If applicable, Section 152 – Construction Surveying & Staking

Delete Section 152 in its entirety and substitute the following:

Description

152.01 Work. This work consists of construction surveying and staking of the project in accordance with the drawings and specifications. Furnish all labor, equipment, instruments, materials, transportation, and other incidentals necessary to complete the construction surveying and staking in accordance with these specifications and acceptable engineering practice. In addition, set grade-finishing stakes, and stake structures.

Conduct construction surveying and staking under the direction of a licensed professional engineer or land surveyor who is closely associated and familiar with the construction staking. Periodic visits to the project site are required.

Materials

152.02 Stakes. Furnish stakes of the type and quality normally used in highway survey work, and suitable for the intended use. Furnish stakes and hubs of sufficient length to provide a solid set in the ground with sufficient surface area above ground for necessary legible markings.

152.03 Government-Furnished Data. The government will set control points, and will furnish the Northing, Easting, and Elevation for each control point. Data relating to horizontal and vertical alignment, theoretical slope stake catch points, and other design data will be furnished by the government.

Surveying & Staking Requirements

152.04 General. Perform additional calculations for convenient use of government-furnished data. Provide immediate notification of apparent errors in the initial staking or in government-furnished data.

Before surveying or staking, discuss and coordinate the following with the CO:

(1) Surveying and staking methods,

(2) Stake marking,

(3) Grade control for courses of material,

(4) Referencing,

(5) Structure control, and

(6) Any other procedures and controls necessary for the work

All construction surveying and staking shall be within the tolerances shown in Table 170- A. Survey field notes shall be prepared in an approved format. Furnish all field notes and calculations that support pay quantities. All field notes and supporting documentation become the property of the government upon completion of the work.

Start work only after staking for the affected work is accepted. The construction survey and staking work may be spot-checked for accuracy and unacceptable portions of work may be rejected. Resurvey rejected work and correct work that is not within the tolerances specified in Table 170-A. Acceptance of the construction staking does not relieve the Contractor of responsibility for correction of errors discovered during the work and for bearing all additional costs associated with the error. Remove and dispose of all flagging, lath, stakes, and other staking material after the project is complete.

(a) Control points. Relocate control points in conflict with construction to areas that will not be disturbed by construction operations. Furnish the coordinates (Northings & Eastings) and elevations for the relocated control points before the original points are disturbed.

(b) Roadway cross-section. When required take cross-section normal to centerline.

The centerline spacing between cross-section locations shall not exceed 50 feet. Take additional cross-sections at breaks in topography and at changes in the typical section.

For each cross-section, measure and record points at breaks in topography, but at least every 15 feet. Measure and record points to at least the anticipated slopes and reference locations. Reduce all cross-section distances to horizontal distances from centerline.

(c) Slopes stakes and references. Set slope stakes and references on both sides of centerline at the cross-section locations. Establish slope stakes in the field at the actual point of intersection of the design roadway slope with the natural ground line. Set slope stake references outside the clearing limits. Include all references point and slope stake information on the reference stakes. When initial references are provided, slope stakes may be set from these points with verification of the slope stake location with field measurements. Re-catch slope stake on any section that does not match the staking report within the tolerances established in Table 170-A. Take roadway cross-section data between centerline and the new slope stake location for determination of earthwork quantities if required by Section 160.05(b) or Section 161.02(b), set additional references even when initial references are provided.

(d) Clearing and grubbing limits. Set clearing and grubbing limits on both sides of centerline at roadway cross-section locations, spurs, campsite use pads, and other areas requiring clearing as designated in Section 201.02.

(e) Centerline re-establishment. Reestablish centerline from control points. Spacing between centerline points shall not exceed 50 feet. Establish centerline as many times as necessary to construct the work.

(f) Grade finishing stakes. Set grade finishing stakes, for grade elevations and horizontal alignment, on centerline and on each shoulder at roadway and spur cross-section locations. Except for roads 14 feet or less in width, and spurs 16 feet or less in width, NO centerline stakes shall be required. Set stakes at the top of subgrade and the top of each aggregate course. Where turnouts are constructed, set stakes on centerline, on each normal shoulder, and on the shoulder of the turnout. In parking areas, set stakes at the center and along the edges of the parking area. Set stakes in all ditches to be paved.

The maximum spacing between stakes in any direction is 50 feet. Use brushes or guard stakes at each stake. Reset grade finishing stakes as many times as necessary to construct the subgrade and each aggregate course.

(g) Drainage structures. Stake drainage structures to fit field conditions. The location of the structures may differ from the plans. Perform the following:

(1) Survey and record the ground profile along centerline of structure.

(2) Determine the slope catch points at the inlet and outlet.

(3) Set reference points and record information necessary to determine structure length and end treatments.

(4) Stake ditches or grade to make the structure functional.

(h) Intermediate surveying and staking. Perform all surveying, staking, recording of data, and calculations as necessary to construct the project from the basic layout and controls established in (a) through (g) above. Perform additional surveying and staking necessary to execute individual work items. Re-measure roadway excavation quantities if it has been determined that any portion of the work is acceptable but has not been completed to the lines, grades, and dimensions shown on the plans or established by the

CO.

Construct breaks of at least 16 feet at least every 200 feet in a windrow. Do not place windrows against trees. A pioneer road may be constructed to provide an area for placement of windrows, provided the excavated material is kept within the clearing limits and does not adversely affect the road construction.

(2) Windrowing Large Material. Windrow construction slash that is 10 inches or more in diameter at the small end, and 7 feet or more in length, as specified in Subsection 201.05(b)(1). Treat smaller material by one or more of the other included methods for slash treatment.

(3) Windrowing & Covering. Place and compact construction slash as specified in Subsection 201.05(b)(1), and cover with at least 6 inches of rock and soil to form a smooth and uniform windrow.

(4) Scattering. Scatter construction slash outside the clearing limits without damaging trees. Limb all logs. Place logs and stumps away from trees, positioned so they will not roll, and are not on top of one another. Limb and scatter other construction slash to reduce slash concentrations.

(5) Burying. Bury construction slash at the locations SHOWN ON THE PLANS and designated on the ground. Mat construction slash down in layers, and cover it with at least 24 inches of rock and soil. Smooth and slope the final surface to drain.

(6) Chipping or Grinding. Process construction slash that is up to at least 4 inches in diameter and longer than 3 feet through a chipping machine or machine designed and operated to grind slash and stumps into pieces, such as a tub grinder. Deposit chips or ground woody material on embankment slopes or outside the roadway to a loose depth not exceeding 6 inches. Minor amounts of chips or ground woody material may be permitted within the roadway if they are thoroughly mixed with soil and do not form a layer.

(7) Piling & Burning. Deposit construction slash in areas SHOWN ON THE PLANS and designated on the ground. Construct piles so that burning does not damage standing trees. If burning is incomplete, repile and burn the slash remaining until pieces are reduced to less than 3 inches in diameter and 3 feet in length. Scatter the remaining pieces.

(8) Decking Unmerchantable Material. Deck logs that do not meet Utilization Standards specified in Subsection 201.03, and other material that exceeds the diameter and length in areas SHOWN ON THE PLANS. Other locations may be approved by the

CO.

Cut material into lengths not exceeding 32 feet, and remove all limbs. Decks are to be stable and free of brush and soil. Treat other material according to slash treatment methods SHOWN ON THE PLANS and in the SCHEDULE OF ITEMS.

(9) Placement in Cutting Units. Place construction slash from within cutting units and the adjacent 200 feet with cutting unit logging slash. Place construction slash at least 50 feet inside the cutting unit boundary such that it will not inhibit logging of the unit and may be treated by the prescribed logging slash treatment method.

(10) Removal. Remove or haul construction slash to locations SHOWN ON THE PLANS or designated on the ground.

(11) Piling. Pile construction slash in areas SHOWN ON THE PLANS or designated on the ground. Place and construct piles so future burning will not damage remaining trees.

Keep piles reasonably free of dirt from stumps. Cut unmerchantable logs into lengths of less than 20 feet prior to placement in the pile.

(12) Placing Slash on Embankment Slopes. Place construction slash on completed embankment slopes to reduce soil erosion where SHOWN ON THE PLANS. Place construction slash as flat as practicable on the completed slope. Place slash from the toe of the embankment to a point at least 24 inches below subgrade elevation. Priority for use of available slash is for: (1) through fills; (2) insides of curves; and (3) ditch relief outlets.

(13) Debris Mat. Use tree limbs, tops, cull logs, split stumps, wood chunks, and other debris to form a mat upon which construction equipment is operated. Place stumps upside down and blend stumps into the mat.

204 - Excavation and Embankment

Construction Requirements

204.06 Roadway Excavation

(a) General.

Add the following:

Retrieve material deposited outside of the clearing limits as directed by the CO. Place unsuitable material in designated areas.

204.06 Roadway Excavation.

Add the following:

(d) Pioneer Roads. Road pioneering, slash disposal, and grubbing of stumps may proceed concurrently with excavation. Conduct excavation and placement operations so material to be treated under Section 201 will not be incorporated into the roadway unless specified in the slash treatment method. Maintain drainage during pioneering operations.

(e) Drainage Excavation. Drainage excavation includes construction of side ditches, minor channel changes, inlet and outlet ditches, furrow ditches, rolling drainage dips, surface water deflectors and other minor earth drainage structures as shown on the plans.

Compaction for drainage excavation is as shown in 204.11.

204.10 Embankment Construction.

Add the following:

Obtain written approval before beginning construction of embankments over 6 feet high at subgrade centerline.

204.10 Embankment Construction.

(b) Embankment within the roadway prism.

Delete section (b) and replace with the following:

Specific Methods. Place all embankments using one or more of the following methods, as listed in the SCHEDULE OF ITEMS:

(1) Method 1—Side Casting & End Dumping. Place embankment by side casting and end dumping. Build solid embankments by working smaller rocks and fines in with the larger rocks and fines to fill the voids.

(2) Method 2—Layer Placement. Roughen or step surfaces steeper than a ratio of 3 horizontal to 1 vertical (3:1) upon which embankment is to be placed, when shown on plans, in order to provide permanent bonding of new and old materials.

Layer place embankment, except over rock surfaces. Over rock surfaces, place material by end dumping to the minimum depth needed for operation of spreading equipment.

Level and smooth each embankment layer before placement of subsequent layers.

Operate hauling and spreading equipment uniformly over the full width of each layer.

Place suitable material in layers no more than 12 inches thick, except when the material contains rock more than 9 inches in diameter, in which case layers may be of sufficient thickness to accommodate the material involved. Ensure that no layer exceeds 2 feet before compaction.

Placing individual rocks or boulders greater than 2 feet in diameter will be permitted, provided that the embankment will accommodate them and that they are at least 6 inches below the subgrade. Carefully distribute rocks and fill the voids with finer material to form a dense and compacted mass.

Where material containing large amounts of rock is used to construct embankments, make layers of sufficient thickness to accommodate the material involved. Construct a solid embankment with adequate compaction by working smaller rock and fines in with the larger rocks to fill the voids, and by operating hauling and spreading equipment uniformly over the full width of each layer as the embankment is constructed.

Ensure that material is at a moisture content suitable to obtain a mass that will not visibly deflect under the load of the hauling and spreading equipment. Field drain and dry excessively wet material that is otherwise suitable for embankment before placement.

(3) Method 3—Layer Placement (Roller Compaction). Place embankments as specified in method 2. Place in horizontal layers not exceeding 12 inches prior to compaction, except when the material contains rock more than 9 inches in diameter, in which case layers may be of sufficient thickness to accommodate the material involved. Obtain compaction using equipment listed in Subsection 204.11(a). Operate compaction equipment over the full width of each layer until visible deformation of the layer ceases or, in the case of the sheepsfoot roller, the roller “walks out” of the layer. Make at least three complete passes.

Method 4—Controlled Compaction. Place embankments as specified in method 2; but place earth embankments in horizontal layers not exceeding 12 inches (loose measure), and compact them. Ensure that the moisture content of material is suitable for attaining the required compaction. Compact the embankments and the top 12 inches of excavation sections to at least 95 percent of the maximum density, as determined by AASHTO T 99, method C or D.

Determine the density of the embankment material during the progress of the work, in accordance with AASHTO T 191, T 205, or T 238; and T 217, T 239, or T 255. Correct for coarse particles in accordance with AASHTO T 224.

Density requirements will not apply to portions of rock embankments that cannot be tested in accordance with approved methods. When this condition exists, accomplish compaction by working smaller rocks and fines in with the larger rocks to fill the voids and by operating equipment over the embankment materials.

(5) Method 5—Side casting, End Dumping, Layer Placement, and Controlled Compaction. Place embankment as specified in Method (1) until the minimum width necessary to operate the spreading equipment is obtained. Place the remainder of the embankment as specified in Method (2) except a minimum depth of 1 foot below subgrade to be placed as specified in Method (3). Embankments otherwise shown on the plans to be entirely placed as specified in Method (3).

(1) Steel wheeled rollers, other than vibratory, capable of exerting a force of not less than 250 pounds per inch of width of the compression roll or rolls.

(2) Vibratory steel wheeled rollers equipped with amplitude and frequency controls with a minimum weight of 6 tons, specifically designed to compact the material on which it is used.

(3) Pneumatic-tired rollers with smooth tread tires of equal size that will provide a uniform compacting pressure for the full width of the roller and capable of exerting a ground pressure of at least 80 psi.

(4) Sheepsfoot, tamping, or grid rollers capable of exerting a force of 250 lbs/inch of width of roller drum.

(f) Mechanical Tamper. Adjust the moisture content of the backfill material to a moisture content suitable for compaction. Compact each 6 inch layer with a minimum of three complete passes with a mechanical tamper, approved by the CO.

204.12 Ditches.

Construct side ditches, minor channel changes, inlet and outlet ditches, furrow ditches, ditches along the road but beyond roadway limits, drain dips and other minor earth drainage structures as shown on the plans. Utilize excavated material in accordance with Subsection 204.06.
