SECTION C--DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
SECTION C - DESCRIPTION/SPECIFICATIONS
C- 1 Scope of Contract Work for this project consists of providing, excavation, installation and backfill for a concrete single stall vault toilet. Approximately 14’ – 7” x 6’ – 6” exterior and 5’- 10” x 6’- 7” interior. Preferred colors would be oatmeal buff with java brown roof. Site shall be cleaned up and graded to drain, seeding by others.
C- 2 Project Location
Project is located off Forest Service Road 117. From Cody, Wyoming take State Highway 120 north for 16 miles to State Highway 296 (Chief Joseph Highway), travel northwest approximately 48 miles to US Highway 212 (Beartooth Highway), travel west for 5 miles to FSR 117, travel south 0.1 miles to project site. The project is located in the NW corner of Section 5, Township 57 N, Range 107W.
C- 3 USE OF PREMISES
A. General: Contractor shall have full use of premises for construction operations, including use of Project site, during construction period. Contractor's use of premises is limited only by the Government's right to perform work or to retain other contractors on portions of Project.
B. Contractor shall at all times conduct his operations to ensure the least inconvenience to the public and employees. Confine storage of materials to areas as approved by the CO.
C. Preservation of Natural Features:
1. Confines all operations to work limits of the project. Prevent damage to natural surroundings. Restore damaged areas, repairing or replacing damaged trees and plants, at no additional expense to the Government.
2. Provide temporary barriers to protect existing trees and plants and root zones.
3. Do not remove, injure, or destroy trees or other plants without prior approval. Consult with CO and remove agreed-on branches that interfere with construction.
4. Do not fasten ropes, cables, or guys to existing trees.
5. Do not damage remaining exterior or interior features, including logs.
D. The contractor is responsible for repairing any damage resulting from the contractor’s negligence during the term of this contract.
C- 4 Camping A. There are a several Forest Service Campground near the project locations. Contractor shall pay the standard rate to camp at these sites.
C- 4 Pre-bid Meetings
No pre-bid tour is scheduled.
C- 5 Contract Time
Work shall be completed no later than 30 calendar days after effective date of NOTICE TO PROCEED, subject to such extensions as may be authorized.
C- 6 Storage
The CO will approve an area for the contractor to use to store materials and equipment. Contractor shall retain full responsibility for security of such storage.
C- 7 Government-Furnished Property
There is no Government furnished material.

PREFABRICATED SST TOILET AND VAULT
PART 1 - GENERAL
SUMMARY
This section applies to the fabrication and installation of one (1) prefabricated SST Toilet Building and Vault, including shipment to site, all work necessary to completely fabricate, erect other manufactured accessories needed or specified in this section for a complete SST Toilet Building and Vault.
LOCATION OF SST TOILETS AND VAULTS
Install one (1) SST Toilet Building and Vault at location as shown on the drawings.
DESIGN STANDARDS
Design and construct the SST Toilet Building Interior Toilet Room clear space in accordance with the Uniform Federal Accessibility Standards (UFAS) and the American with Disabilities Act Access Guidelines (ADAAG 4.22).
Clear Floor Space:
The accessible fixtures and controls required in accessible toilet rooms shall be on an accessible ancillary/activity route. An unobstructed turning space 60 inches diameter or a T-shaped space shall be provided within an accessible toilet room. The clear floor space at fixture and controls, the accessible ancillary/activity route, and turning space may overlap.
If directions between the standards conflict, follow the procedures in the ADAAG, as ADAAG exceeds UFAS.
SST TOILET BUILDING DESCRIPTION
Design of SST Toilet Building shall be a concrete single stall vault toilet. Approximately 14’- 7” x 6’- 6” exterior and 5’- 10” x 6’- 7” interior.
SUBMITTALS
After award of contract and before starting work, the Contractor shall provide written certification that all materials incorporated into the work complies with this section and the SST Toilet Building will meet the design specified in this section.
Submit construction documents including floor plans and elevations, dimensions, identification and location of all parts and accessories.
DELIVERY AND STORAGE
Prefabricated units, accessories and other manufactured items delivered to the project shall be handled, transported, and erected to prevent damage and/or deformation of materials.
Material stored at the project site shall be protected from weather. The Government shall not assume responsibility for on-site storage of project materials.
PART 2 – PRODUCTS
EXCAVATION, BEDDING MATERIALS AND BACKFILL
See Specification 02222 for excavation, bedding and backfill materials; and preparation for the vault and floor slab.
CONCRETE WORK
Concrete:
Concrete shall be composed of Portland cement, fine aggregate, coarse aggregate, air entraining agent, coloring, and water mixed in proportions to produce concrete which will have a minimum compressive 28 day strength of 5,000 P.S.I.
Type: ASTM C150 Type I or II, use one brand of cement throughout project.
Water: Potable.
Admixtures: Air entraining agents may be added provided they meet ASTM C260. Water reducing agents may be used provided they meet ASTM Specification C494, Type A. The use of other admit mixtures are subject to approval.
Concrete Color:
Concrete shall be integrally colored throughout the concrete mixtures.
The following components of a pre-cast building shall be cast with colored concrete when so specified.
Building walls.
The roof.
Screen panels.
The building color shall be oatmeal buff with java brown roof.
Form Materials: Forms: all concrete forms shall be fabricated from steel reinforced members and flat sheets or steel plates.
Form Coatings:
All form coatings shall be non-staining type that will not leave residual matter on the surface of the concrete or adversely affect proper bonding or subsequent coatings applied to the concrete surfaces. Coating containing mineral oils or other non-drying ingredients will not be permitted.
Reinforcing:
Reinforcing Bars: ASTM A615, grade 40.
Welded Wire Mesh: ASTM A185, welded steel wire fabric.
All reinforcement shall be new, free from dirt, oil, paint, grease, loose mill scale, and loose or thick rust when placed.
Epoxy Concrete Adhesive: A two component rigid non-sag gel adhesible for bonding to dry or damp surfaces, moisture insensitive, concrete epoxy adhesive shall be used. Gray or other colors may be approved by the CO.
STEEL WINDOWS AND VENT FRAMES
Steel Window and Vent Frames:
Window and vent frames shall be a minimum of 18 gauge hollow metal.
Frames for windows and louvered vent assemblies shall be single units suitable for installation in precast concrete walls.
Use anchor type required to provide a positive fastening to precast concrete.
Heads of the anchor bolts or screws shall be hidden behind the louvers or the glazing strips on the windows.
Window Glazing: The glazing shall be Lexan Polycarbonate, translucent, matt finish (or clear sandblasted both sides) panels which are 3/16 inch thick.
Louvered Vents:
The louvered room vents shall be a non-vision louver with 18 gauge steel blades and shall have insect screens.
The louvered vent shall have a minimum of 120 square inches of net-free area for air movement.
Louvered vents shall be placed in both side walls.
METAL DOOR AND DOOR FRAMES
Metal Door and Door Frames:
The steel door frames shall be knocked down or welded tight, single rabbit minimum 16 gauge steel, 1 ¾ inches wide.
The frames shall be suitable for installation in door openings in a precast concrete panel.
Each door frame shall provide three anchors per jam located approximately at the same elevation as the hinge location.
Each anchor shall be designed to provide positive fastening to the precast concrete.
The steel door frame shall be designed with rubber door silencers on the door frame.
There shall be a minimum of 3 rubber door silencers on the latch side of the frame.
DOOR HARDWARE
Door Hinges:
Each door shall be mounted with three wrought steel 4-1/2" x 4-1/2" spring hinges.
Hinges shall have an adjustable tension spring in them and adjusted to a 5 lb. minimum pull.
They shall be a U.S. 26D finish (Dull Chrome).
Deadbolt: Mortised type, operated by key from outside only, standard model double cylinder. Finish shall be U.S. 26D (Dull Chrome).
Privacy Door Knob Lock:
Lockset shall meet ANSI A156.2 Series 4000, Grade 1 cylindrical lockset for exterior doors.
Finish shall be U.S. 26D (Dull Chrome).
Door Bumpers:
The door bumpers shall be a cast metal base with U.S. 26D finish (Dull Chrome).
They shall have convex grey rubber bumpers 2-3/8 inch diameter and extend approximately 1 inch.
The bumpers shall be suitable for installation on exterior steel doors and capable of installation with threaded concrete anchors.
TOILET RISER
The 18-inch toilet riser shall be a cross-linked polyethylene with heavy duty seat and cover assembly, designed to fit into a hole in the floor slab.
The color shall be off-white.
SIGNS
Toilet Building Screens:
The toilet building signs shall use standard recreation symbols with white symbols on a brown background.
They shall be nonreflective faces 8" x 8" with round corners.
The signs shall be aluminum minimum .063-inch thickness or steel minimum 20 gauge.
WATERPROOFING AND SEALING - VAULT
General: Perform all work necessary and required to waterproof the exterior foundation walls below finish grade and to seal the interior floor, ceiling, and walls of the concrete vault.
Environmental Conditions: Waterproofing and sealing shall not be applied when the temperature is below 40 degrees and falling or when the vault is wet or there is any standing water in the vault.
VENT STACK
Pipe:
The diameter of the vent pipe shall be a minimum of 12" I.D.
PUMPOUT ACCESS MANHOLE
Manhole covers shall be ¼ inch thickness diamond plate steel.
The rings and covers are to be watertight and the cover is to be configured so it can be locked with a padlock.
CAULKING AND SEALANTS
Completely seal with caulking compound all joints around frames and sills of doors, windows, flashing, and other openings in exterior walls.
Caulking compound shall be paintable silicone caulking or an approved equal.
PAINTING
Description: Perform all work necessary or required to paint or stain the entire building, except the roof and exposed exterior foundation walls, as required in this specification.
Environmental:
Surfaces shall be painted or stained only when they are free from moisture.
No painting or staining shall be done when temperature is below 50 degrees F., except when specifically directed otherwise in writing by the CO.
Products:
Exterior:
Ferrous Metal (except metal siding): Soft gloss, alkyd modified, acrylic house paint. Prime with alkyd base primer formulated to protect against rust and corrosion.
Galvanized Iron: Soft gloss, alkyd modified, acrylic house paint. Prime with vinyl-acrylic latex primer:
Interior:
Concrete Walls: Soft gloss, alkyd modified, acrylic house paint. Prime with 1 coat same material.
Concrete Floors: Satin with anti skid sand, epoxy modified, acrylic latex. Prime with 1 coat of same material.
TOILET ROOM ACCESSORIES
Description: Perform all work necessary and required for the construction of the projects in connection with furnishing and installation of all toilet accessories as specified herein.
Grab Bars:
Bars shall be 1-1/2 inch diameter, dull stainless steel Refer to ADAAG for the height of the grab bar required above the floor.
Toilet Paper Holder:
The Contractor shall furnish and install one 2 roll toilet paper holder.
PART 3 – PRODUCTS
CONCRETE
General:
All concrete work including forming and concrete pouring shall be completed in accordance with Item Specification 03305 - "Concrete for Minor Structures".
The following are additional requirements that are specific for the concrete toilet.
Steel forms shall be sufficiently rigid to prevent distortion due to pressure of the concrete during the concrete placement, vibrating of concrete, and curing period.
Design and construct steel forms so that they may be removed without injuring the concrete and maintaining close tolerance between mating surfaces of building components.
Tapered walls will be allowed within the limits specified in this specification.
These tapered walls will be allowed to facilitate the removal of forms.
The outside wall surfaces of the building and the vaults shall be plum.
The tapered surfaces will only be allowed on the inside wall of the building and the vaults.
Joints between steel sheets on wall surfaces shall conform to general lines of the structure as far as practical. Horizontal joints will not be allowed on the interior wall forms of the building. No more than two vertical joints will be allowed in any interior forms of the building, excluding interior corner joints.
Vertical grooves in form liner pattern shall be continuous from top to bottom of walls except for openings for doors and windows. Horizontal butt joints between form liner panels will not be allowed. Vertical butt joints between form liner panels shall be made at vertical grooves in liner pattern except at outside corners. Vertical grooves in form liner pattern shall be centered on window openings and the vault pumpout cover. Form ties or snap ties will not be allowed in any concrete under this contract. Forms shall be constructed to allow the following:
Vault shall be precast in one placement of concrete (Monolithic Construction) without any construction joints.
Floor slab and walls of buildings may be constructed as a single unit.
Elastomeric form liners shall be mounted on separate plywood or other removable panel material recommended by the manufacturer of the form liner.
Upper surface of the roof slab may have a steel trowel finish in lieu of steel form finish.
Upper surface of exterior slabs shall have a lightly broomed finish instead of a steel form finish (broom in direction of the slope). The Contractor shall assume all responsibility for determining when to remove the concrete components from the forms in order to reduce the structural damage to the components. Thoroughly clean forms and form liners before each reuse. Apply form coating and form release agent on all forms and form liners in accordance with the manufacturer's recommendations.
Colored Concrete:
All colored concrete components shall be integrally colored.
The following components shall be precast with colored concrete finish if indicated below:
Toilet Building Roof Toilet Building Walls Screen panels The same type and brand of cement, color, aggregate and other additives shall be used throughout the entire building pour and exterior wall panels.
In addition, as far as is reasonably practical, all ingredients shall be from the same lot or manufacturing process.
Aggregates shall be from the same source.
All volumes of concrete shall be uniform in all respects to insure uniformity of color of the finished concrete.
All ingredients shall be weighed.
Add color by weight as recommended by the manufacturer of the concrete color.
The mixing operation shall be adequate to uniformly disperse the color throughout each batch.
Cure and seal colored concrete as recommended by the manufacturer of the concrete color.
Wash and thoroughly clean the mixer and transporting equipment before mixing colored concrete.
Repeat each time a color is made to a different color of concrete to avoid any carry over.
METAL DOOR
Install hardware in accordance with manufacturer's instructions after finish paint work is complete.
Install wall bumper on inside surface of concrete screen wall to contact toilet building door.
HARDWARE INSTALLATION
Adjust spring hinges so door will close and latch bolt will catch from a standing start at a door swing opening of approximately 30 inches when the building is installed.
Install the door bumper on the exterior screen wall after the door is installed so as to insure the proper location.
WINDOWS AND LOUVERED VENTS
Mount glazing with 1/2 inch metal frames and No. 10 corrosion resistant security or tamper-proof screws on the inside of the building.
Mount louvered vents according to manufacturer's recommendations.
SEALING EXTERIOR CONCRETE WALLS
Clean mineral salt deposits, dirt, etc., from exterior concrete with wood grain finish before sealing.
Allow surface to be sealed, to thoroughly dry and apply concrete sealer as recommended by manufacture.
Apply one coat of non-gloss penetrating concrete sealer.
Concrete sealer shall be applied by spraying unless otherwise approved, in advance and in writing, by the CO.
INSTALLATION OF EQUIPMENT
The Contractor shall provide all necessary equipment to install the precast concrete toilet at the designated site. Lifting logs, threaded anchors, etc., used by the Contractor to assemble concrete building components shall be designed to be reusable at a later date if the Government decides to relocate the buildings or replace building components.
WATERPROOFING AND SEALING OF CONCRETE VAULT
Preparation of surfaces:
Surfaces to receive waterproofing and sealing shall be smooth, clean, and dry. Holes, joints, and cracks shall be pointed flush with mortar and high spots ground level with surrounding surface.
Before waterproofing and sealing, surfaces shall be swept clean of all foreign matter, shall be etched with muriatic acid to remove any laitance and shall be inspected and approved by the CO.
The concrete is to be cured according to Item Specification 03305 and the vault is to be tested for watertightness and all water removed and the vault dried for at least 3 days before applying the waterproofing and sealing.
Application:
The Contractor shall coordinate waterproofing and sealing operations with other phases of the work to prevent staining or damaging finished work.
Two coats of BG-102 shall be applied to the exterior of foundation walls and shall extend from the bottom of the vault to within four inches of the finished grade.
The interior concrete vault floor, ceiling, and walls are to be covered with two coats of BG-500, color black, BG-102, and BG-500 are to be applied at the rates and in accordance with manufacturers recommendations.
All safety precautions shall be adhered to and all necessary safety equipment is to be used as recommended by the manufacturer.
Care is to be taken during backfilling procedures to protect the coating from any damage.
Rocks larger than 4 inches shall not be placed against the exterior concrete wall.
Repair:
The Contractor shall repair or replace damaged finished work to its original condition without additional cost to the Government.
PUMPOUT ACCESS MANHOLE
The manhole covers, rings, and bases are to be installed on top of the concrete slab and securely bolted to the concrete slab as recommended by the manufacturer.
The base is to also be sealed to the concrete slab with a waterproof mastic so as to be water and air tight.
CAULKING AND SEALANTS
Joints and spaces to be caulked shall be clean and free from dust and shall be dry.
Joints shall be filled slightly convex.
Caulk joints before final coat of paint or stain is applied to adjacent work.
Where caulking will not be painted or stained, color shall match that of adjacent materials.
Apply compound with gun having proper size nozzel or with knife as required. Use sufficient pressure to fill all joints solid; superficial pointing of joints with a skin bead will not be accepted.
Remove excess caulking and leave surfaces neat, smooth, and clean.
Upon completion, caulking shall have a smooth, even finish.
All caulked joints shall be watertight.
TOILET ROOM ACCESSORIES
The grab rails and toilet paper holders shall be securely mounted in accordance with the manufacturer's instructions.
PAINTING
Preparation of Surfaces:
Surfaces to be painted shall be clean and free of dirt, dust and any other substance which might interfere with the functioning of the painting system.
All surfaces to be painted shall be in proper condition to accept, and assure the proper adhesion and functioning of the particular painting system or coating specified.
All steel and ferrous metal surfaces to be painted will be primed before installation.
Bolts, welds and places where prime coat has been damaged shall be wire brushed to remove all loose paint, rust, and scale, and then given one coat of ferrous metal primer.
Precast and poured concrete surfaces shall be cured for 60 days before painting.
The presence of form release agents and laitance deposits shall be cleaned from the surface to be painted by sandblasting or washing thoroughly with a detergent solution.
Prime coats and finish coats of any one paint system shall be the products of the same manufacturer, except for manufacturer applied factory or shop primed surfaces.
Workmanship and Application:
Paint shall be applied in accordance with the applicable specification and/or manufacturer's instructions.
Paints and finishing materials shall be free from skins, lumps, or any foreign matter, and kept well stirred while being applied.
Work shall be protected against spatters, stains, or soiling, and each type of finish shall be protected against similar defacement by other finish and shall be left clean.
Each coat of paint shall be evenly worked out and allowed to dry before any subsequent coat is applied or rubbing done.
Finish coats shall be the exact shades and textures selected.
The finish work shall be free from runs and sags, defective brushing, and clogging of lines or angles.
Touching Up:
At the completion of other branches of the work, all painted and finished work shall be touched up and restored where damaged or defaced, and the entire work left free from blemishes.

PART 1 - GENERAL
SUMMARY
Includes structure excavation, special fills, backfill, and compaction.
PROTECTION
Protect excavations from accumulation of water. If clay soil becomes saturated, compact after it has dried as specified herein.
Protect excavations from freezing. If frost action occurs, compact ground after thawing as specified herein.
Provide shoring and bracing as necessary to protect structures employees, and the public.

PART 2 – PRODUCTS
BACKFILL AND FILLS
Use the excavated material as specified below:
Remove rocks over 8 inches in maximum dimension, ice or frozen earth, muck, debris, and earth with high void content.
Remove rocks over 4 inches in maximum dimension for backfill placed within 12 inches of foundation.
GRAVEL FILLS
Clean pit-run gravel uniformly graded with less than 5% minus #200 material, 2 inches maximum size, free of deleterious materials.
PART 3 – EXECUTION
EXCAVATION
Perform to the lines, grades, and elevations indicated. Extend excavation a sufficient distance from walls and footings to allow for safety, placing and removal of forms, installation of services, and for inspection. Provide proper depth with allowance made for gravel fills formed voids and concrete flatwork.
Bottoms for piers, footings, and foundation walls shall be level, clean, true to size, and clear of loose materials.
Pier excavations shall be drilled or otherwise accurately formed.
If excavations for foundations are carried below the specified levels, extend the foundation to the excavated level.
BACKFILLING
Place and compact fills and backfills adjacent to structures in such a manner as to prevent wedging action or eccentric lodging upon or against the structures.
Remove forms, and clean the excavation of trash and debris prior to backfilling.
Do not place backfill against any concrete footings or wall without prior permission of the Contracting Officer (CO) and in no case less than 7 days after completion of the wall or footings.
Place backfill in horizontal layers not more than 12 inches thick with the proper moisture content for the required degree of compaction. Flooding or puddling not allowed. Compact each layer as specified. Backfill layer thickness under concrete flatwork limited to 6 inches maximum.
Heavy equipment for spreading and compacting backfill shall not be operated closer to a wall than a distance equal to the height of the backfill above the top of the footing.
Provide for anticipated settlement and shrinkage of the backfill and for the finished grades required, including topsoil grading.
Prepare subgrades for gravel fill areas level and free from soft spots. Place and compact earthfill where required to raise subgrade. Place gravel to the lines and grades shown. Compact the gravel sub-base as specified until a smooth, uniform use surface is obtained.
COMPACTION
Compact each layer to following percentages of maximum density determined by AASHTO T-99.
Under footings: 95%.
Under concrete flatwork: 90%.
All other areas: 85%.

The time stated for completion shall include final cleanup of the premises.
SECTION G--CONTRACT ADMINISTRATION DATA
DESIGNATION OF CONTRACTING OFFICER’S REPRESENTATIVE
The Contracting Officer will designate a Contracting Officer's Representative (COR) at the time of contract award.
The COR is responsible for administering the performance of work under this contract. In no event, however, will any understanding, agreement, modification, change order, or other matter deviating from the terms of this contract be effective or binding upon the Government unless formalized by proper contractual documents executed by the Contracting Officer prior to completion of the contract.
The Contracting Officer should be informed as soon as possible of any actions or inactions by the Contractor or the Government which will change the required delivery or completion times stated in the contract, and the contract will be modified accordingly. (This does not apply to individual task assignments which were issued by the COR provided they do not affect the delivery schedule or performance period stated in the contract).
On all matters that pertain to the contract terms the Contractor must communicate with the Contracting Officer. Whenever, in the opinion of the Contractor, the COR requests effort outside the scope of the contract, the Contractor should so advise the COR. If the COR persists and there still exists a disagreement as to proper contractual coverage, the Contracting Officer should be notified immediately, preferably in writing if time permits. Proceeding with work without proper contractual coverage could result in nonpayment or necessitate submittal of a contract claim.
AGAR 452.215-73 POST AWARD CONFERENCE (NOV 1996)
A post award conference with the successful offeror is required. It will be scheduled and held within 10 days after the date of contract award. The conference will be held at the Wapiti Ranger Station.
Payment will be made at the awarded bid item price for satisfactorily completed work. Partial payment may be authorized by the Contracting Officer.
This contract incorporates the Davis Bacon Wage Rates. Weekly payrolls are mandatory and must be turned into the Contracting Officer Representative for review and approval. Invoices will not be processed until acceptable payrolls have been received.
SECTION H--SPECIAL CONTRACT REQUIREMENTS
EMERGENCY CONTROL - FIRE PLAN
This plan outlines the channels of responsibilities for fire prevention and suppression activities and sets up an attack procedure in the event of a fire within the project area. The project area is defined as that area within the National Forest and within one-tenth mile of the project right-of-way, work areas, and all roads used for construction purposes. The Interagency Fire Dispatch Center will be contacted in the event of any fire in or near the project area(s) (1-800-295-9954).
A. Tools and Equipment
1. Tools.
| (a) | The contractor shall furnish and maintain in a serviceable condition one shovel or pulaski for each of his employees, to be used only for suppressing fires. These tools will be kept in sealed boxes and available within the immediate working areas. |
| (b) | The contractor shall furnish one shovel, LHRP, size 0 or larger, one axe, two pounds or larger, for each truck, each personnel vehicle, each tractor, and each grader. For each welder, he shall furnish one shovel, LHRP, size 0 or larger, and one backpack, five-gallon pump; for each gasoline power tool (power saw, soil auger, ect.), one shovel, LHRP, size 0 or larger, and one eight-ounce chemical pressurized fire extinguisher. Contractor shall also furnish any other equipment called for elsewhere in the contract. |
| (c) | All fire tools and equipment required to be furnished by the contractor shall be in good working condition at all times. |
B. General Provisions
1. Fire Prevention
| (a) | Burning, Blasting, or Welding. During the period from April 15 through November 15, advance approval in writing will be required and will contain special stipulations pertinent to the particular job. The District Ranger may give, in writing, seasonal approval with stipulations for blasting .. Such approval will contain special stipulations pertinent to the particular job. At no time will use of detonating cord be allowed in clearing operations. At all times, explosives will be stored in a locked box marked “Explosives.” All Federal, State and local laws concerning the use and storage of explosives shall be complied with. All flammable material shall be removed from areas to be welded or cut prior to use of welding/cutting equipment. |
| (b) | Spark Arrestors. All diesel or gasoline engines except those machines equipped with exhaust driven turbochargers, and all flues used on the project and in construction camps, shall be equipped with adequate, |
serviceable arresting devices that meet Forest Service Standard 5100-1, Spark Arrestors for Internal Combustion Engines. Information in this standard will be furnished upon request.
| (c) | Lunch and Warming Fires. Lunch and camp fires are permitted. Contractor is subject to any fire bans. |
| (d) | Smoking. The contractor may permit smoking by his employees from April 15 through October 31, but only in safe places such as: along roads, in truck cabins, or where all flammable material has been cleared away from an area at least three feet in diameter. During periods of high fire danger, smoking may be prohibited by the District Ranger except in truck cabs and at places of habitation. Under no circumstances will smoking be permitted during the period of April 15 through October 31 while operating tractors or other open-type vehicles in areas not cleared to mineral soil, or while walking or working in such areas. |
| (f) | Storage and Parking Areas. Equipment service areas, parking areas, gas and oil drum storage areas, and explosive storage areas will be cleared of all flammable material for a distance of 50 feet. Small stationary engine sited shall be cleared of all flammable material for a distance of 15 feet. Flammable and explosive storage areas will be labeled as such, and “NO SMOKING” signs erected. |
| (g) | Oil filter, Cartridges and Oily Rags. Used oil filters, cartridges, and oily rags or waste will be removed from the forest for disposal. Glass jugs or bottles will not be used for gas, oil, or water. |
NOXIOUS WEEDS
The Contractor shall make all equipment intended for use on this project available for inspection by the CO prior to entering the Shoshone National Forest. If the Engineer determines that the equipment could be carrying potentially noxious weed seeds, the Contractor shall thoroughly wash the equipment. This equipment washing shall be conducted at a site owned or leased by the contractor or a commercial site designated for this work, outside the Shoshone National Forest.
SAFETY PLAN
(a) The Contractor shall provide a copy of their safety plan at the pre-work meeting.
(b) The Safety Plan should be available to all employees and subcontractors working on the contract.
(c) The Safety Plan should cover at a minimum:
i. Safety briefings covering the area working in, equipment being used, and any special considerations for the work under the contract
ii. Personal Protective Equipment required for the work under the contract
iii. Appropriate OSHA requirements for the type of work under the contract
iv. Weather considerations for the time of year of the contract.
v. Communication issues and locations of the nearest medical facilities to the job site.
vi. Emergency numbers to contact if an accident happens.
United States Department of Agriculture Forest Service Rocky Mountain Region—Shoshone National Forest Intermountain Region—Bridger-Teton National Forest
Occupancy and use restrictions
For the purpose of minimizing adverse interactions between bears and humans and pursuant to Title 36 Code of Federal Regulations (CFR), 261.50 (a) and (b), the following uses are restricted in those areas of the Shoshone National Forest and the Bridger-Teton National Forest as shown on the attached map (Exhibit B) and hereby made part of this Order. Also attached, and hereby made part of this Order, are Definitions (Exhibit A) of terms used in support of the restrictions. This Order is effective March 1 through December 1, annually, until rescinded.
1. Possessing or storing any food or refuse, as specified in the Order (36 CFR 261.58 (cc).
2. Possessing, storing, or transporting any bird, fish, or other animal, or parts thereof, as specified in the Order (36 CFR 261.58 (s).
3. Camping as specified in the Order (36 CFR 261.58 (e).
Under this order it is required that
1. All food and refuse must be acceptably stored or acceptably possessed during daytime hours.
2. All food and refuse must be acceptably stored during nighttime hours, unless it is being prepared for eating, being eaten, being transported, or being prepared for acceptable storage.
3. Any harvested animal carcass must be acceptably stored, unless the carcass is being field dressed, transported, being prepared for eating, or being prepared for acceptable storage.
4. Camping or sleeping areas must be established at least ½ mile from a known animal carcass or at least 100 yards from an acceptably stored animal carcass.
Exemptions Pursuant to 36 CFR 261.50 (e) the following persons are exempt from this Order:
1. Persons with a permit issued by the Forest Supervisor specifically exempting them from the effect of this Order.
2. Persons in the act of placing black bear baits for the lawful purpose of hunting black bears under state law and regulation.
3. Any Federal or State officer placing baits to capture animals for research or management purposes as part of their official duties.
These restrictions are in addition to the general prohibitions in 36 CFR Part 261, Subpart A. This Order supersedes any previous Order prohibiting or restricting the same, or similar, acts in the above-described areas.

Exhibit A Occupancy and Use Order No. 04-00-104 Special Order—Food Storage and Sanitation Definitions
“Food and Refuse” means any substance, solid or liquid (excluding water, baled hay, or hay cubes without additives) or refuse, which is or may be eaten or otherwise taken into the body to sustain health or life, provide energy, or promote growth of any person or animal. Also includes items such as soft drinks, alcoholic beverages, canned foods, pet foods, processed livestock feed and grains, personal hygiene products, and empty food and beverage containers.
“Animal carcass” means the dead body or parts thereof, of any harvested mammal, bird, or fish, including the head or skull plate with antlers or horns and hide or cape of big game animals and any domestic livestock that may be found in the restricted area. Packaged or prepared animal carcass products transported into the restricted area for consumption, game birds, small mammals, or fish harvested for consumption in the restricted area are considered food under the previous definition.
“Acceptably stored” means:
Stored in bear-resistant container certified through the Interagency Grizzly Bear Committee Courtesy Inspection Program. A container may be certified by the local district ranger or their designated representative(s) if it meets the IGBC criteria, or Stored in a closed vehicle where the storage compartment is constructed of solid, non-pliable material that, when secured, will have no openings, hinges, lids, or coverings that would allow a bear to gain entry by breaking, bending, tearing, biting, or pulling with its claws (any windows in the vehicle must be closed), or Suspended at least 10 feet clear of the ground at all points and four feet horizontally from any supporting tree or pole, or Stored within a hard-sided residence, building, or storage container subject to the terms and conditions of a special-use authorization or operating plan, or Stored by other methods approved in a permit issued by the forest supervisor responsible for the area where the method is proposed for use.
For animal carcasses: stored as per 3. a-e when located from 100 yards to ½ mile of a camping or sleeping area or within 200 yards of a National Forest System Trail. Animal carcasses are not considered acceptably stored when within 100 yards of a camping or sleeping area or National Forest System Trail. Animal carcasses more than ½ mile from a camping area or sleeping area and more than 200 yards from a National Forest System Trail may be left on the ground.
Animal carcasses killed or harvested (and parts thereof) within ½ mile of any established camping area or sleeping area must be acceptably stored, possessed, or moved to a distance beyond ½ mile from any such camp or sleeping area by the party(-ies) responsible for killing or harvesting such mammal.
“Acceptably possessed” means:
Possessed or attended during daytime by a person(s) that is physically present within 100 feet and direct sight of the accessible food, or Possessed or attended by such a person(s) for the purpose of field dressing lawfully taken animal carcasses, transporting any food or animal carcass, preparing any animal carcass or food for eating, or eating any food.
“Camping/sleeping area” means National Forest System Lands temporarily used for the purpose of overnight occupancy without a permanently fixed structure or lands temporarily occupied by unattended camping equipment.
“Daytime” means ½ hour before sunrise to ½ hour after sunset, Mountain Time.
“Night time” means ½ hour after sunset to ½ hour before sunrise, Mountain Time.
“National Forest System Trail” means a trail wholly or partly within, or adjacent to, and serving a part of the National Forest System and which has been included in a forest recreation map.
Exhibit B Occupancy and Use Order No. 04-00-104 Special Order—Food Storage and Sanitation Area of Application
WESTERN BOUNDARY: North from Alpine along divide of Snake River Range from Dry Gulch to Ferry Peak summit, along top of divide to Deadhorse Peak and north along Targhee-Bridger-Teton Forest boundary.
SOUTHERN BOUNDARY: The expanded food storage boundary on the Bridger-Teton National Forest begins on the southwest at the south side of the confluence of the Snake and Greys Rivers. It then runs east and north along the Snake River corridor, including that area ½ mile south and east of the river itself, to the junction with the Hoback River. At Hoback Junction the area covered by the food storage order runs east along the Hoback River corridor, also including that area up to ½ mile south of the river, to where the Hoback River leaves U.S. 189/191. From there the food storage order applies north of the U.S.189/191 corridor, also including that area up to ½ mile south of the highway and running east to the Forest boundary in T37N, R111W, Section 32 (The Rim). From there the boundary runs northeast along the Forest boundary to the Green River, then southeast along the Forest boundary to Boulder Creek, then east and north along the south side of Boulder Creek to Pipestone Creek, then north along the south side of Pipestone Creek to Lake Prue, then northeast along the south side of Europe Canyon to the Continental Divide.
AGAR 452.228-71 INSURANCE COVERAGE (NOV 1996)
Pursuant to FAR clause 52.228-5, Insurance-Work on a Government Installation, the Contractor will be required to present evidence to show, as a minimum, the amounts of insurance coverage indicated below:
(a) Workers Compensation and Employer's Liability. The Contractor is required to comply with applicable Federal and State workers' compensation and occupational disease statutes. If occupational diseases are not compensable under those statutes, they shall be covered under the employer's liability section of the insurance policy, except when contract operations are so commingled with a Contractor's commercial operations that it would not be practical to require this coverage. Employer's liability coverage of at least $100,000 shall be required, except in States with exclusive or monopolistic funds that do not permit worker's compensation to be written by private carriers.
(b) General Liability. The Contractor shall have bodily injury liability insurance coverage written on a comprehensive form of policy of at least $500,000 per occurrence.
(c) Automobile Liability. The Contractor shall have automobile liability insurance written on a comprehensive form of policy. The policy shall provide for bodily injury and property damage liability covering the operation of all automobiles used in connection with performing the contract. Policies covering automobiles operated in the United States shall provide coverage of at least $200,000 per person and $500,000 per occurrence for bodily injury and $20,000 per occurrence for property damage or loss.
(d) Aircraft Public and Passenger Liability. When aircraft are used in connection with performing the contract, the Contractor shall have aircraft public and passenger liability insurance. Coverage shall be at least $200,000 per person and $500,000 per occurrence for bodily injury, other than passenger injury. Coverage for passenger injury shall be at least $200,000 multiplied by the number of seats or passengers, whichever is greater.
