Frye Fire Aerial Seeding
Performance Requirements Summary
SCOPE OF WORK
The contractor shall provide all the following, including but not limited to, equipment and identified seed mix, certified to be weed-free with proven documentation, loading equipment, safety equipment, transportation, lodging and meals for contractor personnel. Contractor shall provide all incidentals to complete this work.
In support of the Burned Area Emergency Response Plan (BAER) the Coronado National Forest has a requirement for seeding approximately 1023 acres of high severity burned area on the Frye
Fire. Seeding shall be applied at 16 pure live seeds per square-foot with the seed mix consisting of Barley. The seed must be certified weed free by an independent third-party seed lab that follows the standards of the Association of Official Seed Analysts. Seed lots should not contain any weed species prohibited on the Coronado National Forest as specified in the following table of species, unless specifically authorized by the Contracting Officer’s Representative.

The awarded contractor shall provide all seed, labor, supplies and equipment necessary to complete the work, along with the necessary laboratory testing of viability and weed free status documents submitted to the COR prior to the work commencing.

The work under this contract will consist of seeding the areas designated on the attached project map. The contractor is responsible for making all necessary arrangements for purchasing, delivery, storage, and unloading of seed to a staging area. The contractor is responsible for storage of seed at the staging area in a manner that keeps the seed dry to help facilitate even spread of the seed.
DEFINITIONS
Acceptable Quality Level (AQL). The maximum allowable deviation from perfect performance that may occur before the Government will invoke payment deduction.
An AQL does not allow a contractor to knowingly offer defective service, but limits reduced payment to circumstances in which defective performance results in a measured reduction in the value of services rendered.
Defective Service. A unit of service which contains one or more defects, or nonconformance with specified requirements.
Performance Requirements Summary. Identifies the key service outputs of the contract that will be evaluated by the government to assure contract performance standards are met by the contractor.
Quality Assurance. Those actions taken by the Government to assure services meet the
Requirements of the Performance Work Statement (PWS).
Contracting Officers Representative (COR). A Government person appointed by the contracting officer to help the contracting officer with contract admin and surveillance.
Government Inspector. A Government person responsible for surveillance of contractor performance.
Quality Assurance Surveillance Plan (QASP). An Organized written document used for quality assurance surveillance. The document contains specific methods the Government will use to perform surveillance of the contractor.
Quality Control. Those actions taken by a contractor to control the performance of services so they meet the requirements of the Safford Ranger District, Coronado National Forest.
Random Sampling. A sampling method in which each service output in a unit has an equal chance of being selected.
Hazardous Material. Materials that may or may not be identified that have a potential to be hazardous to humans, pets, wildlife or vegetation. Some examples are un-labeled containers that are leaking any substance, any kind of barrel, and syringes.
Development. Any structure not native to the area that has been installed.
Travelway. Ground surface that is designated by signage or appearance to be used by visitors to travel upon such as forest roads, pullouts, parking, or obvious pathways within a site boundary.
QUALIFICATIONS
Offeror shall be the owner, operator or authorized personnel, or shall be fully trained to operate, repair, maintain and service the product for which a quote will be provided. Offeror shall provide, seed, handling and loading equipment, safety equipment, transportation, lodging, and meals for their personnel. Contractor shall have sufficient equipment and personnel to complete the aerial application within 4 calendar days from start of work, weather permitting.
Contractor will be responsible for all seed acquisition per the mix specifications and all seed loading/handling operations in and around the location of operations.
Contractor shall be properly licensed and bonded to perform the work contained herein.
Contractor is responsible to obtain all licenses, permits and insurance required by the State of
Arizona and Federal Government.
Global Positioning Satellite (GPS) tracking equipment, fully functional and operating within manufacturer specifications, which can map application areas and download information for contractor and agency use shall be incorporated in this work. The contractor can substitute ground collected GPS data to document completion of the application areas.
SEEDING OBJECTIVES
1. Seed shall be applied at 55.75 lbs per acre (1023 acres).
2. No seed shall be applied during excessive rain, wind or snowstorms. Application will only be made when weather conditions allow.
3. Seeding applications will begin at higher elevations and proceed to lower elevations.
Seed will be applied in areas of primarily high burn severity. A certain amount of pilot discretion is recognized to be necessary while in the air to determine appropriate application within treatment areas. It is not necessary to apply seed in areas of low or unburned severity (green needles still on trees). The COR or inspector can assist in making this determination.
PROJECT SAFETY AND RESOURCE PROTECTION OBJECTIVES
1. Conduct project operations in a safe manner
2. Prevent spread of noxious weeds by ensuring all equipment is free of soil, seeds, vegetative matter, or other debris that could contain or hold noxious weed seeds.
3. Mitigate damage or potential damage to private property
SITE LOCATION
The project is located on the Coronado National Forest, approximately 15 miles southwest of
Safford, Arizona. The project area ranges in elevation from 9,000 to 9,500 feet. The area to be seeded occurs where high burn severity exists.
PERIOD OF PERFORMANCE
Work shall not begin until a Notice to Proceed is issued. The performance period shall be 4 calendar days.
GOVERNMENT FURNISHED PROPERTY
Project Map - A map of the project area will be provided with the solicitation.
GIS shapefile - A with coordinate system NAD 83, UTM Zone 12 will be provided with the solicitation.
SUBMITTALS
Quality Control Plan
A. The Contractor is responsible for Quality Control and shall provide a copy of its
Quality Control Plan (QCP) prior to start of the contract. The Plan must demonstrate how the Contractor shall assure that quality of performance meets the objectives and requirements of the contract. The QCP shall specify:
How quality will be monitored to ensure performance standards are met.
How the work will be supervised.
Identify the personnel responsible for performing quality control.
How results of the monitoring will result in quality performance.
B. Contractor Quality Control Inspection - The Contractor shall assure that performance meets contract specifications, in accordance with FAR 52.212-4, Contract Terms and Conditions—Commercial Items, paragraph (a), prior to requesting the Government to inspect for payment or acceptance. The Contractor shall contact the Contracting Officer upon completion of a unit. The Contracting
Officer may observe the Contractors inspection at any time and shall otherwise have unlimited access to the inspection data.
Daily Operational Report- Daily progress reports are required to be communicated to the
COR leader no later than 2000 hours each day, with the following information:
Updated maps indicating the areas (acres) within the polygons treated
Final Report- a final report (4 hard copies, one electronic) shall be provided, which includes at a minimum:
As-Built Project Application Map. This must delineate all areas covered by the product under this contract.
A written report of the daily field conditions, application rates, and areas covered
Site conditions, and any other pertinent data that records the application of the product.
FURNISHING AND STORAGE OF MATERIALS, EQUIPMENT AND SUPPLIES
The Contractor is responsible for determining the types and quality of materials, equipment and supplies necessary to accomplish the work in a timely manner. Unless otherwise stated elsewhere herein, the Contractor shall furnish all material, equipment and supplies required for the performance of the contract. All items shall comply with the specifications or commercial standards. The Contractor shall furnish and deliver items to the site of the work and store items in such a manner that their quality and fitness for work is preserved. All storage, staging and temporary work sites approved by the Government shall be restored to a satisfactory condition at the contractor’s expense.
PRE-WORK CONFERENCE
Prior to commencement of work, the Contracting Officer shall arrange a meeting with the contractor by phone to discuss the contract terms and work performance requirements.

ADDITIONAL REQUIREMENTS:
Superintendence: The Contractor shall perform the following: One supervisor, Conversant in the English language, shall be designated in writing by the Contractor for each crew. The written designation shall indicate the limits of the supervisor’s authority. When two or more people are designated as supervisor, their written delegation shall indicate the priority of their designations so no more than one person shall oversee a crew at any one time.
Work shall be performed in an organized systematic manner. Crew members shall not be scattered within or between units except as necessitated by on-the-ground conditions and only when authorized by the COR.
