101 - Terms, Format, and Definitions

101.01 Meaning of Terms

101.04 Definitions.

Delete the following definitions and substitute the following:

Bid Schedule--The Schedule of Items.

Bridge--No definition.

Contractor--The individual or legal entity contracting with the Government for performance of prescribed work. In a timber sale contract, the contractor is the “purchaser”.

Culvert--No definition.

Right-of-Way--A general term denoting (1) the privilege to pass over land in some particular line (including easement, lease, permit, or license to occupy, use, or traverse public or private lands), or (2) Real property necessary for the project, including roadway, buffer areas, access, and drainage areas.

Add the following:

Adjustment in Contract Price--“Equitable adjustment,” as used in the Federal Acquisition Regulations, or “construction cost adjustment,” as used in the Timber Sale Contract, as applicable.

Change--“Change” means “change order” as used in the Federal Acquisition Regulations, or “design change” as used in the Timber Sale Contract.

Neat Line--A line defining the proposed or specified limits of an excavation or structure.

Pioneer Road--Temporary construction access built along the route of the project.

Purchaser--The individual, partnership, joint venture, or corporation contracting with the Government under the terms of a Timber Sale Contract and acting independently or through agents, employees, or subcontractors.

Protected Streamcourse--A drainage shown on the plans or timber sale area map that requires designated mitigation measures.

Road Order--An order affecting and controlling traffic on roads under Forest Service jurisdiction. Road Orders are issued by a designated Forest Officer under the authorities of 36 CFR, part 260.

Schedule of Items--A schedule in the contract that contains a listing and description of construction items, quantities, units of measure, unit price, and amount.

Utilization Standards--The minimum size and percent soundness of trees described in the specifications to determine merchantable timber.

104.06 Use of Roads by Contractor

The Contractor is authorized to use roads under the jurisdiction of the Forest Service for all activities necessary to complete this contract, subject to the limitations and authorizations designated in the Road Order(s) or described in the contract, when such use will not damage the roads or national forest resources, and when traffic can be accommodated safely.

105 - Control of Material

105.02 Material Sources

Add the following before the first paragraph.

Sources have been designated for this project as follows:

Crushed Aggregate Source- Contractor Furnished. There is no available Government source for Crushed Aggregate for this project.

Coarse Granular Backfill – Contractor Furnished – There is no available Government source for Coarse Granular Backfill for construction of the geocell abutment stabilization.

Riprap Source – Contractor Furnished – There is no available Government source for riprap for this project Waste Site – Government Furnished – A waste site for excess and unsuitable material is located within 1 mile from this project. All waste material shall be spread and wasted as directed by C.O. This site is to be used for the disposal of unsuitable or excess excavated material only. All other materials designated for removal and disposal must be disposed of away from Forest Land as per SPS Section 202.

Materials Stockpile Site- Government Furnished – The Contractor will be allowed to stockpile material, except crushed aggregate, but including riprap and bridge components, at the Sheephead Creek site adjacent to the bridge. Materials must be stockpiled in such a manner as to allow for safe passage of the general public along Road 468 and to avoid damage to any trees at the bridge site. Reclaim site to original condition or as directed by CO. Provide the CO 72 hours advance notification prior to stockpiling any materials at the bridge site.

Add the following to section (b) Contractor-located sources.

Prior to any pit development or use of materials, the pit site shall be approved by the CO that the pit site is free of noxious weed as listed on the "All States Noxious Weeds List”.

106 - Acceptance of Work

106.07 Delete

Delete subsection 106.07.

107 - Legal Relations and Responsibility to the Public

107.05 Responsibility for Damage Claims.

Delete the entire subsection.

107.06 Contractor’s Responsibility for Work.

107.10 Environmental Protection.

Add the following:

Design and locate equipment repair shops, stationary refueling sites, or other facilities to minimize the potential and impacts of hazardous material spills on Government land.

Before beginning any work, submit a Hazardous Spill Plan. List actions to be taken in the event of a spill. Incorporate preventive measures to be taken, such as the location of mobile refueling facilities, storage and handling of hazardous materials, and similar information. Immediately notify the CO of all hazardous material spills. Provide a written narrative report form no later than 24 hours after the initial report and include the following:

· Description of the item spilled (including identity, quantity, manifest number, and other identifying information).

· Whether amount spilled is EPA or state reportable, and if so whether it was reported, and to whom.

· Exact time and location of spill including a description of the area involved.

· Containment procedures.

· Summary of any communications the Contractor had with news media, Federal, state and local regulatory agencies and officials, or Forest Service officials.

· Description of clean-up procedures employed or to be employed at the site including final disposition and disposal location of spill residue.

When available provide copies of all spill related clean up and closure documentation and correspondence from regulatory agencies.

The Contractor is solely responsible for all spills or leaks that occur during the performance of this contract. Clean up spills or leaks to the satisfaction of the CO and in a manner that complies with Federal, state, and local laws and regulations.

108 - Prosecution and Progress 108 Delete.

Delete Section 108 in its entirety.

109 - Measurement and Payment 109 Deletions Delete the following entire subsections:

109.06 Pricing of Adjustments.

(b) Contract quantity.

Add the following:

Contract quantities will be adjusted only when there are errors in the original design of 15% or more.

(p) Thousand Board Feet (Mbf). 1,000 board feet based on nominal widths, thickness, and extreme usable length of each piece of lumber or timber actually incorporated in the job. For glued laminated timber, 1,000 board feet based on actual width, thickness, and length of each piece actually incorporated in the job.

151 - Mobilization

Add the following:

151.04 Weed Prevention / Weed-Free Equipment

In order to prevent the potential spread of noxious weeds into the project area, the Contractor shall be required to furnish the Contracting Officer with proof of weed-free equipment.

The following is considered proof of weed-free equipment:

The Contractor will be required to clean all construction equipment (equipment that operates off existing roads) prior to entry on the project area. This cleaning shall remove all dirt and plant parts and material that may carry noxious weed seeds into the project area. Only construction equipment inspected by the Contracting Officer will be allowed to operate within the project area. All subsequent move-ins of construction equipment shall be treated the same as the initial move-in.

Prior to initial move-in of all construction equipment, and all subsequent move-ins, the Contractor shall make equipment available for inspection at an agreed location.

152 – Construction Survey and Staking

152.01 (a) Personnel.

Add the following.

Conduct all construction staking under the direction of a licensed professional engineer or land surveyor who is closely associated and familiar with construction staking.

155 - Schedules for Construction Contracts 155 Delete.

Delete Section 155 in its entirety.

156 - Public Traffic

156.03 Accommodating Traffic During Work.

Delete the first paragraph and replace with the following:

Accommodate traffic according to the requirements set forth below, MUTCD, and Section 635. Submit a traffic control plan for acceptance at least 30 days before intended use.

Add the following project specific requirements:

The Contractor shall provide signs at the intersection of the Route 473 and FDR 468 to indicate “Construction Ahead” and “Bridge Construction Ahead”.

The Contractor shall provide one American Recovery and Reinvestment Act sign, posted at the beginning of Road 468. This sign shall be the size for slow-moving traffic.

All in stream work must be accomplished from May 15 to September 1. No entry in the stream is allowed outside of this window.

The Contractor will not be allowed to close Road No. 468 at Sheephead Creek. The contractor shall supply a detour bridge, as specified below, to accommodate through traffic.

The Contractor shall be responsible for the safe passage of normal use traffic (passenger cars, RV’s, horse trailers) through the construction site during construction and outside work hours. The Contractor will install a detour and temporary bypass bridge to allow public access through the project site during construction. Contractor will not be permitted to operate equipment in the stream as a means of access for equipment and materials.

Temporary bypass bridge shall meet AASHTO “Standard Specification for Highway Bridge,” 17th Edition, with all current interim specifications and the following criteria:

1. Load Rating: AASHTO HS20 with Load Rating completed by a Professional Engineer registered in the State of Montana.

2. Traffic: Single Lane; 14-foot curb-to-curb width.

3. Railing: 15-inch-high curbs (no approach rail).

4. Span: Temporary bridge location will determine the span required to keep approach road embankment out of the stream channel (Estimated at 30’ min.).

5. Location: The location shall be at the approximate location as shown on the plans and as approved by the C.O. Land disturbance shall be kept to a minimum. No excavation or fill allowed below the high water mark.

6. Contractor shall be responsible for construction and maintenance of temporary bypass bridge and approach roads to safely pass public traffic through the road. Contractor shall prevent sediment from being introduced into the Creek during construction and maintenance of approach roads for the temporary bridge.

7. Approach road shall be surfaced with a minimum of 2 inches of road surfacing.

8. Contractor shall be responsible for removal of temporary bypass bridge, approach roads, and restoration of the site.

9. No railroad flat cars will be permitted for use as the temporary bypass bridge.

10. Submittals: Load rating, design calculations, and working drawings showing the bridge length and width, location of bents, and details of the bridge curb/rail. Submit for acceptance at least 30 days before intended use.

Government Furnished Temporary Bypass Bridge is available for use by the contractor. The Contractor may choose one of the four bridges identified below:

· 28 foot span timber glue lam slab panel bridge. 4 panels with tie rod and timber sills. Weight ~ 7500 lbs per piece, 30,000 total. Stored at the Forest Service Hungry Horse Ranger Station in Hungry Horse, MT on the Flathead National Forest.

· 50 foot span, International Sales Steel stringer portable bridge. 2 halves weighing approximately 27,000 lbs each, 54,000 lbs total. Stored at the Forest Service Hungry Horse Ranger Station in Hungry Horse, MT on the Flathead National Forest.

· 30 foot span, Hamilton EZ Steel Beam portable bridge. 2 halves weighing approximately 16,000 lbs each, 32,000 lbs total. Stored at Mill Creek Snowmobile Parking Area about 11 miles off of Highway 89 near Emigrant, Montana on the Gallatin National Forest.

· 50 foot span, International Sales Steel stringer portable bridge. 2 halves weighing approximately 27,000 lbs each, 54,000 lbs total. Stored at Mill Creek Snowmobile Parking Area about 11 miles off of Highway 89 near Emigrant, Montana on the Gallatin National Forest.

Contractor shall be responsible to load and transport the bridge to and from the project site and storage site. Contractor shall be responsible for any upkeep to ensure the bridge meets the requirements listed above. Contractor shall reserve one of the bridge options listed above to ensure availability prior to construction.

Temporary foundations are not included with the government furnished portable bridges.

It is the responsibility of the Contractor to schedule delivery of materials, equipment and all necessary supplies to the site, to ensure that the bridge can be substantially completed within the specified contract time. The Contractor shall give the CO at least two weeks advanced written notice prior to any traffic switches, detour road, and detour bridge work. The Contractor shall be responsible for providing, installing, maintaining, and removal of warning signs and barricades required for the road closure and detour road in accordance with MUTCD as submitted and approved in the traffic control plan.

Delete the following from the last sentence of the last paragraph:

according to Subsection 106.07(b)

156.08 Traffic and Safety Supervisor.

Delete this subsection in its entirety.

157 - Soil Erosion Control

157.02 Materials

Add the following:

Provide bales, wattles, logs and rolls from a certified noxious weed free source.

157.03 General.

Delete the first two paragraphs and replace with the following:

Submit an Erosion Control Plan detailing permanent and temporary control measures to minimize erosion and sedimentation during and after construction in accordance with the plans and storm water permits. Do not modify the type, size, or location of any control or practice without approval. Submit the erosion control plan proposal at least 7 days before operations begin to the CO for approval.

Reflect in the Erosion Control Plan special concerns and measures necessary to protect resources and government improvements. Include:

(a) The construction activities and sequence of implementation relating to specific erosion control measures.

(b) The location and type of permanent controls to be implemented during construction.

(c) The location and type of temporary controls to be implemented during construction.

(d) For work in stream channels with running water a detailed dewatering plan.

(e) For work in stream channels without flowing water describe level of ground and vegetative disturbance and measures to reduce potential sediment delivery.

(f) Description of the monitoring plan.

Add the following to the third paragraph:

Upon completion of construction at the site, remove all temporary erosion control devices, dewatering materials and equipment from Government property.

157.08 Water Crossings.

Add the following:

At any channel crossing where there is running water, dewater by rerouting water flow around the site before and during excavation and embankment operations.

203 - Removal of Structures and Obstructions

203.03 Salvaging Material.

Add the following to the last paragraph:

There is no salvage of materials on this project.

203.05 Disposing of Material.

Modify this subsection as follows:

(a) Remove from project. Add the following:

All materials designated for removal become the property of the Contractor and are to be disposed of by removing off of Forest Service Lands in accordance with all local, state and federal requirements.

(b) Burn. Delete this section.

(c) Bury. Delete this section.

(e) Placing Slash on Embankment Slopes. Place construction slash on completed embankment slopes or scatter as directed by the CO to reduce soil erosion. Place construction slash as flat as practicable on the completed slope. Do not place slash closer than 2 feet below subgrade. Priority for use of available slash is for: (1) through fills; (2) insides of curves; and (3) ditch relief outlets. All slash material not suitable for embankment slopes shall be disposed off Forest Service Lands in accordance with all local, state and federal requirements or as approved by the CO.

272 - Geocell Abutment Stabilization Description

272.01 This work consists of constructing geocell abutment stabilization at each abutment using a cellular confinement system such as Presto Geoweb Cellular Confinement System or Webtec TerraCell in accordance with the plans and manufacturers recommendations.

Materials

272.02 Requirements. Ensure that material conforms to specifications in the following subsections:

Construction Requirements

272.03 General. Perform the work specified in Section 208 or 209. Use ditches, grading or similar methods to prevent surface runoff that may occur during inclement weather from ponding in the foundation excavation.

272.04 Storage and Handling of Material. During shipment and storage, wrap geotextile materials in heavy-duty protective covering. Protect the material from mud, soil, dust, debris and sunlight prior to installation.

272.05 Geotextile Installation. Place the geotextile according to Section 207. Have the surface approved by the CO prior to placing geotextile.

Sew or overlap adjacent strips a minimum of 12” at joints. Insert securing pins through both strips of overlapped geotextile at minimum intervals of 3 feet, but no closer than 2 inches to each edge, to prevent the geotextile from being displaced.

Have the installed geotextile approved by the CO prior to setting the geocells.

272.06 Geocell Installation. Furnish the CO with product literature and certification as required in Section 106.03 for review and approval 7 days prior to installation. When requested by the CO, furnish a sample of the geocell from each lot for verification testing.

Place the geocell sections directly on the prepared subgrade. Expand the geocell sections into position at the grades and lines as shown on the plans. Hold the expanded geocell sections with suitable “stretcher frames”, steel stakes driven inside selected outer cell walls, or other similar methods as allowed by the manufacturer prior to filling. Ensure that the individual cells have expanded to the minimum dimensions required by the manufacturer. If necessary field cut sections as per the manufacturer’s recommendations to the lines shown on the plans.

Connect geocell panels in accordance with the manufacturer’s recommendations.

272.07 Infill Placement. Furnish the CO with the manufacturer’s specific recommendations for backfilling 7 days prior to placement of the geocells.

Place coarse granular backfill meeting Subsection 703.03 into the expanded cells with equipment appropriate for the site conditions such as a backhoe or a front-end loader. Do not drop infill material more than 3 feet to avoid damage or displacement of the cell walls.

Overfill the geocell cells and level to a minimum of 2 inches above the top of the cell walls. A front-end loader may be used to place the infill provided that it only traffics above geocell sections that have been filled and covered with the minimum 2 inches of additional material. Compact the infill material with a vibratory plate compacter. Operate compaction equipment over the full width of the geocell. Make at least three complete passes or until visible deformation of the infill ceases. Grade the surface to be ½ inch above the top of the cells. Ensure that the cell walls are not exposed after fine grading is completed.

Use the geocell manufacturer’s specific recommendations for backfilling if they are more stringent than stated above.

272.08 Acceptance. Geotextile will be evaluated under Subsections 106.02 and 714.01.

Material for geocell will be evaluated under Subsections 106.2 and 106.03.

Granular backfill material will be evaluated under Section 106.02 and 106.04.

Measurement

272.09 Method. Measure the items listed in the bid schedule according to Subsection 109.02 and the following.

Measure geocell by the square yard in place, exclusive of wastage.

Payment

272.10 Basis. The accepted quantities will be paid for at the contract price per unit of measurement for the Section 272 pay items listed in the bid schedule. Payment will be full compensation for the work prescribed in this Section. See Subsection 109.05.

The cost for furnishing and placing the granular backfill required in Sections 207, 208, and 209 for geocell infill is incidental to this pay item and no separate payment will be made.

The cost for furnishing and placing geotextile for the geocell installation is incidental to this pay item and no separate payment will be made.

324 - Minor Aggregate Course - Commercial Source

324.01 This work consists of constructing one or more courses of aggregate on a prepared surface. Work includes producing aggregate by crushing methods.

Material

324.02 Conform to the following Subsections:

324.03 General. Prepare the surface on which the aggregate course is placed according to Section 204 or 303 as applicable.

Request approval of the roadbed in writing before placing aggregate.

Develop, haul, and apply water in accordance to Section 170.

Submit aggregate gradations for approval by the CO.

After processing on the road, remove all oversize material from the road and dispose of it as directed by the CO.

If the aggregate is produced and stockpiled before placement, handle and stockpiled according to Section 320. Establish stockpile sites at approved locations.

0. Mixing and Spreading. Mix the aggregate and adjust the moisture content to obtain a uniform mixture with moisture content suitable for the specified compaction method. Spread and shape the mixture on the prepared surface in a uniform layer with no segregation of size, and to a loose depth that will provide the required compacted thickness. Place the mixture in a maximum compacted layer thickness of 6 inches.

When more than one layer is necessary, compact each layer according to Subsection 324.05 before placing the next layer. Route hauling and leveling equipment uniformly over the full width.

When placing aggregate over geotextile, place aggregate in a single lift to the full depth specified.

324.05 Compacting. Compact each layer full width. Roll from the sides to the center, parallel to the centerline of the road. Along curbs, headers, walls, and all places not accessible to the roller, compact the material with approved tampers or compactors.

Compact the aggregate using one of the following methods as specified:

Compaction A. Operating spreading and hauling equipment over the full width of the travelway.

Compaction B. Operate rollers and compact as specified in FSSS 204.11.

Compaction C. Moisten or dry the aggregate to a uniform moisture content between 5 and 7 percent based on total dry weight of the mixture. Operate rollers and compact as specified in FSSS 204.11.

Compaction D. Compact to a density of at least 95 percent of the maximum density, as determined by AASHTO T 99, method C or D.

Compaction E. Compact to a density of at least 96 percent of the maximum density, as determined by the Modified Marshall Hammer Compaction Method (available upon request from USDA Forest Service, Regional Materials Engineering Center, P.O. Box 7669, Missoula, MT 59807).

Compaction F. Compact to a density of at least 95 percent of the maximum density, as determined by AASHTO T 180, method C or D.

Compaction G. Compact to a density of at least 100 percent of the maximum density as determined by the Modified Marshall Hammer Compaction Method (available upon request from USDA Forest Service, Regional Materials Engineering Center, P.O. Box 7669, Missoula, MT 59807).

For all compaction methods, blade the surface of each layer during the compaction operations to remove irregularities and produce a smooth, even surface. When a density requirement is specified, determine the in place density and moisture content according to AASHTO T 310 or other approved test procedures.

324.06 Construction Tolerance. If grade finishing stakes are required, finish the surface to within ±0.10 feet from staked line and grade elevation.

If grade finishing stakes are not required, shape the surface to the required template and check the surface with a 10-foot straightedge. Defective areas are surface deviations in excess of 1/2 inch in 10 feet between any two contacts of the straightedge with the surface.

Correct all defective areas by loosening the material, adding or removing material, reshaping, and compacting.

Ensure that the compacted thickness is not consistently above or below the specified thickness. The maximum variation from the compacted specified thickness is ½ inch.

Ensure that the compacted width is not consistently above the specified width. The maximum variation from the specified width will not exceed +12 inches at any point.

324.07 Maintenance. Maintain the aggregate course to the correct line, grade, and crosssection by blading, watering, rolling, or any combination thereof until placement of the next course. Correct all defects according to Subsection 324.06.

324.08 Acceptance. See Table 324-1 for sampling and testing requirements.

Aggregate gradation and surface course plasticity index will be evaluated under Subsection 106.03 and 106.04. Other aggregate quality properties will be evaluated under Subsections 106.02 and 106.03. Placement of aggregate courses will be evaluated under Subsections 106.02 and 106.04.

Preparation of the surface on which the aggregate course is placed will be evaluated under Section 204 or 303 as applicable.

Measurement

324.09 Measure the Section 324 items listed in the bid schedule according to Subsection 109.02 and the following as applicable.

Measure square yard width horizontally to include the top of aggregate width including designed widening. Measure the square yard length horizontally along the centerline of the roadway.

If the measurement for aggregate is by cubic yard using contract quantities then measure aggregate by the cubic yard in-place once compacted, otherwise measurement for aggregate by the cubic yard is measured by the cubic yard in the hauling vehicle.

Measure thickness perpendicular to the grade of the travelway.

Measure width perpendicular to the centerline.

Payment

324.10 The accepted quantities will be paid at the contract price per unit of measurement for the Section 324 pay items listed in the bid schedule. Payment will be full compensation for the work prescribed in this Section. See Subsection 109.05.

404.02 Composition of Mix (Job-Mix Formula).

After review of the submitted mix design the CO may increase the asphalt content to be used for construction, up to .3% over that recommended by the Laboratory mix design.

404.07 Compacting (a).

Delete the first sentence and add the following:

Compact the mix to a minimum of 92% of maximum specific gravity (density).

404.09 Acceptance.

The acceptable range of asphalt content for the mix will be the CO approved asphalt mix content + or - 0.4%.

553 – Prestressed Concrete

553.03 Method Approval.

Precast prestressed concrete members must be manufactured by a plant certified by the Prestressed Concrete Institute (PCI). Submit a copy of the transmittal letter of the latest PCI inspection with the shop drawings.

553A – Precast Concrete Structures

553A.01 Work. Construct precast concrete members. In addition, manufacture, test materials for, transport, store, and install all precast concrete portions except piling, and perform all necessary grouting, welding, or other connections. Furnish precast concrete members complete and in place, including all concrete reinforcing steel and incidentals connected therewith.

Provide precast concrete members of the size, shape, strength, air content, and finish that are SHOWN ON THE DRAWINGS. Precast concrete members must be manufactured by a plant certified by the Prestressed Concrete Institute (PCI). Submit a copy of the transmittal letter of the latest PCI inspection with the shop drawings.

In lieu of PCI certification, Contractor shall retain a professional engineer to provide quality assurance for the work by inspecting and certifying in writing the concrete members are constructed in accordance to the specification and shall include but not limited to:

a) Shop drawing review.

b) Concrete member dimensions.

c) Concrete mix design.

d) Aggregate sources and test results.

e) Steel reinforcing placement.

f) Concrete curing and strength test results.

g) Concrete material certifications.

h) Placement mixing, delivery and sampling.

Certification of the above shall be received by the CO prior to shipment and installation at the job site.

Perform all sampling, testing, and inspection necessary to ensure quality control of the component materials and the concrete. Sample and test for quality control and acceptance testing in accordance with the AASHTO or ASTM test methods prescribed in Section 552.

Maintain adequate records of all inspections and tests. Keep records that indicate the nature and number of observations made, the number and type of deficiencies found, the quantities approved and rejected, and the nature of any corrective action taken.

Construction

553A.03 Performance. Construct precast concrete structural members in accordance with the following sections and subsections, as applicable:

553A.05 Handling, Transporting, & Erecting. Provide additional reinforcement, as needed, to meet the requirements of handling, transporting, and erecting precast members.

553A.06 Acceptance. Reinforcing steel, anchor devices, elastomeric bearings, and material for concrete and grout will be evaluated under Subsection 106.03. Furnish production certifications for hydraulic cement, and reinforcing steel.

Concrete for precast concrete members will be evaluated under Subsections 106.02, 106.03, and 106.04.

Construction of precast concrete members will be evaluated under Subsections 106.02 and 106.04.

Reinforcing steel will be evaluated under Section 554.

Falsework and forms will be evaluated under Section 562.

Measurement 553A.07 Measure the Section 553A items listed in the bid schedule according to Subsection 109.02 and the following as applicable.

Do not measure reinforcing steel, concrete, anchorages, plates, nuts, and other material contained within or attached to the unit for precast concrete structural members.

622 - Rental Equipment

622.02 Rental Equipment

Delete the first two sentences of the first paragraph and add the following:

Provide equipment of the type listed in the Schedule of Items. Provide equipment of at least the minimum size needed to efficiently perform the work. Submit the model number of the equipment to the CO for approval before delivery to the project site. Equipment shall be no more than 15 years old and shall be reasonably free of leaks and other mechanical deficiencies.

625 – Turf Establishment

625.04 Preparing Seedbed.

Delete entire subsection.

625.05 Watering

Delete entire subsection.

625.06 Fertilizing.

Delete entire section and replace with the following:

Apply fertilizer having a chemical analysis as listed below by the following method.

(a) Dry Method. Apply the fertilizer with approved power driven seeders, drills, fertilizer spreaders or other mechanical equipment. Hand operated methods are satisfactory on areas inaccessible to mechanical equipment.

Seed Certification Certified, blue-tagged seed shall be used where a name variety or cultivar is specified. Blue tags that are removed to mix or spread the seed will be saved and provided to the Forest.

All seed purchased will be certified free of seeds from weeds listed on the current "All States Noxious Weeds List."

Pounds of seed to be furnished per acre shall be obtained by dividing the pounds of pure live seed required per acre by the product of the percent purity and percent germination.

Example: (5 lbs. pure live seed/acre) = 6.55 lbs.

(0.90 x 0.85) commercial seed/acre where: purity = 90%; germination = 85%.

625.08 Mulching.

Delete the entire subsection and replace with the following:

Mulching:

Mulch material shall be weed free straw and shall be applied at a uniform rate to adequately cover the seed. The weed free straw shall be from a grain crop such as barley straw, wheat straw or oat straw.

Mulch will be applied in a one-step operation with the seed at the rate of 1 Ton per Acre.

703 - Aggregate

703.03 Granular Backfill.

Add the following:

(c) Course Granular Backfill. Furnish backfill material that consists of clean, hard durable particles or fragments of crushed stone, crushed slag or crushed gravel meeting the gradation shown below.

725 - Miscellaneous Material

Add the following section:

725.40 High-Strength Nonshrink Grout

Furnish grout that is packaged and ready for use with the addition of water at the construction site. Ensure that each bag is stamped to show the last date on which it may be used. Use grout that consists of a hydraulic cementitious system, graded and processed natural fine aggregate, and additional technical components such that the product meets the following conditions:

(a) Free of inorganic accelerators, including chlorides.

(b) Free of oxidizing catalysts.

(c) Free of gas-producing agents.

(d) When mixed to 130 percent flow on flow table (ASTM C 230 at 10 drops), it does not reduce in linear dimension when tested in accordance with ASTM C157. Take measurements at 72 hours and 7 days.

(e) Produces no bleeding for the first 2 hours after mixing when mixed to 130 percent flow on flow table (ASTM C 230 at 10 drops), as tested in accordance with ASTM C232.

(f) Has a minimum strength as follows when tested in accordance with ASTM C 109:

(1)After 72 hours, 25 MPa (3500 psi).
(2)At 7 days, 40 MPa (6000 psi).
(3)After 28 days, 50 MPa (7200 psi).

Provide performance characteristics at 115 to 120 percent flow on flow table (ASTM C 230 at 10 drops).

(g) It must be designed, as stated by the manufacturer, to be mixed, placed, and cured at atmospheric temperatures of 5O C to 30O C (40O F to 85O F). Submit products proposed for use for approval by the CO and accompany them with manufacturer’s submittals substantiating all requirements in this subsection, including graphs or charts showing the time, temperature, and humidity requirements for curing to achieve the specified grout strengths; and recommendations for storage, mixing, application, and curing procedures.

As specified as grout on the contract plans, the following products meet the above requirements.

1. MASTERFLOW 928 GROUT, manufactured by Chemrex.

2. CRYSTEX GROUT, manufactured by L&M Construction Chemicals, Inc.

3. CEMENT ALL, manufactured by CTS Cement Manufacturing Co.

4. SURE-GRIP HIGH PERFORMANCE GROUT manufactured by Dayton Superior.

725.41 Mortar

Furnish mortar that is packaged and ready for use with the addition of water at the construction site. Ensure that each bag is stamped to show the latest date on which it may be used. Use mortar that consists of a cementitious system made up of:

(a) Natural aggregate, 3/8” maximum size, that meets the requirements specified in ASTM C 33 except for grading. Accomplish grading by blending sieve sizes to obtain the optimum density.

(b) Metallic aggregate free from nonferrous material, soluble alkaline compounds, and visible rust.

(c) Water reducers, workability agents, air-entraining agents, and catalysts.

Blend the materials to minimize bleeding, increase workability, resist exposure to freeze-thaw cycles and deicing salts, and prevent shrinkage within and at the perimeter of the patch, keyway, or other area to be filled.

Ensure that the minimum compressive strength of the mortar, as tested by ASTM C 109 for a 3” slump, is:

Submit products proposed for use to the CO for approval, and accompany them with the manufacturer’s submittals substantiating all requirements in this section, including (1) graphs or charts showing the time, temperature, humidity, and curing requirements to achieve mortar strengths equal to the adjacent concrete; and (2) complete recommendations for storage, mixing, application, and curing procedures.

As specified as mortar on the contract plans, the following products meet the above requirements.

1. EMACO T425 or T430, manufactured by Chemrex.

2. RAPID SET DOT REPAIR MIX manufactured by CTS Cement Manufacturing Co.

3. SURE-GRIP HIGH PERFORMANCE GROUT (when extended with pea gravel) manufactured by Dayton Superior.

736 - Geocell

736.01 Geocell.

Furnish geocell material consisting of sheet strips fabricated from high-density polyethylene (H.D.P.E.), connected in series at off-set, full-depth ultrasonic seams aligned perpendicular to the longitudinal axis of the strips. When expanded, the interconnected strips form the walls of a flexible, three-dimensional cellular confinement structure into which the specified infill material is placed.

736.02 Requirements. Furnish geocells consisting of polyethylene material treated to resist ultraviolet degradation and conforming to the requirements shown in table 736-1.
