GIS Data Services
This contract requires nationwide professional Geographic Information System (GIS) development, analytical, and data services to the USDA Forest Service (USDA FS). The technical services include: 1) data conversion, processing, and integration in accordance with the Forest Service's GIS Data Dictionary and other standards; 2) linking of the GIS spatial data with Oracle or SQL databases; 3) generation of related metadata to Federal Geographic Data Committee standards; 4) miscellaneous technical support, including training, analysis, map development, etc; and 5) GIS application and associated programming in the desktop, server, and internet environments. Project size will typically involve large parts of, or an entire, National Forest (50,000 to 5 million acres), and may include part or all of the USDA FS GIS Data layers at one time. The possibility exists for non‑core data themes to also be processed.
For those positions designated as “off-site”, the Contractor shall provide all the facilities, labor, supervision and equipment necessary to provide the above-mentioned services. For those designated as “on-site” the contractor will be required to perform the job functions at the Geospatial Service and Technology Center (GSTC) facilities in Salt Lake City, UT. Other FS units may also request and receive on-site services covered under the contract. For on-site positions, the Government will provide at the GSTC facility, or other FS requesting unit, all necessary equipment and oversight for the Contractor personnel to perform their role. The services described under items 1) through 5) above may be requested by any FS office. The nature of the work to be performed under this contract primarily involves the geospatial sciences and GIS, and includes, but is not limited to, some or all of the following: photogrammetry, remote sensing, geospatial data management, application development and data manipulations, GIS training, and web service development and administration.
The contractor shall provide:
Spatial and Tabular Data Conversion and Integration
Contractor shall provide data conversion, processing, and integration.
GIS Analysis
The Contractor shall provide GIS analysis support on an as-needed basis for National, Regional, or Forest-level projects.
Cartographic Services and Products This includes hard copy and digital cartographic outputs.
GIS Application and Tool Development This includes geospatial web design, development and hosting capabilities.

Methodology and Work Schedule Quality Control Plan Weekly Progress Report Descriptions of Services and Personnel Qualifications GIS Analyst The GIS Analyst shall assist government staff with determining approaches to solving geospatially-related problems and estimating geospatial work requirements for Forest Service projects (i.e. developing scope, schedules). They shall conduct often complex and advanced geospatial analyses including but not limited to: multi-criteria analysis, viewshed analysis, travel-time calculations, and geographically-weighted regression analysis. They shall also assist government staff with ensuring file naming conventions and file storage rules are followed for geospatial holdings in GSTC and the Forest Service’s enterprise data centers.
The GIS analyst shall possess the following REQUIRED qualifications:
· Minimum 3 years experience in geospatial analysis w/ advanced degree or minimum 6 years experience w/ Bachelor’s degree.
· Minimum 1 year of working experience and formal training in creating custom scripts for modeling in ArcGIS.
· Demonstrated thorough experience in the use of the ESRI ArcGIS Desktop Suite and all associated data types (vector, raster).
· Demonstrated experience working effectively as part of a project team.
The GIS analyst shall have a majority of the following CORE qualifications:
· Over three years experience creating custom scripts for use with the ArcGIS suite.
· Demonstrable experience modeling in ArcGIS.
· Experience with creating custom hardcopy and digital cartographic products.
· Demonstrable experience working with multiple imagery types.
The following are DESIRED qualifications that will improve a GIS analyst qualification score:
· A college degree related to geography, geographic information systems, remote sensing, or physical/biological/environmental discipline with a strong emphasis in geospatial analysis and modeling.
· Previous experience working with the USDA Forest Service, BLM, NPS, or other natural resources related agency.
· Work experience or college education directly related to forestry and/or natural resources.
GIS Specialist The GIS Specialist shall assist government staff with determining approaches to solving geospatially-related problems and estimating geospatial work requirements for Forest Service projects (i.e. developing scope, schedules). They shall conduct fairly simple spatial analyses or assist more senior GIS analysts with more advanced geospatial analyses including but not limited to: multi-criteria analysis, viewshed analysis, travel-time calculations, and geographically-weighted regression analysis. They shall also assist government staff with ensuring file naming conventions and file storage rules are followed for geospatial holdings in GSTC and the Forest Service’s enterprise data centers.
The GIS Specialist shall possess the following REQUIRED qualifications:
· Minimum 1 years experience in geospatial analysis w/ advanced degree or minimum 4 years experience w/ Bachelor’s degree.
· Demonstrated familiarity with creating custom scripts for modeling in ArcGIS.
· Experience demonstrating a strong background in the use of the ESRI ArcGIS Desktop Suite and all associated data types (vector, raster).

Senior Geospatial Application Developer Responsible for performing analysis, design, coding, testing, verification, validation, and maintenance of ArcGIS desktop software solutions. Analyzes and documents software requirements, prepares design specifications, develops software, creates and implements test plans and installation packages on desktop platforms. Uses knowledge of software lifecycle processes to ensure quality applications are designed, tested and delivered. Provides customer support during requirements gathering, systems integration and acceptance testing. Provides leadership relative to software development to peers and advocates best practice in configuration management, software design and testing and participates in peer code reviews. Provides senior-level support of the implementation of enterprise level processes and/or procedures. Works on problems of diverse scope and will be responsible for project results in terms of code quality, delivery schedule, requirements management. Responsible for the technical direction, and training of subordinate staff as needed. Regularly interacts with functional peer group, managers, and customer staff.
The Senior Geospatial Application Developer shall possess the following REQUIRED qualifications:
· Minimum Bachelor’s degree in Computer Science, Geography, or related field with strong emphasis in programming.
· Minimum 8 years experience in application development with at least 5 years experience developing geospatial applications.
· Working knowledge of ArcGIS desktop functionality.
· Working knowledge of ArcGIS desktop client/ArcSDE server interface.
· Demonstrated experience with enterprise geospatial solution design and development
· Experience demonstrating proficiency in developing applications using ESRI ArcObjects technology.
· Experience demonstrating proficiency in developing geospatial applications in the ESRI .NET environment.
· Experience demonstrating proficiency in configuring and customizing the ArcGIS user tools, commands, and interfaces using programming languages, APIs and, techniques currently supported by ESRI (C#, VB.NET, etc.).
The Senior Geospatial Application Developer shall have a majority of the following CORE qualifications:
· Demonstrated knowledge geodatabase design
· Demonstrated knowledge of geoprocessing tools.
· Demonstrated experience incorporating web services in to desktop geospatial applications.
· Demonstrated experience in developing geospatial applications using scripting languages such as Python.
· Demonstrated experience developing ESRI mobile GIS applications.
The following are DESIRED qualifications that will improve a Senior Geospatial Application Developer qualification score:
· Masters degree in Computer Science, Geography, or related field with emphasis in programming.
· Eight or more years experience developing geospatial applications.
· Demonstrated experience in development of web based applications using ArcGIS Server
· Demonstrated experience in creation and management of map services and web based content

The Senior Geospatial Web Application Developer shall possess the following REQUIRED qualifications:
· A minimum of a Bachelor’s degree in Geography, Computer Science, or related field.
· A minimum of eight years of experience in web application development with a minimum of three years experience developing geospatial mapping/analysis applications for use on the internet.
· Demonstrated experience with enterprise geospatial solution design and development using ESRI technology
· Proficient in development of web based applications using ArcGIS Server
· Proficient in ArcGIS Server Installation and Configuration
· Proficient in creation and management of map services and web based content
· Demonstrated experience in providing web application development services with specific experience in OGC services, ArcGIS services, ISO Metadata, JavaScript, PHP, AJAX, and XML/XSL, JQuery, JSON, Silverlight, Flash, ASP.NET, Flex, etc.
· Strong working knowledge of web services, including both SOAP and REST based services.
· Demonstrated extensive knowledge in basic Web development technologies including HTML, CSS, JavaScript
The Senior Geospatial Web Application Developer shall have a majority of the following CORE qualifications:
· Demonstrated experience configuring and customizing the ArcGIS Desktop user tools, commands, and user interface using programming languages, APIs and techniques currently supported by ESRI (C#, VB.NET, etc.).
· Demonstrated experience developing applications using ESRI ArcObjects technology.
· Demonstrated knowledge of working with ArcSDE in the ArcGIS Server and Oracle environment
· Demonstrated knowledge of ArcGIS Desktop functionality.
· Demonstrated knowledge of geodatabase design.
· Demonstrated knowledge of geoprocessing tools.

Senior Geospatial Training Developer/Instructor The mission of the Geospatial Training Developer/Instructor is to develop and deliver basic, intermediate, and advanced geospatial analysis instruction of the ESRI product suite of ArcMap, ArcCatalog, ArcToolbox, ArcGIS Explorer, ArcGIS Services, and other GIS related technologies to the community of Forest Service employees and cooperators. Create, manipulate, and update ArcGIS projects, manipulate layers and features in map displays, attributes tables, and graphs. Provide support for the installation, licensing, and operation of ESRI geospatial software in a desktop and enterprise environment as part of a geospatial helpdesk. The incumbent will work as part of a team of contract and government geospatial analysis experts to develop applied geospatial training for current and future Forest Service desktop and enterprise geospatial systems. The Senior Training Developer is viewed as a subject matter expert in the areas of GIS, training development and delivery.
Duties include:
· Develop innovative workflows to analyze and model geospatial data to resolve natural resource issues and planning suitability problems using ESRI desktop and server based geospatial applications;
· Development and revision of GIS courses. This effort is to include the integration of multimedia course instructional materials for delivery via the internet, through web-conferencing, or in a classroom environment;
· Work with Forest Service analysts and management to create new and forward-looking course curriculum to satisfy agency Geospatial requirements;
· Classroom management;
· Delivery and support of mobile training team geospatial analysis training to external customers.
· Provide ESRI software installation, licensing, and operational support through a geospatial helpdesk;
· Develop knowledge management help documentation to support employees on common frequently asked geospatial support questions.
The Senior Geospatial Training Developer/Instructor shall possess the following REQUIRED qualifications:
· Bachelors degree in Geography, Geodetic Sciences, or a GIS related field in the biological, physical, or environmental sciences
· Minimum seven years experience (or Masters degree plus five years experience) developing geospatial training materials for a broad range of ESRI and other desktop and server based applications and workflows for distribution via the intranet and/or classroom using a variety of training development tools .
· Demonstrated Subject matter expertise in the areas of Geographic Information Systems principles, theories, concepts, techniques and applications.
· Proven experience in developing/delivering presentations, web-based tutorials, and geospatial applications to classes of various sizes.
· Demonstrated experience presenting innovative geospatial topics and/or workflows at conferences and to professionals within the geospatial community;
· Proven excellent writing and briefing skills including command of grammar and business communications style, i.e., the ability to convey ideas clearly and concisely.
· Demonstrated experience with MS Office and associated software tools, e.g., Microsoft PowerPoint, Word, Excel, and Access.
The Senior Geospatial Training Developer/Instructor shall have a majority of the following CORE qualifications:
· Three or more years experience with virtual training delivery such as webinars.
· Five or more years experience creating self paced online geospatial coursework.
· Five or more years experience teaching in a classroom setting.
· One year experience developing training for the intranet using Adobe Captivate.
· Three or more years experience publishing, consuming, querying, and analyzing ESRI and OGC geospatial web services.
· Expert knowledge of the operation, installation, and license administration of ESRI GIS software.
The following are DESIRED qualifications that will improve a Senior Geospatial Training Developer/Instructor’s qualification score:
· Practical working experience in a helpdesk support environment.
Geospatial Training Developer/Instructor The mission of the Geospatial Training Developer/Instructor is to develop and deliver basic, intermediate, and advanced geospatial analysis instruction of the ESRI product suite of ArcMap, ArcCatalog, ArcToolbox, ArcGIS Explorer, ArcGIS Services, and other GIS related technologies to the community of Forest Service employees and cooperators. Create, manipulate, and update ArcGIS projects, manipulate layers and features in map displays, attributes tables, and graphs. · Demonstrated working knowledge of the principles and applications of geographic information systems.
· Demonstrated experience in developing presentations, Web-based tutorials, and geospatial applications
· Proven excellent writing and briefing skills including command of grammar and business communications style, i.e. the ability to convey ideas clearly and concisely.
· Demonstrated experience with MS Office and associated software tools, e.g., Microsoft PowerPoint, Word, Excel, and Access.
The Geospatial Training Developer/Instructor shall have a majority of the following CORE qualifications:
· Demonstrated experience with virtual training delivery such as web conferencing.
· Working knowledge of Adobe Captivate for use in web based course development.
· Demonstrated experience consuming, querying, and analyzing ESRI and OGC geospatial web services.
· Ability to install license and operate ESRI GIS software.
The following are DESIRED qualifications that will improve a GIS analyst qualification score:
· MS/MA degree in Geography, Geodetic Sciences, or a GIS related field in the biological, physical, or environmental sciences.
· Three or more years of practical working experience in developing and delivering geospatial training.
· Two or more years of practical working experience in a helpdesk support environment.
GCDB Cadastral Analyst The GCDB Cadastral Analyst/Surveyor shall assist government staff with the creation and maintenance of the Forest Service’s GCDB for all National Forest System Lands (NFS) using a variety of software. The GCDB (Geographic Coordinate Data Base) renders the most dependable coordinates available for the U.S. Public Land Survey System (PLSS) corners nationwide. They shall conduct research of Official United States land survey records and will need an understanding of both PLSS and Metes-n-Bounds methods, procedures and interpretation of land descriptions, Junior/Senior rights, State (private) Land Survey Plats, State (private) Corner Records, land title, deeds, patents, use restrictions, and use of/or knowledge of Federal Land Status Records. They will often be the key person responsible charge of all GCDB products for an assigned region.
The Cadastral Analyst shall possess the following REQUIRED qualifications:
· Minimum 5 years experience in Cadastral GIS w/ advanced degree or minimum 8 years experience w/ Bachelor’s degree.
· Certified as State Licensed Professional Land Surveyor (for any state).
· Demonstrated work experience using ESRI survey analyst extension, AutoCAD or other related drafting software.
· Demonstrated ability to learn Bureau of Land Management (BLM) WINGMM or CAPD software for creating land survey plats, survey or parcel GIS data sets.
· Demonstrated thorough experience in the use of the ESRI ArcGIS Desktop Suite and all associated data types (vector, raster).
· Demonstrated ability to compute the geographic coordinates of PLSS corners using official cadastral survey record data.
· Demonstrated experience working in the PLSS and Metes-n-Bounds environment.
The Cadastral Analyst shall have a majority of the following CORE qualifications:
· Demonstrated experience of at least five years in the use of Global Positioning System technology and conventional surveying methods.
· Demonstrated knowledge and skill in understanding, using and creating GIS compatible data for a Land Information System regarding the survey fabric and/or parcel fabric to identify spatially land ownership from land survey data to create a GCDB data set from paper and/or digital records
· Demonstrated knowledge of geodesy relative to the use and understanding of coordinate systems (local, geographic, State Plane and UTM), projections, datum (NAD 27, NAD83, WGS 84, NGVD 29 and NAVD 88), transformations, coordinates at Ground or on the Ellipsoid, use of true, grid and magnetic direction relative to land surveying.
· Demonstrable experience in researching, understanding, interpretation of Official United States land survey records both PLSS and Metes-n-Bounds descriptions, Junior/Senior rights, State (private) Land Survey Plats, State (private) Corner Records, land title, deeds, patents, use restrictions, use of/or knowledge of Federal Land Status Records.
· Experience using WINGMM to create GCDB datasets.

Geospatial Data Manager Under minimal supervision, provides geospatial data management support to a data center. Advises management on the acquisition/installation of hardware equipment, software, and maintenance agreements relating to data management. Assists in the development of appropriate equipment specifications for submission to vendors. Assists in any required conversion from previous systems to newly developed systems to ensure a smooth conversion. Works in conjunction with other organizations to rectify data errors, assess needs and develop solutions to make processes more efficient. Oversees the integrity, maintenance and dissemination of spatial data according to standard data policies and procedures. Manages the organization and directory structures for the geospatial data to allow accessibility and efficient storage. Data managers provide data descriptions and metadata so data users know what shareable data are available, what the data mean, and how to access the data. Takes responsibility for data security and ensures that a proper backup and recovery procedure is in place for the geospatial and related tabular data. Cooperatively works with committees to determine needs for shared data and effectively works within the agency’s standards for sharing data. Participates in regular meetings of the organization and prepares reports as requested or on a periodic basis.
The Geospatial Data Manager shall possess the following REQUIRED qualifications:
· Five years experience in the Information Technology field
· Most recent two years of work experience involving the generation, installation and maintenance of resident hardware and software packages
· Demonstrated experience working with server-based Oracle databases and applications
· Demonstrated experience in computer programming and solving data management problems.
· The candidate must demonstrate strong problem solving skills and effective interpersonal skills.
The Geospatial Data Manager shall have a majority of the following CORE qualifications:
· Demonstrated experience in using Oracle SQL
· Demonstrated experience in the UNIX and Windows operating systems including commands and script construction

Cartographer
The Cartographer shall assist government staff with producing and developing cartographic maps and displays related to the work requirements for Forest Service projects(i.e. product requirement, maps, graphics, display, web map services, etc.). They shall work closely with team members of various GIS specialist roles, project managers, and GSTC customers; gathering and carrying out specific cartographic requirements. They shall also assist government staff with ensuring file naming conventions and file storage rules are followed for geospatial holdings in GSTC and the Forest Service’s enterprise data centers.
The Cartographer shall possess the following REQUIRED qualifications:
· Minimum 5 years experience with creating custom hardcopy and digital cartographic products that includes thematic mapping.
· Demonstrated thorough experience in the use of the ESRI ArcGIS Desktop Suite and all associated data types (vector, raster).
The Cartographer shall have a majority of the following CORE qualifications:
· Demonstrable experience working with multiple imagery types.
· Demonstrated knowledge of photogrammetric principles.
· Demonstrated experience working effectively as part of a project team.
The following are DESIRED qualifications that will improve a Cartographer’s qualification score:

Web Hosting Administrator
Assist the government staff in administration of web hosting environment with geospatial application focus. Assists in capacity planning for new and existing infrastructure. Monitors and evaluates hosting environment and services for performance and usage trends. Manages change management processes for all stages of deployment lifecycle.
The Web Hosting Administrator shall have the following REQUIRED qualifications:
· Minimum 3 years demonstrated experience creating and debugging web applications and services
· Minimum 3 years demonstrated experience administering ESRI’s ArcGIS server 9.2 or higher
· Demonstrated understanding of application development lifecycle including planning, design, testing, deployment, operations and maintenance, and retirement.
The Web Hosting Administrator shall have a majority of the following CORE qualifications:
· Demonstrated strong knowledge of SQL/Oracle Database
· Demonstrated experience or education directly related to Information Technology as applied to Geographic Information Systems, (GIS).
· Demonstrated experience with web analytics tools such as Web Trends, Google Analytics, or AWStats

Spatial Database Administrator – SQL Server A Spatial Database Administrator (Spatial DBA) works to develop and maintain spatial database functionality, directly supports geospatial analysts and application developers, and assists with agency-wide database administration needs. Database management skills, including database design and programming skills, are required in addition to experience in implementing and administering ESRI’s Spatial Database Engine (ArcSDE) technology. The position requires strong analytical and problem solving skills, information technology skills, and effective verbal and written communication skills. A Spatial DBA must be able to make recommendations to management on spatial database design and deployment strategies.
The Spatial Database Administrator shall have the following REQUIRED qualifications:
· Bachelor of Science (BS) or higher degree in Computer Science, Information Systems/Information Technology, or other technical field with sufficient computer emphasis to convey the skills necessary for the position.

Graphic Designer/GUI (Graphical User Interface) Designer
The Graphic Designer will work with technical mapping and GIS experts who use geospatial data to portray information about natural resources (forestry, wildlife management, hydrology, etc.) in a nontechnical way. The ability to simplify technical information is an important aspect of the position. Graphically portrayed information typically includes geographic or spatial data sources, thematic maps, graphs, pie charts, tables, and others. The successful candidate will be responsible for all aspects of web design, including project storyboards, interface design, web graphics creation/optimization, and web usability. The candidate must have experience working in a collaborative environment with project managers and web developers to design and build web applications. The successful candidate will need to take verbal and written requests and translate them into creative, well-designed products. The position requires creating and implementing web site style guides and templates to ensure consistency with web design standards. Other tasks include the design of posters, web banners, ads, online demos and other marketing materials. Occasional assistance with project documentation and the presentation of storyboard content will be required, so excellent written and oral communication skills are necessary. GIS (Geographic Information Systems) and cartographic experience is useful but not required.
Duties Include:

ADVANCE \d7All metadata shall be prepared in compliance with FGDC standards supplemented by the following. All metadata should be stored in the same directory as the geospatial data file (e.g. coverage), except in the case of feature or individual record based metadata which is normally stored in USDA FS databases such as NRIS, ALP, TIM, or INFRA.
