C.1 DESCRIPTION OF WORK

The scope of the contract is to do Level 3 Road Maintenance on designated roads within the Pine Ridge Ranger District of the Nebraska National Forests & Grasslands (see EXHIBIT A, Pine Ridge District Road Maintenance Inventory for total Blading Miles and individual Road Names). Location and vicinity maps are shown on Sheets 1 and 2 of 4. Typical Road Sections and Rolling Dip Details are shown on Sheets 3 and 4 of 4.

Special Notes:

Level 3 Road Maintenance is described in Section 860 of the Standard Road Maintenance Specifications (see EXHIBIT B). Changes to this specification are described in the Supplemental Specification for Section 860. Work performed shall be termed “blading” and include the following: using a mechanical blade against the road surface to construct a crown in the middle of the road (if possible) or to slope the roadway to drain water off the road; reconstructing existing ditches as needed to allow positive water flow; reconstructing existing lead-off ditches and rolling dips to allow them to remove the water from the roadway; and repairing slumps or soft spots as needed.

During the BASE YEAR (Fiscal Year 2017), maintenance shall be performed on the designated roads three (3) times. This maintenance shall occur late spring (May-June), mid-summer (July-August), and early fall (August-September), provided that weather and ground conditions permit and as determined by the Government.

During the two (2) OPTION YEARS (Fiscal Years 2018-2019), the designated roads shall receive maintenance three (3) times per year, generally in late fall (October-November), mid-spring (April–May), and late summer (August-September), when weather and ground conditions permit and as determined by the Government.

The designated roads are shown in boldfaced type on EXHIBIT A.

The Forest Service shall schedule the timing of the work with the contractor prior to each maintenance application.

Unless otherwise provided, the contractor shall furnish all labor, materials, equipment, tools, transportation, supplies, and incidentals and perform all work required to perform the services in accordance with terms, conditions, specifications, and provisions of this contract.

The quantities listed in the Schedule of Items are estimated actual quantities. The work required will be dependent on the weather, funding, or other influences. The work completed shall be measured as an ACTUAL QUANTITY and final inspection of completed work.

Measurement for this work shall be to the nearest 0.1 mile of accepted work.

Payment for contract work will be made only for and under those pay items included in the Schedule of Items. All other work and materials will be considered as incidental to and included in the payment for items shown.

Vehicle traffic shall not be obstructed for periods in excess of thirty (30) minutes. The contractor shall be responsible for installing the proper road warning signs along the particular road that work is being performed on.

The following specifications are found in the Forest Service Standard Road Maintenance Specifications (Sections 800 to 860). The Standard Road Maintenance Specification Section 860 – Level 3 Road Maintenance is part of this contract. Division 100

• Drainage ditch – A ditch constructed between the traveled way and the adjacent terrain for the purpose of transporting water that leaves the road surface or cut slope.

• Leadoff ditch – A ditch used to remove water from drainage ditches.

• Outlet ditch – A ditch used to provide drainage from culverts, cattle guards, drainage dips, or other structures.

• Intercept ditch – Any ditch which normally parallels the road centerline and diverts water from natural flow patterns to protect road slopes, roadbed, or down slope areas. Intercept ditches may be located within the roadway or roadside, but as used in this definition excludes drainage ditches.

• Ditch cleaning – The removal and disposal of all slough material from roadside ditches to provide a free-draining waterway.

Drainage dip – A drainage structure constructed within the roadbed surface to form uniform depressions, which allows routine passage of vehicles while diverting water from the traveled way.

Drawings – Depictions detailing maintenance contemplated including all road-listing diagrams, maps, and performance schedules included in the contract.

Drop inlet – A vertical conduit used as an entrance to a culvert.
