Stock Tank Cleaning Q & A’s

1. Is a Tribal Permit required to on stock take locations?

A: NO

2. If so, are taxes paid to the corresponding reservation.

A: NA

3. How much earth/sediment is being removed per tank? (Example Forked Ridge Tank measures 107’ x 110’ x 12” deep (my random number for earth moving) this come out to 435.93 CU YD of Sediment/Dirt, at $75.00 a CU YD. = $32,700.00 just for one tank)

A: THIS WILL VARY AMONG TANKS. IT IS ESTIMATED THAT TANKS WILL NEED 4-12’ OF SEDIMENT

REMOVED FROM THE BOTTOM OF THE TANKS. YOUR ESTIMATE OF 435 CU YDS MAY BE

APPROPRIATE, BUT POTENTIALLY HIGH OR LOW DEPENDING ON HOW MUCH SEDIMENT NEEDS

TO BE REMOVED. IT IMPOSSIBLE TO KNOW HOW MUCH WILL NEED TO BE REMOVED AS THE

DEPTHS OF THE TANKS ARE UNKNOWN.

4. Tank 1, will need to be cleared of trees, brush, debris, is it to be piled on site?

A: YES, PILED OR SCATTERED ADJACENT TO THE TANK

5. Do we have to re-seed tire tracks from backhoe, trucks and trailers?

A: NO

6. Some ponds have no roads and require 4x4, is vegetative damage excluded?

A: MINIMUM VEGETATIVE DAMAGE IS AUTHORIZED TO ALLOW ONE-TIME ACCESS TO THE

PROJECT LOCATION. NO DAMAGE TO SAGUAROS IS AUTHORIZED

7. Is an archeologist provide at no charge per site?

A: AN ARCHEOLOGIST WILL NOT BE REQUIRED FOR THE TANK CLEANING

8. Ponds that have water, and are calculated as line item #3, are we to pull fill dirt from further areas, beyond scope of listed measurements?

A: NO

9. At what average height do you want each pond, for material calculations?

A: IF YOU ARE REFERRING TO THE DAM, THE HEIGHT MAY VARY DEPENDING ON THE AMOUNT

OF MATERIAL REMOVED. THERE IS NOT A MINIMUM OR MAXIMUM HEIGHT REQUIRED. IF YOU

ARE REFERRING TO SOMETHING ELSE, YOU WILL NEED TO CLARIFY.

10. No compaction is noted in plans, I am assuming, fill will be placed and bucket pressed?

A: YES, PRESSED/TAMPED BACK TO EARTH WITH HEAVY EQUIPMENT

11. There is no mention of water settling, is this correct?

A: YES

12. There is no erosion control, rip rap, filter fabric to be used at overflows?

A: NO

13. What if Caliche, Hard Pan or Boulders are encountered, is this a separate pay item, /change order?

A: NO AS IT IS NOT ANTICIPATED. THESE ARE PRE-EXISTING TANKS SO NONE OF THOSE ITEMS

SHOULD BE ENCOUNTERED

14. Is relocation, boxing out, transplanting or damage to native cacti, accents excluded?

A: NOT AUTHORIZED

15. Are protective measures required for tree, shrubs, cacti’s, or animals excluded or required?

A: NO- EXCEPT FOR SAGUARO CACTUS IF PRESENT.

16. Who will certify/approve (with no delay of time and work) notice to proceed on all ponds, if all above.

A: THE CONTRACTING OFFICER IS THE ONLY PERSON THAT CAN APPROVE TIME AND MONEY

AND WILL BE ISSUING THE NOTICE TO PROCEED.

17. How much debris is to be excavated/removed/pulled-out of the tanks?

Equipment-type is stated, not how much debris.

A: ASIDE FROM SAND AND SILT THAT HAS WASHED IN THE TANKS AND CAUSED A NEED FOR

CLEANING, MANY OF THE TANKS HAVE FILLED WITH VEGETATION. MOST OF THE VEGETATION

ARE WEEDS / ANNUALS PLANTS THAT WILL COME OUT WITH THE REMOVAL OF THE MATERIAL.

THERE MAY BE A FEW WOODY TREES/SHRUBS THAT HAVE BECOME ESTABLISHED IN THE TANKS

(EX. HUMBOLT TANK). THESE WILL NEED TO BE REMOVED AND THEN PILED / SCATTERED

ADJACENT TO THE PROJECT AREA

18. How does the contractor access the water tanks?

A: TANKS MAY BE ACCESSES VIA FOREST SERVICE ROADS OR AUTHORIZED OFF ROAD TRAVEL

VIA THE PRE-EXISTING CAT TRACK THAT WAS USE TO PREVIOUS CLEAN/BUILD TANK

19. Are the tanks accessible by road?

A: SEE RESPONSE TO # 18

20. RFQ indicates some tanks have no access – how will access be determined?

A: SEE RESPONSE TO #18

21. Will the contractor be responsible for developing a temp-road? How is this to be priced?

A: NO, THERE IS NO IMPROVING OF ACCESS TO THE TANK OTHER THAN MINOR VEGETATIVE

REMOVAL OR AN OCCASIONAL BOULDER.

22. Does the Contractor need to build a road to access the Magazine tank?

A: NO. SEE RESPONSE TO #18 AND 21

23. The North Deer Flat tank still has water in it. Is the Contractor supposed to drain the tank?

A: IF THERE IS WATER IN THE TANK WHEN THE CONTRACTOR PLANS ON CLEANING TANK, THEY

WOULD NEED TO DRAIN IT OR WAIT UNTIL IT IS DRY PRIOR TO CLEANING.

24. Where does the Contractor access the Skunk and Round-Up tanks? (couldn’t find an access to look at the tanks)

A: THE PRE-EXISTING CAT TRACK/TRAIL THAT WAS ORIGINALLY USED WILL NEED TO BE

LOCATED. IT IS UNABLE TO BE LOCATED, THE FOREST SERVICE WILL CLEAR A NEW ROUTE (OFF-

ROAD) TO THE TANKS

25. Is the Contractor responsible for a “accidental” fire (ie: if the dozer tracks hit something and sparks?)

A: YES

26. First picture has a lot of debris and vegetation that will need to be excavated – is the contractor responsible for hauling away the vegetation or will it be placed on Forest land?
