Blanchard Springs Paving; Solicitation AG-7J18-S-17-0008

Pre-Bid Notes – July 20, 2017

General Notes:

1. Contractor shall provide Erosion Control Plan, Spill Prevention Plan and Traffic Control Plan prior to commencement of work.

2. The asphalt plant in Mt View (Atlas) typically has a winter shut-down period, mid- December to mid-March (weather dependent).

3. Autocad drawings will be made available to successful offeror for parking lot conceptual, storm drain as-builts and topographic drawings.

4. Question asked ‘how to complete the design needed’ prior to award of contract. Portions of this contract are Design/Build (The VIC parking lot and sections of Mirror Lake Road). Design to be completed after award of contract. Contractor’s bid shall include the design and construction work for these elements (see Section B, Schedule of Items for clarification). NOTE: Construction elements are designated optional items based on the availability of funds.

5.

Conceptual Site Plan – Visitor Information Center (VIC) Entry Plaza and Parking Lot Improvements

6. Note 1: Pedestrian sidewalk as shown may need to be adjusted to avoid interference with the existing parking lot storm drainage system (not to be disturbed). If located in the middle section (crown) of the parking lot it should nto interfere with the storm water runoff to the drop inlets.

7. Note 2: Playground equipment should incorporate natural, durable materials to complement the theme of the caverns. (climbing, cave, etc.) Ground cover material is needed underneath the playground equipment for safety and reduced maintenance.

8. Note 2: Contours, drainage and landscaping in front of VIC building (both sides of bridge) after water feature removal should have a natural look and not flat. Large trees remaining should be protected within their dripline.

9. Note 3: Bike Racks can be placed in a different location if handicap parking spaces need to be relocated to the bike rack area.

10. Note 5 & 6: Handicap spaces and East sidewalk to trail may require too much earthwork to be beneficial. East edge of parking lot has two areas that require repairs (earthwork sloughing/asphalt undermining).

11. Note 8: Existing planters provide seating, shade and lighting for visitors. They may remain or propose alternative that provides the same amenities. Match architecture of building and surrounding area. A few picnic tables would be beneficial.

12. Note 8: Add removable bollards at entrance to the plaza area bridge.

13. Entrance road to VIC and Plaza to remain open to the public at all times. During construction operations, safe entrance to be provided by the contractor at all times.

14. Short pedestal (mushroom shaped) lighting that radiates out on both sides of the plaza was discussed. New fixtures can be incorporated into the design. There are no existing lights on the bridge and there is no need for lighting here.

15. Incorporate parking lot lighting into the overall design.

Blanchard Entrance Road (1110A) and Mirror Lake Road (1110E)

1. Three 18-inch culverts with rock headwalls are located along the Entrance road. Culverts shall be cleaned without disturbing the rock headwall inlets and outlets.

2. Mirror Lake Road can be closed (with advance notice) during reconstruction and paving operations.

- During road closure an alternate gravel area (not in contract) is needed for fishermen to access the lake from the accessible boardwalk.

3. Seven 18-inch culverts and two 24-inch culverts are located along Mirror Lake road.

Culverts shall be cleaned without disturbing rock headwall inlets and outlets.

4. Asphalt milling may be necessary in the circular/parking area at the end of Mirror Lake Road to direct/drain surface water into the existing rock wall drain openings. There are 3 existing surface drains and 20+ subsurface pipe drains underneath the circular/parking area.

5. Two large corrugated steel arch culverts are located underneath the circular/parking area at the end of Mirror Lake Road. Culverts can support legal loads.

6. There are two additional smaller parking areas adjacent to Mirror Lake Road.

Approximate sizes are 138’ x 10’ and 98’ x 20’. Asphalt overlay, striping, parking bumpers, guardrails, signage and possibly milling may be required in these area to keep existing rock wall drains open. One of the parking areas will require a safe transition from new overlay to a pedestrian stairway. If final asphalt overlay elevations are the same as existing top of rock wall elevations, a design solution shall be proposed to allow for drainage and pedestrian safety.
