RFQ Q&A Doc for Centennial HVAC Replacement Project
QUESTIONS & ANSWERS REGARDING:
SOLICITATION/REQUEST FOR PROPOSALS NO. AG-82A7-S-17-0072

For HVAC Replacement Project
Centennial Job Corps Civilian Conservation Center
(AMENDMENT 000001)
QUESTIONS RECEIVED AS OF 7/31/2017:
1. During walkthrough it was noted that the SF-1442 Block 11 indicates 1200 Days from Notice to Proceed.
ANSWER: This should read 120 Days as also stated in Section F (page 23) – FAR 52.211-10. This is also changed to “Negotiable” instead of “Mandatory.”
2. When will Notice to Proceed (NTP) be issued?
ANSWER: NTP will be issued once equipment submittals are approved. Some CO’s issue NTP for the submittal portion, this CO does not, because of the submittal process and lead time of equipment, can impact real start date, and therefore impact final delivery dates. It should be noted that based on recent history with HVAC equipment, any interested contractor should verify stock and delivery times of brand-name specific equipment, and provide that information in their proposal
3. The Scope identifies the only sequencing requirement as one building be completed before starting the in next building. Can all units in a building be replaced at the same time? This would leave the building without much if any air-conditioning/heating during replacement process. This project will be going on during winter, this could create significant problems.
ANSWER: Regarding shutting down an entire building, that will not be possible for certain buildings and the contractor will need to plan on some phased work if it is feasible while working in those areas.
4. During walk through it was mentioned that the Admin Building and Medical Building would probably be better off performed off-shift. Please confirm if this work should be bid based on off-shift hours.
ANSWER: We will not have any working hours outside of what is stated in the contract.
5. Contractor wanted to know what “WORKING BOND” meant.
ANSWER: Contractor Performance and Payment Bond Required after award, and Bid Bond Required for Proposal Submission.
6. Page 12 of 63 of the contract C.3 uses the term “general contractor.”
ANSWER: If contractor is registered in the System for Award Management (SAM) and meet the definition of the North American Industry Classification System (NAICS) Code 236220 they meet the requirements.
For everyone’s convenience the NAICS Code 236220 – Commercial and Institutional Building Construction - This industry comprises establishments primarily responsible for the construction (including new work, additions, alterations, maintenance, and repairs) of commercial and institutional buildings and related structures, such as stadiums, grain elevators, and indoor swimming facilities. This industry includes establishments responsible for the on-site assembly of modular or prefabricated commercial and institutional buildings. Included in this industry are commercial and institutional building general contractors, commercial and institutional building for-sale builders, commercial and institutional building design-build firms, and commercial and institutional building project construction management firms.
7. During the walk through, it appears that some of the items included were either repaired, replaced or mislabeled in Solicitation Package because they appeared to be complete or not have the correct numbering or location.
ANSWER: Some items were repaired, replaced or mislabeled in Scope, Specifications and Drawings, please refer to corrected documents attached with Amendment 000001. This includes revised Schedule of Items, Scope, corrected specification pages and drawings. Please note that two (2) optional items were removed from solicitation, as work was identified as being complete.
8. Question was asked about direct bidding (proposal) submission instead of through general contractor and the use of the same documents listed on pages 60-63?
ANSWER: All qualified businesses who are self-certified and/or SBA certified as a small business concern under the NAICS Code 236220 are allowed to submit a proposal on this requirement. The solicitation is for ALL items to awarded under a single award, so no proposals will be considered that do not include all items, including optional item in their proposal submission package. The same documents provided with solicitation, unless otherwise stated where alternate can be provided, shall be submitted by each contractor submitting a proposal.
9. There was a question in the applicability of CPARS if a proposal does not exceed $750,000.00 as stated in Section C.16.
ANSWER: CPARS is required for all construction contracts awarded that are above $750,000.00, so if the awarded value (including optional item) is less than that amount, CPARS will not apply. CPARS can be requested by awarded contractor if less than $750,000.00 if they desire CPARS for any future Federal Government work. Any awarded value above $750,000.00 will require a CPARS.
10. There was a question regarding the need for a superintendent to be onsite for 3 hours per day as listed in Section C.15.
ANSWER: This is a requirement, per Section C.15 - “that this individual will be available on site for at least three (3) hours per workday, unless otherwise agreed to in advance.” It does have “unless otherwise agreed to in advance,” so there is some flexibility there. So if contractor is proposing less time, please make this is clear in proposal and how it will be managed.
11. If the price exceeds $150,000.00 would we be required to provide the performance and payment bonds as listed under FAR 52.228-15?
ANSWER: Yes, required for all construction above $150,000.00.
12. A question was asked about the Brand-Name Justification for ClimateMaster, ARES and Siemens controls and that the limit all the equipment to only these suppliers. Can you please confirm that there are no other Brand-Name Equipment or Controls that will be allowed on this project?
ANSWER: Yes, this requirement is limited to the products stated in Brand-Name Justification.
No other alternative products are authorized for use on this project.
