DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
The contractor will conduct “proper functioning condition” (PFC) surveys on approximately 170 miles of intermittent and perennial streams in summer and autumn 2016.
The project area is defined as National Forest System lands designated as the Cedar River National Grassland in Grant and Sioux counties, North Dakota; and Grand River National Grassland in Perkins and Corson counties, South Dakota. Collectively, the Cedar River National Grassland and Grand River National Grassland are referred to as the Grand River Ranger District.
Field work is to begin by July 1, 2016 and finish by October 31, 2016. A final report will be written as requested in Report Requirements, and is due by January 31, 2017.
LOCATIONS
PFC surveys will be conducted along 170 linear miles of stream. All sample locations are within the 6,800-acre Cedar River National Grassland or 151,000-acre Grand River National Grassland. The Cedar River National Grassland scattered throughout a 31 mile x 9 mile area (Figure 1). The Grand River National Grassland is scatted throughout a 48 mile x 32 mile area (Figure 1).
GOVERNMENT-FURNISHED PROPERTY AND SERVICES
The Government will supply a paper copy of the Visitors Map and a set of USGS topographic maps. The Government has designated the streams to be surveyed and will provide a shapefile and template GIS data dictionary to be used for collecting PFC data. The Government will authorize a permit for off-road vehicle use. The contactor shall provide the necessary personnel, equipment (including vehicles and GPS equipment), materials, services, references, forms, and facilities to perform the Statement of Work.
CONTRACTOR QUALIFICATIONS
The offeror shall submit with his/her offer a statement of his/her professional qualifications and the qualifications of any other person(s) employed to accomplish the Statement of Work. The offeror’s statement should include information concerning appropriate academic degrees and training and experience in PFC condition surveys.
The following criteria may be used for contractor selection.
• B.S., M.S. or Ph.D. in hydrology, zoology, biology, range science, or related field experience.
• One or more field seasons of experience in conducting PFC inventory.
• One or more field seasons experience as principle investigator on a PFC inventory project.
INVESTIGATIVE PURPOSE
This survey’s purpose is to monitor changes in riparian conditions on the Grand River Ranger District. These data will be used to help direct livestock management, prescribed burning, and watershed-habitat enhancement projects in future years.
FIELD SURVEYS
The field season for the riparian surveys is defined as the period from July 1 through October 31, 2016. The USDA Forest Service does not control access to private lands, and no right of access to private lands is hereby given, nor should a right to access private lands be inferred.
SURVEY REQUIREMENTS:
• Surveys will be conducted by a team of at least 2 people with different resource expertise (Interdisciplinary) walking the entire length of selected riparian areas while assessing the stream using the PFC protocol. Team members will be journey-level resource specialists with expertise in biology, botany, hydrology, and soils.
• Contractor will classify all identified stream segment using Proper Functioning Condition (PFC) protocol [see TR 1737-9 1998 Riparian Area Management “Process for Assessing Proper Functioning Condition” (http://www.blm.gov/nstc/library/pdf/Final%20TR%201737-9.pdf) and TR 1737-15 2015 Riparian Area Management “A User Guide to Assessing Proper Functioning Condition and the Supporting Science for Lotic Areas.”

• PFC survey reaches will be recorded in an ArcMap compatible shapefile, with attributes noting the survey date, ID Team members, Riparian Area ID, Reach ID, PFC rating, Reach Length, and starting and ending point of each stream segment.
• Contractor will record any beaver dams (active or inactive), and stream segment start and stop points, using GPS technology and provide these in an ArcMap compatible shapefile with attributes noting the date, Riparian Area ID, Reach ID, and Feature Description.
• Contractor is to annotate on each survey form and photograph for each reach the presence of key riparian species in each reach at the genus level (i.e. Carex, Juncus, Scirpus, Spartina, Populus, and Salix).
• Contractor is to annotate on each survey form and photograph for each reach the presence of upland species found in the riparian zone to the species level (i.e.
Smooth Brome (Bromus inermis), Kentucky Bluegrass (Poa pratensis)).
• Contractor will record all photo points using GPS technology and provide these in an ArcMap compatible shapefile, with attributes noting the photo date, photo ID, Riparian Area ID, Reach ID, and Upstream or Downstream direction.
• GPS data must be accurate to within 1 meter and be compatible with Trimble GPS products. All GPS information will be collected in 3D mode, with a PDOP value of no greater than 6. Collect a minimum of 36 positions @ 5 second logging intervals. Data dictionaries that allow sufficient data entry must be used.
REPORT REQUIREMENTS
After the field season start date, the contractor shall provide bi-weekly reports in the form of e-mail addressed to the Contracting Officer Representative and District Contact. At a minimum, these bi-weekly reports shall include a description of where, how, and when PFC surveys were conducted and any problems encountered.
By November 30, 2016, the contractor shall submit to the Contracting Officer Representative (COR) a draft report for review. The Forest Service shall return comments on the draft report by December 31, 2016. The contractor will submit his/her final report in both hard copy and electronic format (MS Word), by January 31, 2017. At a minimum, the draft and final reports shall contain:
• An introduction summarizing the purpose of this project.
• A description of the survey areas, methods, and techniques used. A results section giving the location (in both UTM coordinates and legal description) of each stream segment start and end points; PFC rating, and notes justifying that rating.
• Maps of each allotment showing reach locations overlaid on streams and color coded by rating and trend. Aerial imagery base map required.
• Digital photos of each stream segment.
• An appendix containing a copy of field notes and survey forms.
• Digital files, including photos and field survey sheets will be organized in folders named for the stream the information is relevant to. An example will be provided.
• The final report shall meet professional standards and shall be subject to review by the COR. If the report does not meet professional standards, the contractor may be required to edit or resubmit his/her final report.
