Section 102 - Definitions
Add the following:
"Noxious Weeds or Weeds. Any exotic plant species established or that may be introduced in the State which may render land unfit for agriculture, forestry, livestock, wildlife, or other beneficial uses and which is designated by the State's Department of
Agriculture, or by the County's weed management district, or by other appropriate agencies having jurisdiction, or as listed on the current ‘All States Noxious Weed List.’
Shop Drawings. Incidental design sheets and/or drawings which the Contractor is required to submit to the Forest Service. Shop drawings shall conform to the contract requirements, but they are not part of the contract drawings. They may be drawings, diagrams, schedules, performance charts, brochures, and similar data prepared by the
Contractor, subcontractor, manufacturer, suppliers, or distributors that illustrate how specific portions of the work are to be fabricated or installed.
Weed Management District. A weed management district is any area of land identified for the purpose of weed management or control. Such an identified land area may be, but is not limited to one of the following: a project or job site, a County, two or more
Counties, or a National Forest.
Engineer. The Contracting Officer’s Representative (COR) responsible for onsite administration of the contract. “
Section 103 – Intent of Contract
This project is for the removal and replacement of four (4) corrugated steel culverts on the Emerald
Creek Road, National Forest System Road No. 447. The project sites are located between Mile Post 3.7 and Mile Post 4.8. This project is located in the Idaho Panhandle National Forests in the St. Joe Ranger
District in Sections 10 and 18, Township 42 North, Range 1 East, in Latah County, Idaho.
The work includes but is not limited to stream diversion, erosion control measures, structural excavation, roadway embankment, removing and disposing existing culverts, furnishing and installing three (3) round corrugated steel culverts and one (1) aluminum structural-plate box culvert, compaction, riprap, roadway surfacing, furnishing and erecting precast concrete foundation, furnishing and erecting precast concrete headwalls, cast-in-place concrete, crushed aggregate surfacing, and all other incidental items necessary to complete the project in accordance with the plans and specifications.

Section 104 – Maintenance for Traffic
104.01 Roads to be Constructed.
Delete the last two paragraphs of this subsection and add the following:
“The Contractor must maintain public access to the Emerald Creek Garnet Area Parking Lot during normal operating hours from Memorial Day Weekend through Labor Day Weekend. The Garnet Area is normally closed on Wednesday and Thursday every week. This restriction will affect construction of the
281 Gulch site. Garnet Gulch, No Name Gulch, and Pee Wee Gulch are all located beyond the parking area and for construction of these sites the Contractor will be allowed to close Road 447 to public taffic for 28 calendar days. Following Labor Day weekend the Contractor will be allowed to close Road 447 in the vicinity of the 281 Gulch site. Provide at least 14 days advance written notice to the CO prior to any road closure period, to allow public notice of the closure period by the Forest Service.
Develop a construction sign plan identifying the type and location of all advanced warning signs necessary to safely restrict or pass public traffic. Install construction signs conforming to the Manual on
Uniform Traffic Control Devices (MUTCD) prior to proceeding with any construction work. Furnish, maintain and remove all barricades and signs required for construction signing. Barricades to protect excavations that are left open overnight must include warning lights.
As a minimum furnish and install the following information signs to notify the public of the closure:

104.03 Method.
“No payment will be made for this item. Include all costs associated with erecting, maintaining and removing traffic control construction signing and commensurate road maintenace in the unit price bid for Mobilization.”
Section 105 – Control of Materials
105.06 Material Sources
(a) Designated Sources. Add the following:
Riprap Source – Government Source - The designated Government source for riprap and rock weir material is the Highline Pit located beside Road 1489, Section 18, T. 42 N., R . 1 E., B.M.
Some sorting of riprap may be required to meet the specified gradation.
Crushed Aggregate Source- Commercial Source. There is no designated Government source for crushed surfacing material.
Waste Area – Government Provided. The CO will designate a waste area for excess and unsuitable material, and construction slash within one (1) mile of the project site.
Borrow Source- Government Source. The designated Government source for unclassified borrow is located in the NE ¼ of Section 4, T. 42 N., R. 1 E., B.M.
Streambed Simulation Material, Bed Class 150 – Government provided. Streambed simulation material for infill of the culverts will be required to be mixed from rock sorted from the Highline Pit located beside Road 1489, and from common material taken from the Borrow Source noted above, or salvaged from structural excavation during construction. See Section 648 of these Special Project Specifications for required gradation.
(b) Contractor-Furnished Sources. Add the following:
Prior to any pit development or use of materials from contractor-furnished sources, have the pit site approved by the CO that it is free of noxious weed as listed on the “All States Noxious Weeds List”.
Section 106 – Measurement & Payment
106.03 Units of Measurement
Delete this subsection and add the following:

“Forest Service Specifications for Construction of Roads and Bridges (Revised August 1996) are based on Modern Metric units of measurement. The dimensions and units of measure SHOWN
ON THE DRAWINGS and used to develop SPECIAL PROJECT SPECIFICATIONS for this contract, utilize U.S. Standard English units of measure. All measurements referenced in the
August 1996 Forest Service Standard Specifications (EM-7720-100) shall be converted to U.S.
Standard English units of measure. Appendix A – Engineering Conversion Factors and
Appendix B – SI (Modern Metric) Conversion Factors, are included on pages 611 – 614 of the
Standard Specification Appendices to assist with any required conversions.
Work required by the contract will be paid based on the PAY UNIT (U.S. Standard English measure) as DESIGNATED IN THE SCHEDULE OF ITEMS.
Under each Specification Section with PAY ITEMS of work DESIGNATED IN THE
SCHDULE OF ITEMS for measurement and payment under this contract, the last subsection
“Payment - Basis”, shall have the following format:
Pay Item - Numbering system and work description to remain the same.
Pay Unit - Pay unit(s) DESIGNATED IN THE SCHEDULE OF ITEMS have been changed from metric to the corresponding unit of U.S.
Standard English measure.
Payment will be by units defined and determined according to U.S. Standard English measure and by the following:
(a) Cubic Yard in Place. Measure solid volumes by the average end area method as follows:
(1) Measure cross sections of the original ground and use with design or staked templates, or take other comparable measurements to determine the end area. Do not measure work outside of the established lines or slopes.
(2) If any portion of the work is acceptable, but is not completed to the established lines and slopes, remeasure cross sections or comparable measurements of that portion of the work. Deduct any quantity outside the designated or staked limits. Use these measurements to calculate new end areas.
(3) Compute the quantity using the average end areas multiplied by the horizontal distance along a centerline or reference line between the end areas. Deduct any quantity outside the designed or staked limits.
Where it is impractical to measure material by the average end area method, other approved methods involving three-dimensional measurements may be used.
Measure liquid volumes in accordance with SPS Subsection 106.03(h).

(b) Cubic Yard in the Hauling Vehicle. Measure the cubic yard volume in the hauling vehicle using three-dimensional measurements at the point of delivery. Use vehicles bearing a legible identification mark with the body shaped so the actual contents may be readily and accurately determined. Before use, mutually agree in writing upon the volume of material to be hauled by each vehicle. Vehicles carrying less than the agreed volume may be rejected or accepted at the reduced volume.
Level selected loads. If leveling reveals that the vehicle was hauling less than the approved volume, reduce the quantity of all material received since the last leveled load by the same ratio as the ratio of the current leveled load volume to the agreed volume. Payment will not be made for material in excess of the agreed volume.
Material measured in the hauling vehicle may be weighed and converted to cubic yards for payment purpose if the conversion factors are mutually agreed to in writing.
Compute measurement using measurements of material in the hauling vehicles at the point of delivery. Load vehicles to at least their water-level capacity. Leveling of the loads may be required when vehicles arrive at the delivery point.
(c) Cubic Yard Mile. A combination of linear and volumetric measurement meaning the movement of a cubic yard of material one(1) mile.
(d) Hour. Measurement will be for the actual number of hours ordered and performed by the
Contractor.
(e) Each. One complete unit, which may consist of one or more parts.
(f) Lump Sum. Do not measure directly. The bid amount is complete payment for all work described in the contract and necessary to complete the work for that item.
(g) MFBM. One thousand feet board measure based on nominal widths, thickness, and extreme usable length of each piece of lumber or timber actually incorporated in the job.
For glued laminate timber, 1,000 board feet based on actual width, thickness, and length of each piece actually incorporated in the job.
(h) Gallon. The quantity may be measured by any of the following methods:
a. Measured volume container.
b. Metered volume. Use an approved metering system.
c. Commercially packaged volumes.
(i) Station. One hundred linear feet measured horizontally.
(j) Station Yard. A combination of linear and volumetric measurement meaning the movement of a cubic yard of material one station.

(k) Square Yard. Measure on a plane parallel to the surface being measure or horizontal.
(l) Thousand Gallons Mile. A combination of linear and volumetric measurement meaning the movement of 1,000 gallons of material one(1) mile.
(h) Ton. Short ton consisting of 2,000 pounds. Use net certified scale weights based on certified volumes.
(m) Ton Mile. A combination of linear and weight measurement meaning the movement of one(1) ton of material one(1) mile.”
Section 160 - Quality Control & Quantity Measurement

160.02 Quality Control and Quantity Measurement System
Under "(a) Quality Control Plan, add the following:
"(3) Description of the testing facilities and information on when and where each of the required materials tests will be performed.
(4) Random sampling and/or measurement plan prepared in accordance with requirements in
Table 160."
(5) A log of all samples that are taken by the Contractor shall be maintained for the duration of the contract, and provided to the CO upon request. Test results on all samples shall be given directly to the CO within 8 hours of test completion."
160.03 Sampling, Testing, Inspection, and Measurement of Quantities
"Minimum sampling and testing FREQUENCY is defined in Table 160.
Sampling and testing by the contractor shall meet the applicable AASHTO and ASTM
Standards.

SAMPLING, TESTING AND MEASUREMENT REQUIREMENTS
A soil type is defined such that all soil in the represented volume shall have the same group symbol in the Unified Soil Classification system (ASTM D 2487) and the percent passing the No. 4 sieve shall not vary more than 10 percent between samples.
Wherever a AASHTO T99 or T180 moisture density curve is required, gradation data will be provided as shown below. The moisture density sample shall maintain the same percentage of coarse material

(passing 2 in. and retained on a number 4 sieve) as in the original field sample. Field density testing of soil will normally require the use of AASHTO T224, Coarse Particle Correction.

Where random sample or random measurement is specified, it shall be a stratified statistically random sample. Random numbers are to be determined by ASTM D3665 Section 5.1 thru 5.7, or a computer generated random number program approved by the CO. The sampling must be stratified to eliminate the possibility of sample points being "clustered". Stratification is done by dividing the total quantity for the applicable bid item by the sample FREQUENCY. This process divides the total project quantity of one lot into sublots. The random number is used to obtain a random sampling point within each sublot. The contractor may terminate a lot, and start a new lot when approved by the CO. Once a lot is terminated it may not be combined with any other lot. If material within a sublot fails to meet specification requirement, the CO may allow the contractor to rework the sublot materials and resample at a different randomly selected location.
Key to symbols used in table:
CT: Sampling and testing by contractor's personnel identified by name on the approved contractor's Q/C plan. Interim approval of personnel submitted will be based on specified training or experience requirements. Final approval will be based on observation of work performance on the project.
PE: Sampling and testing under the direction of and certification by a registered engineer retained by the contractor and specifically identified on the approved contractor's Q/C plan.
FS: Sampling, testing, measuring and/or data furnished by the Forest Service.
Note: The minimum FREQUENCY shown in this table is for contractor Quality Control sampling and testing. The contractor can run additional samples over the minimum number specified in the table.
These additional samples can be taken in any manner, at any time desired by the contractor. Quality assurance sampling and testing by the Forest Service may be done at any time or location.

Section 170 – Construction Staking, L-Line

“The nominal dimension of the wooden stakes shall be:
3/8” x 1-3/4” x 18”: for guard, reference, slope, end-of-pipe stakes and other stakes

Colors used for paint or flagging for marking the stakes, lath and clear limits shall be established by the Contracting Officer.”

Section 202 – Removal of Structures and Obstructions

Delete the first sentence of this subsection and replace it with the following:
“Dispose of the existing culvert by Removal from the Project. “
(a) Removal From Project. Replace this paragraph with the following:
“Dispose of all materials designated for removal off of National Forest System Lands in an environmentally safe manner in accordance with all Local, State and Federal requirements.”

Section 203 – Excavation, Embankment, & Haul
203.06 Utilization of Excavated Materials.
(a) Excess Excavation. Delete the first sentence and replace with the following:
“Transport and deposit excess excavation to the designated waste site as specified in Section 105 of these Special Project Specifications and as SHOWN ON THE DRAWINGS. Spread excess material and shape to drain as directed by the CO.”
(d) Excavation of Unsuitable Material & Backfill.
Replace the first sentence of this section with the following:
“Transport and deposit unsuitable material to the designated waste site as specified in Section
105 of these Special Project Specifications and as SHOWN ON THE DRAWINGS. Spread the material and shape to drain as directed by the CO.”
203.08 Sloping, Shaping, & Finishing.
Under subsection (d) Finishing, delete the last sentence and add the following:
“(d) Finishing. Finish roadbed to tolerance Class A as shown in Table 203-1.

203.19 Method. Add the following:
“No separate measurement will be made for transporting, spreading, and shaping excess, or unsuitable excavated materials. All labor, equipment and materials associated with these items will be considered incidental to other pay items shown on the SCHEDULE OF ITEMS.”
Section 204 – Soil Erosion & Water Pollution Control
Materials
204.02 Requirements. Add the following:
“Provide straw for erosion and water pollution control from a certified noxious weed free source.”
204.03 Performance. Delete the first sentence and replace it with the following:
“Prior to the start of construction, submit a written plan for review that provides permanent and temporary erosion control measures to minimize erosion and sedimentation during and after construction. Include methods to minimize disturbance to the stream, prevent runoff from the construction site entering directly into the stream, prevent the release of fuel and oil into the water and soil and to contain and control any spills that may occur.”
Add the following to this subsection:
“Emergency Spill Kit. Keep sufficient quantities of absorbent materials on the project site to absorb accidental fuel, hydraulic oil, or other petroleum product spills. Use absorbent materials that are biodegradable, non-water absorbing and designed specifically for the types of spills associated with the
Contractor’s operation.”
204.15 Basis. Add the following:
“Payment for straw bales or silt fence furnished and erected by the Contractor as a part of the Soil
Erosion and Pollution Control Plan will be paid for under item 204(19) Soil Erosion and Pollution
Control.”

“The minimum channel width as SHOWN ON THE DRAWINGS is a critical distance for construction control. The Contractor shall take the necessary measures to insure the channel width at the toe, and the riprap slope ratio is constructed as SHOWN ON THE DRAWINGS to provide the desired Q2 channel widths.”
251.13 Basis. Add the following:
"The cost of excavation and embankment required for placement of riprap is incidental to this pay item and no separate payment will be made.”

“Noxious Weed Control Requirements:
Clean all construction equipment prior to entry onto the project area. Remove all dirt and plant parts and material that could carry noxious weed seeds into the project area. Only construction equipment so cleaned and inspected by the Forest Service will be allowed to operate within the project area. Treat all subsequent move-ins of construction equipment in the same manner as initial move-ins. “Construction equipment” does not include personal vehicles or support equipment that remains on the main travel route.
Prior to the initial move-in, the contractor shall make all construction equipment available for inspection by the Forest Service at an agreed upon location. Provide the Forest Service at least 24 hours advance notification when equipment is ready for inspection.
601.02 Method. Add the following to this section:
“Make no separate measurement for Noxious Weed Control.”
601.03 Basis. Add the following:
“Include all costs associated with the cleaning of equipment in the unit price bid for Mobilization.”

Example: 5(# PLS/acre) = 6.55 pounds commercial seed per acre.

All seed purchased will be certified to be free of the noxious weed seeds from weeds listed on the current "All States Noxious Weeds List".
Test results from a certified seed analyst and seed analysis labels attached to the bags will be provided to the Forest Service. Lab testing for noxious weeds will be conducted prior to seed mixing. Only after a finding and documentation in writing of no weeds on the current "All States Noxious Weeds List" will the seed be accepted and used.
Seed shall be applied by the dry method. Fertilizer shall be applied at the rate of 200 pounds per acre in one application(s) by the dry method and have a chemical analysis as listed below:

Hydraulic Excavator. Provide a track mounted hydraulic excavator, 1995model year or newer. Bucket must be equipped with an hydraulic "thumb". It is anticipated that an excavator of a size capable of performing the excavation needs for the project, i.e. structure excavation, riprap construction, etc., will be of an adequate size to be acceptable for any work that the Contractor may be directed to perform under this section.
Large Dump Truck. Provide a large dump truck with a minimum capacity of 12 cubic yards, 1995 model year or newer.

Construction Requirements
648.03 General. It is intended to place larger material in the culverts than what is anticipated to be available by salvaging material from structural excavation. The streambed simulation material should contain some material that is even larger than what is visible in the natural stream channel. To achieve the specified gradation it is anticipated that the Contractor will be require to mix material from the designated riprap source with common material either salvaged from the site or taken from the designated borrow area.

Place stream simulation rock on a prepared surface to form a well-graded, low permeability mass, similar in appearance and texture to the natural streambed. Do not drive metal track or rubber tired equipment directly on metal or concrete structure surfaces.
648.04 Placed Stream Bed Simulation Rock and Fish Rest Stops.
Place stream bed simulation rock and fish rest stops by one of or a combination of the following methods.
(a) Method A, Machine Placed. Place stream simulation rock in one or more layers with a layer depth less than 1 ½ times the maximum dimension of the stream simulation rock. Place stream simulation bedrock by methods that do not cause segregation or damage to the prepared surface.
Place or rearrange individual rocks by mechanical methods to obtain a compact low permeability mass matching stream simulation bed details. Fill voids before placing the next lift. Place fish rest stop rock as designated.
(b) Method B, End Dumped. Dump stream simulation rock in one or more layers with a layer depth less than 1 ½ times the maximum dimension of the stream simulation rock. Distribute larger rocks throughout the mass of stone. Obtain a uniformly dense, compact, low permeability bed with a surface matching stream simulation bed details. Fill voids before placing the next lift.
Place fish rest stop rock as designated.
(c) Method C, Hand Placed. Place stream simulation rock using hand labor. Material may be hand carried, or carried in wheelbarrows and end dumped to obtain its full thickness. Compact each load using hand operated or hand operated mechanical equipment to obtain a uniformly dense, compact, low permeability bed with a surface matching stream simulation bed details. Fill voids before placing the next lift. Place fish rest stop rock as designated.
648.05 Foundation fill. Fill all voids left during placement of Fish Rest Stops and Stream Bed
Simulation Rock adjacent to footings, concrete structures or corrugated pipes with foundation fill. Use water pressure, metal tamping rods, and similar hand operated equipment to force material into all surface and subsurface voids between the structure and Rocks and between individual Rocks.
648.06 Rock Weirs. Furnish rocks meeting the dimensional requirements SHOWN ON THE
DRAWINGS and as directed by the CO. If suitable rocks are not available on site they must be hauled from the designated riprap source. Excavate and construct the rock vortex weirs as SHOWN ON THE
DRAWINGS and as directed by the CO.
648.07 Use the method of measurement that is DESIGNATED IN THE SCHEDULE OF ITEMS.
The quantity of streambed simulation material includes sorting, mixing, hauling and placing material.
