AG-64R4-S-16-0023
Amendment 01
Q1: The period of contract performance is given as 120 days following the Notice to Proceed (page 1 of solicitation). Given that fieldwork cannot commence until the closure of the campground on October 26, will the NTP be given out in October? The concern here is that if the NTP is given in August or early September, the 120 day clock would begin then, rather than closer to when the fieldwork would begin. Would it be possible to set a final delivery date for the contract rather than giving a number of days from NTP?
A1: The NTP will be issued in October 2016.
Q2: On page 10 of the solicitation it states that “proposals shall be submitted electronically” and then below that “hardcopy proposals may be submitted to the address below.” Are hardcopy proposals alone acceptable?
A2: Vendor may submit either Hardcopy or electronic proposals. Hardcopy proposals must be submitted to the address listed on page 10 of the RFP document. Please note that proposals will be scanned into an electronic format and may be sent via email to members of the Government’s Technical Evaluation Team.
Q3: Page 13, Item 1, Capability to perform. Are you just wanting the names of the personnel redacted? Other information in the resume would be specific to that person (i.e., prior work experience, report references, character recommendations, etc.)—are you requesting that all names be redacted in the resumes?
A3: Government revises this evaluation factor to remove the redaction requirement.
a. Must demonstrate how Contractor Key Personnel assigned to this project meet the minimum professional qualifications for prehistoric and historic archaeology, history, architectural history, or historic architecture as identified in 36CFR61, the Secretary of the Interior’s Standards and Guidelines-Professional Qualifications Standards.
• Note: Resumes must be submitted for key personnel (Principle Investigators and Field Directors). Submitted resumes should not include NAMES OF SPECIFIC PERSONNEL. If names are included in the resumes, the Contracting Officer may redact or REJECT the resume and it MAY NOT be considered. Resumes should include Qualifications and experience of Principal Investigator and Field Director including academic qualifications, experience relevant to assigned responsibilities, interdisciplinary expertise such as geology, geomorphology, and use of Geographic Information System (GIS) and Global Positioning System (GPS) technology.
Q4: Also, are you requesting resumes for only the key personnel or for all crew members to be used on the project? If so, are all names to be redacted in the crew member resumes as well?
A4: Resumes are to be submitted for key personnel (Principle Investigators & Field Directors).
Resumes are not required for field technicians – “Offeror must include statement certifying that all field technicians meet the qualifications as specified in the Statement of Work.” See A3.
