Superior National Forest Skibo Vista Overlook Site Improvements
Technical Proposal Evaluation Criteria:
1. Past Performance. Provide a list of completed past projects with similar scope, (include a brief description of the project, project location and who the work was performed for). List projects with US Forest Service, other governmental agencies and private clients (if applicable). Include reference names and phone numbers.
2. Management Approach. Provide a list of key personnel including sub-contractors directly involved with the project and a description of equipment used in the project (make, model, year, etc). Identify the independent testing laboratory that will be performing the materials testing. Describe your methods and work plan to complete the project including a preliminary timeline.
3. Quality Control and Safety Plan. Provide a description of your quality control procedures, safety plan, layout method and inspection procedures. Identify who will be responsible for quality control and safety and how you plan to meet the project requirements and specifications.
Each technical evaluation criteria factor is given equal (1/3) consideration in evaluation of technical proposals.
Award will be made to that concern, (1) whose proposal is technically acceptable and (2) whose technical/cost relationship is the most advantageous to the Government. All three technical evaluation criteria, when combined, are approximately equal to cost. The critical factor in making any cost/technical trade-off is not the spread between the technical ratings, but rather what is the significance of that difference. The significance of the spread in rankings will be determined on the basis of what that difference might mean in terms of performance and what it would cost the Government to take advantage of it. Award may not necessarily be made to that concern submitting the lowest quote.
Also, award may not necessarily be made for technical capabilities that would appear to exceed those needed for the successful performance of the work. The Government reserves the right to make cost/technical trade-offs that are in the best interest and to the advantage of the Government.
