Seed Supply Lower Ebbs Fire Stabilization Holden, Utah

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals/quotations are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ). Submit only written quotations for RFQ AG-84M8-S-17-0001. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-91. This acquisition is 100% set-aside for Total Small Business. The associated NAICS code is 424910 Farm Supplies Merchant Wholesalers with a size standard of 200 employees. The line item description is as follows:

Description of Requirement/SOW

1. Scope of Contract

Provide the following grass seed species and ship them to the Great Basin Seed Warehouse in Ephraim Utah to be mixed with seed supplied by the Utah Division of Wildlife Resources. Seed must meet viability and weed free certification standards. Winter wheat pounds is listed in bulk weight. The other 3 species are pure live seed weights. The bulk weight may be more than the pure live seed weight.

· Winter Wheat: 62,255 lbs (bulk pounds)

· Bluebunch Wheatgrass (Agropyron spicatum): 4076 lbs pure live seed (pls)

· Thickspike Wheatgrass (Agropyron dasystachyum) – Critana: 4076 lbs pure live seed (pls)

· Slender Wheatgrass (Agropyron trachcaulum) – Pryor: 2038 lbs pure live seed (pls)

Prior to shipment to the Great Basin Seed Warehouse the seed will be made available for inspection by Forest Service personnel to ensure viability and weed free criteria. Seed will be shipped once the Forest Service receives acceptable viability/weed free sample results and contacts the provider.

Delivery to the Great Basin Seed Warehouse must occur within 2 days of notification that the seed is viable and weed free from the Forest Service.

(a) The intent of this solicitation and any resultant contract(s) is to obtain the services described herein. All services procured shall be accomplished in a safe, effective, environmentally aware manner and in accordance with all federal, state, and local laws and regulations.

(b) The Contractor shall keep and maintain programs necessary to assure safety of ground and flight operations as required. The development and maintenance of these programs are a material part of the performance of the contract. When, in the sole judgment of the Contracting Officer, the safety programs do not adequately promote the safety of operations, the Government may terminate the contract for default. Examples of such programs include but are not limited to: 1) Personnel Activities, 2) Maintenance, 3) Safety and 4) Compliance with Regulations.

(c) Contract personnel shall conduct themselves in a professional and cooperative manner in fulfilling this Contract

2. Equipment Requirements

(a) The contractor shall comply with all applicable federal, state, and local regulations and directives pertaining to safety, maintenance, and performance of all ground transportation equipment proposed for use under this contract.

3. Location and Description

The seed is to be delivered to the state seed warehouse in Ephraim Utah (Great Basin Research Center 494 W. 100 S. Ephraim, UT 4627 Phone: (435) 283-4441. The contractor is responsible for transporting bagged seed (approximately 72,445 lbs) to the warehouse.

5. Site Visit

One site visit will be needed to perform seed viability and weed free testing. This will be accomplished within 3 to 5 days of the contract award.

6. Technical Specifications

Contractor must demonstrate technical capability to provide the quantity of seed species requested without substitutions. Contractor must have the capability to transport the seed or acquire transport to the seed warehouse. Seed must be available for inspection 3 to 5 days after award. Seed must be shipped and received at the Great Basin Research Station within 2 days after weed free/viability testing is completed.

Contractor-Furnished Items/Services.

a) The contractor shall furnish seed to the Great Basin Research Center in Ephraim Utah. This includes transportation. Equipment at the Great Basin Research Center is available to off load the seed. The Contractor is responsible for all costs incidental to equipment use needed to transport seed to the Research Center including all Contractor-furnished property.

7. Government Quality Assurance

Quality assurance will be performed by the Government during the project at the viability/weed free testing site visit. Methods may include visual survey, pulling samples, and counts of bags and weight verification to ensure appropriate species and amounts are available. Deduction for work may include rework if seed is not viable and or improper species are provided at no cost to the Government or Government acceptance with price reduction.

8. Contractor Quality Control

The Contractor, not the Government, is responsible for management and quality control actions to meet the terms of this work order. The role of the Government is quality assurance to ensure contract standards are met.

Records of quality inspections shall be kept and made available to the Government throughout the performance period and for the period after contract completion until final settlement of any claims under this contract. This includes shipping tags and lot shipment details.

The provision at 52.212-2, Evaluation—Commercial Items, applies to this acquisition. The evaluation criteria, listed under paragraph (a) of this provision, are as follows:

Evaluation Criteria

A contract award will be awarded to the lowest-priced technically acceptable offeror. Proposals will be evaluated for acceptability but will not be ranked using non-price factors. In order to be eligible for award, offerors must receive a rating of “acceptable” in the non-price factor (below). In the interest of economy and efficiency, the Government will start by evaluating the technical proposal of the lowest-priced offeror and will award to that offeror if the technical proposal is rated “technically acceptable”. If the lowest offeror receives a rating of “unacceptable” for the non-price factor, the Government will then move on to evaluating the technical proposal of the next lowest offeror and so on until a proposal is rated “technically acceptable”. Therefore, the technical proposals of the non-low price offerors may or may not be evaluated.

The following will be used to determine technical acceptability:

SCHEDULE:

In order to receive a rating of “acceptable” for this factor, offeror must, at a minimum, outline or briefly describe its capability, capacity, and plan to complete the requirements of supplying the proper seed species within a 5 day time period after the award is made. Describe how mobilization will occur and how offeror will ensure seed supplies will be provided for inspection 5 days after award and delivered 2 days after approval from the Forest Service.

PRIOR EXPERIENCE:

In order to receive a rating of “acceptable” for this factor, offeror must demonstrate prior experience as it relates to this requirement.

PRICE: Award will be made to the lowest priced offeror that is evaluated as “acceptable” for the Schedule and Prior Experience factors above.

The provision at 52.212-1, Instruction to Offerors—Commercial, applies to this acquisition.

The provision at 52.212-3, Offeror Representations and Certifications—Commercial Items, applies to this acquisition. Offerors shall include a completed copy of the provision (‘Attachment 1, Reps and Certs’) with their Quotation.
