211 – Rehabilitation of Abandoned Roadways

211.01 Delete

Delete the standard specification “Section 211-ROADWAY OBLITERATION” and replace with the following:

211.00_ipnf_03_21_2005_usc

Description

211.01 Work. This work consists of decompaction, partial recontour, and/or full recontour to restore the roadway to a hydrologically stable condition. Decompaction is required on any specified road segment or surface area where embankment is to be placed. Leave no furrows that could concentrate or channelize water when decompacting the roadbed. The work also includes restoration of all designated stream crossings, which involves removing the existing drainage structures and associated fill and restoring the site back to its natural contour. This also includes the excavation of some stream channels without drainage structures, including springs, seeps and headwater swales. The work includes removing existing geotextiles, installation of gradient control devices in each channel, sediment basins, seeding, fertilizer and mulching of all excavated areas, and the construction of waterbars.

Definition of Stream Channel Restoration Categories:

Category I - Typical stream crossing in this category measures a fill length from the edge of the road’s shoulder to the downhill toe of fill of < 15 feet, may or may not require a drainage structure removal, and requires 3 gradient control structures to be installed unless otherwise approved by the CO. General difficulty level is low.

Category II - Typical stream crossing in this category measures a fill length from the edge of the road’s shoulder to the downhill toe of fill of > 15 feet < 25 feet, may or may not require a drainage structure removal, and requires 4 gradient control structures to be installed unless otherwise approved by the CO. General difficulty level is moderate.

Category III - Typical stream crossing in this category measures a fill length from the edge of the road’s shoulder to the downhill toe of fill of > 25 feet < 40 feet, may or may not require a drainage structure removal, and requires 5 gradient control structures to be installed unless otherwise approved by the CO. General difficulty level is high.

IDAHO PANHANDLE NATIONAL FOREST

Category IV - Typical stream crossing in this category measures a fill length from the edge of the road’s shoulder of the road to the downhill toe of fill of > 40 feet < 60 feet, may or may not require a drainage structure removal, and requires 6 gradient control structures to be installed unless otherwise approved by the CO. General difficulty level is high.

Category V - Typical stream crossing in this category measures a fill length from the edge of the road’s shoulder to the downhill toe of fill of > 60 feet, may or may not require a drainage structure removal, and requires 7 gradient control structures to be installed unless otherwise approved by the CO. General difficulty level is very high.

211.02 Performance. Work begins at either the road end or a location designated by the CO and progresses out towards the permanent road closure. Remove all designated drainage structures/appurtenances according to Section 203 or as directed by the CO.

Where decompaction is required, decompact a 200' test strip or a representative area designated by the CO. The test strip is to be determined by the CO if the method used adequately decompacts the upper layer of roadbed and can be used for each specified roadway within the same width, depth, soil and surface parameters.

Where roads are overgrown with brush and small regeneration, move and operate equipment over brush without grubbing, scarifying or otherwise destroying the established root system in the roadway except at designated work sites, and for safe passage(a service road) if needed for safety.

Do not incorporate existing roadway vegetation, windfalls, concentrations of woody debris, frozen soil, ice and/or snow into the excavated material. Scatter large woody debris as well as concentrations of slash on the newly recontoured areas.

211.03 Stream Channel Restoration. Before recontouring, decompact the inside half of the roadbed to a minimum depth as shown in the plans where material excavated from the stream channel is to be embanked. Remove all drainage structures in accordance with

Section 203. Recontour adjacent roadways to approximate adjacent side slopes. Unless otherwise approved by the CO, bury gradient control structures horizontally across the excavated floodplain at or just below the original stream channel level as shown in the plans. Use designated trees tagged by the CO for constructing gradient structures. These trees may require felling or bucking into the proper lengths. If an insufficient number of trees are tagged at any particular site, the CO can designate additional trees outside the riparian area to meet contract requirements. If the distance to find trees extends farther than 200’ of each side of the channel, the use of Section 622- Equipment Rental time may be used as directed by the CO.

211.04 Full Road Recontour. Decompact the roadbed to a depth as shown in the plans.

Start full recontour by removing the full roadway fill, placing the fill onto the decompacted roadbed, and contouring it to the adjacent natural side slopes as shown in the plans. Scatter large and small woody debris on the newly recontoured surface from available sources along the section of roadway being recontoured. Distances are staked and/or shown in the plans.

211.05 Partial Road Recontour. Decompact the roadbed to a depth as shown in the plans. Start partial road recontour by removing the outer third of the roadway fill, placing the fill onto the inner third of the roadway, and contouring it to the adjacent natural side slopes as shown in the plans. Scatter large and small woody debris on the newly recontoured surface from available sources along the section of roadway being recontoured. Distances are staked and/or shown in the plans.

211.06 Decompaction of Roadbed. Thoroughly decompact the full roadbed to a depth as shown in the plans. After decompaction, leave the road surface in a roughened condition with no furrows, which may concentrate or channelize water. Scatter large and small woody debris on the newly decompacted surface from available sources along the section of roadway being decompacted. Distances are staked and/or shown in the plans.

Obstruct the road by installing or constructing the designated barrier shown on the plans including any signs and posts.

211.07 Ditch Relief Culvert. Remove culverts other than those at stream crossings.

Dispose of culverts by burying at approved sites by the CO or removal from National

Forest System Lands. Maintain connection of the remaining trench to the inside ditch and outslope to provide drainage.

211.08 Waterbars. Construct as shown in the plans and spaced as staked by the CO.

211.09 Acceptance. Rehabilitation of abandon roadways will be evaluated under

Subsection 106.02.

Measurement

211.10 Measure the Section 211 items listed in the bid schedule according to Subsection

109.02 and the following.

Measure Sediment Basins under Section 157.

Do not measure gradient control structures incidental to Stream Channel Restorations.

Measure Seeding, Fertilizer and Mulch under Section 625.

IDAHO PANHANDLE NATIONAL FOREST

When measurement is by Lump Sum, include the following work in Decompaction of

Roadbed, Partial Road Recontour or Full Road Recontour and do not measure unless otherwise shown in the plans.

1) Stream Channel Restoration

2) Seeding and Fertilizing

3) Mulching

4) Sediment Basins

5) Gradient Control Structures

6) Removal of Culverts, Ditch Relief Culverts and Geotextiles
