MEMORANDUM FOR RECORD

July 30, 2013

SUBJECT: Amendment 3 Clarification on Questions, Black Hills National Forest, Solicitation AG-82X9-S-13-0024, 2013 WY RD Maintenance.

Response to Contractor’s Questions:

There is a large amount of tall grass/weeds growing in the excess loose base material located on the shoulders of the roads. When blading the roads and pulling the excess towards the middle to spread evenly throughout, what do we do with the grass/weeds? Is it the responsibility of the contractor to remove all grass/weeds, or can it be left in with the base material. Who is responsible for the tall grass/weeds?

Response:

Reply: it is acceptable to leave grass/weeds in the base material. Excessive quantity or larger rocks can be bladed across the roadway and sidecast over the bank to make it easier to grade the material. It will be a “fit the situation” response, some discretion will be used in inspection. No specific requirement is in the specifications to separate and remove the weeds and grass. We recognize that incorporation of some of the undesired material into the final surface is inevitable, and do not see this as a cause for rejection of the work.

There is a shortage of base material on a vast majority of the roads to be graded. Without the proper amount of base material to spread we will not be able to leave the roads with the desired surface and prism without segregation of materials. Will new base material be imported to alleviate this shortage and who is responsible for importing this material?

Reply: No imported material will be required or available. Working with the existing material will be required; the desired surface/prism may not be entirely achievable. The specification is written to require working towards the desired prism where it does not currently exist, but no performance requirement is specified that requires that to be achieved where it is not practical.

When ripping roads to below bottom of defect to alleviate road irregularities such as rocks, how may we dispose of these rocks? As with question #2, will there be imported new base material to balance lost road materials during this process with rocks and other surface irregularities?

Reply: Rocks may be side cast over fill banks. No additional imported material will be required or available. Techniques will need to be varied to suit local conditions, and as in response to #2, full compliance with the desired prism may not be achievable.

I have a mounted hydrovac unit, with a large tank on the back connected to a vacuum pump with a pressurized water hose wand that is used to break up soil while the suction hose sucks the material into the tank. May this unit be used to clean out cattleguards?

Response:

The proposed method is acceptable to clean the cattleguards if it meets the final product performance. The specification is performance based, as long as the cleaned depth requirement is met safely and without damage to the structure, the method to achieve the performance is not specified.
