steel pipe, be sufficient length and diameter to support the height of the fence, and be set in concrete to a depth of 36 inches and a width 3 times the diameter of the pipe. Changes: Line Posts shall be a minimum diameter of 2-3/8 inches.
3.3.3.1 The concrete shall extend a minimum of ½ inch above the grade of the finish ground surface.
3.3.4. Corner, gate and End Posts shall be a minimum 2 inch outside diameter standard
(Schedule 40) steel pipe, be of sufficient length and diameter to support the height of the fence and set in concrete to a depth of 36 inches and a width 3 times the diameter of the pipe. The concrete shall extend a minimum of ½ inch above the grade of the finish ground surface. Changes: Corner and End Posts shall be a minimum diameter of
2-7/8 inches. Gates Post shall be a minimum diameter of 4 inches.
3.3.5 Fittings and Gates shall be galvanized steel. Wire ties and clips shall be 9 gauge and in conformance requirements of ASTM F626.
3.4 Installation
3.4.1 All line posts shall be set at intervals not exceeding 10 ft, as measured from the center of each post.
3.4.2 All posts shall be capped immediately after installation.
Chain link fabric shall be installed on the outside of the fence post. The fabric shall not be attached to posts until 5 days after the posts are set in the ground with concrete backfill. The fabric shall be stretched taut and securely fastened, using 9-gauge tie clips, to posts at interval not exceeding 15 inches at the top rails or tension wires at intervals not exceeding 24 inches. All ties clips shall be PVC coated. Care shall be taken to equalize the tension on each side of the post.
3.5 Service Gates
3.5.1 Service Gate 1
3.5.1.1 Shall be a 6 ft. High X 8 ft. Wide Single Swing Gate. Gates shall be fabricated from galvanized pipe (Schedule 40) and be PVC coated.
Changes: Gate shall be 6 ft. High X 12 ft.
3.5.1.2 Gate shall be secured in place when open
3.5.2 Service Gate 2, 3
3.5.2.1 Gate shall be a 6 ft. High x 12 ft Wide Single Swing Gate. Gate shall be fabricated from galvanized pipe (Schedule 40) and be PVC coated.
Changes: Gate(s) shall be 6 ft. High X 16 ft.
3.5.2.2 Gate shall be secured in place when open
3.5.3 All gates shall be fabricated and hung so that it does not sag more than 1% of the gate width.
4.0 All materials used shall have a galvanized rating of class 3 or better. All welds shall be smooth and a rust inhibitor and cold galvanizing paint applied. All work shall be done in accordance with industrial fencing practices consistent with the trade. All fence and gate locations shall be inspected and verified by the contractor and an approved government representative prior to fence installation.
