Amendment 03
Q1: Clarify the areas where the trees/logs can be staged for the log jams.
A1: The Ridge Runner parking lot has been designated as a staging area for the trees/logs for the log jams. Other locations may be designated as approved by the COR. Moving the trees from the stock pile location/s to the log jam sites will be done under equipment rental along with the construction of the structures.
Q2: Clarify the standard for erosion control on the banks of the river where the log jams will be built.
A2: The bank access points at each site will be rehabbed and seeded after construction. Additional slash may be placed on the bank. No dewatering for construction is required for construction of these structures. Work will be done in an efficient manner to minimize turbidity to the extent possible. Most of the sites are associated with gravel bars which will be reshaped during construction and installation of the large wood
Q3: Clarify whether the Government SME will specify how the contractor is to descend the bank to the river. OR if we’re instructing the contractor to do the least damage possible in their descent – and not specifying the manner. *example: Instead of moving equipment down the bank 5 different times, can the vendor move it down once and then move down the bank to the other locations?
A3: The FS and the contractor will jointly agree on route locations to minimize impacts and to protect the identified pre-historic site from adverse effects. Moving the trees from stockpile locations to the log jam construction sites will be done under the equipment rental line items along with the construction of the structures.
Q4: Clarify on the disposal of excess vegetative material. What is hauled to the area 3 miles away vs what is being used to close off what roads? And can we clarify what roads these are and how many trees, etc.…?
A4: The disposal locations designated within 3 miles of the project site are the actual roads the Forest Service is wanting to close. There are approximately 3 roads and they are located to the west of the bridge off of State Highway CC. Vegetation mats removed from the parking area can be used to reveg disturbed access areas of the upland and banks from construction of the log structures.
Q5: Can the vendor chip the low vegetation and blow it back into the surrounding woods on site – versus hauling it all off site?
A5: Chipping and scattering of the low vegetation will be permitted provided it is not an excessive amount as to result in a solid continuous cover over existing vegetation. No piles of chipped material will be permitted.
Q6: Clarify the standard for where the new road loop starts by the vault – do they need to figure in fill to level the land into that line item?
A6: Yes, fill is required to level the entrance of the loop road with the main road, and is incidental to that pay item. They can use suitable excavation material from the clearing and grubbing of the new loop road, with COR approval.
Q7: Are there any enhanced regulations for equipment cleaning to cross the water – i.e. to get to the meander log jam on the other side of the river?
A7: Reference page 12 of the solicitation document – H.2 Equipment Cleaning. No additional cleaning is required.
Q8: On S-4 it specs out the length/diameter of the trees – does that include the root-wad? If not, what is the diameter of the root-wad?
A8: Length: The length of the root-wad tree includes the root wad. Diameter: The root fans need to be as large as possible. Based on previous projects the root-wads will range between 5 to 6ft in diameter.
Any/all costs associated with hauling oversize objects should be included in the cost of the offsite tree harvest line item.
Q9: Clarify whether they are allowed to procure off private land instead of the harvest off site provided the trees meet the specs.
A9: Yes, as long as the tree species/quality of trees are the same as those identified in the harvest area.
See Special Project Specifications, Section 201-Clearing & Grubbing, 201.04 Clearing, the second paragraph.
Q10: Regarding the off-site harvest location – clarify that the Government assumes that the trees will lose most branches while being hauled down the road to the main work site.
A10: Contractor will trim the trees for haul. Tops will be cut, logs and root-wad trees will be trimmed to the trunk.
Q11: Regarding tree harvest in general – what is the Government’s attitude going to be toward accidental damage to other trees? Especially at the offsite harvest site – it’s packed pretty tight.
A11: It is expected that some damage will occur. Contractor will be responsible for notifying the COR or CO AT LEAST 48 hours before any harvest if contractor is concerned about not being able to work without damaging other trees. If there are trees not identified for harvest that would help minimize the damage and safety issues, they should be cut and bucked to an appropriate length AFTER they have been properly marked (painted) by the Forest Service. Contractor MAY be held liable for damage to trees if it is evident that the damage was due to contractor negligence and/or no effort to notify the COR or CO
Q12: Contractor had a concern about removing trees on the main site and possibly ripping out chunks of concrete.
A12: Contractor needs to exercise care and caution when operating on site to avoid damage to existing infrastructure. If damage to asphalt occurs, contractor is responsible for patching it. If trees need to be removed adjacent to the asphalt then the root fans would need to be cut along the asphalt to avoid damage.
Q13: What if the ingress road falls apart under the weight of all that equipment?
A13: If they are operating tracked equipment on the asphalt surfaced road, they need to exercise care and caution to protect the road from damage – i.e. work on mats or another method. Driving off the edges and causing crumbling is likely the largest risk factor – contractor should provide some means of protecting the road edges, with COR approval. If road is damaged, contractor is responsible for patching and/or repairing.
Q14. How do you get the equipment/logs from logjam to logjam without actually driving through the water?
A14. This is done by equipment rental and the excavators will carry and drag logs to the site. The logs will be placed as close to the worksite as possible based on the least impactive access points.
Q15. Regarding the logjam construction, is it the contractor’s responsibility to monitor/ensure canoeist safety?
A15. The logjams will be built the last 2 weeks of September, canoe traffic is typically minimal during this time. Contractor will be responsible for remaining alert to any potential safety hazard – including canoeists in the area. Contractor also responsible for placing warning signs at the put-in location notifying the public of work. This should all be addressed in contractor’s safety plan.
Q16. Can you verify the percentage of trees that are coming from within North Fork Rec Area versus the site approximately 15 miles away?
A16. We have marked 152 trees within the actual NF area. Trees were marked in December within the North Fork Site; 152 trees of varied diameters that could be used were identified. All trees have been identified with a number for identification purposes. A tally of trees by category was kept as well: Root wad trees: 23; Trees for logs: 44; Racking logs: 72. Once the road layout for ramp area is complete, there may be more trees at the main site that can be used. There is also a site approximately 17 miles away that has root wad trees that have been flagged. Additionally, there are 20 trees with a couple nearing 18” diameter that can be cut but NOT used for root wad material as we cannot do any ground disturbing within the campground area. Trees were marked without knowing exactly where road and ramp were going as the project has not been staked yet. There could be more trees available at North Fork. The of-site location is available if needed. Due to all the variables it is impossible to commit to an estimate – best estimate is 10% from the off-site location. It could be more or less – and Government will not entertain Requests for Adjustment based on a variance in that percentage.
Q17. Are there Liquidated Damages?
A17. No Liquidated Damages are included in this solicitation. FAR 52.211-12 is not included.
Q18: Are there minority goals?
A18: Reference FAR 52.222-23 on page 44 of the RFP document.
Q19. Is this project tax exempt?
A19: Yes, project is tax exempt – a Form 5060 will be completed and provided to the successful vendor.
