GENERAL SPECIFICATIONS

SCOPE OF WORK

Contractor shall furnish all labor, tools, equipment, fuel, supervision, transportation, materials, supplies and work required to provide mowing services at the Poplar Bluff Ranger District facility on the Mark Twain National Forest in accordance with specifications and provisions of this solicitation and any resultant contract.

DESCRIPTION AND LOCATION

Mowing services will be performed at the Poplar Bluff Ranger Station, 1420 Maud Street in Poplar Bluff, MO. The lawn is approximately 1.3 acres in size and consists of both level and sloped areas. Mowed areas contain sign posts, trees, shrubs, landscaping, and other impediments that must be mowed and trimmed around.

GOVERNMENT-FURNISHED PROPERTY

The Government will NOT furnish any supplies, materials, property or services to the Contractor.

WORK PROGRESS

The Contractor shall complete mowing the same day it is started unless a time adjustment is given in writing by the

Contracting Officer's Representative (COR). The work must be started within seven (7) calendar days after the date of receipt of the initial Notice to Proceed.

The Forest Service retains the option to cancel or reschedule mowing of the contract area during one or more scheduled weeks due to weather conditions.

PRE-WORK CONFERENCE

This contract will be administered by the Contracting Officer (CO). The CO may designate a COR for the purpose of insuring compliance with the specifications and provisions of this contract.

Prior to commencement of work, the CO or COR will arrange a meeting with the Contractor to discuss the contract terms and work performance requirements. A work progress schedule will be developed at this meeting.

Before work starts, preferably, at the pre-work conference, the Contractor shall designate in writing a person to act for him in his absence. The Contractor or the designated representative shall be on the job whenever work is in progress.

In the absence of the Contractor, the authorized representative will take action as required to keep the job in progress under terms of the contract. The presence of the Contractor's Representative or COR on the job will not relieve the

Contractor of responsibility for satisfactory performance.

USER AND RESOURCE PROTECTION AND MAINTENANCE

User Protection: All lawnmowers will be equipped with a protective shield to prevent or reduce throwing of debris by the blade.

Resource Protection and Maintenance: The Contractor shall (1) avoid operating equipment when soil conditions are such that excess damage, including rutting, will result and (2) repair promptly any erosion caused by the operation.

Damage to Property and Persons: The Contractor shall be responsible for all damage to property and to persons, including third parties, that occur as a result of their or their agents or employee's fault or negligence. The term "third parties" is construed to include employees of the Government.

TECHNICAL SPECIFICATIONS

MOWING FREQUENCY

Mowing will be performed on an “as needed” basis between April 1 and December 31. The contractor shall ensure that the general appearance of the lawn is well kept throughout that time period. Grass height shall not exceed 4½ inches unless the COR approves an exception. It is anticipated that mowing services will be required weekly in the spring, early summer, and fall (less often during very hot/cold or dry periods). The Government reserves the right to require more or less frequent mowing based on the appearance of the lawn.

MOWING

Each pass of the mower shall overlap the previous pass so that no strips of uncut vegetation result. Grass shall be cut evenly to a height of 2 ½ to 3 inches above ground level. Grass blade height shall not be cut by more than one half its length in any one mowing. Equipment shall be adjusted to prevent scalping or narrowing of work area.

Mowing will not be performed when the ground is excessively wet, as determined by the COR. Grass will be mowed to within 6 inches of the base of all trees, shrubs, buildings, fences, sidewalks, posts, car stops and other associated facilities. The remainder will be cut with a string trimmer without causing any damage to the facility. Contractor shall mow ditch lines through the bottom of ditch.

TRIMMING

The Contractor will not be required to do trimming other than that trimming required to accomplish the mowing specified above. All edges, including grassed areas adjacent to buildings, sidewalks, roads, trees and shrubs will be trimmed to the same height as surrounding mowed areas. All trimming will take place at the time of mowing.

Mowing work is not complete until all trimming is complete.

RUBBISH

All items such as paper, cans, wrappers, glass bottles, etc., shall be removed from mowing area to the nearest dumpster or other disposal point to be designated by the COR.

STICKS AND LIMBS

Sticks and limbs will be picked up in the mowed areas prior to mowing operations. The sticks and limbs will be removed from the Ranger Station grounds.

EQUIPMENT

Any professional grade riding or push-type mowing machine may be used. If at any time during the course of this contract any equipment is deemed to be unsatisfactory by the Contracting Officer it will be replaced at the

Contractor’s expense.

CLEAN UP AFTER MOWING

Upon completion of mowing, the Contractor will leave the work and premises in a neat, clean and orderly condition. All grass and leaf material blown onto roads and paved areas by Contractor's equipment must be removed by the contractor on the same day mowing is completed.

INSPECTION/ACCEPTANCE/PAYMENT

INSPECTION

Contractor shall contact the COR within 24 hours of each mowing. Inspection of the mowed area will be made after the contractor has notified the COR that mowing has been completed. Failure to notify the COR may result in the area not being inspected. No payment will be made for mowing not inspected and accepted by the COR because of the Contractor's failure to contact the COR.

ACCEPTANCE

Any work not meeting specifications, will be brought to the attention of the Contractor and the Contractor will be responsible for making corrections at his own expense.

PAYMENT

Contractor shall be paid not more often than monthly at the unit prices quoted for services performed and accepted by the Contracting Officer’s Representative.
