Idaho Pre-bid Call Notes
3/15/2016 10 am MDT
Participants: Bill Dunning (COR), Wes Winslow, Steve Rust, Paul Velte
Error in solicitation – Section 7, part 1.2 and 1.3. This project only involves the procedures in part 1.3
“1.3 Base-Level FIA Inventory with Forest and Nonforest Sampling:
The Rocky Mountain Research Station’s Base-Level FIA Inventory is a statistically based vegetation sampling program or inventory that supplements the Forest Inventory and Analysis (FIA) National core or Regional FIA program, and requires collection of data on or adjacent to the FIA plot. The deviation of this inventory from the core or Regional FIA program is based on the FIA’s scope of collecting only inventory and monitoring data for forestland conditions and trends over time. The nonforest sampling in this element will supplement the existing FIA forestland inventory by collecting additional vegetation plots and conditions over all nonforest conditions. In addition, several plots in each work area will be classified as “Soils” plots that require the Base-Level data and collection of the P3 soils data (including collecting samples). Collected data shall be recorded in electronic format using the Forest Service MIDAS software. This Base-Level FIA Inventory with Forest and Nonforest Sampling will be done on bid items 1-5.”
How many plots are remeasurement? 95%
Are all plots in wilderness? Yes
Are all plots in R1? Yes, unless some part of Frank Church Wilderness (that is included) is administered by R4.
How many plots are ACI (Nonforest)? 2016 (2), 2017 (1), 2018 (1), 2019 (0), 2020 (0). Those are prefielded as entirely nonforest. It is possible it was classified incorrectly last visit. You will also likely have nonforested conditions on the forested plots that will require you follow ACI procedures.
Can we get fuzzed coordinates? Yes, will have Anthony post?
Are there issues with plots in burn areas? It is likely you will have plots in and have travel through previous burn areas. It will be up to the contractor to decide if travel/work is safe. Any plot that seems unsafe now (and is likely to change) can be pushed back into an option year. For other plots that are deemed unsafe (and not likely to change), you would enter the plot as nonsampled – hazardous and submit. This does not have to apply strictly to burned areas. If you face any unsafe situations (wildlife, weather, active fire, etc.), we can negotiate postponements/cancelations.
Are there required safety meetings? Possibly. If a situation or a forest/district requirement occurs, crews may be required to attend a safety meeting. To date we have not had this occur, but it might. We will discuss safety at the prework meeting.
What type of GPS unit is required? One that is capable of averaging.
There is a new version of our field guide (7.0). It is on our web page. Major changes are to now tally dead saplings on the microplots and a change to collecting NonTally trees on understory vegetation (should they occur).
Will this contract require use of IPP (Invoice Processing Platform)? Yes
When will award occur? Ideally within a week of bid closure. We are currently awaiting our final budget, which hopefully won’t delay award.
What were the previous prices? Soils plots - $1300 Non-soils plots - $1463 (two different vendors).
