SECTION C – STATEMENT OF WORK
SCOPE OF CONTRACT
USDA-FS Apache-Sitgreaves National Forests has a requirement to complete Mexican Spotted Owl (MSO) surveys on PACs (Protected Activity Centers) and inventories of other areas within the 4FRI2 area on the Alpine, Lakeside, Black Mesa, and Springerville Ranger Districts.
The following statement of work describes each required task in detail including background statements, statement of work, methodologies, required qualifications/certifications/permits, Forest Service furnished items, contractor furnished items, and timelines for completion of each task.
BACKGROUND
Mexican Spotted Owl Monitoring - Approximately 131 Mexican spotted Owl PACs are located within the boundary of the 4FRI2 restoration project. A subset of these PACS occur within specific project planning areas located within this boundary. Implementation of portions of the project is expected to begin in 2017. Due to the large size of the area, the limited capacity of the existing workforce, and limited time prior to implementation to meet the requirements of the MSO recovery plan and survey protocols, it is necessary to seek outside sources to assist in completing the large survey workload associated with this project.
LOCATION AND DESCRIPTION
The Apache Sitgreaves National Forests (ASNF) is located in east-central Arizona approximately 220 miles northeast of Phoenix, Arizona.
TECHNICAL SPECIFICATIONS
Mexican Spotted Owl Monitoring - The work to be completed would be to formally monitor MSO PACs and to conduct inventory surveys of areas outside of PACs on the Alpine, Lakeside, Black Mesa, and Springerville Ranger Districts within the 4FRI2 area. This work must be completed during the 2017 MSO breeding season March 1 through August 31.
The monitoring crews will coordinate with the appropriate Ranger District Biologists prior to starting work on their Districts.
All monitoring work will be documented on data forms provided by the Forest Service. All monitoring data forms and a summary report of the 2017 monitoring results will be completed by December 31, 2017 and submitted to Contracting Officer.
Contractor will submit inventory information and any modification of PAC boundaries or call points in GIS files.
Field crews may need to obtain permission from district rangers to exceed the 14 day camping limit on the ASNFs.
Field Crew may need to obtain permission to access closed roads.
If fire conditions become extreme the Districts may be under total fire closure during the 2017 MSO field season. In that case, the contractor may be given specific written permission to continue survey work during a potential closure.
Methodology
Mexican Spotted Owl Monitoring - All monitoring will be completed according to established protocol (attached) to determine presence/absence and reproductive success. All required forms shall be completed in accordance with the protocol/guideline requirements. Any spotted owl nest or roost trees located shall be photo-documented in daytime on digital format and labeled with Ranger District, UTM, content of photo and date. Original digital photo shall become property of the Government. Locations of active MSO nest sites other than those previously active shall be plotted on the topographic map and shall be crossed-referenced in the summary report. Use UTM’s to describe the nest sites on the topographic map. Active spotted owl PAC’s shall be reported to the District Biologist within 2 working days.
SERVICE RFQ P a g e | 4 SOL NO: AG-8173-S-16-0026

It is the contractor’s responsibility to ensure that all persons conducting the monitoring work meet training and certification requirements.
Proof of training and required Region 3 certification shall be provided to the contracting officer prior to award, for crew leaders and preferably all crewmembers. (Crewmembers certified after award of contract must show certification prior to ignition of field work).
The survey crew must have the permit with them while conducting monitoring.
Forest Service Contributed Items:
Mexican Spotted Owl Monitoring - The Apache-Sitgreaves National Forests will provide the following items:

ALL OCCUPATIONS LISTED ABOVE RECEIVE THE FOLLOWING BENEFITS:
HEALTH & WELFARE: $4.27 per hour or $170.80 per week or $740.13 per month VACATION: 2 weeks paid vacation after 1 year of service with a contractor or successor, 3 weeks after 5 years, and 4 weeks after 15 years. Length of service includes the whole span of continuous service with the present contractor or successor, wherever employed, and with the predecessor contractors in the performance of similar work at the same Federal facility. (Reg. 29 CFR 4.173) HOLIDAYS: A minimum of ten paid holidays per year: New Year's Day, Martin Luther King Jr.'s Birthday, Washington's Birthday, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans' Day, Thanksgiving Day, and Christmas Day. (A contractor may substitute for any of the named holidays another day off with pay in accordance with a plan communicated to the employees involved.) (See 29 CFR 4.174) THE OCCUPATIONS WHICH HAVE NUMBERED FOOTNOTES IN PARENTHESES RECEIVE THE FOLLOWING:
1) COMPUTER EMPLOYEES: Under the SCA at section 8(b), this wage determination does not apply to any employee who individually qualifies as a bona fide executive, administrative, or professional employee as defined in 29 C.F.R. Part 541.
Because most Computer System Analysts and Computer Programmers who are compensated at a rate not less than $27.63 (or on a salary or fee basis at a rate not less than $455 per week) an hour would likely qualify as exempt computer professionals, (29 C.F.R. 541.400) wage rates may not be listed on this wage determination for all occupations within those job families. In addition, because this wage determination may not list a wage rate for some or all occupations within those job families if the survey data indicates that the prevailing wage rate for the occupation equals or exceeds $27.63 per hour conformances may be necessary for certain nonexempt employees. For example, if an individual employee is nonexempt but nevertheless performs duties within the scope of one of the Computer Systems Analyst or Computer Programmer occupations for which this wage determination does not specify an SCA wage rate, then the wage rate for that employee must be conformed in accordance with the conformance procedures described in the conformance note included on this wage determination.
Additionally, because job titles vary widely and change quickly in the computer industry, job titles are not determinative of the application of the computer professional exemption. Therefore, the exemption applies only to computer employees who satisfy the compensation requirements and whose primary duty consists of:
