Well
Pre-quote Tour Meeting & Site Visits
July 21, 2009 0900 MDT @ Supervisor’s Office
Attendees: Brenda Anderson and Dave Plummer for USDA Forest Service; David Burt for Hornet Drilling; Randy Taylor for Taylor Drilling
Notes:
Quotes are Due August 10, 2009 close of business (5:00 pm MDT)
Can fax quotes to (605) 673-9286 – note correction of fax number from page 36 of solicitation.
Contract time is 90 calendar days after issuance of notice to proceed.
Q: When does the Government want to start?
A: Would like to accomplish before winter if possible. Willing to work with Contractor if within a reasonable timeframe.
Q: Will someone be on site that we need to coordinate with?
A: We will attempt to have someone on site – most likely an inspector – if possible. The contractor can drill if no one is on site. The estimate for 300 feet will depend on actual depth of the drilling to hit water, if they need to be drilled deeper will require a contract modification. Any changes in contract price will need to come through the Contracting Officer (Brenda Anderson) for a contract modification.
These are range wells that will have a generator on them so there will be a limit to the depth that the generator can draw.
Q: Are these areas easy to access?
A: We will go to the sites if you are interested. (Yes, site visit arranged)
Reviewed the site locations and descriptions of the wells. Site 4 is the only well that will be drilled as an extension. Please review the well information provided in the contract. The existing casing is 8 inch for 22 feet with an open 6 inch well below that.
Q: Will that be similar to what the other wells will be.
A: The Specifications 2.04 Steel casing calls for 6 inch casing – length is determined by the State of South Dakota well drilling requirements.
This is a construction project, payrolls are required weekly – the Davis Bacon Wage rates are in the solicitation.
You are required to send in a copy of your SD Well Certification with your quote.
Bonds are required for job if awarded the contract. Bid bonds are not required.
Note that washing of equipment is required under this contract. Your equipment must be power washed and inspected before brining your equipment on to Forest Service land. This is to help prevent the spread of noxious weeds. An appropriate location will be designated to inspect before you start. If you take your equipment off site and return, it will need to re-washed and inspected.
Q: Is there any requirement for which site to start?
A: No, the contractor can provide there progress plan if awarded the contract which indicates which site they will start and how they plan to commence completing the project.
Q: Is the contractor responsible for permits to drill the wells?
A: Do not believe permits are required for range wells, they may be preauthorized – Site 4 especially. Permits are the responsibility of the Contractor. They will also need to file the appropriate paperwork upon completion.
Note the Fire Plan requirements for working in longer grass – shovel, fire extinguisher… A written safety plan is required – page 11 lines out the required information of your safety plan.
Q: Is a well cap required?
A: Yes, provide a temporary cap (pg 8 - Section 3.04) this can be welded on.
Q: Any wells at these sites?
A: These are new wells. Nothing to do with the abandoned wells advertised earlier this year.
A travel management map of the area is available at any Forest Service office.
Site Visit:
Site 3 – view first – Contractor can determine the location along FSR 469.1B – there is an old storage tank along the road for the general vicinity. Well site is to the west side of 869.1D road, several feet above the drainage bottom. Site has access from an old road template that comes off the 869.1B road near the intersection with 869.1D Site 4 – Meet at Bear Mountain Lookout turn off. This site has an overhead powerline close to the existing well casing – horizontal distance is less than 20 feet.
Site 1 & 2 – Meet at Rochford.
Q: Does a licensed well driller have to be on site the whole time that the well is being drilled?
A. Please review the requirements for the well drilling license. Chapter 46-6-9, 46-6-9.2, 46-6-9.4
