C - Description/Specifications
C.1 INTRODUCTION
It is estimated that approximately 1,100 acres of prairie dog colonies will be treated using pre-bait oats and prairie dog bait treated with zinc phosphide rodenticide in designated locations on the Thunder Basin National Grassland system lands in Wyoming. Poisoning will occur within the designated prairie dog colonies on the attached maps.
C.2 BACKGROUND
This project is a result of the Prairie Dog Management Strategy and Land and Resource Management Plan amendment #3 on the Thunder Basin National Grassland and the updated December2015 Conservation Assessment and Strategy. Most of the control areas will be located adjacent to private land. The purpose of the control is to mitigate the effects of prairie dogs expanding from NFS land onto private land.
C.3 SCOPE
The work will be located on the Thunder Basin National Grassland which is located in the northeast portion of Wyoming. The Thunder Basin National Grassland is administered out of the Douglas Ranger District Office located in Douglas, Wyoming.
Acres to be treated is approximately 1,100 acres with an optional addition of up to 500 acres.
Treatment period will begin October 1 and end December 31, 2016.
C.3.1 APPLICABLE DOCUMENTS
Maps of control colonies will be attached. Priority prairie dog colonies will be indicated on site specific maps provided by the Forest Service after the contract is awarded and the Contractor shall treat these colonies by listed priority.
C.4 TECHNICAL REQUIREMENTS
C.4.1 Application of Pre-bait:
Pre-baiting should be accomplished prior to treatment with zinc phosphide oats to assure acceptance of the treated bait. To pre-bait, place one teaspoon (4 grams) of untreated steamrolled oats on each active mound. Apply within a six (6) inch spot on the edge of each active prairie dog mound. The pre-bait should be consumed prior to baiting. Generally, bait may be placed 2 to 3 days following pre-bait, but only if at least 50% of the pre-bait has been consumed.
C.4.2 Application of Bait:
An application rate of 95% will be used; meaning that of all active holes within the treatment area, 95% of the holes will be treated. Application rate shall not exceed one teaspoon or four (4) grams per bait spot. Bait shall be applied by hand within a six (6) inch bait spot on the edge of each active prairie dog mound. Inactive or plugged burrow entrances should not be treated. All treatment operations will cease at the end of the work day on December 31, 2016.
C.4.3 Timing:
The Contractor shall apply the pre-bait first. The bait will only be applied when visual observation indicates that 50 percent or more of the pre-bait application has been eaten. Pre-bait and bait application shall cease two hours prior to sunset. Given the timing of this contract weather conditions may not be ideal. The Contractor should recognize that there may be a small window of time for desired weather conditions for application and that the full contract time (October 1, 2016 to December 31, 2016) may not be suitable for treatment due to weather.
Therefore, the Contractor should take this into consideration when planning the work to be completed. We will provide project maps with colonies identified for priority treatment. The Contractor shall attempt to treat these priority areas first.
C.4.4 Ground and Weather Conditions:
Bait will not be applied when ground conditions are so moist that the zinc phosphide will be diluted. Bait should not be applied during periods of precipitation or when visual or forecasted weather conditions indicate that precipitation is likely to occur within 2 hours after baiting.
C.4.5 Colonies to be Treated:
The prairie dog colonies or portions of colonies to be treated are specified by the Forest Service on the attached general location map(s).
C.4.6 Follow Label:
The Contractor will follow all Zinc Phosphide Prairie Dog Bait label instructions as required by law. The Contractor is responsible for following and meeting Wyoming State requirements for holding a current applicators license for the application of Zinc Phosphide Prairie Dog Bait and associated pre-bait. Comply with all Wyoming Pesticide application rules and regulations.
C.4.7 Labor, Equipment and Materials:
The Contractor shall furnish all pre-bait, bait, labor, equipment, and materials to load, transport, treat designated colonies and safely store and properly dispose of the bait and pre-bait.
C.4.8 Bait and Pre-bait Handling:
The Contractor accepts responsibility/liability for the proper transportation, storage and disposal of bait, pre-bait and containers. Loading of bait onto equipment will not occur outside of boundaries of colonies designated for treatment. Any spill of bait in excess of normal treatment amounts will be reported on the same day to the Forest Service Inspector or COR, who will notify the CO. Spilled bait will be immediately removed and disposed of in accordance with label requirements and state and local regulation. Bait spilled on the ground will be considered contaminated and not allowed to be used for treatment. As bait is used, labels from bait bags will be provided to the Inspector or COR to monitor the amount of bait applied on this project.
C.5 RESOURCE PROTECTION CONDITIONS:
Contractors are expected to respond to sensitive resource conditions, i.e. limit travel as much as possible to existing two track roads to reach the prairie dog colonies especially when road conditions are poor/wet.
C.6 WORK PLAN SCHEDULE:
The Contractor shall prepare a work plan and schedule that demonstrates that work will be completed within the performance period of the contract.
The Contractor shall advise the COR of any periods that the Contractor will not be working if it is not specified in the accepted Work Plan.
The Contractor may update the work plan when work is in progress and submit for approval to the CO.
C.7 GENERAL:
The Contractor shall not begin work until a Notice to Proceed is signed and issued by the CO.
The Contractor shall apply the pre-bait and bait in two separate applications as described on the product label. The first application shall be the pre-bait consisting of clean oats, the second application shall be steam rolled oats treated with Zinc Phosphide Prairie Dog Bait.
Label application guidelines will be followed to avoid under baiting or over baiting. The degree of control may suffer if too little of bait is applied. If too much bait is applied it will remain a hazard to non-target birds or other animals and may serve as continued bait aversion to the remaining prairie dogs that consume sub-lethal doses. By following the recommended procedures and treating when acceptance of pre-bait is good, control of 90% of the population can be expected. If conditions or behaviors of prairie dogs result in no pre-bait being consumed then the Forest Service has the option to stop work on the contract.
C.8 FLAGGING OF AREA BEING TREATED: See C.4.5 and 11 and 12
C.9 MAPPING OF COMPLETED ACRES: See C.4.5
C.10 CONTRACTOR FURNISHED PROPERTY
The Contractor will provide a written WORK SCHEDULE as part of the quote package. This will include but not limited to items such as; plan of work, dates and time of work, numbers of crew members, approximate dates of work and locations, equipment to be used, phone numbers (day time, evening and emergency), Supervisory Personnel, and personnel that can accept notices and take action on them, and order of work. GPS files will be provided to the Forest Service.
C.11 ACCESIBILITY:
Most units are accessible by Forest Service roads. Accessibility may be determined from local Forest Service personnel or maps which will be furnished by the Forest Service. Contractor shall be responsible for adhering to the USDA Forest Service travel management plan, including yearlong or seasonal closures to motor vehicles, unless authorization is obtained. It is the responsibility of the Contractor to determine the most suitable route to a prairie dog colony treatment area.
It is common practice to utilize ATV’s/UTV’S during treatment of prairie dogs. Most two-track roads are accessible by four-wheel drive pickup trucks with ATV/UTV trailers if dry or frozen soil conditions exist. However, between the months of October and December there is likelihood that the roads or portions of roads will be inaccessible to 4-wheel drive pickup trucks. Prairie dog colony locations may necessitate that a Contractor use an ATV/UTV from accessible points. The Forest Service assumes no responsibility to maintain roads in a passable condition.
C.11 Boundary Line Control: The Contractor will be responsible for maintaining the boundary line between private land and Forest Service. Also will be responsible to maintain any internal boundary lines that may be imposed by the Forest Service.
C.12 Mapping of Completed Acres: The Contractor will GPS the entire perimeter of each prairie dog colony treated to determine actual acres treated for payment. Forest Service may do spot mapping to insure accuracy of acres treated.

E.2 INSPECTION:
The Contractor shall inspect the work in accordance with the accepted Quality Control Plan.
What is this? All Contractor inspection records shall be provided to the Forest Service at the time a prairie dog colony has been treated with either pre-bait or bait. All records shall be signed and dated by the person who conducted the inspection.
The Forest Service reserves the right to inspect any data submitted by the Contractor indicating acres of treated prairied dog colonies, including Contractor inspected prairie dog colonies. As an initial guide, the Forest Service shall inspect a minimum of 55% of the treated prairie dog colony acres and determine work acceptance.
The Contracting Officer’s Representative (COR) and/or Inspector and Contractor will communicate on the progress of the work and keep records of their quality control inspections on treated acres within a prairie dog colony. The COR and/or Inspectors will evaluate the work and determine if it meets the Acceptable Quality Level as outlined in the Performance Requirement Summary.
E.2.1 Inspection of Work
The Forest Service will inspect the baiting and pre-baiting of designated prairie dog colonies to determine compliance with Contract specifications and to provide a basis for payment at the time of treatment by the Contractor. Payment will be based upon actual acres treated. These inspections will be made without cost to the Contractor.
The Forest Service will make compliance inspections throughout the period of work. Any contract re-inspection required will be at the Contractor's expense. Inspections will be made by the Forest Service while the work is being conducted to ensure 95% of the active holes are treated. It is the Contractor’s responsibility to keep the Inspector and/or COR updated on operations that deviate from the Work Plan.

Forest Service inspections will be performed to evaluate contract specification compliance. On the ground visual inspections will be used to evaluate contract compliance.
E.2.2 Rework of Unacceptable Work The Forest Service reserves the right to require unacceptable work, as determined under Section E.3.1.2, Determination of Acceptable Work, to be reworked. Upon written notification by the CO or COR that treatment (pre-bait or bait) of or portion of a designated prairie dog colony is unacceptable, the Contractor shall be required to complete rework before beginning work on another prairie dog colony. The Forest Service will specify rework requirements for each area with unacceptable treatment.
The Forest Service will re-inspect acres of designated prairie dog colonies that have been retreated to determine compliance and effectiveness.
If reworked and re-inspected designated prairie dog colonies fail during the first re-inspection, additional rework may be allowed at the discretion of the CO. Failure to pass inspection may result in contract default.

(i) Any such clause is unenforceable against the Government.
(ii) Neither the Government nor any Government authorized end user shall be deemed to have agreed to such clause by virtue of it appearing in the EULA, TOS, or similar legal instrument or agreement. If the EULA, TOS, or similar legal instrument or agreement is invoked through an "I agree" click box or other comparable mechanism (e.g., "click-wrap" or "browse-wrap" agreements), execution does not bind the Government or any Government authorized end user to such clause.
