PERFORMANCE WORK STATEMENT
FOR THE DEVELOPMENT AND DELIVERY OF THE
NRCS CUSTOM AUTOCAD® CIVIL 3D® 2009 TRAINING
AND PROVIDE 50 ADDITIONAL USER ACCOUNTS FOR
ONLINE CAD PERFORMANCE SUPPORT TOOLS WEBSITE
SECTION C
C.1. General Information The Natural Resources Conservation Service (NRCS) seeks services to develop and deliver, NRCS Custom AutoCAD® Civil 3D® 2009 (or current CCE approved version) virtual online training books (vBooks) and 50 additional user accounts on the NRCS CAD training website that is included in the NRCS Online CAD Performance Support Tools as described below. This Performance Work Statement (PWS) outlines the requirements of deliverables and expected content.
A documented Project Plan shall be developed using a methodology and format agreed to by the Project Manager.
C.1.2. Background
In FY 2007, NRCS purchased Civil 3D® 2008, which is an enterprise license managed computer-aided drafting and design (CAD) software. This is a relatively new version of design software which is a very powerful tool for use in engineering design, yet can be complex and difficult to learn. This software is quite different in functionality compared to the other versions of design software that NRCS CAD users are accustomed to using. In September 2008, NRCS contracted to provide Civil 3D® 2008 Training and Online CAD Performance Support Tools to approximately 1,500 CAD users nationwide, for a period of 3-years and to assist them with that transition. One of these tools was an online NRCS custom training class where all activities, demonstrations, and exercises were customized for NRCS applications. This custom training class was delivered as virtual books (vBooks) on the NRCS CAD training website which is included in the NRCS Online CAD Performance Support Tools NRCS expects Civil 3D® 2009 to be deployed nationwide in late August 2009, after which time the existing NRCS Custom Online Civil 3D® 2008 virtual books will be obsolete.
NRCS has a need to increase the current 1,500 user account limit to a 1,550 account limit to accommodate the requests for additional accounts nationwide.
C.1.3. Scope of Work C.1.3.1. The Contractor shall provide all personnel, equipment, tools, materials, supervision, and all items and services necessary to develop and deliver NRCS Custom Online Civil 3D® 2009 (or current CCE approved version) virtual books (vBooks) as defined in this Scope of Work (SOW), except as specified in Section C-3. The Contractor shall have proven expertise in developing and delivering Civil 3D® 2009 (or current CCE approved version) training and Online CAD Performance Support Tool methodologies and must provide a full complement of related services. The Contractor must collaborate with the NRCS CAD Management Workgroup (CMW), including the NRCS Project Manager, in all phases of the NRCS Custom Online Civil 3D® 2009 (or current CCE approved version) vBook development process. The Contractor shall ensure that all deliverables are in compliance with NRCS Part 641 Drafting and Drawings National Engineering Handbook, Chapter 1 - Computer Aided Design (CAD) Standards dated January 2006. Once produced, the NRCS Custom Online Civil 3D® 2009 (or current CCE approved version) vBooks will be published and delivered to all registered accounts on the NRCS Online CAD Performance Support Tools.
The NRCS Custom Online Civil 3D® 2009 (or current CCE approved version) vBook will duplicate the content in the NRCS Custom Online Civil 3D® 2008 vBook to include, but not limited to, the following additions: stage storage analysis, profile from points, NRCS custom menus, i.e. spillway layout, wave berm, circular tank, earthen storage pond. Prior to producing the recorded training sessions, the Contractor shall coordinate with the CMW to identify the customization needs and submit course criteria and materials to the CMW for approval. Recordings will be produced, edited and hosted online by the contractor using high quality recording technology that brings the instructor directly to the desktop to ensure clarity and understanding. These vBooks shall also contain downloadable data sets that enable the user to perform exercises described by the instructor. The instructor(s) must be approved by the CMW in advance. The Contractor will submit a resume for the instructor(s) with this proposal to NRCS. The Contractor must ensure the instructor(s) are available for a phone interview if requested by NRCS.
C.1.3.2. Contractor shall increase the existing 1,500 user account limit to 1,550 user accounts on the NRCS CAD training website which is included in the NRCS Online CAD Performance Support Tools.
C.1.3.3. Contractor shall develop custom NRCS AutoCAD® Civil 3D® drawing templates, tool palettes, and blocks with styles and settings required for creating design drawing and construction documents for all AutoCAD® Civil 3D® software version updates. Templates shall include, but not limited to, the following items: description key files, point groups, feature line styles, line/curve label styles, table styles, profile styles, profile view styles, section view styles, figure styles, figure prefix file, pipe/structure library. The Contractor shall ensure that all deliverables are in compliance with NRCS Part 641 Drafting and Drawings National Engineering Handbook, Chapter 1 - Computer Aided Design (CAD) Standards dated January 2006. These templates shall be published to the NRCS Drawing Templates vBook hosted on the NRCS Online CAD Performance Support Tools website and delivered to all registered user accounts. Email support and any required modifications required after delivery will be addressed by Contractor at no additional cost to NRCS.
C.1.3.4. Contractor shall conduct a kick-off meeting with Contractor personnel and the CMW to identify what information/data needs to be exchanged in order for the Contractor to customize the NRCS Custom Online Civil 3D® 2009 (or current CCE approved version) vBooks to represent additional applications that NRCS is requesting. During this meeting the Contractor and CMW will define, and agree, to a format for the Project Plan. The Project Plan shall contain a documented structured process, approach, and defined timelines to facilitate the completion of the Tasks outlined in the SOW.
C.1.3.5. Contractor shall conduct a follow-up meeting to submit the Project Plan (for NRCS oversight, review, and concurrence) and provide it to the Project Manager, in an agreed-to format for approval. At this time, the Contractor will submit a revised training course outline containing the additional customized content required for the NRCS Custom Online Civil 3D® 2009 (or current CCE approved version) vBooks to CMW for review and approval.
C.1.3.6. Contractor shall host prototype NRCS Custom Online Civil 3D® 2009 (or current CCE approved version) vBooks for CMW review and approval.
C.1.3.7. Contractor shall complete and deliver NRCS Custom Online Civil 3D® 2009 (or current CCE approved version) vBooks to all registered accounts on the NRCS CAD training website which is included in the NRCS Online CAD Performance Support Tools.
C.1.3.8. The Contractor shall provide a Task Leader with specialized expertise in the NRCS Custom Online Civil 3D® 2009 (or current CCE approved version) vBooks processes and methodologies and who is capable of working with and guiding the CMW through the process from project initiation, through planning, and close-out of the project with agency acceptance of the required deliverables.
C.1.3.9. The Contractor shall provide the CMW with minutes from all meetings/reviews held throughout the duration of the contract prior to final payment.
C-2 DEFINITIONS
C.2.1. General Information
C.2.1.2. Performance Requirement Summary (PRS). A listing of the service outputs under the contract that are to be evaluated by the Project Manager on a regular basis, the surveillance methods to be used for these outputs, and the performance requirements of the listed outputs.
C.2.1.3. Quality Assurance. A planned and systematic pattern of all government actions necessary to provide confidence that adequate technical requirements are established; products and services conform to established technical requirements; and satisfactory performance is achieved.
C.2.1.4. Quality Control. Those actions taken by a Contractor to control the production of outputs to ensure that they confirm to the contract requirements.
SECTION C-3 GOVERNMENT FURNISHED PROPERTY AND SERVICES
C.3.1. NRCS will provide custom Civil 3D® 2009 (or current CCE approved version) template to be incorporated into the virtual online training books (vBooks).
C.3.2. Applicable Publications/Documents
C.3.2.1. Applicable Documents

SECTION C-4 SPECIFIC TASKS
C.4.1. Specific Performance Tasks
The Contractor shall develop and deliver the following components and services to NRCS:
1. Provide NRCS Custom Online Civil 3D® 2009 vBooks (or current CCE approved version).
2. Increase the existing 1,500 user account limit to 1,550 user accounts on the NRCS CAD training website which is included in the NRCS Online CAD Performance Support Tools.
3. Publish and deliver NRCS Custom Online Civil 3D® 2009 (or current CCE approved version) vBooks to all registered user accounts on the NRCS Online CAD Performance Support Tools website.
C.4.4. Performance Standard
C.4.4.1. Contractor shall submit a revised training course outline containing the additional customized content required for the NRCS Custom Online Civil 3D® 2009 (or current CCE approved version) vBooks to CMW for review and approval. Contractor shall host prototype NRCS Custom Online Civil 3D® 2009 (or current CCE approved version) vBooks for CMW review and approval.
C.4.4.2. Contractor shall notify NRCS Project Manager when the 50 additional user accounts have been added on the NRCS CAD training website which is included in the NRCS Online CAD Performance Support Tools.
C.4.4.3. Contractor shall notify NRCS Project Manager when the NRCS Custom Online Civil 3D® 2009 (or current CCE approved version) vBooks have been published and delivered to all registered user accounts on the NRCS Online CAD Performance Support Tools website.
All documents and submittals, including developed software related to this project will be the property of the Government in accordance with FAR 52.227-14.
C.4.5. Contractor Personnel
C.4.5.1. The Contractor shall have experience in operating and developing custom Civil 3D® 2009 (or current CCE approved version) virtual online training processes and methodologies. The Contractor shall also be able to lead and deliver a full complement of CAD services.
C.4.5.2. The Contractor shall provide a Task Leader with specialized expertise in custom Civil 3D® 2009 (or current CCE approved version) online training processes and methodology to ensure that activities and deliverables are completed on schedule. The name of this person and an alternate, who must act for the Task Leader when the Task Leader is absent, must be designated in writing to the Project Manager prior to the kick-off meeting. The Task Leader or alternate must be available during normal duty hours.
C-5 QUALITY CONTROL
C.5.1. Quality Control
C.5.1.2. The Contractor shall establish quality control procedures in accordance with FAR 52.246-4 for measuring the performance of work on the tasks. The procedures may be components of existing Contractor quality control planning and shall be submitted as part of the proposal. The Government and Contractor shall agree on the quality control procedures prior to starting work.
C.5.1.3. With regard to primary work items, the Contractor shall notify the Contracting Officer whenever a scheduled completion date will not be met. The Contractor shall provide a brief written justification setting forth the relevant facts. The Contracting Officer will make the final determination of whether such action or inaction contributed to the Contractor's delinquency in meeting the scheduled completion dates. This determination will be considered in performance measurement.
C.5.1.4. Bi-Weekly Performance Reviews The Project Manager and Contractor’s Task Leader shall review performance issues at two week intervals during the performance period. This review shall be for the benefit of both the Contractor and the Government. If issues or concerns are identified during the performance review, the Contractor shall take corrective action as necessary in order to meet the performance standard. The Government will identify any internal resource issues that might hinder the Contractor’s performance.
C.5.2. QUALITY ASSURANCE
C.5.2.1. The Government shall establish quality assurance procedures for measuring contract performance utilizing the methods listed in the Performance Requirements Summary. The Government and Contractor shall agree on the quality assurance procedures prior to starting work on the activity.
